CONFERENCE ON THE FUTURE OF TURKISH FOREIGN POLICY
HARVARD UNIVERSITY, OCTOBER 24-25, 1998

We are holding a conference on the foreign policy that will drive the
Turkish state into the next century. The objective of the conference is to
build a conceptual framework for understanding the complex phenomena that
generate the interplay between Turkey's domestic and foreign policy and the
international relations that impact upon that foreign policy.
The disintegration of the Soviet Union has vastly increased the pivotal
significance of Turkey to its multi-regional surroundings. Most of its
neighbors are undergoing post-Cold War transition and turmoil, much of
which compounds the external threats and economic challenges to Turkey.
Transnational threats and potential conflicts involve ethnic, religious and
territorial disputes. New relationships with the states of the Balkans,
the Caucasus, Central Asia and the Middle East may be pulling Turkey away
from its traditional foreign policy gravitation towards western Europe.
This is occuring at a time when Turkey remains significant for the East -
West transit of energy resources, and has not resolved issues with Greece
and the European Union.
We are, therefore, bringing together panels of experts within four issue
areas: military security, economic growth and strategic resources, the
international dimension of human rights and civil society, and contending
visions of Turkey's role in the world.
The conference organizers are Roger Owen, A.J. Meyer Professor of Middle
East History and Director of the Center for Middle Eastern Studies; Cemal
Kafadar, Vehbi Koc Professor of Turkish Studies; Lenore Martin, Professor
of Political Science, Emmanuel College and Affiliate in Research, Center
for Middle Eastern Studies; and Dr. Dimitris Keridis, Coordinator of the
Kokkalis Program on Southeastern and East-Central Europe.
