    [01] Energising Europe : a real market with secure supply

    A new momentum has been given to the energy policy for Europe. The European Commission has adopted a third package of legislative proposals to ensure a real and effective choice of supplier and benefits to every single EU citizen. The Commission's proposals put consumer choice, fairer prices, cleaner energy and security of supply at the centre of its approach.

    [02] Galileo : la Commission propose des mesures concrètes pour assurer l'avenir du programme

    La Commission européenne a adopté une communication visant à assurer la poursuite des programmes européens de radionavigation par satellite (EGNOS et GALILEO), ainsi qu'une proposition modifiée du Règlement sur le financement des programmes. Cette proposition prévoit la prise en charge intégrale de la phase de déploiement de Galileo par le seul budget communautaire pour assurer la continuation du projet.

    [03] Further set of rural development programmes for the period 2007-2013 agreed : Austria, Germany (3 Länder), Hungary, Italy (3 regions), Lithuania and Luxembourg

    The Rural Development Committee (consisting of representatives of the 27 Member States) gave a positive opinion to the Rural Development programmes of Austria, Germany (3 Länder), Hungary, Italy (3 regions) Lithuania and Luxembourg for the financial period 2007-2013. These programmes are defined to guarantee infrastructure, create new income opportunities for rural regions, promote growth and fight unemployment. The Commission still has to formally adopt the programmes in the next weeks. The approval of the programmes for other countries and regions will follow in the next months.

    [04] Commission earmarks €6 million for additional humanitarian aid for victims of earthquake in Peru

    One month after the disaster, the humanitarian consequences of the 15 August earthquake are far beyond what was initially estimated and the affected people still depend entirely on humanitarian aid for their survival. The European Commission moved quickly following the earthquake and a fast track 'primary emergency' decision for €2 million was signed by Louis Michel, the European Commissioner in charge of Humanitarian Aid and Development, for emergency relief operations. With this new decision, the European Commission will target the most vulnerable and affected persons. The funds will be channelled through the Commission's Humanitarian Aid department (ECHO), under the responsibility of Commissioner Michel.

    [05] Benita Ferrero-Waldner condems latest bomb attack in Beirut

    The European Commissioner for External Relations, Benita Ferrero-Waldner stated on 19 September : "The Commission is deeply shocked about the latest attack which occurred in Beirut and caused the death of Member of Parliament Mr Antoine Ghanem from the Kataeb together with other innocent people and injured so many. This is a contemptible act that the European Commission condemns in the strongest terms. Our thoughts are with the families and friends of the victims. These attacks should by no means obstruct the process of electing the new president and the process of reform that lies ahead of Lebanon. On behalf of the European Commission, I wish to express my most sincere condolences and offer my deepest sympathy to the families, and to all Lebanese people."

    [06] La Commission autorise l'acquisition d'Ecotècnia par ALSTOM

    La Commission européenne a autorisé, en vertu du règlement Concentrations, le projet d'acquisition de l’entreprise espagnole Ecotècnia, Societat Cooperativa Catalana Limitada (Ecotècnia) par ALSTOM España IB, S.L., une filiale de l'entreprise française ALSTOM S.A., elle- même contrôlée par le groupe Bouygues. Bouygues est un groupe industriel diversifié dont l'activité est centrée sur la construction et les télécommunications/les médias. ALSTOM fabrique des équipements et fournit des services dans le domaine de la production d'énergie et des transports ferroviaires. Ecotècnia est active dans les infrastructures pour l'énergie éolienne et l'énergie solaire photovoltaïque. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.

    [07] Commission approves proposed acquisitions of ABN AMRO assets by RBS and Santander

    The European Commission has cleared under the EU Merger Regulation the proposed acquisitions of certain assets of the Dutch banking group ABN AMRO by Royal Bank of Scotland (RBS) of the UK and Santander of Spain. It concluded that both operations would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it.

    [08] Raising awareness of childhood obesity : Romanian students win 'EU Mini-chefs' drawing contest

    Students of Radauti School no. 3 in Radauti, Romania, have won the European prize in the EU-Mini Chefs drawing contest. Using the winning drawing, the Commission has produced a poster that will be used to publicise the European Day for Healthy Food and Cooking, celebrated on November 8. During this day, in most EU countries, chefs will either visit local schools to carry out workshops or invite a class into their restaurant for lunch and a chat on healthy cooking. This will happen in the 17 countries that are members of Euro-Toques, the European Chefs' Association, which promotes the European cooking heritage and culture. Around 1 000 schools and 20 000 children are expected to participate in the event. European Health Commissioner Markos Kyprianou will launch the day at a European school in Brussels. The drawing contest was addressed to children, aged 9-12, that participated in the competition through their classes. The contest kicked off on May 15 and was concluded on June 30. A jury -made up of Commission officials, chefs and a communications expert- looked at a series of drawings tabled by schoolchildren from across the EU, during a meeting held on July 17, before deciding to award the prize to the Romanian students. "EU Mini-Chefs" (http://eu.mini-chefs.eu) is a website for children, which aims to contribute to the fight against child obesity by encouraging healthy eating and cooking. It is a joint initiative of the European Commission and Euro-Toques. The website demonstrates that eating healthily can be fun and inexpensive. The EU Mini-chefs website provides a European forum for healthy food and cooking with first class healthy recipes and cooking advice. It is available in 12 languages and hosts an interactive cooking game so that children can learn by playing.

    [09] Portugal hosts launch of new EU interregional cooperation programme

    Danuta Hübner, European Commissioner for Regional Policy, attends a conference in Lisbon to launch the EU's new interregional cooperation programme on 20-21 September. Portugal, in its capacity as EU Presidency, hosts the event, entitled : "The Interregional Cooperation Forum".

    [10] Politique maritime et régions ultrapériphériques à l'agenda de la visite de Joe Borg à La Réunion

    Le Commissaire européen responsable pour la Pêche et les Affaires maritimes, Joe Borg, sera à La Réunion du 20 au 22 septembre prochains pour participer à un séminaire sur la politique maritime, organisé par le gouvernement régional de La Réunion en association avec la Conférence des Régions Périphériques Maritimes (CRPM). L'objectif du séminaire est de rassembler les présidents et des représentants des régions ultrapériphériques de l'Union européenne, des experts en politique maritime et des parties prenantes ainsi que des homologues et partenaires venus des pays riverains de l'Océan indien. Le Commissaire Borg examinera avec les parties prenantes les progrès relatifs à la Communication et au Plan d'Action de la Commission sur la politique maritime qui devraient être adoptés le 10 octobre prochain. Il rencontrera le Ministre français de l'Agriculture et de la Pêche, Michel Barnier, pour discuter de la pêche et de l'aquaculture dans le cadre de la politique maritime de l'Union. Dans son intervention, lors de la session de clôture du séminaire, le vendredi après-midi, le Commissaire Borg soulignera la contribution importante et la dimension maritime accrue que les régions ultrapériphériques apportent à l'UE ; il remerciera également ces régions pour leur contribution au processus de consultation sur le Livre Vert de la Commission européenne. La politique maritime de l'Union européenne reconnaîtra clairement que la situation unique de ces régions est un actif pour l'Union et s'attachera ra à prendre en compte leur contribution à une approche plus intégrée dans l'élaboration des politiques. M. Borg effectuera également une série de visites dans l'île: à des installations de recherche, au Lagon Saint Gilles, au port de Saint Denis et à des installations aquacoles dans la Baie de Saint Denis. La Réunion est l'une des sept régions ultrapériphériques de l'UE, avec les Açores, Madère, les îles Canaries, la Martinique, la Guadeloupe et la Guyane française. La CRPM a coordonné la contribution des ces régions à la consultation sur une future politique maritime européenne.

    [11] Culture : Ján Figel' lance l'édition 2007 des Journées européennes du patrimoine en Serbie

    M. Ján Figel', membre de la Commission européenne chargé de l'éducation, de la formation, de la culture et de la jeunesse, sera en visite à Belgrade le 21 septembre, à l'occasion du lancement officiel de l’édition 2007 des Journées européennes du patrimoine (JEP), une action conjointe du Conseil de l'Europe et de la Commission visant à célébrer l'unité et la diversité du patrimoine culturel commun des Européens. La Serbie exerçant actuellement la présidence du Comité des ministres du Conseil de l'Europe, c'est dans ce pays que les JEP sont lancées cette année.

    [12] Commission publishes latest agricultural trade statistics

    A new edition of "Agricultural trade statistics" has just been published on EUROPA. Based on Eurostat data, it provides a thousand tables and graphs describing the European Union's agricultural trade position in the world as well as detailed trade information - per chapter and/or at aggregated product level and by region - in values and quantities. The data cover the period 1999 to 2006 for the EU-25. The statistics are available at:

    [13] Construction output stable in the euro area

    In the construction sector, seasonally adjusted production remained stable in the euro area (EA13) and fell by 0.1% in the EU27 in July 2007, compared with the previous month. In June, production grew by 0.5% in the euro area and by 0.6% in the EU27. In July 2007, compared with July 2006, output gained 1.7% in the euro area and 0.5% in the EU27. In June the annual growth was 2.6% in the euro area and 2.1% in the EU27. These first estimates are released by Eurostat.
