MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb21/09/07[01] Commission informs Spain of preliminary assessment that Spanish authorities' measures on proposed merger Enel/Acciona/Endesa violate EC lawThe European Commission has informed the Spanish Government of its preliminary conclusion that Spain has violated Article 21 of the EU Merger Regulation in that certain conditions imposed on Enel and Acciona for their proposed acquisition of control over Endesa may be incompatible with EC law. The Commission refers in particular to the conditions imposed by the National Energy Commission ("CNE") in its decisions of 26 April (as partially modified by the Minister of Industry on 30 August 2007) and of 4 July 2007. Comme annoncé la semaine passée, un groupe de haut niveau de parties prenantes – dont la présidence sera assurée par Edmund Stoiber lorsqu'il aura quitté ses fonctions de Premier ministre du Land de Bavière – prodiguera des conseils sur les travaux actuellement menés au titre du programme d'action pour la réduction des charges administratives dans l'Union européenne (IP/07/1339).[03] Cohesion policy 2007-2013 : Commission approves first cross-border cooperation programmesThe European Commission has adopted a first batch of four cross-border programmes under the new cohesion policy 2007-2013. The programmes concern Germany, the Netherlands, Belgium, Austria, Italy, the United Kingdom and Ireland. The Commission expects to validate about 50 programmes on EU internal cross-border cooperation over the coming months, involving all Member States.[04] Coherence between EU policies and Development objectives has improved but further progress can be achievedThe European Commission has adopted the European Union's first Report on Policy Coherence for Development (PCD). The Report highlights the interactions and complementarities between development policy and twelve other internal and external EU policies that have an impact on developing countries. PCD plays a central role in reinforcing the EU's contribution to developing countries' progress towards the Millennium Development Goals. The aim is to maximise the positive impact of these policies on partner countries and to avoid incoherencies. The overall conclusion is that the coherence between EU policies and the Development objectives has improved but more can be achieved. In 2005, the EU agreed to PCD commitments in 12 policy areas: trade; environment; climate change; security; agriculture; fisheries; social dimension of globalisation, employment and decent work; migration; research and innovation; information society; transport; and energy. Les participants se sont penchés sur les avantages que les compétences linguistiques et interculturelles offraient au monde de l'entreprise. Certes, l'anglais demeure la lingua franca des affaires, mais la maîtrise de compétences linguistiques supplémentaires, combinée aux aptitudes interculturelles correspondantes, conférera un atout décisif sur le terrain de la compétitivité. La conférence a donné naissance à un forum qui aura pour tâche de déterminer comment utiliser le multilinguisme dans la pratique pour maximaliser les résultats des entreprises.[06] New forum established for sustainable nuclear energy researchEnergy consumption worldwide is likely to double between 2000 and 2050, and nuclear energy will remain a key element in future low-carbon energy systems. Europe has the largest nuclear industry in the world and one third of its electricity comes from nuclear plants. To prepare for the future and maintain European leadership in this sector, a Sustainable Nuclear Energy Technology Platform is being launched in Brussels today, bringing together researchers and industry to define and implement a Strategic Research Agenda and corresponding Deployment Strategy. This Sustainable Nuclear Energy Technology Platform will allow a new and fully integrated approach to research in Europe, its launch being very timely as the Commission prepares a Strategic Energy Technology Plan for the EU.[07] EU and New Zealand adopt new framework for their relationsA new "Joint Declaration on Relations and Cooperation" between the European Union and New Zealand was adopted today in Lisbon at the EU-New Zealand Troika Consultations at ministerial level. It covers the varied areas of cooperation between New Zealand and Europe, and will serve as the anchor for the relationship for the next five years.[08] Andris Piebalgs met Kazak Energy minister Mynbayev to discuss bilateral energy issuesEuropean Energy Commissioner Andris Piebalgs and Kazak Minister of Energy and Mineral Resources Sauat Mynbayev met on 20 September in Brussels to discuss energy cooperation, including the latest developments in the Kashagan oil project on the Caspian shelf. "Successful energy partnerships are based on the principles of mutual respect, transparency, predictability and non-discrimination. I welcome explanations made by the minister about the discussions of Kazakh authorities with the Kashagan consortium and look forward receiving further information about the case", said Commissioner Piebalgs after the meeting.[09] Workshop to share innovations and review progress in pandemic preparedness (25 September 2007, Luxembourg)Senior public health officials from 53 European countries will meet at the Jean Monnet Building in Luxembourg from 25–27 September 2007 to review progress made on preparedness against an influenza pandemic. The three-day technical workshop is jointly organised by the Commission, the European Centre for Disease Prevention and Control (ECDC) and WHO-Europe. Some 170 delegates will update each other on key developments, discuss challenges to preparedness at national and European level and share insights on innovative solutions to these challenges. Speakers in the keynote session on 25 September will include A. Rys, Director for Public Health, European Commission, Z. Jakab, Director of ECDC, N. Menabde, Deputy Regional Director WHO Europe and David Nabarro, UN System Coordinator for Pandemic Preparedness. The agenda will include an Information Sharing Session where countries will display concrete examples of projects and innovations. These will be displayed in an exhibition at the conference venue.
