[01] Commission and WHO join forces to tackle health threats
The European Commission and the World Health Organisation (WHO) today held
a series of high-level consultations in Brussels to take forward their
global alliance in tackling health threats. Commissioners David Byrne
(Health and Consumer Protection), Pascal Lamy (Trade), Philippe Busquin
(Research) and Poul Nielson (Development) as well as senior officials from
the Environment Directorate-General discussed with WHO Director-General Dr
Gro Harlem Brundtland joint strategies to address a wide range of health
issues, including combating smoking, the fight against communicable
diseases, health research, environment and health and nutrition and food
safety. The issues addressed during the meetings show the extent of
cooperation between the Commission and the WHO. David Byrne, who chaired
the meetings, concluded : "The Commission and the WHO both have roles to
play, and working together has a multiplying effect. We share goals, better
health for all, we are natural allies and it makes sense to pursue these
objectives together."
[02] Classical swine fever in France, Luxembourg, Germany and Spain
The Standing Committee on the Food Chain and Animal Health voted in favour
of European Commission proposals with regard to classical swine fever (CSF)
in certain areas in France, Luxembourg, Germany and Spain. These areas,
from where the export of live pigs and porcine semen, ova and embryos is
banned, have been changed for the four countries and the periods when
restrictions apply have been extended. In France the area has been reduced
to the parts of the departments Moselle and Meurthe-et-Moselle close to the
Luxembourg border. In Luxembourg, due to two new outbreaks in the last few
days, the area has been extended to the whole territory of the country. In
Germany, the part of North Rhine-Westphalia where the restrictions apply
has been extended because of new cases in wild boar. In these three Member
States, the measures are now applicable until 31 October 2002. In Spain, no
new outbreaks have been reported since five weeks. The restrictive measures
will now only apply in the comarca of Osona, compared previously to the
whole province of Barcelona and three comarcas in the province of Gerona.
The measures in Spain are applicable until 31 July 2002. The proposals will
now be adopted by the Commission. The situation will be reviewed at the
next meeting of the Committee, scheduled for 2-3 July.
[03] Franz Fischler calls upon Danish fishermen "to turn the tide of
decline in the fisheries sector"
"Denmark has a long tradition of fishing which we should protect together
by taking the measures necessary to promote the recovery of a growing
number of our fish stocks which are depleted as a result of years of
overfishing. Danish fishermen know too well the effects of too much fishing
: dangerously small stocks, reduced catches and fish landings, shrinking
income, job losses and the continuous weakening of coastal areas. I want to
tell you today : we, stakeholders, can and must stop the rot. Let us turn
the tide of decline together by taking the necessary decisions in the short-
term to ensure the future of the sector in the long run. We have to
urgently reduce the fishing pressure on fish stocks, we have to stop the
madness of subsidising the building of vessels that threaten fish stocks
and lose fishermen jobs. The Commission is determined to minimise the
potential hardship for fishermen ; this is why it has proposed to make more
money available to help those who decide to leave the sector", Commissioner
Franz Fischler, responsible for Agriculture, Rural Development and
Fisheries, told Danish fishermen's organisations when he presented the
proposals by the Commission to reform the Common Fisheries Policy (CFP).
[04] World Environment Day : EU citizens worried about global environment
trends
According to a special Eurobarometer Survey carried out in the fifteen
Member States released by the European Commission to coincide with World
Environment Day, concern about the future of the environment remains high
among European citizens. The survey shows that the vast majority of
Europeans are worried about trends in areas like environment and health,
nature and wildlife protection, waste and climate change. 7,500 citizens
from all 15 Member States were interviewed for the survey between 6-15
April 2002. European Environment Commissioner Margot Wallström commented :
"The signal from European citizens is crystal clear : they want politicians
to do more - both locally and globally - to protect the environment and to
pave the way for genuinely sustainable development in the world."
[05] Briefing technique demain sur les nouvelles techniques de publicité et
leurs conséquences sur la réglementation audiovisuelle communautaire
Alors que s'installe en Europe la télévision numérique de nouvelles
techniques publicitaires se développent : publicité interactive, écrans
partagés (split screens) et publicité / parrainage virtuels. Les
dispositions actuelles sur la publicité contenues dans la directive
"télévision sans frontières" (séparation des programmes et de la pub, temps
limité de publicité à l'antenne, règles d'interruption des programmes par
la pub, etc. ) sont-elles adaptées à ces nouvelles formes de publicité ? La
Commission européenne a fait réaliser une étude indépendante sur ce thème.
Les conclusions et recommandations de cette étude seront présentées à
l'occasion d'un briefing technique, qui aura lieu demain, vendredi 7 juin,
à 11h30 en salle de presse.
