  • [01] Better consultation and accountability : modernisation plan for clearer and better European legislation

    (! embargo 3.15 pm !) Today, European Commission President Romano Prodi proposed a first set of initiatives to fulfil the commitment of the White Paper on European Governance to make the European Institutions work better. This can be done already now without requiring any change to the European Treaties. It is about doing better what the EU has to do, not about new powers or rules. The initiatives will enhance the openness and efficiency of the EU's working methods, complementing the Commission's proposals to the Convention on the future of the EU. The Commission calls on the other institutions and Member States to join it in this initiative by playing their part fully in making the EU's process more accessible and accountable. An Action Plan on Better Regulation will improve and simplify the EU's regulatory environment by making legislation more targeted and lighter. Minimum standards will be introduced for consultation during the policy development phase. They will improve public participation, and ensure equity and transparency in the dialogue between Commission services and the public. A new mechanism will improve the quality of EU legislation by analysing the impact of proposals in terms of economic, social and environmental impact.

    [02] La Commission clôt ses enquêtes sur les règles de la FIFA concernant les transferts internationaux de footballeurs

    La Commission européenne a clos ses enquêtes concernant les règles régissant les transferts internationaux de joueurs de football à la suite du rejet formel définitif des deux dernières plaintes concernant les anciennes règles de la FIFA, qui ont été modifiées l'année dernière. "La FIFA a maintenant adopté de nouvelles règles, qui ont été approuvées par la FIFpro, le principal syndicat de joueurs, et qui s'inspirent de principes jugés acceptables par la Commission", a déclaré M. Mario Monti, commissaire chargé de la concurrence. "Les nouvelles règles concilient le droit fondamental des joueurs à la libre circulation et à la stabilité des contrats et l'objectif légitime d'intégrité du sport et de stabilité des championnats. Il est désormais admis que le droit de l'Union et le droit national sont applicables au football et il n'échappe plus à personne que le droit de l'Union est capable de prendre en considération la spécificité du sport, et en particulier de reconnaître qu'il remplit une fonction sociale, d'intégration et culturelle très importante. Le football bénéficie maintenant de la stabilité juridique qui lui est nécessaire pour aller de l'avant."

    [03] Commission encourages candidate countries to further develop their administrative capacity

    EU enlargement negotiations are progressing satisfactorily and so far candidate countries are generally meeting their commitments in the negotiations, in accordance with the agreed timetables. Meanwhile, the candidate countries need to further develop their administrative and judicial capacity to be able to properly implement and enforce the rules and standards of the European Union upon accession. To achieve this goal, the Commission has drawn up individual Action Plans jointly with each negotiating country concerned, which are now being implemented. At the initiative of Enlargement Commissioner Günter Verheugen, the European Commission today adopted a report which provides a detailed overview on the issues covered by the Action plans and expresses confidence that the candidates will be able to make convincing progress in the months to come. It is important that candidate countries make full use of the opportunities offered by the Action Plans, and speed up their efforts along those lines.

    [04] La Commission propose une nouvelle directive sur l'exploitation de l'information émanant du secteur public

    La Commission européenne a présenté une proposition de directive visant à faciliter la réutilisation des données recueillies par les autorités publiques dans toute l'Europe. Son objectif : réduire les obstacles auxquels sont confrontées les sociétés européennes de contenus dans leurs efforts pour développer la nouvelle génération de services et produits d'information basés sur les données provenant du secteur public. L'écart devrait ainsi se réduire entre les entreprises européennes et leurs homologues aux Etats-Unis, où un cadre homogène de règles a permis le déploiement d'un marché dont la taille est plusieurs fois celle du marché européen. Pour Erkki Liikanen, commissaire chargé de la société de l'information, "une meilleure utilisation des informations émanant du secteur public permettra de relancer l'activité économique et la création d'emplois dans le secteur industriel du contenu numérique en Europe, largement composé de PME. Les citoyens y trouveront également leur avantage, grâce à la création d'une série de produits d'information à valeur ajoutée que le secteur public proprement dit n'est pas en mesure d'offrir."

    [05] Commission approves extension of delivery limit for cruise ship being built at Meyer Shipyard (Germany) State aid may therefore still be paid

    The European Commission has decided to grant a derogation to the state aid rules on shipbuilding allowing an extension of the delivery limit for a cruise ship built at Meyer shipyard in Papenburg, Germany. The general rule, according to the Shipbuilding Regulation, is that shipbuilding contracts signed before the abolition of operating aid in 2000 have to be executed at the latest by the end of 2003 in order to benefit from such aid, i.e. up to 9% of the contract value. A derogation can be allowed under strict conditions. Because of exceptional events and circumstances delaying the delivery of this particular cruise ship the Commission decided that the conditions are met and approved an extension of the delivery limit by a few months until 28 May 2004.

    [06] La Commission autorise une partie des mesures d'aide prévues par la Grèce en faveur de Hellenic Shipyards mais procède à un examen approfondi des autres

    La Commission européenne a décidé d'autoriser des aides d'un montant de 29, 5 millions d'€ dont doit bénéficier la société grecque Hellenic Shipyards, pour couvrir les coûts de mise à la retraite anticipée d'environ 200 salariés travaillant dans la construction navale civile. La Commission a également décidé de procéder à un examen approfondi des autres mesures prévues en faveur de la même entreprise. Au stade actuel, la Commission n'a pas été en mesure d'établir que toutes les aides prévues en faveur de l'entreprise répondaient aux critères fixés par le règlement concernant les aides à la construction navale.

    [07] La Commission clôture la procédure d'examen relative à des régimes italiens d'aide d'Etat favorisant certaines entreprises publiques - les aides illicites accordées doivent être restituées, alors que l'exonération de la taxe sur le transfert d'actif ne constitue pas une aide d'Etat

    La Commission européenne a clôturé la procédure d'examen relative à deux régimes d'aide italiens, depuis lors interrompus, qui avaient pour effet de favoriser les entreprises contrôlées par les pouvoirs publics italiens qui avaient été créées conformément à la loi 142/90, essentiellement dans le secteur des services publics. La Commission est parvenue à la conclusion que l'exonération de l'impôt sur le revenu pendant trois ans et la possibilité de contracter des prêts à taux d'intérêt réduit auprès de la Cassa Depositi e Prestiti doivent être considérées comme des aides d'Etat. En effet, ces mesures avaient pour effet de renforcer la position concurrentielle des entreprises concernées par rapport aux opérateurs privés, italiens ou autres, alors que rien, dans les règles communautaires sur les aides d'Etat, ne justifiait l'octroi d'un tel avantage. En d'autres termes, ces mesures faussaient la concurrence au détriment des concurrents opérant dans les mêmes secteurs et, en dernier ressort, au détriment des consommateurs. À la suite de la décision de la Commission, les montants correspondants à cet avantage illicite devront être restitués à l'Etat. En revanche, l'exonération de la taxe sur les transferts d'actifs pour la transformation des "aziende municipalizzate" en sociétés anonymes n'a pas été considérée comme une aide d'Etat.

    [08] Commission approves major part of restructuring aid in favour of mixed shipyard KSG in the Netherlands

    The European Commission today approved €51.1 million out of a total aid of €55.1 million granted by the Dutch authorities in support of the restructuring of Koninklijke Schelde Groep (KSG) linked to the sale of the company to Damen Shipyards Group (Damen). The aid consists in capital injections of €47.7 million and interest subsidies worth €7.4 million. The Commission found that Damen's restructuring plan for KSG provides a firm basis for viability and that the aid is limited to the minimum. However, since the aid is not accompanied by a capacity reduction for the civil shipbuilding activities, as required by the EC Shipbuilding Regulation, the Commission found €4.0 million of the total aid incompatible with the common market. The Dutch authorities are ordered to recover this part of the aid from the beneficiary.

    [09] La Commission autorise une aide en faveur de Renault pour un investissement en Espagne

    La Commission européenne a autorisé une aide régionale à l'investissement d'un montant de 22 millions d'€ pour la production de moteurs diesel et essence à l'usine Renault de Valladolid (Espagne). Au terme de la procédure formelle d'examen ouverte en novembre 2001, la Commission a acquis la conviction que les règles de l'encadrement communautaire des aides d'Etat dans le secteur automobile ont été respectées.

    [10] Compensations suite aux attentats du 11 septembre : la Commission émet des doutes sur l'extension du régime envisagé par la France

    La Commission européenne a émis aujourd'hui des doutes sur la conformité aux régles européennes de l'intention du gouvernement français de prolonger les aides octroyées à son secteur aérien suite aux attentats du 11 septembre 2001, après la reprise des vols vers les Etats-Unis. Malgré le feu vert au régime initial de compensation des coûts subis pour la période de quatre jours durant laquelle l'espace aérien avait effectivement été interdit au trafic, la Commission a décidé d'ouvrir la procédure formelle d'examen pour la prolongation de ses aides, dans le droit fil de sa communication du 10 octobre sur "les conséquences des attentats aux Etats- Unis pour le secteur du transport aérien".

    [11] Commission approves German financial contributions reducing social charges for maritime shipping companies

    The European Commission authorises Germany to support maritime shipping companies in paying for non-wage labour costs. The objective is to safeguard employment of seafarers on board of German merchant ships and to preserve maritime know-how. The financial contributions are subsidies towards shipping companies in order to reduce social charges of German seafarers and seafarers from Member States of the European Union.

    [12] Commission authorises the United Kingdom to grant €14 million to its coal industry

    The United Kingdom is authorised to grant a total of €14 million by way of operating aid to six coal production units. This aid is intended to cover operating losses in 2001 and the period from 1 January 2002 to 23 July 2002.

    [14] La Commission se félicite de l'accord du Conseil sur la proposition de directive sur les fonds de retraite

    La Commission européenne s'est félicitée de l'accord politique réalisé hier au Conseil des ministres de l'économie et des finances sur le fond de la proposition de directive sur les institutions de retraite professionnelle. Cette proposition avait été présentée par la Commission en octobre 2000 (voir IP/00/1141 et MEMO/00/62). Elle vise à créer au niveau de l'Union européenne un cadre prudentiel suffisamment solide pour protéger les droits des futurs retraités et à rendre les retraites professionnelles plus accessibles en termes de coût. Elle a également pour but de permettre à une institution d'un Etat membre de gérer des régimes de retraite professionnelle dans d'autres Etats membres. Le Conseil devrait maintenant pouvoir arrêter rapidement une position commune sur toute la proposition.

    [15] World Environment Day : Margot Wallström calls for focused agenda for change at the World Summit for Sustainable Development

    World Environment Day 2002 is marked by the meeting of world environment leaders from the entire world gathered in Bali to prepare the World Summit on Sustainable Development in Johannesburg, South Africa in August/September this year. "In an economically globalised world, the need to take environmental action at the international level is even more pressing", said European Environment Commissioner Margot Wallström today at a Ministerial Meeting in Bali. "The world is watching and expect us to deliver a focused agenda for change in Johannesburg." Mrs Wallström added : "The question world leaders have to answer at Johannesburg this Summer is how do we harness globalisation for the good of all, especially for the poorest and for the planet ? The EU must continue to play a leading role in devising international responses. We have to put our own house in order, because we consume a major share of the planet's renewable and non- renewable resources. The Commission is determined to make a constructive input to an ambitous outcome in Johannesburg to move the world agenda forwards and deliver on the promises of Rio."

    [16] Commission report reveals discrimination against women scientists in Europe

    If you are a woman, you have less chances of becoming a scientist, and if you do, your career will be slower than that of your male colleagues, according to a report published by the European Commission. The report, presented today at a seminar organised by the Commission and the Spanish EU Presidency in Madrid, looks for the first time at the situation of women scientists across 30 European countries. The survey, carried out by the 'Helsinki expert Group on Women and Science', shows scientific evidence that gender-segregation is a feature of scientific careers in all the countries surveyed. There is considerable waste of women's skills and knowledge as a result of the 'leaky pipeline', whereby women drop out of scientific careers in disproportionate numbers at every level. Broadly, women now constitute the majority of undergraduates. Although they remain a minority in some scientific areas and in engineering, they are the majority in medical and biological sciences. The nearer the top of the academic hierarchy, the lower the proportion of women. Overall women are just a tiny minority in top scientific jobs. Research Commissioner Philippe Busquin said : "The evidence demonstrates unquestionably that women scientists are under-represented in key scientific and research positions. This issue has to be addressed if we are to improve the position and role of women in scientific research. We strongly encourage women to participate in the European Research Area."

    [17] Asia-Europe meeting : Foreign ministers to deepen political dialogue

    Foreign Ministers from the 15 EU Member States, and ten Asian countries will meet in Madrid 6/7th June. The European Commission will be represented by External Relations Commissioner Chris Patten. This is the first of three key ministerial meetings this year, leading up to the ASEM Summit in Copenhagen in September finance ministers will meet in July and economic ministers in September. The tasks of this meeting are preparation of the Summit, and the deepening of political dialogue covering a wide range of topics.

    [18] Visit of Mr Meles Zenawi, Prime Minister of the Federal Democratic Republic of Ethiopia, to the European Commission on 6-7 June 2002

    Mr Meles Zenawi, Ethiopia's Prime Minister, is to meet the Commission President, Romano Prodi, and Commissioners Poul Nielson (Development and Humanitarian Aid) and Pascal Lamy (Trade) and in the course of a two-day visit to Brussels on 6-7 June. In addition, the Prime Minister will be received by the President of the European Parliament and will hold meetings with officials from the European Investment Bank.
