  • [01] Le programme Daphné contre la violence envers les enfants et les femmes suscite un vif intérêt dans l'UE

    Les organisations non gouvernementales et les autres associations ont massivement répondu au lancement, voici deux ans, du programme Daphné, qui vise à combattre toutes les formes de violence envers les enfants et les femmes en Europe. La Commission européenne a publié un rapport d'évaluation intermédiaire relatif au mode de mise en œuvre du programme Daphné visant à lutter contre la violence en Europe, qui a commencé au début de l'année 2000 et se terminera à la fin de l'année 2003.

    [02] La Commission lance le débat sur la nécessité d'une politique commune pour le retour des personnes séjournant irrégulièrement dans l'UE

    La Commission européenne, sur proposition du Commissaire à la Justice et aux Affaires intérieures António Vitorino, a approuvé un Livre vert sur le retour des personnes en séjour irrégulier dans l'Union européenne. Vu la nature très complexe et l'ampleur de ce phénomène, ce Livre vert veut avant toute chose ouvrir un débat et susciter des réactions de toutes les parties intéressées.

    [03] Indicator-based forecast of euro area GDP for 1st and 2nd quarter of 2002

    The indicator-based model for quarterly GDP growth for the euro area, developed by the Directorate General for Economic and Financial Affairs of the European Commission, forecasts for the first quarter of 2002 a range of 0.2% to 0.5% for the percentage change of GDP vis-à-vis the previous quarter (compared to the estimated ranges published on 12 March 2002, there has been an upward revision of 0.1%). This follows a -0.2% contraction of the euro area GDP in the fourth quarter 2001 according to Eurostat's second estimate published on 11 April. For the second quarter of 2002, quarter on quarter growth is forecast to be in the range of 0.5% to 0.8 %. These forecasts confirm that a recovery is taking hold. A moderate upturn in the retail indicator and a stronger recovery in the US (as captured by the Purchasing Managers' Index for the manufacturing sector) account for the small upward shift compared to last March forecast.     [04] Second estimation for the fourth quarter of 2001 - Euro-zone GDP down by 0.2% and EU15 down by 0.1% ; +0.6% and +0.7% respectively compared to 4th quarter of 2000

    Gross Domestic Product (GDP) decreased by 0.2% in the euro-zone and by 0.1% in the EU15 during the fourth quarter of 2001, according to estimates out today from Eurostat. Economic growth had reached +0.2% for both zones during the previous quarter. In comparison with the fourth quarter of 2000, the euro-zone GDP grew by 0.6% and that of the EU15 by 0.7%, after increases of 1.4% and 1.5%, respectively, in the previous quarter. During 2001, GDP in the euro-zone increased by 1.5% and EU15 GDP by 1.6%, after 3.3% growth for both zones in 2000.

    [05] Loyola de Palacio salue les votes favorables du Parlement européen pour plus de sécurité dans le transport aérien et le transport maritime

    Le Parlement européen s'est prononcé en faveur de deux propositions clés de la Commission européenne en matière de sécurité dans les transports : la création d'une agence de sécurité aérienne européenne et le renforcement des règles de suivi et contrôle du trafic maritime. Loyola de Palacio, vice- présidente de la Commission en charge des transports et de l'énergie, s'est félicitée de cette importante avancée qui ouvre la voie à une adoption définitive lors du prochain Conseil Transports au mois de juin. "La sécurité est au cœur de la politique européenne des transports : elle est une condition indispensable du développement d'une politique au service des citoyens européens", a-t-elle souligné. "En à peine plus d'un an après nos propositions, nous sommes sur le point d'avoir un accord définitif entre le Parlement européen et le Conseil : je vois là le signe de la vitalité de la démocratie européenne. Une fois de plus, le dialogue fructueux entre les ministres et les députés européens a permis l'adoption de textes ambitieux", a-t-elle ajouté.

    [06] Commission welcomes Parliament vote on waste electrical equipment and the restriction of hazardous substances

    The European Commission has welcomed yesterday's European Parliament plenary vote which has enhanced the Commission Proposal to introduce mandatory collection, re-use and recycling of waste electrical and electronic equipment throughout the European Union. The Commission has also welcomed the Parliament's endorsement, with amendments, of the related proposal to restrict the use of hazardous substances in new electronic equipment. Waste electrical and electronic equipment is the fastest growing part of the waste stream today. Each European produces on average around 14 kg per year of these wastes. Currently, 90% of this waste is landfilled or incinerated without any pre-treatment.

    [07] Commission welcomes the signing-off of the 2000 budget

    The European Budget Budget Commissioner, Michaele Schreyer, welcomed the decision of the European Parliament to grant the Commission discharge in respect of implementation of the budget for 2000. "I am pleased that the Committee on Budgetary Control has voted by a very large majority to recommend granting discharge", said Mrs Schreyer in Strasbourg.

    [08] Classical Swine Fever in Germany and Spain

    The Standing Committee on the Food Chain and Animal Health voted in favour of European Commission proposals with regard to classical swine fever (CSF) in Germany and Spain. For Germany, in response to outbreaks of CSF, the export of live pigs and porcine semen, ova and embryos from a part of Rhineland-Palatinate has been banned. For Spain, the existing measures, applicable until 30 April, will be extended until 31 May. The proposals will now be adopted by the Commission. The situation will be reviewed at the next meeting of the Committee, scheduled for 7-8 May.

    [09] Le rapport sur la stratégie pour le marché intérieur souligne la nécessité de mettre en œuvre les réformes essentielles

    Le rapport 2002 de la Commission européenne sur la stratégie pour le marché intérieur préconise des efforts soutenus et de grande ampleur pour faire en sorte que toutes les actions ciblées soient réalisées à temps. L'orientation suivie est la bonne, mais l'Europe doit progresser plus rapidement, indique le rapport. Le taux de réalisation des actions ciblées dépasse à peine 50%, à peu près comme l'année dernière (cf. IP/01/564). Le rapport montre également des progrès inégaux dans la transposition en droit national de la législation sur le marché intérieur : sept Etats membres seulement ont atteint l'objectif de 1,5% fixé en mars 2001 par le Conseil européen de Stockholm pour le déficit de transposition. Le rapport décrit les progrès réalisés depuis l'an dernier et réunit les divers aspects de la politique du marché intérieur pour fournir aux décideurs des institutions européennes une vision claire de la marche à suivre pendant les dix-huit mois à venir. Il contient également une liste de contrôle pour la prochaine étape des réformes du marché qui sont nécessaires si l'UE doit devenir l'économie la plus compétitive du monde d'ici 2010, objectif défini par les dirigeants européens lors du Conseil européen de Lisbonne en mars 2000.

    [10] EU enlargement candidate countries to endorse European Charter for small businesses

    EU enlargement candidate countries are due to endorse the European Charter for small businesses at a landmark conference in Maribor (Slovenia) on 23- 24 April 2002. Key issues at the conference will include education for entrepreneurship, access to finance, simplifying administrative procedures for business start-ups and setting up efficient support services for enterprises. As European Commission President Romano Prodi noted at the Barcelona European Council in March 2002, endorsing the Charter's priorities is crucial to the drive to involve candidate countries more extensively in the policies and working methods at the heart of the Lisbon strategy.

    [11] EU grants €5 million in food aid to the Palestinian populations

    The European Commission has approved food aid worth €5 million for the Palestinian populations of the West Bank and Gaza Strip. This decision is designed to ensure that those in need have access to adequate food supplies in the coming months. This assistance will fund the purchase of 7,400 tons of wheat flour and 3,200 tons of rice which will be distributed among the poorest families of the non-refugee Palestinian population in the Territories. With an estimated overall target population of 265,000 people, this contribution will provide relief to those households that have become more and more exposed to the risk of food insecurity during the escalating crisis. This initiative constitutes the response by the Commission to the emergency appeal launched by the World Food Programme (WFP) in late 2001, as a consequence of the recent deterioration of the food security situation in the territories. The Commissioner for Development and Humanitarian Aid, Mr Poul Nielson, commented : "The needs of the Palestinian population, already serious, have been made worse by the current situation. This food aid decision comes on top of what was already programmed for 2002 and addresses basic needs from a more medium-term perspective. We will continue to take whatever additional short-term emergency relief measures are necessary to help alleviate the current suffering."

    [12] FMD in Argentina : further lifting of restrictive measures.

    The Standing Committee on the Food Chain and Animal Health supported a Commission proposal to further lift the measures still being applied to Argentina because of outbreaks of foot-and-mouth disease (FMD). The import into the EU of bone-in ovine, caprine and bovine fresh meat from Patagonia (the provinces of Chubut, Santa Cruz, Tierra del Fuego and the part of Rio Negro south of the 42nd parallel) will be allowed from animals slaughtered after 1 March 2002. The epidemiological situation of FMD in this area has been clarified by Argentina and the OIE (Office International des Epizooties) has now proposed that those provinces should be granted the status of "FMD free without vaccination". From the other parts of Argentina only import of deboned and maturated fresh bovine meat continues to be authorised.

    [13] Libre prestation des services : procédure d'infraction contre l'Italie concernant le travail aérien

    La Commission européenne a décidé d'envoyer une demande formelle à l'Italie de modifier sa législation concernant le travail aérien, afin de la rendre conforme au droit communautaire sur la libre prestation des services au sein du marché intérieur (article 49 du Traité CE). Les règles italiennes dans ce domaine ne prévoient aucune distinction entre les opérateurs établis en Italie et ceux qui sont régulièrement installés dans un autre Etat membre à partir duquel ils souhaiteraient simplement prester des services en Italie. Une telle assimilation juridique est contraire au principe de la libre prestation des services dans la mesure où les opérateurs des autres Etats membres se retrouvent soumis à la totalité des prescriptions imposées en Italie sans qu'il soit tenu compte des exigences déjà remplies dans l'Etat d'établissement. La demande de la Commission a été adressée sous la forme d'un "avis motivé", qui représente la deuxième étape de la procédure d'infraction prévue à l'article 226 du Traité CE. En l'absence d'une réponse satisfaisante dans les deux mois suivant la réception de l'avis motivé, la Commission pourrait décider de traduire l'Italie devant la Cour de Justice.

    [14] Reconnaissance des qualifications professionnelles : procédure d'infraction contre la Grèce et la France

    La Commission européenne a décidé de traduire la Grèce devant la Cour de justice pour son refus d'autoriser les architectes titulaires d'un diplôme délivré par un autre Etat membre à exercer en Grèce. La Commission a également décidé de demander à la France de changer ses pratiques en matière de reconnaissance des titres de médecin obtenus en dehors de l'UE, mais déjà reconnus par d'autres Etats membres. La demande de la Commission prend la forme d'un "avis motivé", deuxième étape de la procédure d'infraction en vertu de l'article 226 du traité CE. Si les autorités françaises ne répondent pas de façon satisfaisante dans les deux mois suivant la réception de l'avis motivé, la Commission peut décider de saisir la Cour de justice.

    [15] Commission asks Ireland to comply with Directive on animal experiments

    The European Commission has sent a Letter of Formal Notice to Ireland asking for compliance with a 2001 European Court of Justice ruling with regard to the Animal Experiments Directive. The Court found that Ireland had used too narrow a definition of the term "experiment" and had also failed to put in place adequate penalties for people who breach the required safeguards. Ireland has not informed the Commission of any steps it has taken to comply with the ruling, which has led to this first written warning from the Commission. Commenting on the decision to send a Letter of Formal Notice, Environment Commissioner Margot Wallström said : "I urge Ireland to take urgent steps to bring its current 19th century legislation into line with EU rules on animal experiments."

    [16] Landfills and waste oils : Commission asks Luxembourg, Belgium, Germany, Italy, United Kingdom, Greece, Portugal and Finland to comply with legislation on landfills and asks Sweden and Denmark to comply with legislation on waste oils

    The European Commission has sent Reasoned Opinions to Luxembourg, Belgium, Germany, Italy, United Kingdom, Greece, Portugal and Finland (Aland Province) for failing to inform the Commission of national legislation concerning waste landfills. The eight Member States cited failed to meet the agreed 16 July 2001 deadline for transposing EU legislation into national legislation. The Commission also decided to send Reasoned Opinions to Sweden and Denmark for non-compliance with EU legislation on waste oils. The regeneration of waste oils has not been given adequate priority in either Member State.

    [17] Erkki Liikanen on official visit to China

    EU support for China's economic and social reform and efforts to implement its World Trade Organisation (WTO) commitments is being reaffirmed by European Enterprise and Information Society Commissioner Erkki Liikanen, in a five-day visit to China this week. The visit should impart new impetus to the Commission's ongoing enterprise policy and regulatory dialogue with China, in which they share ideas on how best to improve the regulatory framework for business. China is undertaking a wide range of social and economic reforms that steer the country towards a market-driven economy. Its WTO membership agreement, clinched at the end of 2001, provides for the elimination of quantitative restrictions on imports of various industrial products from China, including ceramics and footwear, over the next few years and is opening up unprecedented business opportunities for both China and its trading partners.
