[01] OGM : la Commission engage une action contre le Luxembourg et la
France
La Commission européenne a décidé d'émettre deux avis motivés à l'égard de
la France pour le non-respect d'une des Directives principales de l'Union
européenne traitant les organismes génétiquement modifiés, à savoir la
Directive 90/220/CEE du Conseil relative à la dissémination volontaire
d'organismes génétiquement modifiés dans l'environnement. La Commission a
également décidé d'émettre un avis motivé au Luxembourg en vertu de
l'article 228 (ancien article 171) du traité CE pour ne pas s'être conformé
à un arrêt de la Cour de justice européenne concernant une Directive
portant adaptation de la Directive 90/220/CEE au progrès technique.
[02] Animal experiments : Commission acts against Ireland, Belgium and
France
The European Commission has decided to make an application to the European
Court of Justice against Ireland and France for non-respect of the Animal
Experiments Directive. At the same time, the Commission decided to notify a
Letter of Formal Notice to Belgium under Article 228 (ex Article 171) of
the Treaty concerning its failure to comply with a previous judgement of
the Court of Justice concerning the same Directive.
[03] La Commission prend des mesures à l'encontre du Portugal pour non-
respect des Directives européennes relatives à l'eau
La Commission européenne a décidé, en application de l'article 228 (ancien
article 171) du traité, de poursuivre son action en justice contre le
Portugal pour non-exécution de deux arrêts de la Cour de justice européenne
concernant le non-respect par le Portugal d'une Directive européenne sur
les rejets de mercure dans l'eau ainsi que d'une Directive sur la qualité
des eaux superficielles. En même temps, la Commission a également décidé de
notifier un avis motivé au Portugal pour non-respect de la Directive
européenne sur les substances dangereuses.
[04] Commission decides further steps against Spain, Portugal and United
Kingdom on environmental impact assessment legislation
The European Commission has decided to take further steps in legal actions
against Spain, Portugal and the United Kingdom for non-respect of the
Environmental Impact Assessment Directive. Concerning Spain, the Commission
decided to make an application to the European Court of Justice for non-
conformity with the Directive. At the same time a Reasoned Opinion will be
sent to Spain for failure to submit the Accesso Norte al Puerto de
Algeciras express road project to an assessment. Concerning the United
Kingdom, the Commission decided to make an application to the Court for
failure to comply with the Directive's provision regarding international
consultation. The case against Portugal concerns Portugal's failure to
comply with a former judgement of the Court of Justice, and the Commission
has decided to send a Letter of Formal Notice under Article 228 of the
Treaty.
[05] Piles usées : mesures de la Commission contre l'Espagne et le Portugal
La Commission européenne a décidé d'adresser un avis motivé à l'Espagne
pour non-exécution d'un arrêt de la Cour de justice européenne concernant
la législation communautaire relative aux piles usées. En même temps, elle
a également décidé de traduire le Portugal devant cette Cour parce que le
programme portugais applicable aux déchets en cause contrevient à la
Directive.
[06] Guinea-Bissau : humanitarian aid worth euro 2.9 million
The European Commission has approved humanitarian aid worth euro 2.9
million for Guinea-Bissau. The aid, managed by ECHO, the European Community
Humanitarian Office, will assist those affected by the war that broke out
in June 1998. The funding will be spent on two priorities : repairing
houses before the rainy season, providing accommodation for over 100,000
people, and providing food aid and basic health care for those affected by
disruption of the harvest because of hostilities. ECHO's partners for this
six-month plan are European non governmental organisations : Comunità
Internazionale Volontari Laici-Cuneo (LVIA), OXFAM-Belgique, Caritas
Deutschland, Dan Church Aid, Gruppo Volontario Civile (GVC), la Croix Rouge
espagnole, Nederlandse Organisatie voor Ontwikkeling (SNV) et Associazione
Volontari per il Servizio Internazionale (AVSI).
