  • [01] EU-Canada Summit in Ottawa on 17 December

    The European Union (EU) and Canada launched a new trade initiative at the EU-Canada Summit in Ottawa. The new EU-Canada Trade Initiative (ECTI) is a significant advance in the trading relationship, marking the importance for the EU and Canada of maintaining close relations in both the bilateral and multilateral trade fields. The EU and Canada also signed three bilateral agreements covering veterinary matters, including sanitary rules for trade in live animals and animal products, an expansion of the scope of the existing Science and Technology Agreement and an Agreement on Nuclear Research Cooperation. In the area of conventional arms transfers Canada announced that it will subscribe to the principles and criteria developed by the EU in the Code of Conduct on Arms Exports. A joint EU-Canada Statement on the need to control the flow of small arms and eliminate all anti-personnel landmines was adopted by the leaders. The Ottawa Summit was attended by the European Commission President Jacques Santer, Vice President Sir Leon Brittan, Austrian Prime Minister Klima (currently president of the European Council) and Canadian Prime Minister Jean Chrétien.

    [02] La Commission approuve un programme pour l'application de la norme MPEG-2

    La Commission européenne a approuvé un programme de concession de licences de brevets essentiels pour l'application d'une norme ISO, appelée MPEG-2 (Moving Pictures Expert Group), pour la transmission et le stockage de signaux vidéo. Le programme prévoit la création d'une licence pour un portefeuille qui donnera accès aux brevets essentiels pour la technologie MPEG-2. Ce groupement de brevets permettra de promouvoir le progrès économique et technique, et a donc été considéré comme compatible avec les règles européennes de concurrence.

    [03] La Commission propose un nouveau règlement concernant l'instrument financier pour l'environnement (LIFE)

    La Commission européenne a adopté une proposition de règlement du Conseil des Ministres concernant l'instrument financier pour l'environnement (LIFE). L'objectif de LIFE est de contribuer au développement et à la mise en œuvre de la politique communautaire de l'Union européenne en faveur de l'environnement, à travers le financement de projets de démonstration dans les domaines suivants : protection des habitats naturels et des espèces menacées (Life-Nature), intégration de l'environnement dans les activités industrielles et l'aménagement du territoire (Life-Environnement) et assistance technique, protection de la nature et actions de démonstration dans les pays tiers riverains des mers Méditerranée et Baltique (Life-Pays Tiers). Seul instrument communautaire spécifiquement dédié à l'environnement, LIFE tient une place unique parmi les financements communautaire, s'appuyant sur des initiatives locales novatrices et exemplaires pour inciter à la mise en œuvre de la politique communautaire et développer de nouvelles actions.

    [04] Civil protection and accidental marine pollution : Commission proposes two actions to better protect citizens and the environment

    The European Commission has approved proposals for two Council Decisions in the fields of civil protection and accidental marine pollution. These actions cover the period of 2000 to 2004 and will ensure the continuation and reinforcing of actions implemented by the Commission since 1978 in the field of accidental marine pollution and since 1985 in the field of civil protection.

    [05] La Commission approuve des aides d'un montant total de 133 millions d'Ecus pour des projets économiques et sociaux en Turquie

    La Commission européenne a approuvé plusieurs aides d'un montant total de plus de 133 millions d'Ecus afin de financer, dans le cadre du programme MEDA, cinq projets dans les secteurs économique et social en Turquie. Ces aides serviront à créer trois centres d'entreprises à l'intention des PME et un centre de haute technologie dans les domaines de la mécanique, de l'électricité et de l'électronique ainsi qu'à moderniser la formation professionnelle et à améliorer les soins de santé génésique. Le programme MEDA de l'Union européenne (UE) prévoit une aide financière pour assurer la réforme de structures économiques et sociales dans le cadre du partenariat euro-méditerranéen. Ces projets seront financés conjointement par le gouvernement turc et des organisations non gouvernementales (ONG). Depuis juillet 1996, l'UE a alloué, dans le cadre du programme MEDA, un total de 236 millions d'Ecus à la Turquie.

    [06] Commission approves ECU 2.6 million for the continuation of the rehabilitation of Sarajevo airport

    The European Commission approved a grant of ECU 2.6 million for the continuation of the work on the full reconstruction of Sarajevo airport. This fresh funding will be used for the rehabilitation of the interior of the airport terminal building, which was severely damaged during the war in Bosnia and Herzegovina. The work on the reconstruction of the airport is being coordinated by the EBRD. The Commission is financing the rehabilitation of the terminal building, with a number of components being financed by the Government of the Netherlands. The repairs to the exterior of the terminal are scheduled to be completed by April 1999 ; work on the renovation of the interior, including the supply of flight information and security systems, will begin immediately thereafter. In total, the European Union will be granting approximately ECU 6.9 million towards the rehabilitation of the interior and exterior of the terminal at Sarajevo airport. Further funding of approximately ECU 1.2 million has already been committed for the rehabilitation of the runway and technical building at Banja Luka Airport and for the re-opening of Mostar airport.

    [07] Commission announces ECU 3 million new support for mine clearance in Bosnia and Croatia

    The European Commission approved ECU 2 million support for mine clearance in Bosnia and ECU 1 million for similar work in Croatia. The most urgent work on clearing mines, which began in the immediate aftermath of the conflict in former Yugoslavia, has already been completed, for example in the vicinity of Sarajevo airport. However, it is estimated that approximately 1 million mines are still dispersed throughout Bosnia and that there are around 200-300,000 in Croatia. The latest Commission support for mine clearance work will strengthen the Bosnian Civil Protection Agency and reinforce training of local mine clearance workers, as well as fund the provision of equipment. This work is being closely coordinated with the Commission's efforts to rebuild housing and essential infrastructure needed for returning refugees. It is also being coordinated with United Nations and Council of Europe activities in this field.

    [08] Douane - la Commission décide d'envoyer un avis motivé à la Belgique

    La Commission européenne a décidé d'adresser un avis motivé à la Belgique (deuxième étape de la procédure d'infraction en application de l'article 169 du Traité CE) pour violation du code des douanes en ce qui concerne le lieu d'acceptation de la déclaration d'exportation.

    [09] Commission decides Court applications against Austria and Belgium on waste incineration

    The European Commission decided to make Court applications against Austria and Belgium for non-respect of a number of European Union Directives dealing with waste incineration. While Austria has indicated an intention to adopt new legislation to transpose the Directive, this has not yet been received. The Commission's decisions against Belgium relate to the non- conformity of the Belgian implementing legislation for two Directives concerning waste incineration.

    [10] La Commission introduit un recours contre le Portugal pour manquement à la législation sur la pollution atmosphérique en provenance des installations industrielles

    La Commission européenne a décidé d'introduire devant la Cour de justice européenne un recours contre le Portugal pour manquement à la Directive communautaire 84/360/CEE relative à la pollution atmosphérique en provenance des installations industrielles. L'objectif de la Directive est de réduire la pollution atmosphérique émise par les installations industrielles, en se fondant essentiellement sur un système d'autorisation préalable. La décision de la Commission témoigne de la préoccupation que suscitent les lacunes de la législation portugaise au regard des exigences de la Directive. En effet, cette législation n'impose pas l'octroi d'une autorisation pour toutes les catégories d'installations nouvelles prévues par la Directive. Le recours introduit contre le Portugal illustre la volonté de la Commission de garantir que les Directives communautaires relatives à l'environnement deviennent parties intégrantes d'une législation nationale qui traduise, dans toute leur portée, les exigences définies à l'échelle communautaire.

    [11] Eaux urbaines résiduaires: la Commission intente une action à l'encontre de la Grèce et de la Belgique

    La Commission européenne a décidé de notifier un avis motivé à la Grèce et à la Belgique pour non-respect de la Directive 91/271/CEE du Conseil concernant le traitement des eaux urbaines résiduaires.

    [12] Commission decides further steps against Germany and Ireland on environmental impact assessment legislation

    The European Commission has decided to notify a Reasoned Opinion to Ireland and to make an application to the European Court of Justice against Germany for non-respect of the European Union's Environmental Impact Assessment Directive (Council Directive 85/337/EEC on the assessment of the effects of certain public and private projects on the environment). The German implementing legislation gives the possibility not to carry out an assessment in specific cases such as in a situation where the owner of the area concerned agrees or where third parties are not involved. For Ireland the decision relates to Ireland's interpretation of the Directive that it does not cover industrial wind farm projects.

    [13] La Commission notifie des avis motivés à la Grèce, à l'Italie et au Portugal qui ont omis de l'informer sur les installations d'élimination de déchets dangereux

    La Commission européenne a décidé de notifier un avis motivé à la Grèce, à l'Italie et au Portugal qui ont négligé de lui fournir des informations sur les installations d'élimination des déchets dangereux conformément à la Directive 91/689/CEE relative aux déchets dangereux de l'Union européenne.

    [14] La Commission prend de nouvelles mesures à l'encontre de la Grèce pour non-respect d'un arrêt de la Cour de justice dans le domaine social - nouvelles infractions de la France et des Pays-Bas

    La Commission européenne a décidé, en application de l'article 171 du traité CE, de prendre de nouvelles mesures contre la Grèce pour non-respect d'un arrêt de la Cour de justice européenne (CJE). Cet arrêt porte sur l'accès à l'emploi dans le secteur public. Si la Grèce ne donne pas de réponse satisfaisante dans un délai de deux mois, elle s'expose à un deuxième jugement de la CJE ainsi qu'à des astreintes. Un avis motivé fondé sur l'article 169 du traité CE sera également émis contre la France sur une question de sécurité sociale et contre les Pays-Bas en ce qui concerne la mise en œuvre de la Directive-cadre sur la santé et la sécurité.
