    [01] La Commission propose un système commun d'imposition des produits énergétiques

    La Commission européenne a adopté une proposition de directive élargissant le système communautaire de taux minima, aujourd'hui limité aux huiles minérales, à tous les produits énergétiques. Cette proposition présente un cadre cohérent d'imposition pour le secteur énergétique, tout en laissant aux Etats membres la flexibilité de dépasser les taux d'imposition minima. Pour la première fois, la Commission traduit dans une proposition législative sa stratégie fiscale présentée en octobre 1996, avalisée par le Conseil européen de Dublin, et qui fait partie intégrante du Pacte de confiance pour l'emploi. Il s'agit de réorienter les politiques fiscales vers la lutte contre le chômage, tout en les rendant mieux compatibles avec le marché intérieur qui représente un facteur essentiel pour la compétitivité de l'Union. Ainsi, l'article 1 de la proposition invite les Etats membres à privilégier l'objectif de la neutralité fiscale en diminuant les prélèvements obligatoires sur le travail parallèlement à l'introduction du nouveau système commun pour la taxation des produits énergétiques. La flexibilité inscrite dans la proposition de directive permettra par ailleurs aux Etats membres de poursuivre les objectifs de politique environnementale et des transports.

    [02] Commission adopts a pluriannual programme on the promotion of renewable energy sources - ALTENER II

    The European Commission proposed to the Council of Ministers a decision establishing ALTENER II, a five year Programme of measures and actions to promote renewable energy sources in the European Union. A budget of ECU 30 million has been proposed for the first two years. The purpose of the project is to make a meaningful contribution to the achievement of the European Union's objective for a significant increase in renewables. Its objectives will be firstly to help create the necessary legal, socio- economic and administrative conditions for the implementation of an action plan for renewables, and, secondly, to encourage private and public investments in the production and use of energy from renewable sources.

    [03] Protection sociale dans l'Union européenne: modernisation et amélioration

    La Commission européenne a adopté une communication intitulée "Moderniser et améliorer la protection sociale dans l'Union européenne", qui tire les conclusions d'un vaste débat lancé en octobre 1995 par une première communication sur ce même sujet. A l'issue de ce débat, la Commission constate qu'il existe dans les Etats membres une forte demande de protection sociale et même une demande accrue pour une meilleure protection. Elle affirme que les Etats membres de l'Union européenne peuvent et doivent maintenir des systèmes développés de protection sociale mais qu'il leur faut en même temps réformer ceux-ci de façon substantielle, afin de les adapter aux exigences actuelles de l'économie et de la société.

    [04] Commission adopts strategy and two specific actions to combat acidification

    The European Commission has adopted a proposal on a European Union (EU) strategy to combat acidification. The strategy will, by 2010, reduce significantly the extent of the areas in the EU where the tolerance of sensitive ecosystems to acidity is exceeded. Main elements of the strategy include establishment of national emission ceilings for each acid rain pollutant; ratification of the United Nations protocol on further reductions of sulphur emissions; proposal for a directive limiting the sulphur content of heavy fuel oils; review of the large combustion plant directive (Dir. 88/609/EEC); designation of the Baltic Sea and the North Sea as so called sulphur dioxide control areas; promotion of cost-effective measures to reduce emissions in Central and Eastern European countries. Current predictions indicate that the extent of affected areas in 2010 would, in the absence of the strategy, be 8.7 million hectares. With the strategy this figure will be reduced to 4.5 million hectares.

    [05] Commission endorses South Africa's qualified membership of the Lomé Convention

    Almost two years after the start of the negotiations on the future framework of co-operation between the European Union (EU) and South Africa an important milestone has now been reached. On 12 March the European Commission approved the results of the technical negotiations with the government of South Africa that were concluded two weeks earlier. The Commission gave its green light to the draft Protocol to the revised Convention which sets out the terms and conditions of South Africa's Membership. The EU Council of Ministers is now asked to approve the Commission's proposal. South Africa's qualified membership of the Lomé Convention would then require a formal decision from the EU-ACP Joint Council of Ministers.

    [06] La Commission ouvre une procédure à l'encontre de l'aide à Cordex, un fabricant portugais de cordes et cordages

    La Commission européenne a décidé d'ouvrir une procédure à l'égard de la proposition du gouvernement portugais d'accorder une aide à Cordex S.A., un fabricant de cordes et cordages situé à Esmoriz (Ovar), pour un montant de 3,47 millions d'Ecus afin de soutenir des investissements d'un montant total de 13,7 millions d'Ecus. La Commission considère qu'une partie importante de cette aide est incompatible avec le marché commun parce que non conforme au Code des aides à l'industrie des fibres synthétiques.

    [07] Commission opens proceedings against financial measures in favour of Infraleuna GmbH, Sachsen-Anhalt

    The European Commission has decided to open proceedings against financial measures amounting to ECU 532.5 million notified in favour of Infraleuna GmbH, situated on the so-called Leuna site which constitutes an important part of the East German "chemical triangle". The BvS has set up the Infraleuna GmbH to manage the installations that operate for the "common good" and is paying for its initial development. At this stage, the Commission has doubts about the compatibility of these financial measures with the Common market.

    [08] Commission authorises DM 70 million aid measures to Aircraft Services Lemwerder GmbH

    The European Commission has decided to approve under conditions the aid measures amounting to a total of DM 70 million awarded by the authorities of the Land Lower Saxony to Aircraft Services Lemwerder GmbH (ASL), an enterprise which is specialised in maintenance and readjustment of civil aircraft. The Commission considered that the aid complies with the Community guidelines on State aid for rescuing and restructuring of firms in difficulties. The Commission however considered that its authorisation must be made subject to the specific condition that the German authorities refrain until 31 December 2001 from granting any ad hoc aid capable of contributing to an increase in the production capacity of ASL or of helping to cover any losses incurred by it.

    [09] La Commission ouvre une procédure à l'égard des 20 milliards de FF pour la restructuration du GAN

    La Commission européenne a décidé d'ouvrir une procédure à l'égard de l'augmentation de capital pour 11 milliards de FF et de la garantie d'Etat estimée à 9 milliards de FF que le gouvernement français envisage d'accorder en faveur du GAN. Les difficultés rencontrées par ce groupe de banque-assurance depuis 1993, suite aux pertes enregistrées dans l'immobilier et dans l'activité d'assurance, avaient déjà conduit l'Etat français à lui octroyer une augmentation de capital pour un montant de 2,86 milliards. La Commission avait décidé, le 18 septembre 1996, d'approuver celle-ci sous la condition de la mise en exécution intégrale du plan de restructuration qui lui avait été présenté. Il est toutefois apparu que ces mesures étaient insuffisantes. Le 3 mars dernier, les autorités françaises ont alors notifié de nouvelles mesures de restructuration du groupe. Le gouvernement français dispose maintenant d'un délai d'un mois pour fournir à la Commission tous les renseignements nécessaires à l'examen du dossier.

    [10] Commission opens a procedure concerning the possible misuse of shipbuilding development aid to Indonesia

    The European Commission has decided to initiate a procedure concerning the possible misuse of previously approved aid to Indonesia in relation to the purchase of three dredgers constructed at the German yard, Volkswerft Stralsund. At this stage, the Commission considers that the manner in which these dredgers are being exploited do not comply with the approval given by the Commission which emphasised that the vessels were exclusively of domestic use in Indonesia.

    [11] Commission approves aids to Vauxhall Motor Ltd in support of an investment project in Ellesmere Port, Cheshire (UK)

    The European Commission has decided to approve £11 million regional aid as well as £1 million training aid to Vauxhall Motor Limited, in support of the expansion of Vauxhall's production capacity at Ellesmere Port in Cheshire (United Kingdom). The investment project will lead to a creation of 805 new jobs and will help to safeguard the remaining 3,410 in Ellesmere Port. Vauxhall's investment plans in Ellesmere Port originate from General Motors' plans to launch a new global lower medium sized car, a successor for the current Astra model. The project would significantly raise the annual capacity of the plant from approximately 150,000 to 208,000 vehicles. The Commission concluded that the project complies with the criteria for regional aid set out in the Community framework for State aid to the motor vehicle industry and that the proposed regional aid can be considered reasonable, as the proposed intensity of the aid even falls somewhat short of providing compensation for the degree of regional handicaps as measured by a cost-benefit study.

    [12] "Plan textile" français - déclaration de Karel Van Miert

    "La Commission européenne a constaté que le plan textile français est, dans sa forme actuelle, incompatible avec les règles européennes en matière d'aides publiques", a déclaré le Commissaire à la Concurrence, M. Karel Van Miert, à l'issue de la réunion de la Commission. "La Commission ne met pas en cause les objectifs en termes d'emplois poursuivis dans le cadre de ce plan mais sa position est justifiée par le fait que le plan se limite à quelques secteurs en crise ce qui aurait pour conséquence de transférer les difficultés d'emploi vers d'autres pays de l'Union. A ma suggestion, la Commission a reporté sa décision formelle de deux semaines. Entre-temps, M. Jacques Barrot, le Ministre français de l'Emploi viendra, ce vendredi, discuter des solutions possibles pour établir un régime futur qui respecte le droit communautaire."

    [13] Suites ESB: la Commission décide le nouvel organigramme de la DG XXIV

    Suite aux annonces faites au Parlement européen, dans le cadre de la commission d'enquête sur l'ESB, la Commission européenne a finalisé le transfert des compétences relatives aux avis scientifiques et aux contrôles à la DG XXIV (Politique des consommateurs et protection de leur santé). Elle a adopté le nouvel organigramme de cette Direction Générale. Le transfert regroupera dans l'immédiat 117 fonctionnaires à la DG XXIV dont la plupart proviennent des DG III (Industrie), V (Social) et VI (Agriculture). En outre, sur la base d'un audit interne réalisé par son Inspection Générale des Services, la Commission estime que 166 fonctionnaires supplémentaires seront nécessaires pour assumer correctement les compétences scientifiques et de contrôle, pour porter les effectifs globaux à 283 personnes. Ces besoins supplémentaires nécessiteront un prochain budget rectificatif que la Commission demandera prochainement aux autorités budgétaires, à savoir le Conseil des Ministres et le Parlement européen.

    [14] Franz Fischler: BSE inspections in Member States unsatisfactory

    Agriculture and Rural Development Commissioner Franz Fischler informed the European Commission of the findings by the Commission's veterinary inspectors who assessed the presence and management of the main risk factors and surveillance procedures with regard to BSE in thirteen member states (the UK and Portugal were evaluated separately). In summary the investigations found that there is substantial scope for improvement on the part of the member states in their activities relating to the detection of BSE and the reduction or elimination of those factors which could cause BSE. Commenting on the report, Mr Fischler said that the situation is unsatisfactory. Consumers are concerned in relation to BSE and more needs to be done to reassure them that all necessary action is being taken to protect their health. Discussions will take place with the member states, he said, in relation to rectifying the deficiencies found and the Commission will reflect on what further action may need to be taken including the modification of EU legislation in this area. The report makes a number of recommendations aimed at improving the situation including: stricter controls on meat and bone meal plants to avoid the inclusion of mammalian protein in ruminant feed and to avoid cross contamination between feed destined for non ruminants and ruminant feedingstuffs; the creation of a network for BSE surveillance at national level including comprehensive recording of clinical suspects examined for BSE in laboratories; more research to establish the extent of the presence of the scrapie disease in sheep; information and training for those people who have a role to play in a surveillance programme such as veterinarians and laboratory analysts.

    [15] Commission urges the EU and its Member States to develop common positions on the OECD multilateral agreement on investment

    The OECD-based negotiations on a Multilateral Agreement on Investment (MAI) are entering their final phase with the deadline of the Ministerial meeting 1997 (26/27 May), set by OECD Ministers in 1995, rapidly approaching. With Foreign Direct Investment quickly emerging as a predominant factor in the globalisation of the world economy, the conclusion of a MAI will be, in addition to an important achievement for the countries participating in these negotiations, a powerful political signal in favour of the development of world-wide transparent, stable, liberal and enforceable investment rules. In this critical phase of the negotiations, the Commission decided to transmit to the Council of Ministers a communication in which it takes stock of the present situation, defines priorities for the months to come and develop further the negotiating guidelines of the European Union (EU) and its Member States. An essential element in the EU strategy for the end-game of the negotiations should be, according to the Commission, the development of common positions by the EU and its Member States on the sensitive issues of the MAI.

    [16] Identique depuis quatre mois: le taux de chômage de l'UE: 10,8% en janvier - 18,1 millions de personnes sans emploi

    Le taux de chômage de l'Union européenne, corrigé des variations saisonnières, s'est stabilisé à 10,8% en janvier, taux identique à ceux atteints durant les trois derniers mois de 1996 ainsi que durant les mois de janvier 1996 et janvier 1995. Ces chiffres sont publiés aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. Selon Eurostat, cette apparente stabilité durant les deux dernières années résulte de tendances qui se sont compensées. La baisse du taux de chômage des femmes, qui est passé de 12,6% en janvier 1995 à 12,4% en janvier 1997, a été annulée par une légère hausse du taux des hommes, qui a augmenté de 9, 5% à 9,6%. Les évolutions ont divergé d'un Etat membre à l'autre. Les hausses importantes en Allemagne (de 8,1% en janvier 1995 à 9,6% en janvier 1997), en Suède (de 9,5% à 10,3%) et en France (de 11,8% à 12,4%) ont été contrebalancées par des baisses régulières aiileurs, en particulier au Royaume-Uni (de 9% à 7,3%), en Finlande (de 17,4% à 15,0% en décembre 1996) et au Danemark (de 7,5% à 5,5% en décembre 1996). Durant les derniers mois, les taux les plus bas ont été relevés au Luxembourg (3,4%) et en Autriche (4,1%), l'Espagne gardant le taux le plus élevé (21,6%).
