    Lors de la séance solennelle que le Parlement européen a consacrée aujourd'hui au quarantième anniversaire du Traité de Rome, le Président de la Commission européenne, Jacques Santer, a déclaré: "Nous célébrons ce quarantième anniversaire sous des auspices mitigés." Face à la persistance du chômage, à la défiance dont pâtit le personnel politique et au défi de l'élargissement, "le moment est opportun pour se poser deux questions de méthode: avons-nous tiré toutes les conséquences du choix de la méthode "fonctionnelle" fait à Rome le 25 mars 1957? Cette méthode suffira-t-elle à assurer à l'Union européenne un développement conforme aux aspirations légitimes de ses peuples?", a dit Jacques Santer. Sa réponse: "L'Europe des hommes sera faite par des institutions pour les hommes". C'est dans ce sens que la Commission européenne demande que "le Parlement européen décide sur un pied d'égalité avec le Conseil dans les matières législatives" et que ses propositions de réforme de la Commission "visent un juste équilibre entre légitimité et efficacité". "Il me semble que le maintien d'un Commissaire par Etat membre demeure, en raison du déficit d'identification, indispensable aujourd'hui", a dit le Président de la Commission. Enfin, rappelant que "l'Union européenne ne sera pas un super-Etat européen", Jacques Santer a lancé un appel: "Cessons, dans le débat public, de nous concentrer sur les instruments". "C'est sur la finalité même de l'unification européenne que les Européens demandent des réponses."

    [02] Commission approves acquisition of Creditanstalt by Bank Austria after undertakings

    In its merger control procedure, the European Commission approved the planned acquisition of sole control in Creditanstalt-Bankverein, Vienna, (Creditanstalt) by Bank Austria Aktiengesellschaft, Vienna, (Bank Austria) following undertakings given by Bank Austria which eliminated the identified competition concerns. Bank Austria and Creditanstalt are universal banks which have their main focus of activity in Austria and which carry out all major banking activities, either directly or via subsidiaries. They also hold a large number of participations in companies in a variety of economic sectors, in particular in the construction industry, in real estate and in insurance. Currently the biggest shareholder of Bank Austria is Anteilsverwaltung Zentralsparkasse (AVZ). The city of Vienna provides an indirect guarantee, via AVZ, for Bank Austria's liabilities.

    [03] Intermediate Ministerial meeting on the integration of fisheries and environmental issues (IMM) - Bergen (Sweden), 13 and 14 March 1997

    Mrs Emma Bonino, Commissioner for Fisheries, and Mrs Ritt Bjerregaard, Commissioner for Environment, will attend the Intermediate Ministerial Meeting on the Integration of Fisheries and Environmental Issues (IMM), decided by the Fourth North Sea Conference, which will take place in Bergen, Norway, on 13 and 14 March 1997. The purpose of the IMM is for the European Union Member States bordering the North Sea, the European Commission and Norway to address two issues, namely the development and status of the commercially important North Sea fish stocks, and the impact of fisheries on the North Sea ecosystems. The meeting in Bergen is a decisive step after several months of negotiations between the concerned parties.
