    LUXEMBOURG - European Union farm ministers unanimously rejected a compromise to break a deadlock over measures to cut output and compensate beef farmers battered by the mad cow crisis, EU officials said).

    [02] Commission presents beef label

    LUXEMBOURG - The European Commission presented proposals for cattle passports and beef labelling to farm ministers who asked their experts to study them, EU officials said.

    LUXEMBOURG - Britain, the Netherlands and Germany expressed concern at the Farm Council about the welfare of animals during long distance transport, EU officials.

    BRUSSELS - The European Commission is revising a controversial regulation covering U.S. rice quotas to be allowed into the European Union under a GATT minumum access agreement, an EU official said.

    BRUSSELS, Oc - One million people could die in Zaire said Emma Bonino, the European Union's humanitarian aid commissioner, and called for swift action from a world she accused of standing aloof from the unfolding tragedy.

    PARIS - The European Union's new Middle East envoy said he aimed to act as a political go-between, provide economic aid and calm a heated atmosphere rather than push a French bid for an EU seat at peace talks.

    BRUSSELS - European Commission regular weekly meeting begins at 0830 GMT; article 85: rules on competition applying to undertakings, European Commissioner Wulf-Mathies holds news conference on progress made in economic and social cohesion at 1115 GMT; European Commissioner Monti holds news conference on the efficiency of the single market at 1145 GMT.

    BRUSSELS - Economic and Social Committee plenary session begins at 1330 GMT (first of two days).

    WASHINGTON - Senior U.S. and EU aviation officials meet to discuss the future of trans-Atlantic relations (first of two days).
