[01] Beef output policy - Fischler
STONELEIGH, England - Beef sales in the European Union may not return to pre-
BSE levels even after the crisis and new production policies may need to be
put in place, Agricultural Commissioner Franz Fischler said on Monday. He also
said the crisis is draining EU finances and member states may be faced with a
need to shift money from other farm sectors into beef.

STONELEIGH, England - British cows will have to carry passports in the battle
to wipe out "Mad Cow Disease" and lift Europe's ban on British beef exports,
Agriculture Minister Douglas Hogg said on Monday.
[03] Mad cow cover-up denied
BRUSSELS - The European Commission denied on Monday that a leaked memo
suggesting a cover-up over mad cow disease represented official policy, after
a photocopy of an October 12, 1990 Commission memo on the disease was
published on Sunday in the French newspaper "Journal du Dimanche".
[04] Hogg could quit UK government
LONDON - Britain's Agriculture Minister Douglas Hogg declined on Monday to say
whether he had offered his resignation to Prime Minister John Major at the
height of the "mad cow" crisis.
[05] Beef into intervention stores
BRUSSELS - The European Union accepted 32,452 tonnes of beef into intervention
stores, out of total offers of 160,000 tonnes, at a maximum price of 260 Ecus
per 100 kg, a European Commission official said on Monday.
[06] EMU's legal status
BRUSSELS - The legal status of a future single European currency was thrown
into doubt on Monday as questions arose over whether the European Union would
need unanimity to adopt the currency as legal tender.

BONN - The German government has withdrawn the reserves it put on the common
position on directive COM(91)548 on liberalising electricity markets, the
economics ministry said on Monday.

BRUSSELS - Trade Commissioner Sir Leon Brittan expressed disappointment on
Monday at last week's failure to put together a deal to open up global trade
in maritime services.

BRUSSELS - Ireland has made it clear that it will not countenance a loss of
its European commissioner as part of plans to prepare the European Union for
enlargement.

DUBLIN - European Commission President Jacques Santer arrived in Dublin on
Monday for the handover of the European Union presidency and some of the
bloc's biggest headaches to one its smallest states.

BRUSSELS - The European Commission plans to tread a delicate path on Wednesday
when it chooses its tactics on how to assess, and react to, the competition
effects of transatlantic cooperation deals between airlines.

BRUSSELS - The European Commission is expected to give its final verdict soon
on the Global One joint venture between the French and German telecommunications
companies and Sprint Corp of the United States.

markets to competition in at least one area -- the adoption of national rules
to end the monopolies of state phone companies over some network infrastructure.
