[01] Britain hope to end beef crisis
MADRID - Britain, encouraged by what it called positive signs from other EU
states on the "mad cow" crisis, said it hoped it would soon be able to drop
its policy of obstruction in the European Union.
[02] "Beef war" shows signs of easing
BRUSSELS - A bitter, 10-week "beef war" between Britain and the European Union
showed the first signs of easing on Thursday with Brussels and London both
toning down their anger over each other's actions. European Commission
President Jacques Santer welcomed comments by British Foreign Secretary
Malcolm Rifkind in Rome on Wednesday night that Britain would show "goodwill"
by not blocking the signing of an EU agreement with Slovenia.

BRUSSELS - The EU's Standing Veterinary Committee only briefly discussed on
Thursday British and Portuguese programmes to eradicate mad cow disease, the
Commission's Agriculture spokesman, Gerard Kiely, said.
[04] German/Austrian/Dutch green rates
BRUSSELS - German, Austrian and Dutch Green Rates will be devalued within the
European Union's agrimonetary grid on Friday, the European Commission
confirmed.
[05] Credit card style driving licence
BRUSSELS - The way is clear for the introduction on July 1 of a credit-card-
style driving licence, valid throughout the European Union, after MEPs decided
on Thursday to approve the Council's common position on the plan.
[06] EP approves EU-Morocco links
BRUSSELS - The European Parliament voted on Thursday to approve an accord
covering links with Morocco, but voted also for human rights to be closely
monitored.
[07] Inland waterway transport
BRUSSELS - MEPs approved on Thursday plans to allow European Union transport
firms free access to provide inland waterway transport services in all member
states.
[08] Dump landfill proposal
BRUSSELS - Environment Commissioner Ritt Bjerregaard will push on Wednesday
for the withdrawal of the draft directive

BRUSSELS - Most ordinary Europeans believe decisions affecting an enlarged EU
should be decided by a majority of members rather than unanimity, an opinion
poll revealed on Thursday.
[10] EU to tackle smuggling of women
BRUSSELS - The European Union will try next week to find ways to halt an
illegal trade in east European women forced into prostitution, but it will
first have to take on international criminals.
[11] U.S., China talks on anti-piracy
BEIJING - China and the United States began a new round of talks over U.S.
charges of rampant Chinese copyright theft on Thursday with both sides saying
they believed a trade war could be averted.

SKOPJE, BELGRADE, SARAJEVO and - ZAGREB - Commission President Jacques Santer
and Italian Foreign Minister and current Council President Lamberto Dini on

European Commission and EP hold joint conference in tribute to Altiero
Spinelli on the tenth anniversary of his death on "From the EP draft treaty to
the revision of the treaty on European Union" (Friday-Saturday); Commissioners
Bonino and Oreja give addresses at 1300 GMT Friday.
