[01] Meeting of the Council of foreign ministers of OCEMN member countriesThe Council of the Foreign Ministers of the countries which are members of the Economic Cooperation Organization of the Black Sea met in Bucharest with the President of Romania, Emil Constantinescu in attendance. Romanian foreign minister Petre Roman chaired the meeting. Participating were the foreign ministers of the Russian Federation, of Albania, Azerbaidjan and the Republic of Moldova, plus deputy foreign ministers and high officials of Armenia, Bulgaria, Greece, Georgia, Turkey and the Ukraine. Russian foreign minister Igor Ivanov said that Russia was interested in developing full and complete relations with Romania and that it was in the interest of both countries to develop cooperation in the economic domain, as well as in the political and cultural fields. Mr. Ivanov underlined that there was the political will so that the differences that might occur should not be an obstacle in the development of bilateral relations and that he would appreciate very much a realistic approach of Bucharest on the issue of the basic treaty between the two countries.[02] President of Romania invites Yugoslavia to be an observer in the OrganizationPresident Emil Constantinescu said that he made an invitation to Yugoslavia to be a member of the Organization of Economic Cooperation of the Black Sea, first as an observer and then as a full member. Referring to the relations with the Russian Federation, the President of Romania said those relations were very good during the mandate of Romania in the chair of the Organization and that it was high time for economic relations to be boosted. President Constantinescu said that the taking over by Romania of the chairmanship of OSCE also implies coordination, Russia saying it was ready to play an important role for the peace and security of the region.[03] Russian foreign minister Igor Ivanov about the importance of cooperation as part of OCEMNRussian foreign minister Igor Ivanov said at the meeting of the Council of Foreign Ministers of the Black Sea Economic Cooperation Organization that important achievements had already been scored by the organization adding that this organization could bring about considerable revenues to the countries which are members of the organization. It is steady economic cooperation that ensures security and stability in the region. The organization could have a very important role to play for the economic development of all countries in the region. The most important part is the power security of the region and it is in this direction that Russia will focus its efforts while it is in the chair of the Economic Organization of the Black Sea. Some other joint programmes are the combatting of organized crime and terrorism in the area, struggle and concrete actions against natural catastrophes and technological calamities, the stable economic development of the region, collaboration with some other countries in the Balkans and of the European Union. While it is in the chair of OCEMN Russia will make every effort for the promotion of friendship and prosperity of the countries in the region.[04] Adoption of the economic agenda of OCEMNThe foreign ministers and the high officials present at the Council of the Foreign Ministers of the Organization of Economic Cooperation of the Black Sea adopted the economic agenda of this regional structure as well as some other documents which provide for the expansion of relations with the European Union, the participation of the Organization in the Pact of Stability in South Eastern Europe, the good work of the Bank of Commerce and the Development of the Council of Businessmen and the Permanent Secretariate of Economic Cooperation of the Black Sea. The most important projects are linked to interconnecting power lines, transport of energy through the Caspian Sea to the areas which are big consummers in Western Europe, the development of small and medium sized companies as well as a project regarding cooperation for combatting organized crime.The Document providing for the contribution of the Organization to the Pact of Stability, the programme on agricultural strategy on a medium term as well as food security were also adopted at the session of the Council of foreign ministers of the Black Sea Economic Cooperation Organization here in Bucharest. At the joint press conference which concluded the session, the Romanian and the Russian foreign ministers, Roman and Ivanov, stressed the role of the organization for the intensification of cooperation, economic cooperation in the first place. The Romanian side stressed the fact that during its mandate it solved the issue of economic projects in the domain of transportation, distribution of power, development of small and medium sized companies, tourism and environmental protection as well as strengthening the links between that organization and the European Union. [05] Romanian handed over the mandate of Chairman of the Organization of Economic Cooperation of the Black Sea - OCEMNConclusion in Bucharest of the debates of the Ministerial Council of the Organization of Economic Cooperation of the Black Sea, with the handing over by Romania of the mandate of chairman of the Organization for the next interval to the Russian Federation. During the mandate of Moscow, foreign minister Ivanov said, the Russian Federation would take action for the strengthening of power security and for overcoming the structural crisis that affected the entire region of the Black Sea by closely cooperating with the participating states. The Russian Federation is counting on its cooperation with Romania and with Turkey as part of the Troika of Economic Cooperation of the Black Sea area, Igor Ivanonv also said.[06] Meetings and talks of the Romanian foreign minister Petre RomanForeign minister Petre Roman had meetings and talks with his Russian opposite number, Igor Ivanonv. Just before starting the dialog the Romanian foreign minister said that the political issues between Bucharest and Moscow should not be an obstacle in the way of developing economic cooperation between the two countries, as the commercial deficit between the two is very big - said Romanian foreign minister Roman. He added that the issue of the Romanian treasure and the final wording of the basic treaty are topical issues for the Romanian side. As long as the two sides have differences of opinions the signing of the basic document is being delayed, said the Romanian foreign minister. Russian foreign minister Ivanov said Mscow was ready to sign the treaty in the conditions in which Bucharest tackled the problem in a realistic manner.After his meeting with the foreign minister of the Republic of Moldova, the Romanian foreign minister said the plans of solving the situation in Transnistria should take into account the integrity and sovereignty of the Repubic of Moldova. Petre Roman is of the opinion that the authorities at Tiraspol should not be encouraged in their separatist actions and should understand that Transnistria is an integral part of the Republic of Moldova. He added that Romania was supporting the Republic of Moldova in its international actions and especially in the Pact of Stability and was ready to assist with expertise for a faster access to the European structures. As part of his meeting with the foreign minister of Azerbaidjan the Romanian foreign minister tackled the situation in Nagorno Karabah. The foreign minister of Azerbaidjan voiced his hope that next year with Romania chairman of OSCE viable solutions are found for unpriming the situation in that enclave. The present stage of relations between Romania and Azerbaidjan was also part of the talk of the two foreign ministers. [07] Overall commentary on the Bucharest ministerial conference of the Council of Foreign Ministers of the Economic Cooperation Organization of the Black SeaAuthorities of Bucharest are thinking of the possibility to delegate the responsibility of debating and solving the problem of Transnistria to another state which is a member of the OSCE Troika, after Romania takes over the Chairmanship of this organization next year -- this is what the president of Romania, Emil Constantinescu, said among other things, in his address opening the meeting of the Foreign Ministers of the Organization in Bucharest.The President of Romania also invited Yugoslavia to be a member of the Organization, as an observer in a first stage and then as a full member. In as far as the relations with the Russian Federation are concerned, the President of Romania estimated that these relations are very good at present and no definition of these relations is necessary now. The President of Romania also considered that the level of the good relations between Romania and the Russian Federation in the political domain must be mirrored in as good economic ties between the two countries given the conditions in which Russia had four and Romania had three Prime Ministers in the last four years. This certainly has not led to any improvement of economic relations between the two states. Mr. Igor Ivanov, Russian foreign minister, did not refer to the issue of Transnistria during his Bucharest sojourn while his Romanian opposite number, Mr. Petre Roman said that Romania was supporting the territorial integrity of the Republic of Moldova. Russia does not decline responsibility in any way and will continue to play an important role in the solving of the issue of Transnistria added the foreign minister of the Russian Federation but still he hesitated in answering the question whether Russia would support Tiraspol in its quest of establishing an independent re! public. Mr. Igor Ivanov also added that the issue of Transnistria is not only the issue of his country: it is a problem which must be approached by all sides, including the Organization for Security and Cooperation in Europe. According to Igor Ivanov, a working group was set up in Russia, headed by former foreign minister Evgheni Primakov, a group that has talks with both Tiraspol and Chisinau in an attempt to meet the demands of both sides. The concrete proposals are also transmitted to the Organization for Security and Cooperation in Europe. We are still waiting for both Chisinau and Tiraspol to take the proposals very seriously and then we could move from the stand-still in which we are now. In his turn the Romanian foreign minister was much more direct saying that the Tiraspol authorities should not be encouraged in their separatist tendencies, in this way referring indirectly to the stand taken by Moscow. Mr. Roman added that the Bucharest authorities would further support any plan for solving the conflict in Transnistria, a plan that observes the territorial integrity of the Republic of Moldova. The foreign ministers of Romania and the Russian Federation were of the opinion that the lack of a bilateral treaty, whose negociation is blocked by several differences of opinion does not influence the development of relations between the two countries . Mr. Igor Ivanov said in Bucharest that the countries that participated in the aggression against Yugoslavia must be the main donors for the reconstruction of that country. He added that the president of Yugoslavia, Vojislav Kostunica, must be supported by the international community. In his opinion Belgrade should take care of the relations between the two republics that make up the federation and the region of Kosovo. However, the problem of Kosovo may be solved only by applying Rezolution 1244 of the Security Council, said Mr. Ivanov. <DIR> (the commentary was broadcast by RADIO FREE EUROPE in its Romanian language programmes. All the other stories have been broadcast by RADIO ROMANIA ACTUALITATI while all the stories of the package have been monitored by RADOR. ) </DIR> [08] Statement of the Chairman of the Parliamentary Assembly of OSCE, Adrian Severin, after his visit to BelgradeRADIO ROMANIA ACTUALITATI had the following statement in the morning programme RADIO JURNAL as part of the foreign developments section: " In Belgrade, said the producer and presenter of the programme, the Chairman of the Parliamentary Assembly of OSCE, Adrian Severin noted that the reintegration of that country in the international community would be a difficult process and would need a corresponding support. Mr. Severin said that he wished to hear and see what the projects aimed at reintegration were, the future of Yugoslavia and the position of that country in the world. Secondly I wished to see which are the resources that can be the motive power of these projects. And in the third place we tried to identify the ways of cooperation which we can follow so that we may bring Yugoslavia within the community of democratic countries faster. Mainly what I said to my hosts in Belgrade was that the programme should be focused on generosity and vigilance. Generosity as the events should follow a positive course in the most concrete way possible and vigilance as it would be totally mistaken to believe that the problems are already solved, said Mr. Adrian Severin in the RADIO JURNAL.
