  • [01] Romanian forwards ideas at the Ministerial Council of the Black Sea Economic Cooperation Organization

    After two days of analyses by high officials of the Ministerial Council of the Economic Cooperation Organization of the Black Sea the foreign ministers of the participating countries are meeting today to work out the final wording of the medium term strategy of the organization. Last year, for instance, the Bank for Commerce and Development of the Black Sea signed in Moscow an accord with GAZPROM of RUSSIA, GAZTRANZIT AND NAFTOGAZ of the Ukraine as well as TRANSBALKAN AND TURUGAZ of Turkey for the transit of gas from Russia to Turkey through the Ukraine, the Republic of Moldova, Romania and Bulgaria.

    Romania has also come up with the idea of a direct maritime line in the region of the Black Sea and the Atlantic area of South America, a draft which was initiated as part of the dialog with MERCOSUR. Some other important documents, according to Bucharest officials, are those referring to food strategy and security in the region of the Black Sea, programmes which ensure the participation of the countries implied in the programme and of the United Nations Organization for Food and Agriculture. Of course it remains to be seen which is the stand of the Russian Federation that takes over the presidency of the Black Sea Economic Cooperation on 1 November. Foreign Minister Igor Ivanov has arrived in Bucharest alongside a numerous delegation; Romanian foreign minister Petre Roman and Igor Ivanov are having talks on the subjects related to Black Sea cooperation and also related to the fact that Romania takes over the presidency of OSCE ON 1 JANUARY 2001.

    [02] Positive tone of the IMF report regarding Romania

    The IMF staff prepares a report regarding consultations with the Romanian authorities linked to the development of our economy and economic policies since the beginning of 1999. IOAN DRAGULIN who is the representative of Romania to the IMF said the general tone of the report is a positive one. The document appreciates the macroeconomic stability until now as well as some structural reforms. Mr. Dragulin also said that Romania is now in a position sensibly better than two years ago although this is not mirrored by the living standards of the ordinary citizens of Romania.

    [03] Continuation of the debates of the Ministerial Council of the Organization of Economic Cooperation of the Black Sea

    In Bucharest today the debates continue of the Ministerial Council of the Black Sea Economic Cooperation Organization on which occasion Romania hands over presidency to the Russian Federation. The foreign ministers of the participating countries are adopting the economic agenda of this regional structure as well as a number of documents which provide for the expansion of the regional structures, the relations with the European Union, the participation in the pact of stability in South Eastern Europe, the activity of the Bank of Commerce and Development of the Council of Businessmen and the Permanent Secretariate of the Black Sea Economic Council. The most important projects are focused on interconnecting power lines, energy transport in the area of the Caspian Sea towards the Western areas which are among the big consummers, development of small and medium sized companies as well as a project regarding cooperation for combatting organized crime.

    The President of the OSCE Parliamentary Assembly, Adrian Severin, is in Belgrade for two days

    The visit takes place on 19 and 20 October and Mr. Adrian Severin has already had talks with the President of Yugoslavia, Vojislav Kostunica and with the Patriarch of the Serbian Orthodox Church, Pavle. Mr. Severin told the special correspondent of RADIO ROMANIA ACTUALITATI to Belgrade, Iovan Popovici, that the main aim of the visit was to learn from the most authorized sources that country's realities and the plans of Yugoslavia regarding the future. Mr. Severin added that it is OSCE'S turn now to reestablish the rights of the Republic of Yugoslavia as member of the organization.

    The visit which Mr. Severin is making to Belgrade is closely watched with much interest by all the media channels of that country.

    In a previous interview to the same radio station, RADIO ROMANIA ACTUALITATI, Mr. Severin said that Yugoslavia must be reintegrated in all European structures to which it belonged and that OSCE will continue to watch with particular interest the democratic development of that country.
