    TIRANA, Dec 26 (ATA) - The work of police units in fight against criminality and maintaining order and law during '98 was the topic of the annual analysis on Saturday at the Public Order Ministry presided over by the deputy minister Ilirian Celibashi.

    They made evident the successes achieved and problems to be faced by the police and prevention, uncover and fight against criminality was at the focus of the analysis, a spokesman of the ministry said.

    76.64 percent of 5.562 penal offences committed during 1998 have been uncovered. 61 percent of killings have also been uncovered. The tendency in crimes against property is stealing at gunpoint and 54.46 percent of them have been uncovered.

    The analysis focused on some serious criminal tendencies such destruction of property by explosion, arson or other means, destruction of roads, and damages in power line as well as a special element - the killing of the deputy Azem Hajdari on September 12.

    Important goals to uncover and fight criminal activity are efficiency of police forces, short-term training with the aid and cooperation of MAPE mission and logistic aid.

    The program of the ministry for '99 on police restructuring includes legal framework, improvement of police image, making public opinion sensible of the fight against criminality, Bajran Yzeiri, deputy minister said.

    Albanian prime minister Pandeli Majko, present at the analysis, said that police should define its form, way of organisation and functioning in fight against crime. He added that the government should give all the necessary support for the police forces to carry out their mission.

    Petro Koci, minister of Public Order, said that the police forces will have their proper form within 1999 and their professional image as well as moral will be improved during this new year. /s.sh/ak/

    [02] Serb forces attack areas around Podujeve

    PRISHTINE, Dec 27 - ATA correspondent Behlul Jashari reported that volleys of machine guns have been heard in the areas around Podujeva on Saturday.

    Large Serb forces attacked the Obranqe village, 2 km from Podujeva, on Saturday noon.

    Sources on the ground said that Serb military vehicles stopped at the entrance of the village and fired at it from different positions.

    Large Serb military and police forces attacked from the positions in Qershia of Llapashtica and Tjegullare in Podujeva.

    Serb sources said that a Serb was killed in Obranqe village. There are no reports from Albanians on consequences of today's fighting. /i.pu/ak/

    [03] FSHZH finances water pinelines, rehabilitation of roads

    GJIROKASTER, Dec 27 (ATA) - By H. Cani: The construction of water pipelines for two villages and the rehabilitation of some rural roads during this year in the district of Gjirokastra were financed by the Albanian Fund for Development (FSHZH).

    Secretary of the district council Belul Hila said that a fund worth 80 million leks accorded by the FSHZH managed to provide running water for the minority villages of Vanister and Saraqinishti. Two other projects are also ready and will be carried out during 1999, he added.

    This fund has also helped rehabilitate the roads of some villages in the area of Lunxheri.

    Hila said that other plans for road rehabilitation are expected during 1999 with funds of FSHZH and other donors.

    Some 250 people have been employed in these projects and their number is due to increase in future projects. /pas/ak/

    [04] Greek media reports Mrs. Majko, her baby in good health

    GJIROKASTER, Dec 26 (ATA) - By H. Cani: The health condition of the wife and newborn baby of the Albanian prime minister Pandeli Majko is good, Greek media reported on Saturday night.

    The wife of Majko and his newborn baby were airlifted on Saturday at noon with a military plane to "Helena" Mother and Child Hospital in the Greek capital.

    The latest TV reports from Greece said that Mrs. Majko will be feeling well within two days while her baby girl should stay under medical treatment for other seven days because of breathing problems.

    The same sources said that there is no serious danger for the health of the second child and the wife of the Albanian prime minister. /s.sh/ak/

    [05] State, private televisions compete on new year night

    TIRANA, Dec 26 (ATA) - By Enkelejda Riza: The Albanian state and private televisions have been engaged in a competition on what to broadcast on new year night.

    Actors and humorists are facing a dilemma whether to receive a large amount of money offered by private televisions and followed by a limited number people or go to the state television with a small reward but having the possibility to be seen all over Albania.

    Mevlan Shanaj, director of artistic department at the state television, said that this competition was good because it increased professionalism.

    Nevertheless, if one sees the TV programs for the New Year you find out that names of Koco Devole and Fadil Hasa, the wellknown artists of humor, are not there. Devole is in the Unites States while Hasa, who has boycotted the stage, has confirmed that he would go to a private television of the Durres city.

    The programs include a number of comedies during the 14-hour program to feel the vacuum created by the absence of Albanian well-known humorists.

    Humorists of Tirana Agron Llakaj, Pranvera Veizi, Xhevair Zeneli and Agim Bejko will be guests of TV-Klan. The Albanian film Bolero of Besnik Bisha will be shown for the first time by TV-Klan on New Year night.

    Well-known artists, whose names have not been revealed, will be present in the private TVA. /pas/ak/

    [06] Capital punishment ruled for killer

    SARANDE, Dec. 27 (ATA) - By Sh. Hajno: The Court of Saranda ruled Saturday death penalty for the citizen Flamur Rako, accused of willingly murder, kidnapping and rape.

    Referring to the accusation, sources from this court said that Rako, on 27 June 1997, in a bid to kidnap a citizen, willingly killed her father.

    The same sources also said that Rako has been sentenced before by the Court with 10 years in prison under the charge of sexual violation. After completing two years from this punishment, he escaped from prison in spring of 1997.

    This was the first capital punishment that the Saranda Court has ruled over the last five years. /dast/mt/

    [07] Some 1 400 pupils have abandoned school in district of Kukes

    KUKES, Dec. 27 (ATA) - By R. Hoxha: Some 1400 pupils in the district of Kukes have abandoned the school, and this phenomenon is deepening, the director of the district education department, Islam Gjana, reported to ATA on Sunday.

    According to him, the economic factors force many children to trade along the streets together with their parents, instead of learning. Another reason for them to abandon the school is the long distance from the house they live to the nearest school building.

    Meanwhile, Gjana said that the phenomenon of abandoning the school and increasing the number of illiterate persons is also related with the lack of professionalism from the teachers, stressing that there are 350 teachers in this district without the respective education. /dast/mt/
