    GJIROKASTER, DEC 27 (ATA) - By H Cani: Upon a special decision, the town hall of Gjirokaster declared a on Friday the home where the distinguished Albania writer, Ismail Kadare was born a museum house.

    The mayor of Gjirokaster, Ylli Asllani, told ATA that "The Municipal Council realised through its today's decision a desire of the compatriots of the great writer and all his well-wishers."

    Asllani asked the Government to implement a decision adopted by the previous government, which envisaged a credit to restore the old house of Kadare.

    According to Asllani, they have also agreed that the house where the great linguist Eqrem Cabej was born be as well turned into a museum. ssh/kled/xh/

    TIRANE, DEC 27 (ATA) - Under the headline "Meritocracy - a slogan in Albanian Television," the newspaper Zeri i Popullit carries the editorial "Chief of news department - an undergraduate!..." The paper reports that some gangs of criminals have been arrested in the Southern part of Albania. Another article in this paper writes that the DP leader calls for destabilization, chaos and that the arms be not handed down. With regard to the strike of some judges in a church, the paper publishes the article "Judges provoke the house of God." The newspaper carries an interview with the Defence Minister, Sabit Brokaj after he returned from Turkey, under the title "Let us rebuild the Albanian Army at the NATO levels." The paper writes that former prime minister Aleksander Meksi had envisaged cuts in the administration staff in the budget of 1997.

    Rilindja Demokratike writes: "Bomb in health centre in Gjirokaster," and the editorial "Government of total poverty." This paper has another article entitled "Exponents of North Epirus, advisers in Albanian Government." Under the headline "DP sides with Lezha people and denounces their abandonment by the socialist Government," the paper writes "Lezha in flood, Nano entertaining." Referring to the meeting of democrat leaders in Kavaje, the paper publishes the article "Electorate demands fresh elections." In the feature "Actualities," the paper writes that the Ministry of Finances is powerless in front of fictive prices. The paper also accuses SP of continuing to block the process for the preparation and adoption of the Constitution.

    "New charges for suspicious money transfers and falsification of deposits. Game with Albanians' money - Prosecutor's office," writes Republika in an article entitled "Scandal in the Italian-Albanian Bank."

    "Institutionalization of democracy reappears in the propaganda scene, " says the editorial entitled "There is no democracy without punishing crime." Fresh local elections underway," writes the paper in its political issues. "Berisha plays with shadows," is another article published in this paper. It carries an interview with the Turkish Ambassador in Albania, Ahmer Okcun, under the title "Turkey in the lead of a Balkan military force."

    "Investigation of Interior Ministry: Looting and explosions, a plan prepared by the same hand," writes Koha Jone under the title "South, paid terror."

    Terrorism in Albania is taking frightful shapes. Only in the past two weeks, the curb of crimes of this origin is trying to reach the March sky," writes an editorial entitled "State and terrorism."

    "Police block a car with 53 kg of Canabis in Kavaje," writes the paper in an article entitled "A mountain with narcotics sequestered."

    "Creation of a technocrat government and elections, a psychological pressure to destabilize the country," writes the paper in its fourth page under the title "Gjinushi: No earlier elections." "Government remunerates itself," is another article in this paper. "Chief of foreign policy Paskal Milo declares for the paper that there no request by the international community addressed to the Albanian Government for earlier elections," writes the paper under the title "Milo: The world against elections."

    Rilindja makes coverage of a news conference of the chairman of the Republic of Kosova, Ibrahim Rugova. The paper also writes that "The Pope prayed in the Albanian language too." The paper covers the meeting of Albanian President Meidani with representatives of local government in Lezhe, a city which was inundated by water due to the recent heavy rains. The newspaper also publishes the article "Students of Kosova suspend their peaceful marches."

    Covering the visit of President Meidani in Lezhe, the newspaper Albania writes: "President Meidani in Lezhe: Peasants, take up picks!" The paper carries another editorial entitled "Collapse of policy and misery of politicians."

    Referring to the Greek paper Tanea, the paper writes: "Nano guarded by Greeks." Under the headline "Criminal indifference to the calamity in Lezhe," the paper writes: "Government abandons the flood-stricken people."

    "Smuggling, 3 billion USD a year," writes the paper Shekulli. "Extraordinary business to be controlled after a year," writes the paper. In its third page, under the title "Meidani: Peace instead of arms," the paper makes coverage of the visit of President Meidani in Lezhe. "Christian Democrat leader against DP chairman for March 22," writes the paper under the title "Bushati: Berisha has not asked us." "Socialists do not worry about Berisha's declarations," writes the paper under the title "Majko: The new crisis, Berisha's offer for Albanians." In its economic page the newspaper writes "First congress for local business."

    "Hospital of Lazarat blasts" writes Gazeta Shqiptare under the title "Terror for Christmas."

    "Durres, the water system protected by police," is another article in this paper, adding that "There are 120 people who are not listed in the group of the homeless."

    "If the decision of the Council of Ministers is not annulled until January 15, 1998, we will stage a strike and occupy the dam," the paper cites inhabitants whose lands and homes will be covered by the reservoir of Boville aqueduct. kei/kled/xh/sh/

    [03] 1 MILLION LEK FOR FAMILIES OF THREE KILLED POLICEMEN IN BALLSH BY POLICE COMMISSARIAT OF KAVAJE

    TIRANE, DEC 27 (ATA) - The Chief of Police Commissariat of Kavaje Dilaver Shima handed over to the Police Commissariat of Ballsh 1 million lek that the police staff of Kavaje commissariat had gathered for the families of the three policemen who were killed by criminals in Ballsh on December 18, Interior Ministry spokesman reports. ake/kled/xh/sh/

    [04] NATIONAL DEFENCE MINISTER OF GREECE TO VISIT ALBANIA

    TIRANE, DEC 27 (ATA) - By A Keko: The National Defence Minister of Greece, Akis Tsohatzopoulos, will pay an official visit to Albania from December 29- 30, 1997.

    The Greek Embassy in Tirane told ATA that the Greek Minister will visit the Greek military mission in Yzberish of Tirane, in which he will exchange wishes with the Greek militaries on occasion of Christmas and new Year.

    The Greek military delegation will also meet with political and military leaders of the Albanian Defence Ministry and will discuss with them issues of bilateral cooperation in the military field.

    On December 30, Mr Tsohatzopoulos will inaugurate the Clinic of the Central Army Hospital which was set up and equipped by the Greek state with an investment of 2 million USD. ake/kei/xh/sh/

    [05] PRESIDENT MEIDANI MEETS BUSINESSMEN

    TIRANE, DEC.27 (ATA)-In the context of the periodic activity "Saturday's meeting", President of the Republic Rexhep Meidani met today with representatives of the Albanian investors' union and Albanian organisation of free entrepreneurs.

    Also attending the meeting were the president's foreign economic advisors, according to the president's press and information office.

    During the talk they tackled issues dealing with the development of free entrepreneurship in Albania and partnership between the entrepreneurship and the government.

    Meidani evaluated the contribution of the entrepreneurs' organisation in developing advanced economic thinking, encouraging more effective solution on international plane.

    He said that the country's development will first of all depend on the strengthening of the Albanian entrepreneurship.

    The businessmen's representatives asked the institutionalisation of contacts and partnership with the government. a.ke/pas/lm

    [06] POLICE IN VLORE DETAIN VERY WANTED PERSON

    VLORE, DEC.27 (ATA)-By H. Koci,

    The criminal police of the Vlore district commissariat 2 detained a very wanted person in the Vlore district today.

    L. Iljazi, 23, from Vlore, was detained early in the morning while he was driving towards the Fier town.

    Police sources told ATA that Iljazi has been member of the gang of Mukaj and a very wanted person, author of several penal acts.

    The detained was also involved in the massacre in the Levan commune of Fier district in February of this year.

    Other sources say that Iljazi also took part in setting to fire the vehicles distributing newspaper Koha Jone during the months of unrest this year. a.ke/pas/lm

    [07] THE 1998, THE YEAR OF ALBANIAN CONSTITUTION - advisors

    TIRANE, DEC.27 (ATA)- By A. Hasani, President Meidani's advisors, Prec Zogaj and Sotiraq Hroni, told a news conference today that the President regards the process of drafting and approving the Constitution as the greatest and most serious undertaking and the year 1998 as the year of the constitution.

    The press release issued on this occasion points to the main points of the performance of Albania's president to create a correct conception of separating powers at home, encourage a civil society, support cultural and educational developments, and encourage investors and various links with foreign business.

    The presidency underlines that Meidani has encouraged through concrete activities political coexistence between the central and local governments and has had the national cause at the centre of attention.

    Meidani's advisors responded to reporters' questions making clear the above-party stand of the president, as the highest institution of the Albanian state.

    They stressed that not the conflictual policy but that of full participation will be the fundamental point of President Meidani's performance also in the future. s.sh/pas/lm

    [08] ALBANIAN PRIME MINISTER TO VISIT FYROM

    TIRANE, DEC.27 (ATA)-By A. Simoni, Albanian Prime Minister Fatos Nano is visiting the Former Yugoslav Republic of Macedonia (FYROM) by mid- January, Pavli Zeri, his Foreign Policy advisor told a news conference of the Nano staff on Saturday.

    The regional activities also include the Balkan conference, thought to be held in the second six month period of the next year.

    "The idea of the conference has been launched by us. We have contacted the Americans (in the context of the U.S.- German initiative on Albania), who will be represented at a relatively high level," Zeri said.

    "We also have invited at the round table representatives from Germany and France, given, there is a Franco-German initiative on Kosova: that is, taking part in the conference will be all the countries that have undertaken initiatives on Kosova: U.S., Germany, France, and the European Union," Zeri added.

    "I heard a statement of Ibrahim Rugova, who said that the conference should be held only on Kosova: He is right. The conference will tackle Balkan issues, but the main subject will be the Kosova issue," Zeri said.

    "An Albanian -Yugoslav conflict would require an all round involvement: the Albanian government is conscious of such a risk, therefore is trying to avoid it through all legal means," said political advisor Vladimir Prela.

    "The Albanian government is not doubling the Kosova policy. It only supports and helps it," added Prela. s.sh/pas/lm

    [09] NEW ELECTIONS TO FAVOUR NANO GOVERNMENT - spokesman

    TIRANE, DEC.27 (ATA)- By A. Simoni, The news elections will favour the Nano government, the prime minister's spokesman, Ben Blushi, told a news briefing of the Nano cabinet on Saturday.

    "The government takes into account the interests of broader strata than the opposition of Sali Berisha," said Blushi , referring to the request for fresh elections by the chairman of the Democratic Party.

    "Any undertaking to change governments, or hold new elections would turn out in favour of the current government," said Blushi.

    "I hold Berisha is playing a negative role in the country's return to normality," said the prime minister's political advisor, Vladimir Prela.

    "I do not know what else Berisha seeks to do," said Gramoz Pashko, economic advisor.

    "Berisha was twice president of the republic: he cannot become president for a third time. No constitution in the world stipulates this," said Pashko. s.sh/pas/lm

    [10] NANO HAD BETTER NOT RETURN TO ALBANIA -DP deputy chairman

    TIRANE, DEC.27 (ATA)-By A. Simoni, The deputy chairman of the Democratic Party, Genc Pollo, said Saturday that Fatos Nano had better not return to Albania, "more so if he had seen the Skenderbej square crowded with people".

    During a rally-concert, held by opposition coalition "Union for democracy" at the Skenderbej square in Tirane, Pollo said that the prime minister should have celebrated the festivities in Albania.

    The DP chairman, Sali Berisha, once again called for new elections next spring and called on "all Albanians in Albania, Kosove, Macedonia and diaspora to unite towards fresh elections".

    Political discussions were held amid light music songs; The rally- concert lasted for two hours and thirty minutes. Many of the participants were from Shkoder, because of the soccer match of their team, whose president is democrat deputy Azem Hajdari.

    When the DP chairman Sali Berisha was president, the opposition was never allowed to hold rallies at the capital's main square.

    On May 28, 1996, two days after the parliamentary elections, former deputy Interior Minister Agim Shehu led the police operation to bar the then opposition from gathering at the square and he, himself, hit the protestors, many of whom deputies. s.sh/pas/lm
