    TIRANE, DEC 26 (ATA) - Police found 53 kg of narcotics in in Benz with Durres number plate in the town of Kavaje on Thursday at 7 p.m. The owner of the car was Fatbardh Ruzhdi Hallulli. Besides the narcotics, police also found in the car an automatic rifle with 60 bullets and a pistol TT with 7 bullets.

    The spokesman of the Interior Ministry said that in addition to Hallulli, three other people who were in the car, all inhabitants of Kavaje, were also sent to the police commissariat. ake/pas/xh/sh/

    [02] HEALTH CENTRE IN LAZARAT VILLAGE EXPLODED

    GJIROKASTER, DEC 26 (ATA) - By Hysni Cani: In the morning hours of Friday, the health centre in Lazarat village, 3 km from the city of Gjirokaster, was exploded.

    Eye witnesses from the village told ATA that the blast took place at about 3 a.m. in the health centre building owned by Nimet Skendi. The explosion destroyed the entire building and damaged the windows of the buildings round it.

    The owner of the health centre, Skendi, is the chairman of the Socialist Party branch in Lazarat village and secretary of the SP branch of the district of Gjirokaster.

    Today's explosion is the second in this building after a grenade whhich blasted some days ago. ssh/kled/xh/

    TIRANE, DEC 26 (ATA) - The dailies write today about the celebration of Christmas, the hunger strike of some jurists, the meetings of the Supreme Council of Justice and the meeting of DP leaders in Kavaje. Today's press devotes a considerable place to the fight against crime and a dinghy with Italy as its destination, which was caught in Kavaje.

    "Christmas day celebrated throughout Albania yesterday" writes Zeri i Popullit under the title "Albanians hope in a better future." "Christmas - a little peace on the capital," is another article published in this paper covering the celebration of Christmas in various districts of Albania. "On Christmas Day, visits to Orthodox and Catholic churches headquarters," writes Rilindja Demokratike under the title "Berisha wishes Albanians." "Christmas brings spring," writes Koha Jone. "With Albanian senior officials in Christmas holiday. Presents, bars and women," writes this paper in an article entitled "Moslem Government members celebrate in the church."

    "Poverty and misery also on Christmas Day," writes Albania under the title "Shkodra, celebrates with empty tables."

    Newspaper Zeri i Popullit writes "Measures against those who violate law." It stressed that a judge was discharged in a meeting of the Supreme Council of Justice and two others were warned for dismissal. Decisions running counter to the law have been passed."

    "Berisha is isolated," writes the newspaper about yesterday's visit of the Democrat leaders in Kavaje.

    An ex-ShIK worker from Mirdita arrested in Gjirokaster," writes the paper under the title "Chief of gangs in the south in chains." "Six people involved in the unrest of the past months in Gjirokaster and three member of the gang of Mogile in Permet arrested," writes the paper.

    "Magnificent rally in the city of Kavaje. Thousands of citizens greet DP chairman Sali Berisha," writes RD in an article entitled "Kavaja: Elections on March 22." To the rally in Kavaje the paper devotes the editorial "Albania back to DP."

    "Debate in the Supreme Council of Justice," writes the paper in an article entitled "Chairman of Appeal Court Shehu opposes the adopted measures." "Jurists demand the assistance of the church," writes the paper under the headline "Judges and prosecutors stayed more than 3 hours in the Catholic Church Heart of Christ in the capital."

    "Azem declares and Berisha decrees March 22," is the title of an article in Republika about yesterday's rally of DP in Kavaje. "DP demands nostalgia in the city of the right wing supporters," writes the paper under the title "The caravan of Berisha blocked in Kavaje. "The officer who ordered that Koha Jone headquarters be torched identified," writes the paper. "Mysterious dinghy caught, a very wanted person from Kavaja among the detained," writes the paper in its 6th page. "Catholics interrupt the ritual, strikers 'sheltered in the temple of God,'" writes the paper under the title "Church in Tirane violated."

    "Six month course jurists stick to their hunger strike," writes Koha jone under the title "Supreme Council of Justice punishes the strike." Police seize the dinghy after two hours chasing at sea," writes the paper under the title "Refugees who were making for Italy caught." "On the day when all Albanians were celebrating Christmas, the opposition was in a political rally," writes the paper under the title "New elections on March 22." "Berisha received with arms in Kavaje," writes the paper. "Special forces arrest 6 other people in Gjirokaster," writes the paper.

    "Kavaja demands March 22," writes Albania about the meeting DP held in Kavaje yesterday. This paper devotes to this topic also its editorial entitled "The Albanians reawaken."

    A group of 22 jurists, strikers of the association Dura Lex-Sed Lez went to Catholic church in Tirane," writes the paper under the title "Jurists occupy the house of God." "Fighting in Gjirokaster. Explosion in two bridges," writes the paper in an article under the title "Ceka revenges against Lazarat."

    "Yesterday Albanians were celebrating Christmas, while Berisha and DP leaders were in Kavaje to commemorate the first rally of the democrats in that town," writes in one of its editorials Shekulli, entitled "Which is the real opposition in Albania?" "Elections on March 22," the paper cites Azem Hajdari. "Ceka accuses the president as the one who inspires tension," writes the paper in an article entitled "Power of Berisha, paradise of criminals." "Crimes of March sent to jail 6 other people in Gjirokaster," writes the paper. Referring to the meeting of the Supreme Court of Justice, the paper writes about the jurists who have completed 6 month courses on law.

    "Berisha: Fresh elections on March 22," writes Gazeta Shqiptare." "Parties react: This another crazy thing," stressed the paper. "In Shkozet, an Italian firm under investigation: It produces speedboats," writes the paper under the title "Illegal speedboats produced in Durres. " "RENEA arrests six people in Gjirokaster and super gang of Kakavije-Permet road caught," writes the paper. Referring to the meeting of the Supreme Court of Justice, this paper writes "Rebellious jurists punished." "Jurists staging their strike in the church," writes the paper. kled/xh/

    [04] ALBANIAN TRADE UNIONS WANT DIALOGUE WITH GOVERNMENT

    TIRANE, DEC 26 (ATA) - By K Shehu: Albania's Trade Unions invited today the Government in an open dialogue to enable their integration in its structures and institutions.

    The participants in a news conference held today by the 18 federal and confederal trade union formations, named Trade Union Table of Albania, discussed the idea launched by the government for a social pact and a dialogue between the Government and the Trade Unions.

    The Trade Union Table also focused on the solution of 20 joint requests presented to the Government on October 3, 1997 related with a gradual elevation of the welfare, increase of salaries, social assistance, adoption of measures for a lower Value Added Tax, etc. pas/xh/

    [05] 54TH CYCLING TOURNAMENT OF ALBANIA ENDS

    TIRANE, DEC 26 (ATA) - By D Grillo: The 54th cycling tournament of Albania ended today in the morning. The first was placed Besnik Musasi of Tirana team, who won the four stages; second was Leonard Kola of Vllaznia and third was Egland Qereshniku of Vllaznia.

    The first place in the list of teams was given to Vllaznia, second to Tirane and third to Apollonia. pas/xh/

    [06] FOURTH MEMBER OF "MOGILE" GANG DETAINED

    PERMET, DEC.26 (ATA)-By H. Cani,

    Permet Commissariat police forces in a "blitz" operation on Thursday evening detained the fourth member of the "Mogile" gang, Ferdinand Musai, from the Tepelene town.

    In their control the police found an amount of drachmas, which Musai had stolen from the Albanian emigrants returning from Greece.

    Three other members of this gang were detained Thursday at 04.00 morning near the Kosine village of Permet, after being informed by a group of Albanian emigrants returning home from Greece.

    The chief of the district police commissariat, colonel-lieutenant Fadajev Kerpaci, says that around 10 denunciations have been deposited so far from Lushnje inhabitants, who accuse the gang of robbing money, maltreatment and raping two girls.

    The gang is responsible for a series of thefts on the Tepelene-Ballsh road, at the Border Crossing point of Tri Urave and at the border area of Çarcove.

    The commissariat forces are hunting down the three other members of this gang. s.s/kei/lm

    [07] PARLIAMENT-CONSTITUTIONAL COURT CONFLICT TO BE SOLVED IN JANUARY - deputy

    TIRANE, DEC.26 (ATA)- By A. Simoni, The conflict between the parliament's presidency and the Constitutional Court will be resolved by the beginning of January, the chairman of the Parliament's Law Commission, Fehmi Abdiu, said on Friday.

    "Following January 5 and 7 ways will be found to sign a bilateral agreement between the Parliament's presidency and the Constitutional Court, without violating the law and decision of the Court, with the aim to resolve the very serious conflicts emerging of late," socialist deputy Abdiu said.

    The socialist party's newspaper Zeri i Popullit opened the Friday issue with the title:"Constitutional Court self-suspended", while the respective article referred to the constitutional article, that if the Court does not carry out the rotation as scheduled, it is self-suspended.

    Six days have already passed from the deadline but self-suspension has not yet occurred.

    "Some are thinking of self-suspension, some no. Actually dialogue is being held to reach an agreement," said Abdiu. s.sh/kei/lm

    [09] ANTI-CRIME SPECIAL FORCES DETAIN CITIZEN IN TEPELENE

    TEPELENE, DEC.26 (ATA)-By H. Ç,

    Interior Ministry special forces detained Friday a person from the Iliras village, Tepelene district, south of Albania.

    The detention of Enver Kalemi, 39, is part of the detentions the special forces have carried out in Gjirokaster recently regarding the crimes committed during March-April of this year, Tepelene police forces told ATA. s.sh/kei/lm

    [10] ALBANIAN PRESIDENT HOLDS MEETING IN FLOOD STRICKEN TOWN

    LEZHE, DEC.26 (ATA)- By Z. Pergega, Albanian President Rexhep Meidani told local government representatives of Lezhe, northwest of Albania, that people should wake up and overcome the situation created by heavy rains in this district.

    "We ourselves are working at a minimum of our capabilities," Meidani said at a meeting with local government representatives on Friday.

    Meidani pointed to the indispensability of regenerating ideas to cope with the crisis and build the state on the basis of work and law observation.

    He offered opinions on engaging the inhabitants and school pupils, alongside humanitarian associations, in the work to overcome the situation created.

    He asked from the local authorities an efficient use of the funds provided by the government.

    "The situation after the floods, which damaged 8000 hectares of land and 1500 houses and flats, is getting back to normal," the water department director, Ndue Preka, said.

    Besides the fund provided by the government, some 90 million leks, to carry out Lezha's land reclamation, the European Union has earmarked 800 000 dollars on condition that rigorous projects are drafted in January 1998. s.sh/kei/lm/k

    [11] ALBANIAN PRESIDENT ATTENDS DISARMAMENT ACTIVITY

    LEZHE, DEC. 26 (ATA)-By Z. Pergega, Albanian President on Friday attended an activity devoted to a disarmament initiative by the catholic mission in Blinisht of Lezhe, Northwest of Albania.

    "Instead of the crackles of automatic gunfire I wish to hear the sounds of the bells of peace to nourish the love for the nation in the hearts of all the sons of the eagle, from the north to the south and from the east to the west.

    Dom Antonio Sharra presented President Meidani with the "Golden heart", on behalf of the church and 3 000 Zadrima children. He said that more than any Albanians it belongs to the man who is running the Albanian state today with wisdom and maturity.

    The bishop of the Rreshen diocese and apostolic administrator of Lezhe, Angelo Massafra, stressed that the collected shell casings and cartridges be turned into bells of sounding the voice of God, to put an end to the disaster of this year.

    Some 3000 children from 11 villages of Zadrime, under the direction of Dom Antonio Sharra, were engaged in the operation of cleansing the village of shell casings.

    They gathered some 50 000 casing shells, of which 20 big ones were turned into vases for distribution on the World day of Peace, January 1, 1998.

    The rest of the casings will be moulded into a bell, symbol of peace. s.sh/kei/lm/k

    [12] RUGOVA CONSIDERS 1997 THE YEAR OF GREATEST INTERNATIONAL RECOGNITION OF KOSOVA ISSUE

    PRISHTINE, DEC.26 (ATA)-By B. Jashari, The President of the Republic of Kosova, Ibrahim Rugova, considered 1997 the year of the greatest international recognition of the Kosova issue.

    "Prevention of conflict, under the grave situation created by Serb police repression, is a success of the peaceful policy of the Albanians, who, despite these conditions, are working and building the civil society and state in Kosova," Rugova told a news conference on Friday.

    He hailed the conditions imposed on Belgrade on the Kosova issue at the OSCE Parliamentary Assembly in Copenhagen and the reaction of the European Union presidency towards punishments of Albanians in the political trials organised by the Serb courts in Kosova.

    Rugova considered the visit of U.S. president Clinton to the region of Southeastern Europe significant for peace and security in this region, also including Kosova.

    Referring to the coming elections, Rugova said that the national elections in Kosova have had and will continue to have full legitimacy and will benefit all in Kosova and the region. p.ta/kei/lm/k
