[01] NOVEMBER 28, NATIONAL HOLIDAY OF ALBANIA'S INDEPENDENCETIRANA, NOV. 28 (ATA) - Today is November 28, the National Holiday of the Albanian people.The Albanian patriots, headed by the Old Man of Vlore, Ismail Qemali, convened 85 years ago, on November 28, 1912, and proclaimed the Independence of Albania. With the raise of the national flag, Vlore became the first capital city of Albania, and the symbol of the national unity. The Albanians will celebrate today the Proclamation of Independence of their Homeland in Vlore, in the Historic Flag Square, as well as in all squares of other Albanian towns in Albania, Kosova, Macedonia, Monte Negro, and others. The official ceremony of raising the National Flag will be held Friday in Vlore. The rally will be greeted by the President of the Republic and will be honored with the presence of high ranking officials of the Government, People's Assembly. The celebrations will continue with the homages in the Martyrs' Cemetery, visit in the Independence Museum and the artistic performance in the Sports' Hall of the town "Flamurtari." On the same day, Albania's President will hold a reception in the Palace of Brigades in Tirana. /s.s/kled/mt/sh/ Albanian Telegraphic Agency[02] PUBLIC DENUNCIATION AGAINST DIRECTOR OF AQUEDUCT IN GJIROKASTERGJIROKASTER, NOV. 28 (ATA) - By H. Cani: A denunciation was brought in the prosecutor's office from 250 citizens of this town for penal prosecution against the director of the aqueduct.Sources from the prosecutor's office told ATA that a statement, signed by 250 citizens of Gjirokaster, accuses the director of the aqueduct, Agron Kallfa, of showing indifference towards the destruction caused in the aqueduct of the town, of receiving extortions for illegal connections in this network. According to Kallfa, the denunciation is groundless, because he himself has denounced in police some 600 illegal connections in the aqueduct of the town. /kled/mt/sh/ Albanian Telegraphic Agency[03] VIOLENCE IS NOT IN THE MORAL AND TRADITION OF ALBANIAN SPORTS- News conference of deputy Minister of Culture and Sports -TIRANA, NOV. 28 (ATA) - By D. Grillo: The deputy Minister of Culture, Youth and Sports, and Chairman of the State Committee of Sports, Kreshnik Tartari, held Thursday a news conference on the violence exerted in the Albanian sport grounds. Tartari focused first on the current situation of our sports and mainly on the violence exercised in the Albanian sport grounds, which is not in the moral and tradition of our sport. He stressed that the Interior Ministry, the National Olympic Committee and the Sports Federations are to take preliminary measures to avoid any possible conflict among the football fans in the Albanian stadiums. Thanasi: Some 34 vehicles with equipment of communication and monitoring arrived in Albania for the police of Tirana and Durres from the Italian police.The vehicles, 15 of which will be given to the Tirana Police Directorate, having the speed of 22 km/hour, will "contest" the quick vehicles with which the criminals move, the director of the Tirana police department, Pashk Tusha, reported to ATA on Friday. These vehicles will carry out non stop services and will provide immediate connection with the operation hall of the Tirana police directorate./kled/mt/sh/ Albanian Telegraphic Agency[06] JOURNALIST BEATEN IN GJIROKASTERGJIROKASTER, NOV. 28 (ATA) - By H. Cani: Three unknown persons from Gjirokaster beat barbarously on Friday morning the journalist of Dita newspaper, Engjell Seriani, in the "18 Shtator" neighbourhood of Gjirokaster.According to Serani, the persons asked from him explanations regarding the whereabouts of the journalist of "Deutche Welle," Odise Kote and after this they beat him in every part of the body, leaving scars on the face. Two policemen were near the event, but they did not react. /kled/mt/sh/ Albanian Telegraphic Agency[07] DECREES FOR LEGALIZATION OF EMIGRANTS SIGNED IN GREECETIRANA, NOV. 28 (ATA) - The Greek newspaper "Athens News," dated 28.11.1997, carries the article "Decrees for the legalization of emigrants were signed."According to sources from Albania's Foreign Ministry, this article stresses among others that the Greek President, K. Stefanopullos, "has signed two presidential decrees, putting an end to the saga of legalization from Greece of half a million of illegal emigrants who live and work in this country." Further on, the paper underlines that "the decrees will be valid since January 1, 1998." The decrees define the procedure, according to which, the emigrants will be registered in the offices of the Organization for the Employment of Human Resources in the country. If the emigrants will present all the necessary documentation within five months, they will be provided with temporary permits, called "White Cards." A government commission will then examine each case before giving limited permits of stay and work, known as "Green Card." The Cards will be valid from one to three years. /a.ke/kled/mt/sh/ Albanian Telegraphic Agency[08] WORLD BANK TO DEVELOP ALBANIA'S NATIONAL ROADSTIRANA, NOV.28 (ATA)- The World Bank credit in the amount of $25 million granted through the International Development Association to improve Albania's road network has started to be implemented.The amount is part of project to improve the national road network, which is estimated to be $66 million. Within the total cost of the project, in addition to the WB financing the national roads project is to be further financed by a $12 million loan from the European bank for reconstruction and Development, an $9 million loan from Italy, a $8 million loan from the Kuwait Fund for Arab Economic Development and a $7 million grant form the European Union's PHARE program. The Government of Albania is financing the remaining $5 million of project costs. According to WB representatives out of the total, around $50,5 million will be used to rehabilitate the national road in three main road sections. The project will rehabilitate and upgrade a 71km section required to complete the East West corridor running from the port of Durres to the Macedonian border; upgrade seven kilometres of roads along the Northern Corridor, bringing to completion the link between Tirana and Fushe Kruja and continue the construction of a new road section (12 km) in the second part of the Northern Corridor between Fushe kruja and Lezha. Within the credit project will be included the amount of $8,4 million to be used for road maintenance, safety equipment and materials, while other $7,1 million will be used for supervision of road works, technical assistance, training and project coordinators . Albanian Telegraphic Agency[09] ACTIVITIES HELD ON THE OCCASION OF ALBANIAN NATIONAL HOLIDAYTIRANA, NOV. 28 (ATA) - On the occasion of November 28, Albania's National Holiday, our embassies abroad have held receptions and organized different activities dedicated to Albania and the Albanian nation, Foreign Ministry press and information department reports.The Albanian Embassy in Germany held Thursday a reception, attending was also the Parliamentary State Secretary, Johannes Nitssh, State Secretary Uwe Pautz, other German personalities, diplomats, Albanians who live in Germany, and others. In this framework, activities have been held recently by Albanian cultural associations in different German cities. A reception was also held on the same day in the Albanian embassy in Ankara, attending was also the Turkish deputy premier and Defence Minister, Ismet Sezgin, other representatives of the military and civil life of Turkey, personalities of the Albanian diaspora in Turkey, and others. /kled/mt/sh/ Albanian Telegraphic Agency[10] 85-TH ANNIVERSARY OF NATIONAL INDEPENDENCE COMMEMORATED IN VLOREVLORE, NOV. 28 (ATA) - By H. Koci: Vlora commemorated today the 85-th anniversary of Declaration of the National Independence. A big rally was held on this occasion in the Flag Square of the town, attending were also high personalities of Albania, President of the Republic Rexhep Meidani, Prime Minister Fatos Nano, Parliament Speaker Skender Gjinushi, members of the government, the Presidency, representatives of political parties, religious communities, national associations, and others.Attending was also the Premier of the Kosova government, Bujar Bukoshi, the outstanding personality of Kosova, Rexhep Qosja, as well as the deputy chairman of the Kosova Democratic League, Fehmi Agani, the academicians Veton Surroi, Ali Aliu, compatriots, representatives of the diplomatic corps, accredited in Tirana, and others. President Meidani stressed that Vlora, the prominent town of civilization and the permanent capital of independence, gathered us this time to celebrate one of the most remarkable events in the history of our nation and state, the 85-th anniversary of the Declaration of Independence. Talking about the policy of the Albanian state regarding Kosova issue, President Meidani stressed that in the world which is changing, in the side of openings and wide integrations, Prishtina and Tirana have supported and adopted the line of the peaceful solution of the national question. Regarding the relations of Albania with the international community, Meidani stressed that we have the broad international support. After the meeting, the high ranking personalities of the state and the other guests visited the Museum of Independence.
