    TIRANE, NOV.29 (ATA)-By K.Shehu, The Confederation of the Handicapped has been created in Albania.

    It is composed of the associations of work invalids, of mentally deficient people, of the paraplegic, of deaf-mute and of the blind.

    The confederation asks from the state to assist to the interests of this strata, approve statuses for its component categories, which actually are not supported by the current legislation. a.ke/kled/lm

    [02] ITALY PROVIDES 51 VEHICLES FOR ALBANIAN ARMY AND POLICE

    DURRES, NOV.29 (ATA)-By G. Kabashi, The Italian Marine transport ship "San Giorgio" arrived in Durres port on November 28 and brought 51 vehicles in aid for the Albanian army and public order forces from the Italian Defence and Interior Ministries.

    Some 43 of these vehicles will be at the disposal of the Interior Ministry while the rest of the Defence Ministry. pas/lm

    [03] SUMMIT OF CENTRAL EUROPEAN INITIATIVE MEMBER COUNTRIES STARTS IN SARAJEVA

    TIRANE, NOV.29 (ATA)-The meeting of the government heads of the Central European Initiative member countries began in Sarajeva yesterday. Albania is represented in this summit by a high level delegation, headed by deputy Prime Minister Bashkim Fino.

    The Albanian delegation also includes Foreign Minister Paskal Milo.

    In a foreign ministers' meeting yesterday the Albanian Foreign Minister Paskal Milo also tackled the Kosova issue, in the context of the security measures in the region.

    Milo stressed that there can be no lasting peace in the region unless a stable climate is secured in the whole region of former Yugoslavia.

    He supported the initiatives of the Central European Initiative to reconstruct Bosnia-Herzegovina and normalise the situation in the region. pas/lm

    TIRANE, NOV.29 (ATA)-Zeri i Popullit reports today on the celebration in Vlore and all over Albania of November 28, the Day of Independence, and November 29, the country's liberation from the Nazi-fascist occupiers.

    Follow some of the titles: "Let's unite for the good of the homeland", "The struggle which brought honour and freedom to Albania", "Shkoder was liberated by the partisans and people on November 29,1944".

    The paper frontpages the message of President Clinton, addressed to the Albanian-American community, under the title:"America committed to helping Albania". On the same page the paper says:"Measures against illegal emigrants smuggling".

    Under the headline: "Road system, the weakest point of the Albanian infrastructure", the paper says that the World Bank begins application of the road project.

    The paper also reports on the legalisation of emigrants in Greece as well as on the arrest of the Albanian mafia in Italy.

    Vlore boos government members, says Rilindja Demokratike on its first page. The paper says that the DP refused the government's invitation to celebrate the festivity in Vlore. The paper carries the message of Berisha on the festivities under the title: "We should restore dignity to Albania". November 29, the day of Slav-communist occupation, the paper says.

    The paper reports that 170 jurists are preparing for strike.

    The paper says that transparency is putting an end to businesses.

    "The government re-nationalises cement factories" is another title of the paper. The paper also carries the article:"Balance sheet of crimes in the world".

    Koha Jone entitles its today's editorial:"Berisha re-kills Vlore". The decision not to go to Vlore was taken precisely after being familiarised with the guarantees provided by President Meidani, the paper says.

    On the Day of Independence the paper carries articles: "Independence celebrated in Vlore", under the subtitle: "Only the Democratic Party refuses to go to the city of Ismail Qemali", "Nano and Meidani in Kavaje" as well as "Korce celebrates with portraits of Hoxha". Albanian Mafia occupies Europe, the paper says.

    The paper carries a pronouncement of Prime Minister Nano for the Serb newspaper "Nasha Borba" under the title "It is the national that decides on Kosove", and the subtitle: "Socialist leader states that the SP was not able to be an effective opposition". The paper says that the Union of the Independent Trade Unions of Albania has warned that unless prices and inflation are reduced there will be a strike.

    The paper says that a depot with the weapons arsenal of a whole division has been uncovered in Picar, Southern Albania.

    "Usuries' money to be returned in Spring", the paper says under the headline: "Deloitte & Touche will begin registration of pyramids' creditors in February 1998".

    Among the economic articles the paper also includes the story:"Nano provides IMF with the 'keys' of the state budget".

    Albania entitles its editorial: "Albania, from Vlore to Prishtine divided". Yesterday in Vlore the government and presidential tribune was attacked and accused of using Vlore for political interests, the paper says.

    Under the headline: "Rome in agreement with Nano deports the March Albanians", the paper says that the five thousand Albanians to be returned home.

    The paper also says: "The Green charter after a three-year sieve" under the headline:"Greece, partial decrees for legalisation of emigrants".

    "Albanian mafia occupies Europe" is another article of the paper. The paper says that the authentic portrait of Marlin Berleti is uncovered. As regards control on loan-taking firms the paper says:"Auditors sell companies".

    As regards celebrations on November 28, the newspaper Dita says:"After much pain, Vlore celebrates". The DP pays homage to martyrs on November 28, the paper says.

    The paper carries the interview of Prime Minister Nano for the Serb paper "Nasha borba" under the title: "The SP was not able to be an efficient opposition".

    Under the headline:"The Tirana Court 'unveils' statistics to the public, the paper says : 121 penal processes with 'happy end'.

    IMF will be in Tirana on December 2, the paper says.

    Oil will remain state property says the paper citing sources from Albetrol company as saying.

    Shekulli entitles its editorial:"Politics does not reconcile with the national day, either". As regards celebrations in Vlore the paper cites Meidani as saying:"Tirane and Prishtine on the same line".

    "DP also boycotts celebrations on the Independence Square", and "DP prefers Shkoder for celebrating festivities", are two other articles of the paper.

    The paper says that:"Sacra corona unita" has entered Tirane and that the Albanian gang is responsible for young women's trafficking.

    Two thousand years of christianity says the paper under the title :"Albanian saints and figurative arts".

    Gazeta Shqiptare says: "People celebrate, police on the watch". The paper carries the article: "Shkoder: halt to communists". The paper carries an interview with Prosecutor General Rakipi under the title:"This is how organised crime will be combated". The paper also carries evidence provided by the ex-chief of the Gjirokaster public order concerning the avoidance of bloodshed in the south in the last spring. pas/lm

    [05] SUMMIT OF CENTRAL EUROPEAN INITIATIVE MEMBER COUNTRIES STARTS IN SARAJEVO

    Yesterday afternoon Fino and the other delegation members had a series of bilateral meetings with the other participating delegations.

    First he met with the delegation of Bosnia-Herzegovina, headed by Harri Siljadjic, co-chairman of the Council of Ministers of Bosnia- Herzegovina. They discussed the political and economic situation in both countries as well as the political situation in the Balkans, the situation in Kosova and the ongoing results in implementing the Dayton accord.

    The meeting between the Albanian delegation and that of Poland, headed by Janush Tomashevski, deputy chairman of the Council of Ministers of Poland, concentrated on the ongoing level of economic cooperation and contacts between the representatives of both governments.

    Tomashevski pointed to the interest shown by various Polish firms to invest in the Albanian economy. Fino, on behalf of the Albanian government, asked his Polish counterpart to encourage the signing of several ready agreements between various ministries such as the agreement between the Ministries of education and other agreements.

    Fino said that both sides should once again see to the possibility of widening the scope of activity of the joint venture in the Durres shipyard.

    Yesterday Fino and his delegation attended the ceremony organised in Sarajevo by the members of the "Bajrram Curri" Club on the occasion of November 28. pas/lm

    [06] WREATHS LAID ON MARTYRS' GRAVES ON NOVEMBER 29

    TIRANE, NOV.29 (ATA)-On the occasion of November 29, the Day of Albania's Liberation from the Nazi-fascist occupation, homage was paid to the martyrs of the nation.

    Wreaths were laid by the monument of Mother Albania by the the country's senior authorities. The first wreath was laid by the President of the Republic, Rexhep Meidani. Wreaths were laid by speaker of Parliament Skender Gjinushi and deputy speaker Namik Dokle, Prime Minister Fatos Nano and minister Kastriot Islami.

    Wreaths were also laid by representatives of the National-Liberation War Veterans Association and relatives of the martyrs.

    The Day of November 28, the 53rd anniversary of the country's liberation was also commemorated by the Diplomatic Corps accredited to Albania. A wreath was laid by the dean of this corps, Macedonian ambassador Branko Stervenkovski. pas/lm

    [07] REGIONAL AND EUROPEAN INTEGRATION - MAIN OBJECTIVE OF ALBANIAN ENERGY POLICY

    TIRANE, NOV.29 (ATA)-Albanian Minister of Public Economy and Privatisation Ylli Bufi considered regional and European integration of priority for the Albanian energy policy, at the ministerial conference for expanding cooperation in energy networks among the countries of the Black Sea region.

    The conference, which was held in Bucharest on Friday at the initiative of the European Commission and the Black Sea Regional Energy Centre, was presided by the commissioner on energy at the European commission, Papoutsis.

    The conference was attended by ministers responsible for energy from Albania, Bosnia and Herzegovina, Bulgaria, Greece, Romania, the former Yugoslav Republic of Macedonia and Turkey. Also present as observers were representatives from Ukraine, Georgia, Armenia, Russia, Azerbaijan and Moldavia, as well as from a number of important financial institutions.

    The 50 projects discussed at the conference also include a series of important projects to link Albania with the neighbouring countries through networks of electric energy , oil and gas.

    Of special importance is the project for the Burgas-Vlore oil-pipe line as well as those to supply Albania with gas from European networks.

    At the end of the conference the participating ministers signed the Memorandum of Energy Network for the Balkans. s.sh/pas/lm

    [08] DLK URGES FORMATION OF INTERNATIONAL GROUP TO PREVENT CONFLICT IN KOSOVA

    PRISHTINE, NOV.29 (ATA)-By B. Jashari, Leaders of the Democratic League of Kosova (DLK) pointed to the very dangerous developments in Kosova and urged the creation of a special international group on Kosova to prevent conflict and initiate dialogue to resolve the Kosova issue.

    DLK deputy chairman Anton Noka and its secretary general Fatmir Sejdiu told a news conference on November 28 that the Serb campaigns of violence against Albanians, such as those in the Drenice and Decan villages, where many were killed, wounded and terrorised, had been plotted.

    They said that in the Drenice villages there was no direct confrontation, either of the victims or of the Albanian nationals in general with the Serb police.

    The funerals of the two Albanians killed by the Serb forces in Drenice and Dukagjin on Wednesday were held on the 85th anniversary of the declaration of the Albanian independence. Flags with Eagles covered the coffins heading the long funeral processions of the Albanians from all over Kosova.

    The Albanian Flag is not allowed to be hoisted in public places in Kosova either this day.pas/lm

    [09] MILITARY CEREMONIES ORGANISED ON NOVEMBER 29

    TIRANE, NOV.29 (ATA)- On the occasion of November 29, the Day of Albania's Liberation from Nazi-fascist occupation, the Armed Forces of Albania paraded and performed exercises at the High Military Academy, today.

    Divisions of Tirane, Durres, Korce, Shkoder, Kukes, Shijak and Gjirokaster as well as forces of the Defence Academy, of the "Skenderbej" United School, Non-Commissioned Officers' School as well as veterans of the National Liberation War paraded on this occasion.

    Present were President of the Republic Rexhep Meidani, Prime Minister Fatos Nano, Speaker of Parliament Skender Gjinushi, Defence Minister Sabit Brokaj and other senior authorities of the country.

    Also attending were military attaches accredited to Albania and representatives of NATO and WEU forces and veterans.

    The chief of the General Staff, Brigade-general Aleks Andoni, greeted the ceremony. Andoni stressed the need of reorganising the army, based on the Albanian military tradition and the army's integration into the NATO and Partnership for Peace structures. pas/lm

    [10] NOVEMBER 29 COMMEMORATED ALL OVER ALBANIA

    KORCE, NOV.29 (ATA)- By B. Fejzullai, Wreaths were laid today on the martyrs of the nation graves in the district of Korce, on the occasion of November 29.

    The Korce prefect, Bardhi Alickolli, extended a reception for the martyrs' families and relatives and the war veterans.

    Durres, Nov. 29 (ATA)-By S. Gjordeni, The government coalition parties of the Durres Prefecture and the Veterans' Committee of the district held a solemn meeting on November 29 this morning.

    The prefect of Durres, Martin Cukalla, and the Secretary of State for Euro-Atlantic Integration, Maqo Lakrori, spoke at the meeting.

    SARANDE, NOV.29 (ATA)-By Sh. Hajno, In the context of November 28 and 29, the Sarande district municipality held a solemn meeting at the "Butrinti" cine-theatre of Sarande.

    Deputy Astrit Llanaj evoked the century-long struggles and efforts of the Albanian people which led to the declaration of Independence, and the Anti-Fascist National-Liberation Struggle.

    SHKODER, NOV.29 (ATA)- Homage was paid in the Shkoder district to the martyrs who fell in the Anti-fascist National Liberation War.

    The prefect of Shkoder, Gezim Podgorica, said in the speech on the occasion that like Vlore which has November 28 as its symbol date, Shkoder, too, has November 29 as a symbolic date, which represents its liberation and of the whole Albania.

    ELBASAN, NOV. 29 (ATA)- On the occasion of November 29, Elbasani inhabitants, intellectuals, veterans, members and relatives of the families of the martyrs, militaries, representatives of the prefecture, political parties, deputies and others respected the martyrs of the nation.

    GJIROKASTER, NOV.29 (ATA)-By H. Cani, On November 29 in Gjirokaster, heads of local government, representatives of political forces, members and activists of various organisations and associations paid homage to the martyrs of the Anti-fascist National Liberation War and the district nationalists.

    The urban centres of the Gjirokaster district such as Libohove, Kardhiq, Picar as well as the districts of Tepelene and Permet of this prefecture organised commemorative activities today.

    LUSHNJE, NOV.29 (ATA)-The government coalition parties of Lushnje district held a commemorative meeting at the martyrs' graves of the district, today. Speakers at the meeting stressed the contribution of the Myzeqe people to the day of liberation, 207 martyrs. pas/lm
