    TIRANA, NOV 27 (ATA) - By K.Shehu: The Swiss Caritas will allocate five million Francs to develop the health sector in the Lezha district and reconstruct a dystrophic children hospital in Tirana, Arthur Keel, Director of the Swiss Caritas for Albania said recently to Leonard Solis, the Albanian Health and Environment Minister.

    Minister Solis acquainted him with the health situation in Albania and expressed the engagement of the Albanian side to apply these projects in a short time. ake/kei/ak/k

    [02] NATIONAL COUNCIL OF SPORTS SET UP IN ALBANIA

    TIRANA, NOV. 27 (ATA) - By D. Grillo: The National Council of Sport (NKS) for drafting the policies of development of the Albanian sport has been established, sources from Sports Federations report.

    This council is the highest consultative body near the state structure of sports in Albania. It is made up of leaders of the State Structure of Sport, Albanian National Olympic Committee (ANOK), presidents of Sports Federations, as well as of the deputy minister for sports, Kreshnik Tartari.

    "The council suggests to the state structure of sport the national strategy of sports, following the state and the Olympic policy in this field, short-term and mid-term programs of the prospective of the Albanian sport," said the deputy chairman of the National Council of Sports, Flobens Dilaveri.

    In its first meeting, the council elected chairman Kreshnik Tartari, two deputy chairmen Genc Ruli and Flobens Dilaveri and secretary Stavri Bello, (Secretary General of ANOK). /kei/mt/k

    [03] WORLD BANK TO HELP PEOPLE WITHOUT ECONOMIC INCOME

    KORCE, NOV 27 (ATA) - By B.Fejzullaj: People of the Korca district, Southeast of Albania, having small or without economic income will be included in the help programs of the World Bank.

    A group of the World Bank specialists for the social and economic development held a meeting on Wednesday with the staff of the social assistance office in the Korca Town Hall to discuss way how to help those people.

    "We are studying and registering the needs of people without economic income and ways how to assist them," Gloria La Cava, head of the group said to ATA.

    Dhionis Kotmilo, Korca mayor, said that 400 disabled people are registered as persons without any income, while some 3 200 families are included in the list of those having small income. ssh/kei/ak/k

    [04] TENSE SITUATION IN SKENDERAJ OF KOSOVA

    - A teacher, injured yesterday, dies in the hospital -

    TIRANA, NOV. 27 (ATA) - Sources from the Council for the Protection of Human Rights and Freedoms reported late on Wednesday that the situation continues to be tense in the commune of Skenderaj in Kosova, although the police forces withdrew from the villages of Vojnic, Llaush and Turicev and were deployed only in the police station of Skenderaj.

    According to Albanian sources, the teacher Halit Gjeci, died Wednesday in the hospital of Mitrovica, after being injured by the police. According to the same sources, three other Albanians and two Serbian policemen were hurt on Wednesday (among the Albanians was also an 11 year- old boy who was injured in the garden of his house."

    The Serbian police forces and groups of Albanians exchanged fire on November 25 and 26 in Drenice. Their identity is not known yet. According to Albanian sources, many forces of the Serbian police, with armoured vehicles and helicopters, attacked this region, while according to Serbian sources, "Albanian terrorists" attacked the Serbian police forces and the actions of the latter were carried out to detain "the terrorists." /mima/pas/mt/

    [05] POLICE SEIZE FIVE MOTOR BOATS

    DURRES, NOV 27 (ATA) - By S. Gjordeni: Border police checked on Wednesday crafts and dinghies in Durres and found out that five of them had no documentation.

    Lieutenant colonel Arben Hasanbelliu, chief of the local police department, said to ATA that the five motor boats "are under police control and are docked at the Southern quay of the port.

    The police have urged the court to rule their confiscation.

    Later, they (boats) will be sent to a special unit in Shkozet.

    Hasanbelliu said that the owners of the 30 crafts were asked to sign statements preventing their use for traffic of illegal aliens otherwise their motor boats will be seized. ake/pas/ak/

    [06] PRESS REVIEW

    TIRANA, NOV. 27 (ATA) - Zeri i Popullit covers the meeting of the European Parliament delegation with Albania's Premier Fatos Nano, under the title "The policy of Nano government in favour of stability in the region." The paper also reports on the meeting of the delegation with the SP Secretary General, Pandeli Majko. Under the headline "The Italian operation of 'DIGOS' hits the Albanian traffickers," the paper writes that the Italian police have uncovered and neutralized in Brindisi and Albanian network of illegal traffic of emigrants from Albania to Italy. The paper publishes a press release of the company "Deloitte & Touche," which audits the loan taking companies, saying that "the situation will be solved to the best interest of creditors." The paper also covers the news conference of the Minister of Public Economy and Privatization, Ylli Bufi, under the title "Privatization? The state will not keep the controlling package." The paper highlights a chronicle on "Fair '97."

    Under the headline "The president wants to open or to close the big smuggling," Rilindja Demokratike reports "The Mafia bosses are in Albania." Covering the meetings of the European Parliament delegation with the Albanian parliamentarians and political forces, the paper writes "EU: Fulfill the conditions to take the aid." The paper highlights the meeting of the chairwoman of the parliamentary delegation, Doris Pack, with representatives of the Democratic Party, under the title "DP proposes ways to come out of the crisis." With regard to the five injured after an attack of the Serbian police in the commune of Skenderaj in Kosova, the paper reports "Milosevic, the preferred of Meidani, kills in Kosova." Another article of the paper says that Kavaja and Tirana will celebrate November 28 as the day of Albania's Liberation.

    Republika paper reports "The scandal of privatization: 89 milliard leks have been disappeared from the State Budget," and "Alimucaj makes a bluff with 200 million dollars." The paper carries the editorial "Europe does not have time to listen the Albanians," which says that the in meetings with the party in power and the opposition, the Euro parliamentarians "seemed not to have enough time to listen the party in front of them, mainly when they have in front the opposition of small parties." Referring to a saying of Albania's Attorney General, Arben Rakipi, for discharges from work of prosecutors, the paper writes that "within five days, all those prosecutors who feel that they have worked in SHIK or SHIK has interfered in their job, should present a request in the table of Rakipi expressing their opinion in what sector they would like to work, or may be they should voluntarily resign."

    Koha Jone writes on operations of Italian police in Brindisi, where nine Albanians of an organization which dealt with illegal traffic, drugs and prostitutes, were arrested. The paper also reports that this network had organized the last tragic voyage, where 16 persons lost their life in Otranto. "In the editorial "Far reconciliation," the paper reports that two days were enough for Doris Pack to reach the unpleasant conclusion "the political situation has not improved that much since spring of this year." The paper writes that Coca-Cola company abandoned the Fair '97 in Tirana. The paper also reports that Interior Ministry has taken measures to stop smuggling in Vlore. The paper quotes DP head Sali Berisha as saying that the recent debate between Premier Fatos Nano and President Rexhep Meidani has nothing political, but it is "an issue of ambition of them both."

    The newspaper Rilindja reports that the third Committee of the U.N. parliamentary Assembly approved a resolution on Kosova which says that the respect of the Kosova will is the best means to prevent the conflict. The paper reports in the first page in clashes of Serbian police with unknown forces. Referring to sources of the Council for the Protection of Liberties and Human Rights, the paper reports of possible killings in Skenderaj, Kosove, in which the Serbian police deployed forces, supported by helicopters and armed carriers, to surround some villages. It also says that the Council of Ministers of the European Union has expressed its concern about the lack of democratic norms in the self-declared Yugoslavia and especially in Kosova.

    Albania carries the editorial entitled "Gangs return" which says that the country is facing insecurity and anarchy. At least three Albanians and two Serbian policemen were killed during an exchange of fire on Wednesday between the Serbian police forces and the groups of Albanians, whose identity is not known, the paper says in the first page.

    Under the headline "Albanian diplomacy changes system of orientation, " the paper reports that the Albanian Foreign Minister Paskal Milo will visit Moscow soon. Nano under attack for constitutional laws says the paper under the title "Pack: DP should return to parliament." Referring to the clandestine emigration the paper says that crafts and their owners in Vlora are led by "Brokaj & Company" (Sabit Brokaj, present Defence Minister).

    Scandal in "Fair '97". Competition and piracy forced the giant of drinks to leave, the paper Dita reports in the first page. In the second page, the page said that the draft constitution will be presented to the Commission of Venice. "Constitution process will be monitored by the OSCE," the paper quotes minister Imami as saying. It reports that the Euro parliamentarians have used pressure on the DP to make it return to parliament. The same paper says that the Democratic Alliance will lead the Center right in the future. Memaliaj miners denounce corruption of the administration, the paper reports.

    Shekulli reports that some $500 million have been deposited by the Albanian smugglers in the Athens banks and that the Greek Prosecutor's office has urged for investigation on the money origin. The paper reports in the first page that the Serbian police killed Albanians. Quoting sources from the Tirana hospital, the paper says that five to six persons under 35 years old from all over Albania who suffer from cancer are being examined daily. Corridor 8 joins the Balkans, the paper says under the subtitle "Experts expected to meet in Sofie after Tirana." In the economic column the paper reports that the foreign currency export is the most negative part of the Albanian transition.

    "Otranto 2, investigators record shocking call," the newspaper Gazeta Shqiptare reports. An Albanian criminal association uncovered by the Italian police, the paper says. In the third page the paper carries two titles on the new Albanian communist party, which is not legalised yet. Referring to the new song festival in Radio Television, the paper reports "Names of singers revealed." kei/pas/ak/

    [07] THIRD COMMITTEE OF UN GENERAL ASSEMBLY APPROVES DRAFT RESOLUTION

    TIRANA, NOV 27 (ATA) - By Eva Allushi: Third committee of the General Assembly of the United Nations approved on Tuesday a draft resolution on the situation of the human rights in Kosova with 97 votes, 47 abstentions and 3 against.

    All the member states of the European Union (E.U.) voted pro resolution.

    Sources from the Albanian Foreign Ministry said that the representative of Luxemburg, speaking on behalf of the European Union, expressed the concern for the grave situation in Kosova stressing at the same time the complete support of the E.U. for the resolution.

    The resolution on Kosova is expected to be approved soon by the U.N. General Assembly.

    It contains a series of important recommendations on the immediate and unconditional return of long-term OSCE missions and reiterates the need of an international presence in Kosova.

    The resolution recommends that the relations of the Federal Republic of Yugoslavia (Serbia and Montenegro) with the international community should be related with the improvement of human rights in Kosova. ake/kei/ak/k

    [08] OFFICE OF EUROPEAN UNION OBSERVERS INAUGURATED IN SHKODER

    SHKODER, NOV.27 (ATA)-By M.Malja, Office of European Union observers was inaugurated in the Shkoder city today.

    Attending the ceremony were the prefect of Shkoder, Gezim Podgorica, the city's mayor, Bahri Borici, OSCE representatives for the northern region and others.

    The chief of the OSCE mission for the northern region, John Crogeback, said that the EU mission to Albania numbers seven observers teams.

    "Our task is to observe, assess and report on the situation in the assigned regions. Our team will hold contacts with all local government authorities, political organisations and private institutions."

    "We will provide these authorities especially with technical assistance for the local government, judicial power and human rights. We also will cooperate with OSCE representatives to resolve problems and further strengthen the democratic process in Albania," he said. a.ke/kled/lm

    [09] NO POLITICAL FORCE HAS ASKED US FOR NEW ELECTIONS - Pack

    TIRANE, NOV. 27 (ATA)-By A. Simoni, Head of the delegation of the European Parliament for Southeastern Europe, Doris Pack, told a news conference today that she had heard no claim to early elections in Albania.

    "There can be no elections in every six months," Pack said after a reporter's question on the demand for new elections by the Democratic Party, which has not made known its claim to the European Parliament delegation.

    "We call for real reconciliation among the political forces in Albania," Pack said on behalf of her delegation.

    "The delegation expresses regret at the murder attempt in parliament, but we ask the Democratic Party to join parliament, which is the proper place to make the country's policy," she said.

    "Demagogy and spirit of revenge should be put aside and all sides engage in resolving problems facing the country and not their parties," she said.

    "The round table which has not yet succeed in drafting a constitution should continue until it succeeds: if no consensus is found on its procedures, it cannot be found on its content, either.

    "We notice there is lack of a reconciliation spirit, there are cases of bombs etc.. We have not been in Albania long enough to observe these cases, but we have listened to parties' opinions," she said.

    "We are not here to resolve your problems. Procedures depend on you, suffice they conform European standards. Comparing my earlier visits to Albania, when the situation was normal, I do not see any change, either for good or for bad," Pack said further on. lm

    [10] ALBANIAN WOUNDED BY SERB POLICE IN DRENICE DIES

    PRISHTINE, NOV.27 (ATA)-One of the three Albanians shot by Serb police in Drenice yesterday, teacher Halit Geci, died in the Mitrovice Hospital last night, the subcommittee for Human Rights in Skenderaj told ATA.

    Halit Geci and Shaban Rreci were wounded by Serb police shooting from an armoured car at the eight year school of the Llaushe village.

    The 11-year-old boy, Bahri Krasniqi, injured in the yard of his house in Vojnik village, continues to be in a very critical health condition in the Mitrovice hospital. He was wounded by the shooting of a police helicopter. b.j/ag/m/kled/lm

    [11] 85TH ANNIVERSARY OF DECLARATION OF INDEPENDENCE CELEBRATED IN SHKODER

    SHKODER, NOV.27 (ATA)- By M. Malja, The 85th anniversary of the declaration of independence has been celebrated in the Shkoder city.

    Painting and photo-exhibitions have been opened over the last two days by the district historical museum and the "Marubi" photo-archives.

    They display dozens of works in photography and painting devoted to the Shkoder patriots' contribution to the declaration of Independence.

    The Marlin Barleti library has opened the book's exposition, which exposes over 70 titles devoted to the Albanian people's struggles for freedom and independence. a.ke/kled/lm

    [12] CROSS-BORDER COOPERATION AGAINST CRIME INTENSIFIED IN IGUMENICE

    IGUMENICE, NOV. 27(ATA)-By Sh.Hajno, An experts' team of Sarande police, headed by chief of police commissariat Agim Kociraj, had a working meeting with Greek counterparts in Igumenice city, yesterday.

    The team met with police director of the Thesprotise region Jani Condo, Igumenice prefect Niko Conis and mayor Thomas Pandos.

    "We hail the fruitful cooperation between the police of the two countries which, since the Ceka-Romeos meeting in Ioannina, have entered a new phase with concrete results," Conis told ATA.

    On behalf of the Greek police Condo presented the Sarande commissar with a mobile phone, as a means for the daily communication between the police of both countries to combat crime on both sides of the border. a.ke/kled/lm

    Tirana, Nov 27 (ATA)- Thursday US dollar went again up against Albanian currency "lek". In the informal market the average exchange rate was $1 = 144,65 lek, when yesterday it was traded for 143,90 lek. While the German currency DM was traded for lek 82,08.

    [14] BERISHA IS CONSIDERING MEETING WITH DJINDJIC

    TIRANE, NOV.27 (ATA)- By A. Simoni, The chairman of the Democratic Party, Sali Berisha, told a news conference today that he is considering meeting with Djindjic, one of the main Serb opposition leaders in Serbia.

    "Serb opposition parties are numerous. Many of them have in their programmes and platforms "the demons of primitive nationalism" but the DP, which is a party of human rights and freedoms, has nothing in common with them," Berisha said.

    Serb leader Djindjic has told a DP radio in Tirane that contacts between the two parties are necessary as opposition forces.

    "I do not know the platform of his party, but I have supported his movement along with that of the students because it was in favour of the human rights: I will get to know the programme of his party and then I will decide".

    As regards the parliament's issue Berisha admitted that there was a diversity of thoughts on this issue inside the DP, but everything would be decided at the National Council, to which the chairman would convey the messages of the European Parliament. kled/lm/sh/

    [15] BROJKA RESIGNS POLITICS

    TIRANE, NOV.27 (ATA)-By A. Simoni, The member of the Democratic Party leadership, Albert Brojka, told the head of the European Parliament delegation, Doris Pack, on Thursday, that he has given up politics.

    "Tirane Mayor, Albert Brojka, told me: 'I am not a politician' and "I am here only for Tirane'", Pack said.

    Brojka was elected member of the Democratic Party leadership in the elections after the DP congress in October of this year, although he had insisted not to be elected.

    Brojka reached the highest point of his political career at the previous congress, when he was elected Secretary for DP Foreign Relations, while in the October 20,1996 elections he was elected the Tirane mayor. s.sh/kled/lm/sh/

    [16] ALBANIAN ADMINISTRATION SHOULD BE AWAKE AND NOT WORK IN PANIC - meeting

    TIRANE, NOV.27 (ATA)- The Albanian administration should be awake and not work in panic, Prime Minister Fatos Nano said at the beginning of the government's meeting today.

    "The government will respect all agreements signed with international organisations, rejecting any kind of pressure form individuals, groups or institutions," Nano said.

    Nano asked the Interior and Finance Ministers to halt smuggling, and also create inter-ministerial groups to make cooperation more efficient.

    Until December 5 all public administration sectors should report and discuss in government the level of replacing cadres and put up the final candidatures for the new heads of departments.

    The government also approved a number of draft-decisions stipulating a change to the decision on the financial quotas of food in students' canteens, state scholarships and family payments for pupils and students, a change to the decision of 1996 on expropriation of real properties included in the project of restructuring the Rinas airport, and the approval in principle of the Durres-Vlore motorway project. s.sh/kled/lm/sh/

    [17] CONFERENCE HELD ON "ALBA" OPERATION RESULTS IN ALBANIA

    ROME, NOV.27 (ATA)-By I.Mehilli, A study conference on the importance, development and results of the "Alba" military operation in Albania was held in Rome, at Salviati Palace, residence of the Italian Marine, this morning.

    Present were Admiral Venturoni, the chief of the Italian Army General Staff, General Soldano, Prof. Fara and other functionaries of the Italian armed forces.

    Fara opened the conference and said that in the "Alba" mission the Italian soldiers represented more than half of the military contingent. The Italian soldiers' will to participate in this mission is worth mentioning. Some 56.4 per cent of the soldiers were convinced of the importance of this operation".

    To the question that as the programme of the mission did not envisage soldiers' intervention in disarming the population, could they find a middle way to resolve this issue, he responded: "The soldiers' intervention was impossible as this would complicate the situation, instead of creating better conditions for holding political elections in Albania. Disarmament is a very significant and difficult task, but it's up to the Albanian government to solve it". s/sh/kled/lm/sh/

    [18] 85TH ANNIVERSARY OF NATIONAL INDEPENDENCE CELEBRATED IN VLORE

    VLORE, NOV.27 (ATA)- By H.Koci,

    The 85th anniversary of the Declaration of National Independence continues to be celebrated in the Vlore city.

    The film "Second November", which also closed the week of the Albanian film of historical topic, was shown this afternoon in the city's theatre.

    Concerts of folk groups from various districts of the country continued in the evening at the Independence Square for the third day in succession. a.ke/kled/lm/sh/
