  • [01] PRESIDENT RUGOVA MEETS WITH FOREIGN MINISTER OF FRANCE, HUBER VEDRIN

    PARIS, NOV 23 (ATA) - President of Kosova Ibrahim Rugova who is on a two- day official visit to Paris, met with the Minister of Foreign Affairs of France, Huber Vedrin.

    Minister Vedrin and the Ambassador of Germany in Paris, Stabrajt (in the name of the German Foreign Minister, Kinkel) handed to Rugova a letter signed by foreign ministers of France and Germany on the French-German initiative for Kosova, letter which had also been handed over to Belgrade authorities.

    Speaking of the solution to the question of Kosova, Rugova said that independent and neutral Kosova, open to Albania and Serbia, with all guarantees for the Serbs of Kosova, is the most optimal solution which would ease the tense region of Southern Europe.

    He voiced the readiness of the Kosova leadership for dialogue between Prishtine and Belgrade with the mediation of a third party.

    At the end of the meeting, Mr Rugova invited the French minister for a visit to Kosove. ag/xh/sh/

    [02] THERE IS A POSSIBLE CONNECTION BETWEEN FOOD ARTICLES AND CANCER

    TIRANE, NOV 23 (ATA) - By V Carcani: There is a possible relation between food and various kinds of cancers, prof. dr. Zenepe Veterniku told ATA.

    This scientist working in the Ministry of Health and Environmental Protection, member of the European Federation of Food, FENS, has carried out an intensive research work regarding the relations existing between food articles and cancer.

    The use of cigarettes, alcohol, animal fat, fried food, excess of salt in food, excess of coffee consumption are some premises for the emerge and development of cancer metastasis. In cases of constant use, also the smoked meat or fish serve as cancer agents.

    According to Veterniku, another influence in this regard are also the elements of inheritance, radioactive materials, ionizable radiation, mechanic traumas, repeated burns, irrigation or chronic excitations, viruses and in some cases psychic factors. ake/kled/xh/sh/

    TIRANE, NOV 23 (ATA) - "Government starts extensive operations to ban illegal traffic of people," writes Zeri i Popullit under the title "Arrest of people who caused the tragedy." "Citizens must not use dangerous means that do not justify human sacrifice," the paper cites President Meidani. "40th anniversary of Albanian University commemorated," writes the paper under the title "The most European citizen of Albania." "60 thousand specialists in service of progress," the paper writes. "NATO in Balkan neighbouriness," writes the paper in its second page referring to the conference of the Albanian Northern Atlantic Association.

    "New centre for foreign investment," is one of the titles of this paper in its economic page.

    "Pupils against Nano Government" writes Rilindja Demokratike, under the headline "Strike of hostel pupils of the capital spreads throughout Albania." "Now Albanians have reached a position to protest for minimal things, to protest only to live," writes the editorial entitled "Restoring to strikes for bread." "Attacks from Washington on Crete meeting," writes the paper under the title "Nano undermined the question of Kosova." "Artur Murrani, 30, member of DP branch leadership in Kavaje, killed by masked people on his way home," writes the paper. "Socialist governing threatens destabilization of the region," is another article in this paper.

    "Tirana municipality opens scandal: DP people stole $10 million" writes Republika.

    "Albanian policy in search of identity," is the title of another editorial. "The parties of every specter should not exploit their post to confound the general national spirit," writes the editorial. The paper carries an interview with the Republican leader Fatmir Mediu, under the title "SP-DP, our usual problem." "Pupils of hostels, interrupt the strike or you'll be expelled" is another article in this paper covering the fifth day of the strike of the pupils of vocational secondary schools, initiator of which was the Foreign Languages Secondary School.

    "Otranto, is the state the culprit?" is the title of an editorial in newspaper Koha Jone. "So far, Albanian state has treated the catastrophes at sea as personal tragedies," writes the editorial. "November celebrations divide democrats' delegations in two," writes the paper under the title "Berisha in Shkoder, DP in Vlore."

    "Otranto Channel for the second time to be investigated," writes the paper under the title "Albanian probe into the tragedy." "Four warships to patrol our coastal line," writes the paper under the title "Tragedy, stories of the anguish at sea."

    "For the first time President attacks fiercely his forerunner," writes the paper under the title "Meidani: Berisha ruined the state." "The government has decided to go ahead with the fight against pyramid investment funds," writes this paper in the economic page.

    "Albanians got drowned, the state on holidays and fighting against opposition" is another title in newspaper Albania. "While Albanians take the death dinghies to leave for Italy, Albanian Government provokes every day a confrontation with Albanian opposition," the editorial stressed.

    "DBSH will demand a special commission," writes the paper under the title "Parliamentary investigation for spies in power."

    "Powerholders ...come and go from here only in periods of funerals, not to pay homage to the death but to violate it..." writes the newspaper under the title "Communists hold Vlore hostage."

    Under the title "Masked policemen kill commune chairman" the paper stressed "Death squads activated."

    "Albania is close to suspension from the Council of Europe and this is not likely to be a consequence of an irresponsible policy of Socialist Government," writes the paper on its third page. "Vefa, 30 million USD for government members," writes the paper on its sixth page.

    "Fresh polemics in the ranks of socialists. SP chief responds his former deputy," writes the newspaper Dita under the title "Nano:I accept opposition from extremists."

    "Kosova reacts after Meidani: Milosevic the same as Seselj," the newspaper writes on its second page. "Police are unable to catch thieves of cars," writes the paper in the feature "Chronicle." "Finances are the most powerful index of success or failure of the policies applied by a Government," writes the paper under the title "Albanian finances, where they were and where they are."

    Newspaper Rilindja carries an interview with the president of the Republic of Kosova, Ibrahim Rugova with the review "Ora" under the title "We know to hold a state." "LDK leaders meet with U.S. diplomat," writes the paper on its first page. "Telegram of condolence of President Meidani for the victims' families," the paper writes under the title "Events which should make every Albanian think hard."

    "New record in parliament, Constitution changed for 24 hours," writes Demokracia on its first page. "Otranto, a continuous pain" is another article in this paper. "Bashkim Fino has forgotten reconciliation policy," the paper writes in the same page.

    "Prime minister warns in SP meeting of Tirana, after one year the cabinet before test," writes Shekulli under the title "Nano: Ministers, ready the resignation." "Arrest of the speedboat chief, he had plundered the dead bodies," writes the paper covering the tragedy of Otranto. "The dinghy was only ten meters long and had two engines. 6 hours after it had set sail, it lost connection with land," writes the paper. "Within 1998 Albanian cement factories will be totally privatized," writes this paper in its economic page.

    "First arrests against illegal traffic of people. Operations in Durres and Kavaje," writes Gazeta Shqiptare under the title "Speedboat people arrested." "President's office seeks to ease declarations of Meidani, " writes the paper under the title "This is why we need Milosevic."     [04] WANTED PERSON DETAINED IN DURRES

    DURRES, NOV 23 (ATA) - By S Gjordeni: Forces of No 2 Police Commissariat detained Dashamir Dile, 21, a very wanted person from Manza of Durres district, last night, sources of the district police departmant report.

    [05] EXPERTS OF INTERIOR MINISTRY ON MARCH 9 MASSACRE IN PERMET

    PERMET, NOV 23 (ATA) - By H Cani: Experts of the Interior Ministry of Albania met Saturday with police chiefs in Permet district, Southern Albania, with regard to the question of the March 9 massacre in that city.

    According to the police commissariat chief, Mayor Fadajev Kerpaci, information for three of the killed out of six can be easily confirmed.

    During the withdrawal of government troops on March 9 this year, 6 people were killed in the city of Permet, among whom a DP militant and the parents of the chairman of the district council.

    A commission was formed some days ago for the tragedy of March 9, and it holds that "the killings were made by the then leaders in the army, SHIK and state." ssh/kled/xh/sh/

    [06] NO DRINKING WATER FOR DURRES AND KAVAJE

    DURRES, NOV 23 (ATA) - G Kabashi: The cities of Durres and Kavaje on Sunday were not supplied with drinking water on Sunday. The reason for this was the interruption of the work in five of seven wells that provide water for the pumping station in Fushe-Kuqe, Kurbin district, 3 km from Lac where the water bearing zone feeding that station is located, sources of the water supply system enterprise report.

    The wells 19, 21 and 25 were blocked last night by three families because these wells border the yards of these families. After police forces went to the spot, the wells 21 and 25 were put to work. But when police left, besides the three first wells, also the wells 24 and 26 were blocked by two other families.

    Since March this year, six big families have "occupied" several times the pumping station in Fushe Kuqe claiming that they are legitimate owners of the sites where the wells have been opened. They demanded replacement of the technical staff of the wells and the pumping station with members of their families.

    The blocking of the wells resumed twenty days ago, when members of these families did not receive the salary fixed as a result of a compromise for their fictive employment. As a result about 160 thousand people of Durres, Kavaje and their suburbs do not have drinking water in their homes. ssh/kled/xh/sh/
