    TIRANA, NOV 21 (ATA) - By Eva Allushi: The new architecture of security in the Balkans and the vision of the Albanian state were on the focus of the conference of the Albanian Atlantic Association in Tirana on Friday.

    "Appropriate ways and roads to resolve problems facing the Balkans should be found," Alfred Moisiu, head of the association said.

    Theodosis Georgiu, President of the North Atlantic Association, said that the post cold war has created a reality for the Balkan states that of interdependent security. Therefore, building understanding in the region is a difficult task, he said.

    The Atlantic associations should inform their countries on NATO peace keeping goals.

    Nano reiterated in his speech at the conference Albania's leaning towards Euro-Atlantic structures.

    "It is the moment to overcome confronting politics, attaching importance to the European integration of the Balkan countries."

    Further on he stressed that giving up taboos and the application of new concepts dominate the Albanian politics, what was also stressed in the Crete Summit.

    Foreign Minister Paskal Milo underlined that the Balkan peoples should apply new models of mutual cooperation and stability in the region.

    TIRANA, NOV. 22 (ATA) - "Another tragic event in the Adriatic," reports Zeri i Popullit under the title "Victims again."

    "The Italian authorities have reported that from 26 persons who were in a dinghy, there were found the bodies of five persons, including the body of a young woman, 12 corpses disappear, while only nine survived," underlines the paper.

    Albania's Premier Nano greets the Conference of the Albanian Association of Atlantic," under the title "The Albanian Association before the real processes of changes." "Albania aims at full membership in the international organizations of security such as NATO and BEP," the paper quotes Premier Nano in the conference. On the fifth page the paper publishes an open letter of Blendi Gonxhe addressed to Sali Berisha, under the title "How can it be possible that you are still in the Albanian political scene?"

    "Within December 5, the strategy of privatization will pass for approval in the government," underlines the paper under the title "The strategy of privatization discussed," with regard to the meeting of the interministerial committee on the economic policies."

    "The sea swallows 17 Albanians," reports Rilindja Demokratike. "Four days after the tragedy, the Italian police find 9 people who survived near Brindizi. Otranto remains the Strait of death for the Albanian refugees," underlines the paper. "The smuggling of Albanian state officials has pierced the pockets of the state budget since the first day of the socialist governing," says the editorial entitled "Smuggling numbs the state, and grows the state officials fat."

    "John King, IMF representative in Albania declares that he has not suggested to the government the approval of a constitutional law on violation of asset," under the title "The expropriations, Nano cheated with the name of the Monetary Fund."

    The communist revenge violates the free vote in Shkoder," writes the paper on the second page.

    "The Council of Europe does not reject the request of the opposition for new elections," reports the paper under the title "The attack against the Constitutional, political revenge." The paper covers the news conference of DP head Sali Berisha under the title "Berisha: To stop the installment of dictatorship."

    "Otranto, the strait of death, engulfs some 17 other Albanians," writes Republika. "Meidani: Milosevic, the least evil," underlines the paper in its editorial entitled "Albania, Europe and Kosova in between." "Disillusionment of CE representatives for the level of the political dialogue," reports the paper on the third page under the title "Constitution, the double edged knife."

    "Albania is in a non constitutional road. This is the monitoring result of the European Parliament after the general elections of June 29," reports the paper under the title "Europe contests political developments in Albania." "The prosecutor's office will cooperate with the auditors," underlines the paper under the title "Super investigation on pyramid schemes." "Vefa holding is stolen," reports the paper.

    "We support Milosevic," reports Koha Jone under the headline "President Meidani from Italy on elections in Serbia and the Kosova issue." "Slobodan, the least evil for Albania," the paper cites Meidani as saying.

    "Police and law," is the editorial of the paper. "ANTI-CRIME for the first time in Albania," reports the paper under the title "Very secret groups for gangs."

    "Pellumbi accepts that he has problems with Nano, different from what Premier Nano said in the extended meeting of Tirana Sp," reports the paper under the title "Pellumbi: I have problems with Nano." "The Council of Europe: DP no to the boycott like SP," also writes the paper.

    "Nano-Meidani, the great split," is another article published by the paper.

    The paper covers the news conference of DP head Sali Berisha under the title "Berisha: Clime of new elections."

    Another Otranto for Albanians. Only nine persons managed to survive the waves of death, the newspaper Albania says under the title "Sea swallows 18 Albanians." "Poker with constitution" is the title of the editorial of Albania. "Games with constitution should end when discussion on a consensus with opposition starts," the editorial says. "Council of Europe attacks Nano on his reluctance to reconciliation," the paper says in the third page. In the same page, the paper covers yesterday's news conference of the Democrat leader under the title "Government cheats Council of Europe." "Centre Right-wing presents its concerns to Council of Europe," the paper says under the title "Dictatorship is being installed here," the paper says.

    "100 days of the Nano government in a report of British Helsinki Human Rights Group," the paper reports under the title "Albania amid dictatorship and anarchy." "Albanian parliament offers an incomparable chance for the post communist pro state societies to the detriment of private owners," the paper reports in the fifth page under the title "Government cheats on behalf of IMF."

    "Otranto, 13 other Albanians dead," the newspaper Dita reports under the headline "Another tragedy in the Adriatic, refugees aboard a rubber dinghy drowned." "European seminar approaches return of Democrats to parliament," the paper says under the title "Dokle: Council of Europe, waiting room for DP's return in parliament." The same paper covers the news conference of the Democrat leader Sali Berisha under the title "Nano is establishing dictatorship quicker than Enver."

    "Democrats: SP is stirring up tension between central and local power, " the paper says. "Vefa grabbed in 'Avni Rustemi' square, the paper says in the fifth page. "Unidentified persons have grabbed a luxurious car on Tuesday midday," the paper says.

    The newspaper Rilindja covers the official visit of the head of the Kosova Republic in Paris under the title "Possibilities of political solution considered." Referring to the visit of a delegation of the Council of Europe Parliamentary Assembly to Albania, the paper says "Albanian political class should behave differently."

    "Serbian police have a direct role in the drama of the border area," is another article carried by the newspaper in the third page. The news conference of the Democrat leader Berisha, is covered by the paper under the title "Misinformation campaign of the Socialist government."

    "Otranto kills again. Sea swallows 17 people," the newspaper Gazeta Shqiptare reports. "After the Vlora pain, tears and anxiety return to Durres," the paper says. "A heel has deflated the dinghy leaving for Puglia, " the paper says.

    "Milosevic better for us," the paper quotes president Meidani as saying in Trieste. It described this statement as a "surprise one." "Silent duel between Nano and Meidani" the paper says under the title "Meidani-Nano, history of a silent duel."     [03] ITALDRURI TO RESUME WORK SOON

    ELBASAN, NOV 22 (ATA) - By P. Zekthi: A joint enterprise Italdruri in the city of Elbasan, the biggest enterprise of the Italian and Albanian business will resume operation soon.

    The local police helped find out the machineries, which were stolen from the joint enterprise and hidden in the surrounding area. Return of machineries to legal owners enables resuming of work.

    Gjete Ndoi, chief of the police commissariat 1, said that the Interior Minister and city deputy Neritan Ceka assured the president of the joint enterprise Antonio Amendola that the operation will be successful.

    Police are searching the surrounding areas to collect other materials stolen and used by small private owners to produce furniture.

    The Italdruri, which employed 300 workers until March, has started production since 1992. Investments to renovate technology of previous plant were estimated at $8 million and was the greatest in the regional joint enterprises. kei/ak/k

    [04] ALBANIAN NATIONAL CHAMP RANKS SIXTH IN INTERNATIONAL CHESS TOUR

    DURRES, NOV. 22 (ATA) - By G. Kabashi: The Albanian national champion of chess, the master of FIDE, Erald Dervishi, was ranked sixth in the International Open Tour of Chess, held in Salonika of Greece.

    Some 88 masters from five continents faced each other for nine consecutive days, among whom seven international Great Masters and five international masters.

    In the last day of the tour, the 19 year-old boy from Durres was the first in the preliminary standing. Dervishi lost the match with the Great international master of Serbia, Igor Miladinovic, who was declared winner of this tour in Salonika.

    Dervishi ranks sixth with six wins, one draw and two losses, while in the special standing for ages under 20, he was declared winner of the first place. /s.sh/kei/mt/k

    [05] 22 ALBANIAN LOST THEIR LIVES IN OTRANTO CHANNEL

    TIRANA, NOV 22, (ATA) - By Keida Kostreci: Some 22 Albanians are thought to be drowned due to the deflating of a rubber dinghy in the Otranto channel, sources from the Albanian embassy in Rome said to ATA on Saturday.

    Five bodies were found on Friday, they said.

    "The dinghy was at the mercy of the sea for three days after leaving Durres and the search started after a call from those who were waiting illegal aliens in Brindisi and Bari," Pandeli Pasko, the Albanian ambassador to Rome told ATA.

    One of the drowned was identified and four women and seven men who managed to survive were hospitalised in Brindisi. ak/k

    [06] OTRANTO CHANNEL SWALLOWS ANOTHER 22 ALBANIANS

    TIRANE, NOV.22 (ATA)-By K. Kostreci, Some 22 Albanians are thought dead in two separate shipwrecks in the Otranto channel, only one week after the burial of 52 drowned in the same channel on the Good Friday last March.

    "One of the dinghies carrying the illegal emigrants has been at the mercy of high seas for four days, after setting sail from Durres, and searches began after telephone calls by persons waiting for them in Brindisi and Bari," Albanian Ambassador in Rome Pandeli Pasko told ATA.

    The survivors, four women and seven men, out of the 26 Albanian nationals setting sail from Durres on Wednesday, have been hospitalised in Brindisi. The bodies of five of the drowned, of whom one child and another identified, were found on Friday.

    The reasons for the sinking of the dinghies, which were found some 25 miles off Brindisi are not known yet, but the Italian press supports two hypotheses: One that the dinghy sank because of a motor breakdown and the other other because it was holed.

    The ANSA agency says that the man at the helm of one of the dinghies, a 26-year-old youth, is among the survivors of this tragedy. Meanwhile, according to ANSA, a second man at the helm is being searched among those missing.

    Meanwhile the Albanian embassy in Rome has released the names of 11 survivors.

    According to partial report that one of the rubber dinghies has been holed by a young woman's shoe heel.

    The doctor of the embassyy, Halil Tota, has as well gone to Brindisi to help identify the dead bodies of the Albanian emigrants.

    Last Friday, on November 15, in Vlore, Fier and Lushnje the funerals of 52 bodies found in the Albanian refugee boat Kater I Rades, which sank on the night of Good Friday, March 28, after colliding with the Italian navy corvette "Sibilla" in the Otranto Channel. pas/lm

    [07] PRESIDENT MEIDANI APPEALS COMPETENT INSTITUTIONS TO BLOCK ORGANIZERS OF ILLEGAL EMIGRATION

    TIRANE, NOV 22 (ATA) - The President of Albania learned with deep grief of the tragedy in the Adriatic in which many Albanians among whom a child lost their lives amid rough sea, President's press office reports.

    This very grave event which happened only a few days after the farewell to the victims of the Otranto Channel, should make everyone think in Albania, beginning with the rank and file to the country's leaders, with the aim that the institutions must accelerate the steps for the normalization of the life so that none of the Albanians need set sail for a better life; the citizens must not use such dangerous navigation means which do not justify human sacrifice; the competent institutions must block the merciless organizers of these mortal trips who make a business whose commodity is the people's life.

    The tragic death in the rough sea of Adriatic which must become a sea of life and not of death, should serve as a moment for reflection for a people like ours: to turn to life.

    Voicing the most profound condolences to all the families of the drowned, the President shares the hope and wish of all the Albanians that this event will be the last tragedy for a people, who, even without such events, have suffered and lost a lot. ssh/xh/

    [08] ALBANIAN INTERIOR MINISTRY DEMANDS DISCIPLINE IN THE SPEEDBOATS MOVEMENT ALONG THE COAST

    TIRANE, NOV 22 (ATA) - By Th Thanasi: Deputy Minister of the Albanian Interior Ministry Sokol Baraj analyzed the latest tragedy of Albanian illegals in the Adriatic, who set sail from Golem of Kavaja on Wednesday. Present in the meeting were police directors of all coastal cities of Albania.

    Spokesman of the Interior Ministry said that the meeting discussed the setting of a final regime for the movement of the speedboats on the coastal line. A task set from the meeting was that within November 25, all the speedboats must be registered and the people licensed for the activity of these means be defined. The competent bodies which will also determine the place of the private speedboats in the harbour, will be informed if one of these means sets sail at sea.

    For the same question, another meeting will be held between the Interior Ministry, the Defence Ministry and that of Transport to coordinate operations for a ban of illegal traffic towards Italy.

    The police directors of coastal districts pointed out the lack of navigation means which would make possible the complete control of the coast.

    Mr Baraj also focused on the question of trafficking through the sea. "It is true that the trafficking from land has been blocked since some months now but such a thing should also be realised on our coastal line." pas/xh/

    [09] COUNCIL OF MINISTERS OF ALBANIA ON RESPONSIBILITIES OF LOCAL AUTHORITIES FOR LATEST OTRANTO TRAGEDY

    TIRANE, NOV 22 (ATA) - By Aurel Simoni: "The Government is working to bring to light all legal responsibilities for the local coastal authorities of Kavaje, from where the illegal Albanians left on a dinghy lately," spokesman of the prime Minister declared Saturday on the tragedy of Albanian illegals in the Otranto Channel this week.

    The spokesman said that the government will undertake an extensive operation to ban the illegal fleeing of people from Albanian coast. pas/xh/

    [10] CO-OWNER OF DINGHY SUNK IN OTRANTO CHANNEL ARRESTED

    KAVAJE, NOV.22 (ATA)-By G. Kabashi, The Kavaje Police Commissariat forces on Friday at around 22.00 detained Zamir Ismet Xhihani, 26, Kavaje inhabitant, who is co-owner of the dinghy on which some 17 Albanian nationals, who whore crossing the Adriatic to Italy, lost their lives.

    Sources of the Kavaje commissariat told ATA that initial investigations showed that the dinghy had left from the Golemi beach, near Kavaje, Central Albania, on November 17, Monday, at around 19.00.

    Some 28 citizens, among whom a child, despite bad weather, had set sail for the Apennine Peninsula. One of the owners, the man at the helm of the dinghy, Naim Dervishi, 36, inhabitant of Durres, was carrying in his dinghy two citizens from Kavaje, some 20 from Durres and the others from Shkoder.

    Sources from the Kavaje police commissariat say that according to the family calls the two citizens from Kavaje as well the co-owner at the helm of the dinghy, Naim Frasheri, have survived the wreck.

    The search for the people on this dinghy began after anonymous telephone calls at the Italian port of Bari on Tuesday evening.

    On Friday by midday, some 20 miles from Brindisi, the Italian navy vessel "Aquachiara" sighted the half drowned dinghy with 16 people on board, five of whom are dead because of being in water for some days. The survivors have been sent to the Brindisi hospital and are out of danger. pas/lm

    [11] PERSON WOUNDING CHIEF OF PUBLIC ORDER ARRESTED

    ELBASAN, NOV.22 (ATA)- By P. Zekthi, The special forces of the Elbasan Commissariat No.1 detained late on Friday three citizens, one of them very wanted, as he has wounded the chief of order of Commissariat No. 2 of Elbasan, Viktor Ago.

    According to sources of the district Police department the three persons wounded the chief of order at the city suburbs, near the Shkumbini bridge, after the latter had signaled them to stop the vehicle they had been riding in.

    The bodyguard of the chief of order intervened immediately and rescued his life. Also, the immediate arrival at the scene of the police made possible the detainment of the assassins.

    Hospital sources confirm today that the life of the chief of order is out of danger. a.ke/lm

    [12] REPLICATION BETWEEN LDK DEPUTY CHAIRMAN AND PRESIDENT MEIDANI: FOR US, MILOSEVIC AND SESELJ ARE THE SAME

    TIRANE, NOV 22 (ATA) - By Aurel Simoni: Deputy chairman of the Democratic League of Kosova, Fehmi Agani had a replication on Saturday evening with the president of the Republic of Albania, Rexhep Meidani with regard to a declaration that Meidani had made in Trieste last Friday, that Albanians support Milosevic in the Serbian elections, because this is the "smallest bad thing."

    "Milosevic and Seselj are the same before our eyes. We make no distinction, because both are foreign and representatives of the big-Serb trend which seeks to hold Kosova occupied," said Agani during a break in the conference of the North Atlantic Association, which began in Tirane on Friday.

    "It is true," said Again further on, "that on a verbal aspect Seselj is declared as worse, but the practice of Milosevic in Kosove is a realisation of the program of Seselj."

    Fehmi Agani had a polemic at the end of his address to the conference of the North Atlantic Association, saying that "Disagreements for Crete were related to an abuse with the dialogue by the Serbian side," he said.

    Referring to the term "political bureaucracy" used by the political aide of the Prime Minister of Albania, Vladimir Prela, regarding the Kosova criticisms of the Nano-Milosevic meeting in Crete, Agani said: "Perhaps it is not good to make qualifications which, because of emotional tones, are changed into disqualifications."

    "Disagreements for Crete," said Agani in support of Nano, "were related to the abuse with the dialogue by the Serbian side: Nobody prevents Albania from having its say on Kosova, and this word can be nothing but only a good thing." pas/xh/

    [13] SP SECRETARY GENERAL SUPPORTS DECLARATION OF PRESIDENT MEIDANI

    TIRANE, NOV 22 (ATA) - By Aurel Simoni: The Secretary General of the Socialist Party, Pandeli Majko, backed up on Saturday a declaration of President Rexhep Meidani made on Friday in Trieste, that Albanians in the presidential elections in Serbia support Milosevic, "as the smallest bad thing."

    "Is Mediani right to declare this? Relatively yes," said Pandeli Majko during a break in the conference of the North Atlantic Association, "between two bad things we choose the smallest."

    While the deputy chairman of the Democratic League of Kosova, Fehmi Agani, said that "for us Milosevic and Seselj are the same, because they are two foreigners who want to keep Kosova under occupation."

    "I agree with Agani," said Majko, "but the advent to power of Seselj means state terror on Kosova. I mean mass bloodshed, and Seselj can make this." xh/

    TIRANA, NOV 22 (ATA) - by L. Thanasi: After a short period of stability the exchange rate of Albanian currency "lek" demonstrated Saturday signs of fragility versus hard currencies like USD, DM, ITL, SFR was in favour of these last.

    In the informal market the average exchange rate was $1 = 142,85 lek, gaining 0,520 points compared with yesterday, when it was traded for 142,35 lek. The German currency DM was traded for 82,31 lek, gaining 0,83 points, compared with yesterday 81,48 lek.
