[01] A MUSEUM OF ART TO BE ERECTED IN KORCE - Donation of an Albanian- American -KORCE, NOV 24 (ATA) - By B Fejzullahu: A museum of art will be constructed in the city of Korce, as a donation by the Albanian-American, Gjergj Dhimiter Bratko, inspector of culture in the town hall of Korce, Naum Terova told ATA.Bratko has donated 550 thousand dollars for the museum, which according to his will, will be set up in his birthplace. About 513 works of art from his collection such as paintings, sculpture, silhouettes, facts of art he had gathered from many countries of the world will be displayed in the museum. U.S. attorney, Laura Schlesingen has presently come to Korce for the transfer of the asset to Albania. She met with representatives of local government who gave her guarantees for her mission. Gjergj Dhimiter Bratko, born in Korce in 1913, emigrated in the U.S. and worked as a diplomat in many countries of the world. He died in 1990 in Boston and in 1992 the box with his ashes was buried in Korce, after his will. In 1996, the Korce municipal council conferred to him the title "Citizen of Honour." ssh/kled/xh/sh/ Albanian Telegraphic Agency[02] PROJECTS OF A FOUNDATION TO LOWER UNEMPLOYMENT IN ALBANIATIRANE, NOV 24 (ATA) - By S Sharrexhi: The projects that the Foundation for Employment, Self-employment and Professional Training close to the Ministry of Labour is working to improve the state of unemployment in Albania."Our work started with ten projects which now have reached to over 182, " director of the Foundation, Avenir Kika told ATA. "Their application enables the training of 7 665 people, of whom over 6 020 have been employed." The Foundation which operates in 12 prefectures, works with the small business, mainly with private firms and non-budgetary enterprises of the productive sector. The agents of the Foundation in prefectures contact with businessmen who need labour force, offering them unemployed people who are registered in the labour offices in the districts. During the three-month training, these people are paid with 2 200 lek from the foundation and after this they have to be paid by the businessman, who, according to a contract, employs 75 per cent of the trained workers. "In more than 160 such projects 6 754 people have been trained so far, of whom 5 560 or 82 per cent of them have been employed," says Kika. Besides this, another direction of this Foundation is also institutional training which creates possibilities for the trainees to find jobs themselves. Through 22 projects realised so far, 911 unemployed have been trained, over 364 or 40 per cent of them have been employed. Now the expression of a bingo owner regarding this game that "Only I and those who do not play win in the bingo," is proverbial.Specialists of taxation say that the money the state takes from bingos are only cents in comparison with that which it must really get. As a result of the failure to get the taxes from the games of chance in the districts of Fier, Berat, Kucove, Lushnje, Skrapar and Elbasan the state loses every day from 2.5 - 4 million lek. Specialists say categorically they are against the present formula of taxation for the bingos. Owners of bingos who have made an initial investment from 4-10 thousand dollars, gain from clients 100-300 USD every day. In percentage, the winner in a bingo takes 10-30 per cent of the value that clients invest, 1-5 per cent goes for the state and the rest belongs to the owner of the bingo. None of the specialists or chiefs in the Ministry of Finances knows exactly how many tickets are sold in a bingo. An approximate figure is that from the printing press where the tickets are made, which do also hide the real figure of the issued tickets. For example, a bingo in Kucove sells every month 600 thousand to 1 million tickets and the cost of every ticket is 20 lek. Consequently, the owner of the bingo has a monthly income of 12- 20 million lek, and the profit is 7-12 million lek. In a meeting with representatives of the dormitory students early on Monday, the officials of the Ministry of Education agreed that the former are right about their concern. The officials expressed their determination to resolve these problems within a short time. The officials also promised the same thing to the students of the secondary electric school that they are working to resolve their demands as soon as possible in conformity with the legislation in power. A decision of the Council of Ministers on October 20, 1997 said that a dormitory student will pay 4,100 leks per month from 2 550 Lek for food and lodging. Çarçani: The law and the rules of the game, defined in the main constitutional provisions, are not being respected and due to this an autarchy of law and powers is dominating in Albania, leaders of the Republican Party (RP) told a news conference on Monday."The violation of law from the government and its institutions concern us, because it clearly shows the tendency to monopolize the life in Albania," Fatmir Mediu, RP leader, said. The Republican Party, which is in opposition with the current government and in incompatibility with the largest opposition party, the Democratic Party, blamed the government of failing to take the necessary measures and being indifferent regarding the problem of aliens' traffic. "The government led by President Berisha was blamed for the March tragedy in the Otranto Channel," explained former Republican head Sabri Godo, while Nano government should be held responsible for the current exodus, whose indifference cannot be justified. Mediu voiced the support of the Republican Party for several stands of President Meidani regarding the review of some laws in Parliament, which according to him, violate the rights and freedoms of powers. He asked Meidani "directly and publicly to implement his constitutional competencies to guarantee and respect laws on scrutiny of figures of officials who are appointed at the state administration, SHIK and order bodies, and others." Asked by a journalist of Albania newspaper on a cooperation with DP and Union for Democracy, if the Council of Europe would consider necessary the early elections in Albania, Godo said that "RP is part of the united right, which represents the opposition, but the Council of Europe cannot demand early elections, which are destructive for the conditions Albania is facing now." /pas/mt/k Albanian Telegraphic Agency[11] ALBANIAN GOVERNMENT APPROVES BILLSTIRANA, NOV 24 (ATA) - Albanian government, under the deputy prime minister Bashkim Fino, discussed on Monday a bill on ratifying a supplement agreement on a protocol of help and cooperation of armed forces between Albanian Defence Ministry and Greek National Defence Ministry.The bill approved by the government defines some modalities of help aiming at reorganising the Albanian armed forces by the Greek side, a government spokesman said. It also approved some draft decisions such as contribution of the Republic of Albania to increase general capital of the European Bank for Reconstruction and Development which has a technical-banking character; paying pensions and extra sums to political persecuted; criteria to accept orphans and street children in social care institutions and necessary documentation. Hasani: The Albanian parliament started its proceedings on Monday afternoon with the approval of the agenda.The presidency chairman, Skender Gjinushi, informed the deputies on the agenda of proceedings, which foresees the approval of a series of laws during this week. After the work in commissions and parliamentary groups, the Assembly will start proceedings in plenary session on Wednesday, with the examination of the draft-law "On Justice organization" and several amendments to the Codes of Penal and Civil Procedures," as well as an amendment to the law "On issuing passports and giving visas." The agenda foresees, along with the discussion of the draft-law "On the Bank of Albania," and amendments to the law "On land transaction, also the discussion of names to complete the commission for drafting the constitution. According to Gjinushi, only the parties of the Union for Democracy have not presented yet any name for their places in the commission, meanwhile that even the socialist group asked time to discuss its candidatures. /kei/mt/k Albanian Telegraphic Agency[13] ALBANIA, CZECH REPUBLIC ORIENTED TOWARDS EURO ATLANTIC STRUCTURESTIRANA, NOV 24 (ATA) - By Eva Allushi: Albania, in its efforts for economic development and integration into the Euro Atlantic structures, considers Czech Republic a forerunner towards the European Union and NATO, Maqo Lakrori, Albanian Secretary of State for Euro Atlantic Integration, said on Monday.Lakrori told a group of Czech deputies and senators, visiting Albania, that Czech Republic is a country with which relations should be promoted. "Possibilities for cooperation are enornmous." The Czech deputies and senators expressed the necessity to revive the old tradition of trade exchanges and economic cooperation between the two states under new conditions.
