  • [01] TRIAL AGAINST EX-PRESIDENT ALIA PUT OFF

    TIRANE, OCT. 3 (ATA)-By M.Hodo, Trial against ex-president Ramiz Alia, along with the other former senior officials, Hekuran Isai, Qemal Lame and Simon Stefani, accused of genocide and crimes against humanity, was again put off in the Tirane Court on Friday.

    One of the prosecutors of the case, Shkelqim Gani, without any explanation, asked to postpone the trial to another week, a thing which was accepted by Martin Leka, deputy chairman of the Tirane court as well as presiding judge.

    The defence attorney is sure that her clients will be declared innocent, as other persons, under the same charges, have been declared innocent earlier. s.sh/kei/lm

    [02] OUR ACTIVITY IN ALBANIA IS OF IMPORTANCE FOR WEU

    TIRANA, OCT 4 (ATA) - By Eva Allushi: The Secretary General of the Western European Union, Hose Cutileiro, held Friday afternoon a meeting with the State Secretary for Euro-Altantic Integration, Maqo Lakrori, stressing that "Actually, our activity in Albania is the most important file of our organization.

    The good cooperation with the Albanian authorities since the beginning of the mission gives us motives to consider the possibility of extending the activity through a long-term plan," said Cutiliero.

    "We are here because we have possibilities to give our contribution in the reorganization of the police and to enable it to assume responsibilities, the same as in the developed countries," declared he further on.

    During the meeting, Cutiliero pointed out that it is important that with our efforts, as well as of other organizations, we reach a better coordination to the interest of realizing the common aim.

    Minister Lakrori thanked the Western European Union and the member countries for the aid given by the team of MAPE (Center of Elements of International Police Counseling) in training the Albanian police in this field and in the organization of the Albanian police in general./a.ke/kled/mt/sh/

    [03] NEW LEADERS OF SHIK NAMED IN GJIROKASTER

    GJIROKASTER, OCT 4 (ATA) - By H Cani: The new leaders of the National Information Service (SHIK) for the prefecture of Gjirokaster, Southern Albania, were appointed on Friday.

    Asim Shehu will be the new leader of SHIK for the prefecture of Gjirokaster, while Agim Karalliu was appointed chief of this institution for the district of Gjirokaster.

    The building of SHIK was destroyed during the unrest and the officials left away.

    The reconstruction of the building has begun after the funds were accorded. /kled/mt/sh/

    [04] WEU HELPS TO CIVILISE BALKAN SOCIETIES - Albanian premier

    TIRANA, OCT. 3 (ATA) - By Eva Allushi: Albanian Prime minister considered very important a meeting on Friday with a delegation of the Western European Union (WEU), headed by General Secretary Hose Cutileiro.

    The visit of the WEU delegation is related not only to the extension of the mandate but also to the content of the assistance rendered by its missions, which will support the structures of the Albanian police.

    Prime Minister Nano highly regarded the meeting even from the political viewpoint because "such organisations and structures can help civilise Balkan societies, in this case, the Albania society."

    "Democratic reforms should be promoted and those which open these societies toward values of European institutions to easy tension and climate in the region and avoid old chauvinist violence as the recent one in Prishtina or phenomenon of violent relations between national ethnic group or communities, like those in Former Yugoslav Republic of Macedonia (FYROM)," Nano said.

    "The WEU's mandate has been extended, Nano said, adding that the presence of assistance's missions for police should be increased.

    WEU Secretary General Cutileiro said "we have found an understanding and will cooperate in transforming the Albanian police into police of European standards."

    Cutileiro arrived on Friday in Tirana to meet some 20 policemen under WEU authority deployed in Albania since May.

    Forces of the Multinational Elements of Police Counseling (EMCP) are deployed in the field of police to give counseling, assist and train the Albanian police. EMCP has a counseling role in the field of public order and border police, restructuring of police academy and organising a package of preparatory rules.

    On mid September, the WEU Council has decided to extend to six months the presence of policemen from Germany, Bulgaria, Denmark, Spain, Estonia, Finland, France, Grecee, Italy, Norwegian, Portugal, Rumania, Sweden and Turkey, number which, according to Cutileiro and Nano, is going to be increased. ake/kled/ak/sh/

    [05] NUMBER OF ALBANIANS RETURNING FROM ITALY DECREASES

    DURRES, OCT. 4 (ATA) - G. Kabashi: The number of the Albanian citizens expelled by the Italian authorities has decreased recently, sources of the border control point said.

    The same source said to ATA on Friday that the ferries which left the ports of Bari, Brindisi and Ancona have brought passengers and only 31 clandestine Albanians, held in custody by the Italian carabiniere for not having respective documents.

    The Albanians who were returned on Friday consisted the lower figure within the last 35 days, in comparison to 100 persons before this period. ake/kled/ak/sh/

    TIRANA, OCT 4 (ATA) - "The third congress of the Euro-socialist youth of Albania FRESH to convene Saturday in Tirana," reports Zeri i Popullit, under the title "Successes to the Congress of FRESH." The paper covers the meeting of Albania's PM Fatos Nano with the Secretary General of BEP under the title "The democratic Europe will help the Albanian government to overcome the crisis. "The last Albanian crisis was at least the crisis of the wrong policy followed by party in power during five years," says the analysis, published on the third page under the title "The challenges of governing." "Parallel with the control, the companies continue their activity," underlines the paper under the title "The transparency, necessity for companies, creditors and the state."

    "Nano - Penalization of Albania," is the editorial of Rilindja Demokratike. Under the title "Kohl refuses to meet Nano," the paper underlines "The same answer was given by the German government even to the demands of several Albanian government officials to hold meetings with their counterparts in Germany." "Europe and USA penalize Albania," reports the paper under the headline "The wrong governing of socialists punishes the Albanians." "Albanian Democratic Party will call its National Assembly on October 20-21," reports the paper under the title "Berisha: I will rerun for chairman." "Monday will start 20 % more expensive," is another article of the paper.

    "Berisha sued in international forums," reports Republika." "SP returns to tribunes, DP prefers streets and squares," says the editorial of the paper under the title "Populism - daily question." "Hajdari sued in prosecutor's office," reports the paper on the second page.

    "The ship of Vefa remains in Hungary. Finances Ministry blocks funds of company," reports the paper under the title "Alimucaj losses 8 million dollars."

    "The time for drafting the Constitution is approaching, but the conditions for this are far," reports the paper under the title "The Constitution and the military men."

    "Terror returns in South," reports Koha Jone. The paper carries the editorial "Crime approached again." The paper publishes an interview with the deputy Prime Minister, Bashkim Fino, under the title "Transparency to begin from my pockets."

    "The heads of the Albanian state refuse to receive the delegation of the Patriarchate of Istanbul," reports the paper on the fifth page. "For the first page, the opposition head does not repeat the request for the resignation of Nano," reports the paper under the title "Berisha: Nanocratura is bringing the dictatorship." "Vefa to accept administrators before the Supreme Court decides," reports the paper on the economic page.

    "Organisers of destructions and innocents' killing during the rebellion are trying to organise trials to penalize and condemn the opposition," the editorial of the newspaper Albania said under the title "Dictatorship prepares new revanche." "Protest of citizens in capital enters the 15th day," the paper says under the title "Tirana: Nano, go!" "Albanian premier Fatos Nano to meet president of the rump Yugoslavia, Slobodan Milosevic at the beginning of November in Crete, Greece, the Serbian media in Belgrade said on Friday,"the paper reports in the third page.

    "Albania against Greek bishops," the paper Dita says. "Meidani and government ignore the Greek clergies: We want Albanian priests," the paper says. In an article entitled "War of gangs resumes in Vlora," the paper says that Vlora police have detained seven persons. A day before the third Congress of the FRESH, the paper carries an interview with the Euro Socialist head Ilir Meta under the title "Meta: We do not betray FRESH for a new job."

    "Gjallica, none will return," the paper Gazeta Shqiptare reported. "Otranto, ship to be recovered on October 12," the paper says in the first page. "Bad weather engulfs North." Flood in Shkodra, cyclone in Kukes," the paper says. "Zani Caushi rejects prosecutor's accusation," the paper reports in the fifth page. kled/ak/

    [07] Lek falls further down

    USD continues its rising pace against Albanian currency "lek". The average exchange rate on Saturday was $1 traded for 150,2 lek, compared to yesterday's 149,75 lek.

    While Friday, only USD went up and the rest of main foreign currencies went down against lek, today the dollar increase was followed by other foreign currencies as well.

    So 1DM was traded for 83,3 lek, while yesterday was 80,70 lek. 1000 ITL were converted for 86.0 lek Saturday afternoon, compared to 83,25 lek yesterday, and 100 GRD were traded for 53,2 and 51,45 lek today and yesterday respectively.

    [08] Investors ask for financial assistance

    The demands of businessmen and investors for financial aid from donor organizations are on the rise, when two weeks from now the meetings of Rome and Brussels to assist Albania will take place.

    Two non governmental organizations, Local and Foreign Investors' Union headed by Vebi Velija and Albanian Free Enterpreneurs presided by Koco Kokedhima have expanded the contacts with the government and international financial bodies active in Albania, in order to be encompassed in plans for country's economy reactivation.

    Velija directly asked experts of the World Bank to financially assist those industries damaged during March-June unrest.

    While AFE organization is drafting concrete projects to be presented to such financial organization as the International Monetary Fund, World Bank, European Bank for Reconstruction and Development and the Albanian government, in order to absorb financial support from them.

    Businessmen expectations are on the rise because in Brussels' meeting, besides funds' release, new grants and credit for Albania are expected from various donor countries.

    [09] NEW WEU PROGRAM FOR ALBANIA IS VERY INTENSIVE - Cutileiro

    TIRANE, OCT.4 (ATA) - By Eva Allushi: "The Council of the Western European Union is focused on Albania, and the interest for it is greater than before," Secretary General of the Western European Union, Cutileiro said in a meeting on Saturday with the Albanian Foreign Minister, Paskal Milo.

    Mr Cutileiro expressed the strong political support of the Western European Union for Albania and the objective of the organization he represents to further promote the dialogue and fruitful cooperation with Albania.

    "The interest of the WEU countries is greater and they are ready to make their concrete contribution to Albania," he said.

    Mr Cutileiro stressed during the meeting that "the new WEU program for Albania is very intensive and valuable for your country."

    Foreign Minister Milo expressed the thanks of the Albanian Government for the assistance and the intensive cooperation with the WEU and Albania's clear objectives for its Euro-Atlantic integration.

    "While expressing the support of the Albanian political opinion, I would also like to stress that your assistance helps not only the restoration of law in Albania but also serves as a sound basis for our long-term cooperation," said Milo.

    He added that "the Albanian party is interested that WEU has training centres not only in Tirane but also in other districts of Albania, from the North to the South." He pointed out that "the aid, dialogue and intensive cooperation with WEU must be accompanied with the gradual institutionalization of the relations of Albania with this organization."

    The participants in the meeting shared the same opinion that the assistance coming from the WEU member countries would help Albania better if it is delivered under the authority and coordination of the Western European Union. ake/xh/

    [10] WEU READY TO ASSIST ALBANIA

    TIRANE, OCT.4 (ATA)-The Secretary-General of the Western European Union (WEU), Jose Cutileiro, has expressed WEU's readiness to provide Albania with a comprehensive assistance, based on the priorities defined by the Albanian authorities.

    "We are very pleased with your presence and serious commitment to help reconstruct and strengthen the Albanian police, enabling their constant modernisation," President Rrexhep Meidani told Cutileiro and his delegation at a meeting in Tirane on Saturday.

    Meidani said that the specialised assistance of WEU to Albania would be fruitful in the coordination of assistance and bilateral cooperation.

    Meidani and Cutileiro confirmed the will to promote cooperation, which will gradually help prepare the conditions for Albania's association with the WEU. s.sh/kei/lm/k
