[02] INTERNATIONAL COMMUNITY REACTS AGAINST VIOLENCE OF SERBIAN AUTHORITIES ON PEACEFUL STUDENTS IN KOSOVA

In a press release issued by the Office of the United Nations Information Service (USIS) in Prishtine on Wednesday, it is reported on the joint statement of the European Union and USA on the demonstrations and Serbian police violence.

"The EU presidency and the U.S. government strongly condemn the use of force against peaceful demonstrators in Kosovo today and during last night's rally in Belgrade and call on the international community to join in condemning this action. The use of force against peaceful demonstrators is unacceptable", says the release, which held Yugoslav President, Slobodan Milosevic and officials of Belgrade, responsible for the violent actions of the police.

"We condemn without reserves the use of force by the Serbian police forces and call on them to immediately set free the people arrested by the police," declared on Wednesday through a release, the State Secretary in the Foreign Office, Tony Lloyd, quoted by the French news agency, AFP.

"What happens in Kosova is no domestic affair of Yugoslavia, but rather of all Europe," said the German Foreign Minister, Kinkel, in a statement issued on Thursday, adding that "the stability of the entire region is at stake."

The chief of the German diplomacy asked by the Yugoslav president Milosevic "not to use violence anymore", and "to leave free way for limiting the tensions."

Also Eliot Engel, the deputy from New York, who heads the group of deputies interested in the Albanian question, told the "Voice of America" that he was very indignant at the intervention of the Serbian police authorities against the students' protests in Prishtine.

"I am scandalized by what happened and I think that the USA should in the strongest terms let Milosevic understand that this is unacceptable," he said.

Engel added that he will demand the continuation of the sanctions against Yugoslavia (Serbia and Montenegro) and additional sanctions.

"International Community will not fold its arms and allow peaceful protest to be suppressed. I call on President Clinton to appoint a special envoy for Kosovo", Engel said.

He considered right the way chosen by Dr. Ibrahim Rugova because the Albanians cannot be compared with Serbs regarding the equipment and armaments.

"Any kind of rebellion undertaken from them will face the use of force and lead to bloodshed. Unfortunately, it seemed that the Serbian government has not drawn any lesson from the previous years, therefore the danger of violence and bloodshed always exists," Voice of America quotes Engel as saying.

James Huper, director of the Balkan Institute in Washington said to the Voice of America that Serbia has negated the human and political and the right of education and language to the Albanians of Kosova.

"This means that Serbia negates other nationalities what it urged to be respected for its Serbian nationalities anywhere." he said.

"I think that it is very important that the international community, led by the United States, should guarantee that the Serbian authorities, and especially Slobodan Milosevic, respect commitment taken in a meeting with the Kosova leaders. But, we have seen that Milosevic lies systematically," Huper said to the Voice of America.

Secretary General of Educational International Fred Van Leven said to the Radio BBC that the organisation that he led has strongly protested against the brutal intervention to suppress peaceful protest of students and teachers.

"If we consider the last agreement on education, one should say that Belgrade's promises should not be taken seriously any time they are made," he said.

Meanwhile, in Belgrade the Serbian government condemns "the protest of Albanian separatist students" who, according to the government, are trying to "present their movement as a war against violation of the human rights."

After the use of violence by the Serb administration, Union of Kosova students has informed that it should suspend protests.

"Union's organisation committee decided to consider the suggestions of the Western diplomats and suspend protests," Albin Kurti, deputy chairman of the Union said to AFP.

Students of the Kosova universities, through their protest demand access to university from which they are forcibly expelled by the Serbian administration seven years ago. mt/ak/Z

[03] POLICE ARREST GANG LEADER

The local district court decided that Artur Musaraj, 35, be held into custody.

Berat inhabitants say that the gang, who has been led by Mustafaraj, has committed horrible things starting from raping, kidnapping to murder and is still acting in some quarters in the city.

Mustafaraj has rejected the accusations of theft and kidnapping. kled/ak/z

[04] INTERIOR MINISTER ASKS FOR FILE ON AUTHORS OF CRIMES DURING TURMOIL

Referring to yesterday's incident in Saranda when unidentified people tried to attack the police commissariat, Ceka said that the situation was put under control through a quick intervention of the police forces from Gjirokastra.

"Police have been ordered to disarm using force against those who do not want to respect the law," Ceka said referring to the end of the deadline on voluntarily hand over of weapons. ssh/kled/ak/sh/

[05] VISION OF ALBANIA - BALKAN WITHOUT WALLS (statements of premier and foreing minister)

Confirming the policy of the Albanian government which aims at easing tension inherited in relations with the neighbours, Albania's PM stressed that any kind of hot headed and criminal product in the Balkan, or near our borders, could not wipe out the reason of rationality to change the future of Albanians wherever they live.

"We favour the initiation of dialogue and cooperation for a multilateral process in the Balkan," said Nano, confirming the will for the isolation of national-chauvinist factors, which use the power to oppress the peoples.

Referring to the raise of tension in Kosova and use of force by the Serbian power against the students in their peaceful protest who demand access to education in mother tongue, Nano notes that "that part of the Serbian policy whose priority is the use of violence should be enclosed."

Albania's Foreign Minister Paskal Milo considers the latest developments in Kosova as a confrontation between two forces, the peaceful one that of the Kosova students and Belgrade's force of violence.

"The end of confrontation between these forces, he said, would give breath to the policy for consensus and solution by dialogue." mt/

"Washington requires investigations for Nano," is the editorial of Rilindja Demokratike. On the second page, under the headline "Nano convenes enverists and guardmen in the Palace of Congresses to beat local officials," the paper publishes the article "Barbarous violence against mayors." RD pays special attention to the statement of former chancellor Franz Vranitzky, quoted as saying "Nano promised restitution of money." The paper carries this article under the headline "Premier Nano should compensate the Albanians the money or the votes." On the fourth page, the paper writes with regard to the changes on the Court of Tirana. "The attack on me is political. I have not taken any disciplinary measure. I have not violated any law or rule," former chief of the Tirana Court, Qazim Gjonaj, is quoted to have said.

"The political crisis mines the national question," writes Republika in its editorial. On the third page the paper reports "Illegal decrees of Berisha uncovered." On this question, the paper quotes Albania's Speaker Gjinushi "This is corruption of large dimensions." With regard to Mazreku issue (the socialist deputy who shot by pistol the democrat deputy Hajdari two weeks ago,) the paper reports that the investigation file will soon arrive to the Court of Tirana, but meanwhile the prosecutor's office has said that "The confessions of Hajdari does not help the investigation." "Alimucaj finds shelter in USA," reports the paper regarding the loan-taking company VEFA. On the ninth page, referring to the statements of Premier Nano, who returned two days ago from USA, the paper carries the article "I did not bring money, but advice to work."

With regard to the news conference of PM Nano, Koha Jone reports "Investigations for the dirty money," with the subtitle "The pyramid schemes have not carried out laundry of money." In today's editorial "May 28 of Serbia, the paper reports "The Albanians won what they wanted: discredit of primitive policy of Belgrade." "Reactive shells in the runaway," reports the paper regarding planting of explosive matter in the field of aviation near Laprake. On the fifth page the paper carries a statement of Speaker Gjinushi "Deadlines of Constitution can not be postponed." "VAT disorients the market," writes the paper in one of its economic pages.

"USA and EU strongly condemn use of force on students in Kosova," reports Rilindja paper. On the first page the paper reports that 32 U.S. congressmen have condemned the barbarous reaction against protests in Kosova. "There are no protests today, the speeches start," the paper cites a release of the Organisation Council of protests. The paper publishes an article covering the reactions of Albania's political parties against Serbian interventions in Kosova, under the title "Serbia wants Bosnia in Kosova." The paper carries the statement of President Meidani regarding this question under the title "Support for the Kosova students." The paper also publishes a statement of Kosova Premier Bujar Bukoshi "We are not afraid of the clinks of the Serbian armament." "The entire Prishtina in hospital", reports the paper on the sixth page.

"The U.S. State Department was asked to carry out investigations on the Albanian government of former communists returned to power through an armed rebellion at the beginning of this year," says the editorial of Albania paper under the title "USA: Investigations for the Albanian government."

"Vranitzky: Nano, turn the money back!" reports the paper. "The socialists promised immediate restitution of all money," underlines the paper. "Germany is not pleased with the latest developments in Albania and is attentively following cleansing in administration and violence against democrats," reports the paper on the third page, under the title "Kinkel: Nano contrives millions." "The bosses of smuggling, Nano and Fino," reports the paper under the headline "New testimonies for the government of smuggling." "Italian police continues to implement the accord Nano-Prodi for the deportation of emigrants," reports the paper under the title "Italy, the closed way for Albanians."

"Nano and Berisha in rallies," reports Pasqyra paper. "Youth of Kosova in revolt", is another article published by the paper.

"The Prime Minister speaks of usuries and attack Berisha: Carries out a primitive policy," reports Dita, under the title "That's how we should compensate the Albanians."

"We do not request begs with money, but programs of developments," the paper cites PM Nano in the yesterday meeting, under the title "That's how we should compensate usuries."

"Explosive in the house of counselor in chief of Gjirokaster," reports the paper on the first page. "Germany the first to take the initiative: Kosova: the hottest point of the Balkans," reports the paper under the title "New Euro-Atlantic initiative for Kosova." "The credits, when the state will function," Finance Minister Arben Malaj is quoted on the economic page.

"Question-marks on tragic events in Cerrik and Tirana returned," reports Gazeta Shqiptare, under the title "Scandal on white blouses." "We are resolute to point out with documents all assets and liquidations of these companies," the paper cites Premier Nano under the title "Nano: Pyramids under investigation. "A parliamentary commission is expected to investigate to find the causes of destruction of the state in spring of this year," reports the paper under the title "Who destroyed Albania?"

[07] EXPLOSION IN THE BRIDGE OF KARDHIQ

According to the chief of the commissariat of Gjirokaster police, Sinan Meta, that was an act of set individuals and forces in an effort to create the psychology of terror and fear in the region.

The blast has greatly damaged the third arch of the bridge, limiting the passing of heavy and long vehicles.

Work for the reconstruction of this bridge started a month ago after the bridge was exploded several times during the unrest in the past months. kei/xh/

[08] USD on rise versus lek

This increase was also reflected in Albanian exchange market. So $1 was treaded for 149,74 lek, compared to 148,4 the previous day. While other foreign currencies have lowered their heads against Albanian currency, lek. So 1DM was exchanged with 80,70 lek, compared to yesterday's 83,3 lek, 1000 ITL were treaded for 83,25 lek and 100 GRD were exchanged for 51,45 lek compared to 52,3 the previous day.

[09] Revival of copper industry needs $2 mln

The study aims at the reactivation of mines with better economic activity and a fund worth $2 million is demanded for this purpose.

There is a growing interest by Canadian and Italian companies for copper ore of Munella area, northeast Albania.

[10] BERISHA TO RERUN FOR DP CHAIRMAN

This was confirmed by Berisha at a news conference on Friday.

Berisha resigned from the post of the DP chairman following the elections of March 22,1992, and after which he was elected President of the Republic.

The DP national assembly will be held in Tirane between October 20 and 21.

According to the democrats the assembly will be an assembly of reformation after this party weakened and as a result suffered a loss in the latest parliamentary elections.

Factionists, not accepted by the current DP leadership, remark that this reformation is not being realised and that erisha has put off the assembly. kei/lm/k

[11] PROTESTS STOPPED UNDER INFLUENCE OF CONTACT GROUP AND PRESIDENT RUGOVA - Deputy chairman of Independent Student Union in Kosove

Lajci said that during meetings with diplomats of the Contact Group member countries, they had talked the possible realization of the agreement for the normalization of the Albanian education in Kosova during the coming two weeks.

"If the agreement is not observed during this period of time, then the protest will continue according to the program prepared by the Organizing Council of the Union," said Lajci.

Many Albanian students were injured by Serbian police during a peaceful protest on Wednesday. pta.kei/xh/

[12] MAIN ROAD OF PRISHTINE NAMED AFTER MOTHER TERESA

[13] WORK GROUP FOR ALBANIA MEETS IN VIENNA

Mr Vranitzky presented a document which reflected in brief the efforts of the international community to support Albania and congratulated the Albanian Government "which accomplished the tasks set by the Rome Meeting in July," press department in the Council of Ministers reports.

Vranitzky considered as successful the latest visits of Prime Minister Fatos Nano and the meetings of the Foreign Minister Paskal Milo with his counterparts from neighbouring countries. He also presented the situation of security in Albania as going towards improvement.

The representative of the European Union Economic Commission mentioned a financial contribution of 100 million dollars of EU for Albania.

The German representative in the meeting confirmed a declaration of Mr Klaus Kinkel, deputy chancellor and Foreign Minister of Germany in the meeting with Albanian Prime Minister Fatos Nano that "Bonn has (for Albania) projects worth 400 million DM."

IMF representative said that there is a good program prepared with the Albanian government.

He also stressed that Albanian authorities must deal seriously with the collapsed pyramid investment schemes. ssh/kei/xh/
