  • [01] PRESS RELEASE OF ALBANIAN PRIME MINISTER

    TIRANA, JULY 2 (ATA) - President of the Republic Sali Berisha called up on Tuesday midnight the head of the Council of Ministers Bashkim Fino and asked him to appoint Azem Hajdari at the post of the Interior Minister motivating the departure of Interior Minister Belul Celo as a self stepping down.

    The Prime minister said that his nomination cannot be done directly by the president for these reasons:

    1. Belul Celo has not left the post by himself, because the prime minister does not have any written resignation. Thus, Celo continues to be the Interior Minister of the National Reconciliation Government.

    2.If one asked the replacement of Celo, the head of the Council of Ministers should be asked to propose a new minister in conformity with constitutional provisions article 28, point 7 which says: "President of the Republic on the proposal of the head of the Council of Ministers, appoints, dismiss or frees through decrees ministers and other members of the government."

    3. Even if the post of the Interior minister in the National Reconciliation government will be legally vacant, the Prime Minister does neither see appropriate nor acceptable the candidature of Azem Hajdari to this function.

    The press office at the Prime Minister said that after receiving an information by the Secretary of State at the Interior Ministry on the order issued by President Berisha as Commander-in-chief of the Armed Forces on the use of forces of the Guard of Republic date 1.07.1997, the prime minister signed the order no 1185/1 date 1.07.1997 opposing the above mentioned order of the Commander-in-chief of the armed forces calling it illegal.

    The press office of the prime minister is authorised to make public both above-mentioned documents.

    The Prime minister Bashkim Fino invites President of the Republic Sali Berisha to continue cooperation to successfully end the mandate of this government which has worked seriously and is carrying out successfully the tasks of its program and urges his complete support. eva/ak/E

    [02] ALBANIAN COMMANDER-IN-CHIEF ORDERS USE OF REPUBLIC GUARD FORCES

    TIRANA, JULY 2 (ATA) - The Commander-in-chief Sali Berisha orders on Wednesday the use of forces of the Guard of the Republic of Albania.

    The order says: "Based on article 8, point 5 of the law no. 7 528 date 11.12.1991 on the function of the Council of Defence and the Commander-in-chief of the Armed Forces of the Republic of Albania" in the conditions of a state of emergency, I order:

    1. Units of the Guard of the Republic and the Police Battalion of rapid intervention in Tirana, in cooperation with the police forces of the Tirana Directorate and the unit for the protection of institutions build check points in all accesses to Tirana, and put under protection the Bank of Albania using armoured carriers.

    2. This order enters immediately in power. ak/E

    [03] INTERIOR MINISTRY ISSUES PRESS RELEASE

    TIRANA, JULY 2 (ATA) - A spokesman of the Interior Ministry said in a press release issued on Wednesday that the articles published in some newspapers pretending that the Director of the Information Order Service at the Interior Ministry General Gjergj Lezhja has left Albania are not true.

    These stories are false because General Lezhja has been and is carrying out his tasks at the ministry. eva/ak/E

    [04] FMP SOLDIER WOUNDED BY A STRAY BULLET

    TIRANA, JULY 2 (ATA) - Sergeant Florido Prisco of FMP forces was wounded on Tuesday evening in Rinas airport in the right leg by a stray bullet, an FMP press release said.

    Prisco is a member of the regiment 187 of parachutists and now is in the infirmary of this regiment. His health condition is good. kei/ak/E

    [05] FINO-VRANITZKY MEETING

    TIRANE, JULY 1 (ATA) - Prime Minister Bashkim Fino today met with the special envoy of the international community, Franz Vranitzky together with highest personalities of Troika and the main leaders of the OSCE mission in Tirane.

    Prime Minister Fino highlighted the contribution of former chancellor Vranitzky for the successful crowning of the OSCE mission and all international community in Albania. He said that Mr Vranitzky became the main factor in the solution of the crisis and realisation of free and democratic elections in Albania as well as the most reliable person for all parties in this country. PM Fino said that Mr Vranitzky was at the same time the main interlocutor and supporter of the National Reconciliation Government on the international arena. Referring to his meetings with Mr Vranitzky in Tirane, Rome and Athens, Premier Fino said that their messages were the green light for the belief of the Albanians in a free electoral process and for hopes in the country's economic recovery.

    Prime Minister Fino highlighted the high officials of OSCE and CE, Ms Lalumiere, Mr Johnson and Mr Ruperez for their total commitment to the monitoring and realisation of the final report on these elections.

    "The preliminary results," explained Fino," show for the victory of SP and the Albanian opposition, which has to carry the responsibility to make all Albanians members of the great process of national reconciliation and country's reconstruction."

    Mr Fino expressed his regret for some sporadic incidents in some constituencies and other small irregularities related with the short time for the preparation of the elections and the conditions in the country, which did not influence at all in the general climate of the ballot.

    Dr Franz Vranitzky expressed his greatest satisfaction that the situation and the climate he found in Albania were quite different from those during his previous visits. "The massive participation in the voting and the positive general climate served our joint efforts, the efforts of the international community that the Albanians voice freely their political will," he said.

    "The success of our mission and your Government," continued Dr Vranitzky, "and the political solution they offered with the June 20 elections, make us today to focus out attention to another direction, to the full economic and institutional recovery of the country, to make Albania a model in the region of Europe."

    "Today, Albanians need a public order, tranquillity, justice and dignity," said Mr Vranitzky. "We will support you in these points and we are expecting your ideas.

    Mr Vranitzky pointed out that on July 2 he plans to meet with the current chairman of OSCE, the Danish Foreign Minister Petersen, with whom he will talk on the coordination of the work of all international community for its financial and economic aid for Albania. OSCE and all other international organizations IMF and the World Bank will increase their direct support in all aspects of humanitarian assistance and the democratization of the public life in Albania.

    "We," said Vranitzky, "will aim at setting up a joint group of OSCE, EU and CE, which will cooperate with the Albanian government to make possible the directions of the assistance for Albania's recovery."

    Mr Lalumiere expressed her pleasure for the successful realisation of the elections in a satisfactory climate and asked the commitment of all state structures and the CEC for the successful realisation of the second runoff polls the coming Sunday. She pointed out the importance of a moderate governing and the participation of all Albanians in taking the country out of the crisis and the democratization of the life in Albania.

    Sir Johnsom as representative of the CE Parliamentary Assembly expressed the commitment of all organizations of this institution to help in the democratic recovery of the institutions in Albania. ssh.pas/xh/

    [06] LEKA ZOGU SENDS LETTER TO FRANZ VRANITZKY

    TIRANE, JULY 2 (ATA) - By Dorian Doca: A letter to the OSCE mediator for Albania, Franz Vranitzky, by the heir to the royal throne Leka Zogu, writes about his concern for SP which is making manipulations for the result of the referendum on the form of the regime.

    "I would like to point out the serousness of the situation in case there will be any effort by the Socialist Party to change the statuesque before the final results of the voting and the referendum are made public, since the results for the kingdom are known.

    Since OSCE has not overseen and monitored the referendum as its objective, you, without doubt, will have knowledge that a great part of the Albanian people has voted for the restitution of the kingdom.

    Non-recognition of the impact of this fact in the Albanian political scene and since your monitoring has been only for the parliamentary elections, risks not only the stability in Albania but also the credibility of OSCE and the Council of Europe for the establishment of peace and democracy in Albania," ends the letter of Leka Zogu to Franz Vranitzky. eva/xh/

    [07] ALBANIAN UNITED RIGHT WILL VOTE AGAINST THE SOCIALISTS IN SECOND ROUND - The leader of the National Front

    TIRANA, JULY 2 (ATA) - By R Floqi: The Albanian United Right (AUR) will vote in the second round against the socialists, said the leader of the National Front Party, Hysen Selfo.

    Selfo explains that the electorate of the united right will support the candidates of DP in the second round.

    The National Front Party, the Republican Party, the Right Democratic Party and the Party Movement for Democracy established a right alliance against SP and DP, but according to the official results, in some 60 constituencies they result to have won in the proportional, respectively the National Front 2,17 %, the Republican Party 2,80 %, the Right Democratic Party 1,06 %, the Party Movement for Democracy 0,39 %, and as alliance 6,22 % of the votes of the electorate.

    "The victory of socialists has another explanation in general, the DP stand during this period towards the loan-taking companies," said Selfo, who criticized the DP governing for employing the communists in the state administration, and said that this has obstructed the development of democracy. /kled/mt/

    [08] PREMIER FINO MEETS PREMIER OF LUXEMBOURG

    TIRANA, JULY 2 (ATA) - The Albanian Premier, Bashkim Fino, sent a message of wishes to the Prime Minister of Luxembourg, Jean Claude Junker, on the occasion of taking the EU rotating presidency from Luxembourg, PM's press and information office reports.

    Fino expresses his thanks for the Government and Premier of Luxembourg, for the interest shown in overcoming the Albanian crisis.

    Fino informs that the Albanian people and Government passed with success the great test of the June 29 elections. The decision and the new political solution that he realized through the free vote, continues the message, opens great possibilities for moving quickly towards the restoration of the political, economic and institutional stability. As the representative of the Party, which will be now in power with a convincing parliamentary majority, Fino confirms the further devotion for a cooperation and active partnership with the international community and the European Union in particular, for the integration into the big family of the civilized Europe. /pas/mt/Z/

    [09] POLICE DO NOT GUARANTEE SECURITY FOR ILLEGAL RALLIES

    TIRANE, JULY 2 (ATA) - By Keida Kostreci: Tirane police told Wednesday that they do not guarantee any security for illegal rallies of various political subjects until public order is restored.

    This declaration follows an illegal gathering of the advocates of the candidate to the throne Leka I, Wednesday at 12.30.

    "I would ask Leka I and his court to be correct with the laws of the Albanian state so that no tensions be created in the field of public order," said to ATA the director of Tirane Police, Pashk Tusha.

    Regarding a SP rally due today at 7 p.m. Tusha explained that it is legitimate.

    About 2 thousand sympathizers of the Monarchy protested in Tirane Wednesday claiming that the monarchy had won in the referendom on the form of the regime. They accused SP and its leader Fatos Nano for rigging the vote.

    The latest results of the Central Election Commission based on the protocols in 72 constituencies, show that 63.97 per cent of the voters have voted in favour of the republic and 36.03 per cent for the monarchy. xh/Z

    [10] PROTEST OF DEMOCRATIC PARTY OF ALBANIA

    TIRANE, JULY 2 (ATA) - A protest of DPA says that "The Democratic Party of Albania protests fiercly against the communist terror exerted towards its numerous members and sympathizers.

    Their homes have been hit by firweapons, they are violated physically, threatened to death and forced to leave their families and children.

    Concerned of the escalation of the violence towards its supporters, the Democratic Party of Albania appeals to the Government of National Reconciliation to stop the violence against people because it is the right of everyone to think freely, to believe in set alternatives, and this is the freedom that Albanians won over the past five years.

    History will punish hard any return back, will punish hard the National Reconciliation Government which boasts declaring before representatives of international organizations of its commitment to national reconciliation.

    DPA appeals to all its sympathizers and members to be cool-headed in this difficult moment and to be completely committed that the legal system, order, peace and national reconciliation be observed. xh/Z

    [11] A CONFLICT IN TIRANE PRISON SOLVED

    TIRANE, JULY 2 (ATA) - By Keida Kostreci: High officials of the Ministry of Justice and Tirane Police, together with special forces of the Interior Ministry managed to solve Tuesday evening a conflict caused by a group of prisoners in the Jail of Tirane.

    "It seemed that the prisoners were sensibilized by the situation of the voting, and thought that they should be released. They had closed the doors and taken two policemen inside," told ATA Wednesday the Minister of Justice Spartak Ngjela. He described the situation an inner irritation, ruling out the possibility of a revolt.

    "Inner tension," said the director of Tirane Police, Pashk Tusha, referring to the same event.

    According to Ngjela, he had gone to the jail himself, and talked to two or three representatives of the prisoners and within one hour the situation was calm.

    "There were not efforts on the part of the prisoners to leave, but event if there was any, all measures were adopted to prevent it," said Tusha.

    Earlier parliamentary elections were held last Sunday in Albania, after unrest which followed the loss of Albanians' savings in collapsed pyramid schemes. According to preliminary results, the Socialist Party has won the majority of seats in the coming Parliament. xh/Z

    [12] STATEMENT OF ALBANIAN SOCIALIST PARTY

    TIRANA, JULY 2 (ATA) - A statement of the Albanian Socialist Party says:

    "In the news conference on Monday, June 30, 1997, Mr Mulosmani, minister of the royal court, threatened the Socialist Party that it is manipulating the result of the referendum for the form of regime and that will face with a rebellion three times powerful than that which occurred at the beginning of this year.

    This stand is irresponsible and condemned by law, because it speaks of calls which ask to overthrow the power through violence, - stressed the statement. The victory of the Socialist Party and of the opposition in the popular plebiscite of June 29 could be not contested by the games of Berisha and his allies. The ASP, being open for cooperation and political coexistence with all the political forces, asks them to distances themselves from acts which demand the destabilization of the country.

    The ASP, based on the documented data of the Central Election Commission, has declared that the majority of Albanians have voted for the system of Republic. The ASP, as the first force that has come from the free and fair elections of June 29, has given its contribution for the elimination of any kind of manipulation and violence of its vote, ends the statement. /jz/mt/Z/

    [13] PEACEFUL PROTEST TO PROTECT MONARCHY IN TIRANA

    TIRANA, JULY 2 (ATA) - By F Nikolla, Z Pergega: Some 2000 supporters of the Monarchy protested on Tuesday in Tirana to support the high percentage of votes for the monarchy, reached during the referendum held on Sunday for the form of regime.

    Gathered today in the Skenderbej square, by 12 at noon, they protested peacefully against "the stealing and falsification of votes," accusing for this the Socialist Party and its leader Fatos Nano.

    During this peaceful manifestation no incident was noticed, and the square was under the control of police.

    Scores of citizens protested today in the national road of Mamurras near Lac, in the road Tirane-Shkoder, in support of Leka Zogu.

    According to them, the people, with his vote, said 'yes' to the monarchy, but there are the left extremists those who do not want to accept this reality. The protesters shouted slogans like "The king has won", "Down with the extremists", "We want only our votes," etc.

    Armed groups in favour of the king, have blocked for three hours the movement of vehicles towards Tirana and Shkoder.

    The police forces of Kurbin, supported even by those of Kruje, have intervened, to calm the situation and stabilize the situation, enabling the unblocking of the segment in the national road and lower the public tensions.

    Non official sources report that such protests are held today even in other towns of Albania, mainly in North, where the percentage of votes in favour of monarchy is higher. /kled/mt/Z

    [14] HRUP COMPLAINT: CEC NOT TO REPEAT ELECTIONS IN CONSTITUENCY 114

    TIRANA, JULY 2 (ATA) - The Human Rights Union Party, in a protest addressed to the Central Election Commission, appeals against the grave violations during the electoral process in the constituency 114 in the district of Sarande, but insists the voting be not held once again in this constituency.

    The HRUP, in its complaint addressed to the CEC, confesses that in the constituency 114 of Sarande, no observers of OSCE have attended the voting process, and the protection of Alba forces has missed. In front of these facts, this party asks the CEC to contact with the electoral commission of the zone and with the representative of the political forces, which, according to it, also confesses the deep victory of the HRUP candidate, Zico Lluci. The repetition of elections in this constituency, says the complaint addressed to the CEC, "would have unforeseen consequences, and even dangerous."

    In this constituency, on June 29, the HRUP representative, Zico Lluci, and the independent candidate, Thoma Mico had put up candidature. Mico, who has been the representative of the Greek minority in the Albanian parliament in the two previous legislatures of the People's Assembly, is accused by HRUP that after he saw that the result was completely in favour of his opponent, organized armed gangs, headed by the personal guard of Mico, Jaho Bajo, to throw sufficient ballot papers in the polling stations of several villages, as well as to eliminate the voters' lists and ballot papers.

    Pressure had been exerted against the candidate Zico Lluci even before June 29, forcing him to withdraw his candidature, and when he did not accept, a large amount of money (millions of drachmas) was offered, trying to corrupt him.JZ /mt/Z

    [15] DP ASKS REPLACEMENT OF INTERIOR MINISTER

    TIRANA, JULY 2 (ATA) - An announcement of the Albanian Democratic Party says that, based on the March 9 accord, which leaves this party the appointment of the Interior Minister, asks the immediate replacement of Belul Celo with Ali Kazazi.

    The Chairman of the Council of Ministers has given his approval for this candidature, ends the announcement of the Albanian Democratic Party. /s.sh/jz/mt//

    [16] VOTING TURNOUT DEFINED FOR PREFECTURE OF GJIROKASTER

    GJIROKASTER, JULY 2 (ATA) - By H. Cani: The commissions of five electoral constituencies of the prefecture of Gjirokaster have finished the procedures of voting results of June 29.

    The candidates for deputy of the Socialist Party have won in these five constituencies. So, in two electoral constituencies 111 and 112 of Gjirokaster have won Vangjel Tavo and Fatri Sinani, respectively with 56 and 66,1 per cent of the votes, in the constituencies 101 and 102 of Tepelene have won Fatos Nano and Dashamir Kamberi, and in the constituency 110 of the Permet district has won Sherif Bungo.

    In the two constituencies of the Gjirokaster district for the constitutional monarchy have voted respectively 14,48 and 9,1 per cent. /s.sh/jz/mt/Z
