[01] I WILL RESIGN AT THE EXACT MOMENT, THERE IS NO CO-EXISTENCE WITH SOCIALISTS - BERISHATIRANA, JULY 2 (ATA) - By R Floqi: The Albanian President, Sali Berisha, stressed Tuesday during a news conference that he would quit after fulfilling some constitutional duties and would never coexist with a socialist government."I will not con-exist with a socialist government, not because I am against the political coexistence, but because the coexistence can not be understood at this time in Albania", Berisha told the journalists, with regard to the promise that he would step down as soon as the socialists come to power. Berisha stressed that he would remain an active politician and would keep his promise after fulfilling some constitutional duties, but he did not define any exact date for his resignation. "To tell the truth, said Berisha, it is difficult for me to set the date, but I would like to fulfill some constitutional duties." Berisha stressed in response to the questions of foreign journalists that he would remain in the political life of Albania, in the head of DP and would never leave Albania. "The elections in Albania, said Berisha, were far from being free and fair, but they were fundamental for Albania, for the stability and progress of this country." Berisha expressed his thanks to the international community, OSCE, former chancellor Vranitzky and the governments of different countries, mainly of Italy, for the aid offered in the conduct of elections. The Albanians voted for DP to be in opposition, but they express regret that they were obliged to give their vote under pressure and tension. On the other hand, there have been promises of a white check from the opposition, which I could not promise. "Along with these, despite the interests and grave violations, we are resolute to accept the verdict of this country," said Berisha, adding that "I call on the members and activists of the Democratic Party not to lose courage." Asked whether the next elections would be early or normal, Berisha said that "the people should be asked for this". "I would like to assure the Albanians and the international community that to be in power is a privilege, and to be in opposition is an honour, and in the opposition of this country I will be active," he concluded. /j.z [02] SIX PEOPLE KILLED IN LAST TWO DAYS IN BERATBERAT, JULY 2 (ATA) - Six people have been killed over the last two days in Berat.A 17 years old boy was killed on Monday by fire weapons in the center of Berat. Meanwhile, today by 6:00, in a bus station, some persons shot on a 44 year-old man, who died. The bullets also took the life of the 22 year-old girl, A Qosja. She together with her sister were waiting for the bus of the line Berat-Tirana, at the time when the bullet hit her. Sources from the hospital confirm that the sister of Qosja was immediately sent to the hospital and she is in grave situation now. The other three victims are from Ura Vajgurore. The last killings carry to 130 the toll of victims in Berat. The police of this town also reports that on Monday unknown persons entered the commissariat and looted different weapons, but no reports are available so far regarding their quantity. /jz/mt/Z [03] ELECTIONS IN ALBANIA ARE HELD NORMALLYTIRANE, JULY 2 (ATA) - A press release of the SPA says that, by analysing the preliminary results for the electoral process and the turnout of the June 29 polls, it has jumped to the conclusion that the electoral campaign and the voting process in ALbania were normal and calm. The SP leaders presented these conclusions to the mission of Mr Vranitzky, to representatives of the CE Parliamentary Assembly and the and the rapporteurs of Troika led by Ms Lalumiere.Through a declaration on Albanian media, also DP representatives amd President Berisha presented officially the same position. Consistent to the end to prevent the restitution of democratic institutions, Berisha and his clan which represents the old policy, are seeking to destabilize the country through contesting the elections, manipulating the results of the referendum in favour of the Republic and by involving the Presidential Guard in confrontations with police and causing terror in the capital. This period of the calm transition of the power is also being accompanied with the leaving of incriminated figures such as Agim Shehu, Interior Deputy Minister, Xhahid Xhaferri, commander of the Presidential Guard and many others. Led by the phylosophy of confrontation, Berisha in opposition with the Constitutional Provisions, demanded the release from his post of Belul Celo, Interior Minister, under the pretext that Celo had left the country without his permission as commander of the state of emergency and the naming insted of him of one of the most suspicious figures involved in numerous criminal acts, Azem Hajdari. In a telephone talk, Berisha, with a vocaboluary not at all worth for the post of the President of the Republic, late last night threatened Premier Fino that he accept Mr Hajdari in the post of the Interior Minister. The aim of Berisha in the appointment of Hajdari in the moment when the SPA realised a landslide victory, is a new effort to confront the forces of order with mercenary elements of the Presidential Guard and the now known gangs of Hajdari, Mulosmani or Shehu. Quite naturally, Prime Minister Fino, by respecting the Constitutional Provisions and the March 9 Agreement, declared calmly to Berisha that his threatening act was unconstitutional and consequently, he proposed Berisha to give up from that act. Berisha, consistent in his road to step down from his post after destroying everything in Albania and seeing that his effort to name Hajdari to the post of the Interior Minister was doomed to fail, last midnight, carried out another illegal act, by signing an order through which the Presidential Guard is involved in illegal acts, thus aiming at confronting it with the forces of order. On the basis of the law on the functioning of the Presidenti Guard, this organization has the duty to protect only personalities and their government headquarters and has not duty to restore order, even in the state of emergency. All these acts are being carried out by Berisha in the moment when in Tirane, like in many districts, with the departure of figures who are already known for the organization of criminal acts, there is a sense that the order and peace are being restored. These acts are being carried by Berisha with the aim of reducing through manipulations and terror the great loss. These acts are made by Berisha to confront the Albanians by supporting the idea of the restoration of the monarchy, thus finding an excuse for his withdrawal. "A new epoch lies in store for the Albanians," said Nano, ensuring that "the faith of the people will not be misused." "Your vote," he added, "is the desire for a change and for the elimination of the last communist remnants from the backs of the Albanians." The socialist leader said that nobody should feel himself lost. "The lost are only the criminals and thieves," he said. By describing the socialist alternative as successsful, Nano said that "we will work for a normal Albania, will construct an honest administration, a police that do not beat but serve the people, a SHIK (National Information Service) not for espionage but in service of the national interests." He said that the political coalition will give the deserved place to heroic Vlore, to civilized Tropoje, to patriotic Shkoder and immortal Myzeqe. Nano assured those present that SP will accomplish the political commitment and will not repeat the mistakes of the previous governing. "We will make the transparence of the collapsed pyramid schemes and the economic reform in cooperation with the U.S., European Union, the World Bank and the IMF." continued Nano. He hailed the European Troika, the U.S. Department of State and international community which with their role encouraged the development of civilization and democracy in Albania. "Albania is one from the North to the South," said in his address the Prime Minister of the Government of National Reconciliation, Bashkim Fino. "June 29th marked the failure of the party-state and dictatorship," said Fino. He hailed the U.S. and the European community which supported the restitution of democracy in Albania. He said that Albanians will live the period of freedom and national reconsiliation. "We will work for the construction of the rule of law," said Fino. The chairman of the formerly politically persecuted association, Kurt Kola addressed those present in the rally saying that the victory is not only a merit of the parties but also of the democratic spirit which does not accept dictatorships." He described June 29 as the day when dictatorship was toppled for the second time. Deputy chairman of the Social Democratic Party, Paskal Milo speaking in the rally, hailed the triumph of left coalition. He said that the people, through their free vote decided who were the lost and who were the winners, whereas the Democratic Alliance Party leader, Neritan Ceka said that we want to govern only with free people.
