Ruspi,The international charitable association "Taibah" has been exercising its activity in Bulqize, Northern Albania, since four years ago. Last year 42 students in various districts of the country graduated from this institute and an approximate number is continuing studies this year. This year 135 young men and women are following the English course, 60 the Italian course and another 40 that of computer. This charitable institute provides a monthly pension of 25 dollars for the district's orphans. a.ke/jz/lm/k Albanian Telegraphic Agency[02] SOCIALIST PARTY HAS INVESTED $400 000 IN LOAN-TAKING COMPANIESTIRANA, JAN 13 (ATA)-The Albanian Socialist Party has deposited $400 000 with interests in the "Populli" foundation and in several other loan-taking firms, Sunday's Albania says.The paper quotes sources inside SP stressing that most of the money is invested in the "Populli" foundation. The SP source says this fact has been the cause that the attack undertaken several days ago by the socialists against usuries abated, Albanian says. The SP has once received the double money before schedule with the mediation of the President of the "Populli" foundation, Bashkim Driza, himself. But now through the SP finance, the amount of $400 000 has been deposited, the newspaper says further on. SP presidency members, like Sabit Brokaj and Ylli Bufi, have sought to exploit the usuries problem in Albania as a political capital for their party, a thing which has been objected by other presidency members. According to Albania, cashiers of the "Populli" foundation, "Xhaferi" or some other loan-taking firm have said that only well-known socialist leaders of the centre and districts have deposited in foundations sums reaching about $1.5 million. kei/lm Albanian Telegraphic Agency[03] ROAD MAINTENANCE UNDER PRIVATE ADMINISTRATIONTIRANA, JAN 11 (ATA)-By M. Allushi, An Albanian government decision assigns the Ministry of Privatisation, in cooperation with the Ministry of Public Affairs, Territorial Adjustment and Tourism to begin procedures for the privatisation of the road maintenance state sectors.The General Road Department, which also has the budgetary funds to maintain the national and rural network, will begin procedures for organising tenders among state enterprises, to turn them into private public service enterprises. According to specialists, the switch onto private administration of the road maintenance enterprises will bring about a prominent improvement in the road network in Albania. eva/lm/k Albanian Telegraphic Agency[04] UNESCO OFFERS TRAININGS IN ENVIRONMENTTIRANA, JAN 13 (ATA)-By E. Allushi, Among the numerous alternatives offered by UNESCO for trainings for Albanians is the postgraduate course and defence of diploma for higher specialised studies under the topic:"Correct territorial adjustement".The course programme enables the assimilation of methods and knowledge as well as the treatment of territorial adjustment problems, according to specialists of the Foreign Relations Department at the Ministry of Higher Education and Scientific Research. "The course is part of the reasearch and education acitivities of the UNESCO programme 'On Man and Biosphere'", the specialists add. The course "Correct territorial adjustment", which will be held in Paris, provides the basic knowledge, necessary in such fields as territory, social economy and juridical sciences. a.ke/kei/lm/k Albanian Telegraphic Agency[05] ALBANIAN GOVERNMENT DECIDES ON REORGANIZATION OF STUDENTS' LIFETIRANA, JAN 13 (ATA) - Under the direction of Albanian Premier Aleksander Meksi, the Monday meeting of the Council of Ministers discussed and took decisions on the reorganization of the students' life.The decision includes the foundation of the Treatment Directory of Tirana Students, which will depend on the Ministry of High Education and Scientific Researches, and reorganization of the whole activity of students. According to this decision, the Cultural Palace of Students will be under the dependence of the Treatment Directory of Students. The Council of Ministers asked to define in the budget of investments for the Ministry of High Education and Scientific Researches the fund of investments for the restructuring of the old buildings of the Students City. It was also decided the construction of the ring-road of the Students City, as well as the establishment of a new students center, using the building and grounds of the former Party School in Tirana. The Council of Minister ordered several ministries for the application of these decisions. Last week the Tirana students held a partial strike for the fulfillment of their economic demands. /kei/mt/Z/ Albanian Telegraphic Agency[06] ALBANIAN GOVERNMENT TAKES DECISIONSTIRANA, JAN 13 (ATA) - Under the direction of the Albanian Premier, Aleksander Meksi, the Council of Ministers convened Monday and took several decisions.It was discussed and decided on the reorganization of the students' life. By a special decision, the most necessary vital means and those to get educated for the children of the special public education institutions, with or without dormitories, will be provided free by the government. The council of Ministers approved on principle the project of Rehabilitation of the Durresi Port. It was approved the Hydro-carbure Accord between Albpetrol and INA- Naftaplin for the research zone of Panja, as well as the Understanding Memorandum of November 11, 1996. Several decisions were also approved, such as the declaration National Museum of the Education Museum in Korca district, passing under the dependence of the Cultural Ministry of the Ethnographic Museum in Berati district, decisions regarding social insurances, and others. /kei/mt/Z/ Albanian Telegraphic Agency[07] CONDITIONS OF STUDENTS TO IMPROVESHKODRA, JAN 13 (ATA) By Myfit Malja: The further improvement of students' conditions was on the focus of talks held Monday in the Shkodra University "Luigj Gurakuqi" with a group of students from the Student Union and the deputy Minister of High Education and Scientific Researches, Gezim Hadaj.Hadaj said that the government is taking continuous measures to improve the conditions of all students in the country. He added that along with the difficult conditions, the government is working and will always work to improve the conditions of students. Shuteriqi: The company "Gjoka 2" Holding has started its activity in Albania in the field of business 5 years ago.Its President Gjin Gjoka told ATA that "The American Company "Elba ING" opened recently a banking credit of 20 million dollars to guarantee our activity in all the fields". Further on he says that "we have the exclusivity of selling "Guten" tires, as well as other materials of aluminium". In this joint Albanian-American activity it is also included the line for producing heating gas, exportation of potable water, production of sparkling liquids etc. According to the president of the company "Elba ING", Mr. Tod Skocynski, American by Polish origin, "the credit of 20 million dollars is at an interest rate of 7 per cent for three years, starting form the moment of delivery to the good of the Albanian company. Besides what it will be profited by this scholarship for the academic year 1997-1998, the number of those who had already profited is 150 persons in all fields of study, including specialities of art."For the academic year 1996-1997, DAAD, an Austrian-German Program, has offered post graduate scholarships, research scholarships, summer schools on German language and culture", informed the Directory for Foreign Relations near the Ministry of High Education and Scientific Researches. Pergega: The road of the hospital center in Lezha district will be re-macadamized with 170 000 dollars accorded by the European Community."The macadamize of this road was done once again last year with 200 000 dollars invested by our government", Lezha Mayor Njazi Reci told ATA, "but the constructions did not give any results and the road became soon impassable", he added.
