    TIRANA, JAN 14 (ATA)- Albanian Justice Minister Kristofor Peci left yesterday for Strasbourg at the CE invitation to hold talks in various CE departments about programmes of cooperation between the CE and the Republic of Albania as well as about cooperation between the Albanian Justice Ministry and the CE Human Rights Department.

    During the two day visit to Strasbourg Peci will meet CE top officials, the Justice Ministry spokesman reports. a.ke/kled/lm/sh/

    [02] POSSIBILITIES FOR CONTACTS BETWEEN ALBANIAN AND ITALIAN ASSOCIATIONS OF THE BLIND

    ELBASAN, JAN 13 (ATA)- By P. Zekthi, Possibilities for contacts have been created between the blind's association of the Elbasan prefecture, some 50 kms far from Tirana, and an Italian similar association.

    "The recent visit to Elbasan by the chairman of the Italian Union of the Blind, Tomasso Daniele, at the invitation of our association, created these possibilities," Gazmend Karakyzi, the chairman of the Albanian association, told ATA.

    In their meeting with Tomasso they discussed possibilities existing for a mutual exchange, considering an economic aid for the blind's association of this region.

    Tomasso and representatives of the Albanian National Association of the Blind met with the city's mayor, Engjell Dakli, and the chairman of the municipal council, Eduard Kila. a.sh/kei/lm/sh/

    [03] ELISABETH REHN VISITS MACEDONIA

    TIRANA, JAN 14 (ATA)- The U.N. special rapporteur on Human Rights, Elisabeth Rehn, arrived yesterday on a two day visit to Macedonia.

    The U.N. senior official is expected to hold talks with Macedonian Foreign Minister Lubomir Fercokvski, Interior Minister Tomisllav Cokrevski, Minister of Education and Physical Culture,Sofia Todorova as well as with representatives of Albanians residing in this republic to examine the realisation of this population's rights, especially in the Albanian language education.

    The Macedonian Foreign Ministry has stated that the next term of the U.N. special rapporteur would as well be discussed. ag/kled/lm/SH/

    [04] TIRANA COURT REFUSES REVOCATION OF ARREST ORDER FOR TWO ITALIANS

    TIRANA, JAN 14 (ATA)- The Tirana court refused Monday the revocation of the prison arrest order for Italian citizens Ivan Cella and Cristina Quaglia.

    The Italins were detained by the Albanian police on December 19,1996, according to an order issued by the penal court of Turin.

    Cella is charged with murder in complicity and violation of the Italian law on illegal possession of fire weapons. Quaglia is accused of supporting the author of the crime and concealing the tracks.

    The Italian authorities, in cooperation with the Tirana Interpol and the Albanian Justice Ministry had requested the arrest of the two persons and their extradition.

    The Tirana court ruled the enforcement of the previous decision, according to which Cella and Quaglia should be held in the prison cell until the day of their extradition.

    The request for revocation was made by the defence lawyers of the two defendants.

    At Monday's hearing the defence attorneys asked the immediate revocation of the custody order because, according to them, the current verdict was unlawful.

    But according to the indictment, the evidence provided by the Italian justice on the two defendants' guilt is sufficient to ask their stay in prison. kei/lm/Z/

    TIRANA, JAN 14 (ATA)-Today's Rilindja Demokratike carries the editorial:"Cooperation of students with the government" as well as the article:"All students' demands resolved".

    Special article in the newspaper says that the toppling of the Stalin bust in 1991 was a signal of the overthrow of the dictatorship.

    The paper also carries the article: "Socialists want to get closer to the right wing". Under the title "Extradition of the Albanian prisoners in Greece will begin soon", the paper reports on the visit to Greece of the Albanian delegation of the prisons' administration.

    Zeri i Popullit carries today the editorial:"The government sponsors the uncertainty of usuries". Under the headline:"Another scandal after the approval of the law against crime and corruption," the paper carries the article:"Some 130 million dollars flee Albania". The paper carries the The paper also reports on the visit to Greece of the Albanian article: "Retrospective view on the reform in the army".

    Republika also carries the article:"Some 130 million dollars from usuries taken away on a speedboat ". Another article says that the United Right Wing will reach no alliance with the socialists.

    Rilindja in the article:"The timebomb of Kosova" reports that according to K. Bildt, senior representative of the international community on Bosnia, the troubles in Serbia and the increasing tension in Kosova may trigger off war in the Balkans.

    Another article says that the regional autonomies (the solution offered by the Serb opposition on Kosova) is a source of fresh conflicts.

    Koha Jone also reports on the 130 million dollars of the usuries disappearing yesterday from the Vlora port. The paper carries the article;"Opposition and usuries". Another article says that the state needs a constructive opposition.

    Dita Informacion says today that now it is the banks that are creating difficulties regarding the usuries.

    Gazeta Shqiptare says in its editorial that the State Bank hinders usuries because of the fear of a possible inflation of the currency. The paper carries the article "Mourning on usuries. The "Populli" foundation closes".

    "Albania" also reports on the 130 million dollars. It is suspected that the money belonged to one of the loan-taking foundations, the paper says.

    The paper also carries an appeal of the "Vefa" company, V. Alimuca, addressed to the banks: "Do not consider us the same with the ghost firms".

    [06] EU PROVIDES $3.5 MILLION FOR SCHOOLS

    TIRANA, JAN 14 (ATA)- By .Shuteriqi, The European Union has accorded $3.5 million in implementation of the second phase of the "Urgent rehabilitation of schools" project in Albania.

    It intends the creation of a modern school network as one of the priorities of the Ministry of Education and Sports (MES).

    Most of the credit will go to the compulsory education school buildings. Geographically, the 3.5 million dollars of the EU have been allocated to be invested in the schools of the country's six districts.

    The main goal, the MES specialist in the investment sector, Benon Memanga, says "is the completion of several buildings as well as the construction of new ones". The fund will also help create a contemporary education system regarding the schools' equipment. jz/lm/k

    [07] AGREEMENT OF COOPERATION BETWEEN ALBANIAN, MONTENEGRIN FOOTBALL FEDERATIONS SIGNED

    TIRANA, JAN 14 (ATA)-By A. Keko,

    A closer cooperation between the Albanian and Montenegrin Football Federations as well as an exchange of experience in this field were the aim of the recent visit of a delegation of the Albanian Football Federation (FFA) to Montenegro.

    The delegation included the deputy president of FFA, Edvin Libohova, the FFA Secretary-General, Eduard Dervishi, and the specialist Skender Hyka, member of the FFA Executive Committee.

    Hyka told ATA that "the main objective of the visit, which was crowned with full success, was the signing of the agreement of Cooperation between the Albanian and Montenegrin Football Federations".

    The agreement, which was signed by the president of the Montenegrin Federation, Dr. Jovanovic Novak, and the deputy president of FFA stipulates a series of activities of mutual interest.

    This agreement will help strengthen bilateral cooperation between the two football federations, exchange experience between them, and between various respective football clubs.a.ke/kei/lm/k

    [08] GERMANY HELPS HIGH EDUCATION AND SCIENTIFIC RESEARCH IN ALBANIA

    TIRANA, JAN 14 (ATA) By Eva Allushi: The cultural relations between Germany and Albania are obviously deepened and enlarged, especially by signing on December 1995 the agreement for cultural Cooperation between two countries.

    "This cooperation has taken full shape by becoming concrete with a permanent aid in the field of high education and scientific research", said the specialists of the Foreign Relations Directory near the Ministry of High Education and Scientific Research.

    Sister-like relations between the University of Siegen and Tirana do exist.

    In the framework of TEMPUS Program it is realized the project "The visualization of complex relations among the parametrized systems", on which were financed some 600 000 ECUs, as well as the project "Development of humanities", with some 500 000 ECUs.

    On the basis of this agreement, the German party has provided the Poly-technic University with laboratory equipment, and has offered exchange of experience for the teaching programs.

    In the course of this technical and financial assistance, it is also applied the "training" program for about 60 professors and assistants of the Agricultural University, with a finance of 3 million Deutsche Marks.

    "Gote" Institute has organized in Tirana a course on German language and culture, with the participation of about 180 pedagogues and students.

    In the framework of TEMPUS Program, 38 pedagogues of the Albanian Universities, since 1992 until now have gone to Germany by profiting scholarships of the Individual Mobility. /kei/mt/k

    [09] LAND OWNERS CLAIM "MAGIC" CITY

    The games "magic" city in the outskirts of Tirana, the only one of the kinds is claimed back by the land owners of the site, where it is set up.

    The owners of the land have lodged in Tirana court their request to take back the land, which once belonged to them.

    But the representatives of the Egyptian company "RAGAB", which administrates this play ground, built one year ago insists that their contract with Tirana municipality is conform the rules.

    Before the construction the Egyptian company leased the land for five years from the Tirana municipality. The company alleged they have no reason to return the "magic" city as long as they pay the rent to the town hall and other obligations to the state.

    So according to them the land owners should address themselves to the Land Restitution Committee and especially Tirana Municipality, which has signed the contract for this investment estimated to be worth around $1 million.

    [10] SECOND SEGMENT CONSTRUCTION TO START SOON

    The funds worth $34 million are approved for the continuation of the Tirane- Durres highway, earmarked by the PHARE program and the European Bank of Investments (EBI), report officials of the Public Services, Construction and Territorial Adjustment Ministry.

    "Up to now is worked on the construction of the first highway's segment, where the old route used to pass, financed by the state budget," told Albanian Telegraphic Agency, the minister, Ernest Noka.

    The study and project for the continuation of the highway up to Durresi town are carried out by the Italian-Albanian company ICP. The project is based on European standards of highway construction.

    "The budget worth $34 million is a result of PHARE program and EBI collaboration," said Roland Olli, director of Cross Border program for cooperation, close to the ministry.

    "Around $20 million are provided by Phare program and the rest by the EBI," he explained.

    Alongside the entrance of Durresi town will be constructed a large interchange, which will provide independent routes as well. Some $2,8 million from the total amount are allocated for the interchange.

    After the approval of the study and the funds, the tender comes next. According to the experts of the ministry, the construction of the Tirana- Durres highway will last about 24 months.

    [11] PRIVATE SECTOR TO TAKE CARE OF ROADS

    The green light is on for the privatization of state sector regarding roads' maintenance. A government's decision charges the Privatization Ministry that in collaboration with the Ministry of Public Services, Territorial Adjustment and Tourism should start the procedures for the privatization of road maintenance sector.

    Thus the release of all state budget injected for the maintenance of the national road network is due soon. This fund will pass to the Roads General Department during the first quarter of the year and the Department will initiate the tenders among enterprises subordinated to it, in order to convert them in private enterprises.

    Subordinated to the Roads General Department will remain the current administrative structures, while the equipment and working places will be put at the disposal of the tender's winner enterprises.

    The move to privatise the road maintenance enterprises will largely boost country's road network, according to the specialists.

    [13] CHAIRMAN META DECLARES AEYF PRESIDENCY DOES NOT HAVE ITS OWN LINE

    TIRANA, JAN 14 (ATA) By Agim Baçi: The Albanian Eurosocialist Youth Forum (AEYF) wants to demonstrate that it does not have anything in common with the past of the Socialist Party.

    "The most vital structures of the real opposition will declare the entire engagement for a new opposition movement", says the invitation prepared on the occasion of the 5th anniversary of AEYF foundation.

    Being asked whether there will be any AEYF statement which rejects the line of the current presidency, and what do the AEYF representatives mean by "a new opposition movement", its chairman Ilir Meta said:

    "The current presidency does not have its own political line. It is in complete apathy, so we should soon move and declare our movements".

    Meta, who had requested for so long the vote of confidence for the presidency and call of an extraordinary congress, wants now to use the tribune of the socialist youths to request on them once again complete engagement for a fundamental reformation of SP./eva/mt/sh/

    [14] 130 MILLION DOLLARS DISAPPEARED? - POLICE DO NOT HAVE SUFFICIENT DATA TO PROVE TRUTHFULNESS

    TIRANA, JAN 14 (ATA) By Agim Baçi: With regard to the news that 130 million dollars have been disappeared in an unknown direction by a sailing mean, published Tuesday in some of the Albanian newspapers, the Interior Ministry reports that police do not have sufficient evidence to prove the truthfulness of the information on which this news is based.

    The notice has to do with a motorboat which left on January 9 from Vlora coasts, announced by sources near with the police, according to the "Voice of America", and published today in some newspapers.

    "Police have been and remain resolute to hit all kinds of illegal traffic and its authors, which infringe on the security of life, property and activity of citizens", has reacted the Interior Ministry. //mt/

    [15] ALBANIAN PARLIAMENTARY DELEGATION IN OSCE

    TIRANA, JAN 14 (ATA) - The Albanian Speaker, Pjeter Arbnori, heading a Parliamentary delegation, left Tuesday for Vienna.

    The Albanian delegation will participate in the meeting of the Organization for Security and Cooperation in Europe (OSCE), which will be held on January 16-17, 1997.

    According to the spokesman, the object of this meeting will be mainly the defining of the agenda of the regular session.

    It is expected that along with the greetings of the OSCE chairman, of the President of the Assembly, of the Secretary General, to greet even the Austrian Chancellor, Franc Vranicki. /s.sh/kled/mt/
