[01] HUSBAND DENOUNCES HIS WIFE FOR KILLING HER CHILDGOLEM, JAN 6 9ATA) - By Atlant Frasheri: A husband denounced his wife for killing his three-year old daughter, spokesman of the Interior Ministry reports.In the first days of 1997, the police forces of Kavaja district detained Edlira Medi Tila, 20, from the village Tilaj of Golem, Kavaja district, because on December 20 she had suffocated her three-year old daughter, Juliana Tila. Durim Tila, the husband of Edlira, emigrant in Italy, denounced his wife because when he returned from Italy on January 3, he found his daughter buried. Right after the denunciation, an investigation group started inquiry into the matter. kei/xh/k Albanian Telegraphic Agency[02] STUDENTS IN GJIROGASTER STAGE STRIKE ON ECONOMIC DEMANDSGJIROKASTER, JAN 7 (ATA)- By H. Cani, The students of the "Eqrem Cabej" University of Gjirokaster on Monday did not attend classes after the end-of- year holidays.The secretary of the Gjirokaster Students' Union, Gentian Ahmeti, told ATA that "the economic demands have been only partially met and because of this the students did not attend the university classes". Juxhin Shazivari, director of the students' treatment trade enterprise, explains that "the demands have been met by 90 per cent". According to Shazivari, the opening of the fund for the central heating system for the girls' dormitories will mark the final solution of the economic demands of the students in Gjirokaster. However, a commission with the participation of the students' union, the district council, the rectorate as well as of the students' treatment trade enterprise will oversee the fulfilment of the students' economic demands. The dean of the university, Ilir Bozgo, told ATA that "all the teachers have been ready for teaching classes". "At a meeting held this morning with representatives of this university students' union I asked explanations about the absence of the students in the classes," Bozgo says. They claim their economic demands included in a 10 point petition on December 18 last year have not been met. who did not appear for classes in the University of Gjirokastra with the strike of a part of students in Tirana, one of the Union leaders of Gjirokastra said that "we observe only the points in our petition." So far, the Student Union has not yet verified the fulfilment of the requests they had presented. The participation of students on national scale has been partial because most of them had not yet returned from winter holidays. Students in the strike have abused with the disorders at the beginning of the semester, said an official source of the High Education Ministry. Classes continued in the Polytechnical University, in the faculties of Law, Economy and Agriculture in the Tirana University. In the universities of Shkodra and Vlora classes are conducted according to the rule whereas disorders are noticed only in the University of Gjirokastra. Classes also continued in the Faculty of Philology and that of Sociology. Regarding appeals by the so-called Independent Student Union, which has been encouraged by a trade union grouping led by Azem Hajdari who claims to be the chairman of the Union of Independent Trade Unions of Albania, the students said that they have no relation at all. ake/kei/lm/xh/k Albanian Telegraphic Agency[03] DEMANDS FOR FOREIGN CURRENCY IN THE FREE CURRENCY EXCHANGE MARKET IN TIRANA INCREASETIRANA, JAN 7 (ATA) - By A Gjata: Demands to buy foreign currency in Tirana market today were greater than the previous days, a phenomenon which caused an increase of their value in the exchange rate with Lek.The Exchange Bureaus bought one dollar with 104.7 lek and sold it with about 106 lek, in the free exchange market one dollar was bought with 105.2 lek and sold with 106.2 lek. The highest demands in the exchange market were for the dollar, but increases were also registered in the purchase of other currencies, especially the DM. The general tendency in the exchange bureaus and in the free exchange market today was the purchase and not the selling of the foreign currencies. As compared with the first days of January when the dollar-lek exchange rates were 1 dollar with 103.7 lek, the exchange rate today marked a new higher quota of 1.3 lek, thus consolidating the dollar in the currency market of Albania. kled/xh/k Albanian Telegraphic Agency[04] PRESS REVIEWTIRANA, JAN 7 (ATA)-Today's Rilindja Demokratike carries the greeting of the chairman of the DPA, Tritan Shehu, on the occasion of the sixth anniversary of the newspaper Rilindja Demokratike.Under the title "The government will create a new students' campus", the paper carries the interview of the education Minister, Besnik Gjongecaj, on the meeting held at the presidency yesterday upon the initiative of President Berisha on economic problems of the students. Shuteriqi: The preparation of a new leading staff and professionally qualified in applying the law, acquaintance and optimal solution for the problems of inhabitants, increase and efficacity in public investments were some of the achievements reached by local bodies of the Tirana district during the year that just passed.Among the achievements to be mentioned are those in the field of legislation. Several training seminars were conducted with the leading staff of the council of communes. Two new municipalities were set up, that of Kamza and Vora, as well as a new commune in Krraba. Achievements were reached in the field of investments, where we can mention the installment of the powerful company "Mercedenas Benz", in the territory of Kashari commune. The investments in the sectors of education and health care have also been successful. Attending the gathering are expected to be all the inhabitants of Plava and Gucia, as well as from other Albanian regions in Monte-Negro.The notice is made known from "Bujku" paper of Pristina, referring to the deputy chairman of the Democratic League in Monte-Negro, Tahir Gjonbalaj. Spahivogli: The strategic investors in big enterprises will be the main goal of privatization during 1997, declared the Albanian Minister of Privatization, Dylber Vrioni.Within a short time the private sector became the most important part of the Albanian economy, where, according to Vrioni "70 per cent of the total production is realized by this sector". According to Vrioni, there will be three main directions on which the work will focus during the coming year: "continuation and closing of privatization in middle and big enterprises, starting of work to privatize the strategic sectors and support for the privatized enterprises", on which the work has already started. The whole preparatory privatization process has already started in middle and big enterprises. According to Vrioni, the whole legal framework for the privatization of strategic sectors has finished, except the sector of naphtha. The year 1997 will be of a special importance for the massive privatization", he ends. /jz/mt/Z/ Albanian Telegraphic Agency[08] RHYMES OF CONSTRUCTIONS IN RINAS AIRPORT INCREASEDTIRANA, JAN 7 (ATA) By N. Mano:The German company SIEMENS started its constructions in the airport of Rinas since October last year. During the first stage, the work is focused on adjustments of the airplanes' speedway. "After the speedway will be constructed, the work will focus on the improvement of lighting, which will be very modern", the director responsible for constructions, Mr. Weissmuller, told ATA. The construction of substations will end in May by the German constructing company "Valter Bau". The lighting will enlarge in North by 900 metres and in South by 450 metres. The completion of constructions according the models of modern airports will be followed by the construction of a powerful weather station, which will measure the temperatures and the intensity of wind. It will also be built the new surrounding of the airport at a length of 10 km, with three main entrances. According to Mr. Weissmuller, "this construction will make possible the landing in every 15 minutes of airplanes and for a period of 10 years the airport of Rinas will be able to face the flux of landing of planes". The project for this reconstruction is financed with 44.5 million DM by the German bank of reconstructions "KFW", and will end within 19 months. The special thing of this reconstruction is that the airport has worked. Malja:The sector of social relations near the office of labour and social assistance in the Shkodra district, exercised recently a control to know exactly the number of employees in private companies, aiming at avoiding black job and social ensurance of employees in these firms. The chief of the labour office, Ermelinda Kakarriqi, says that "during the control it was noticed that 20-40 per cent of the employees in these firms were not registered in our office. More often this phenomenon is encountered in the sectors of trade and construction". During the control of contracts between employers and employees, this office has put before legal responsibility the subjects which have violated the law. "This measure has influenced in increasing the number of contracts during the year 1996, which had 5 contracts more than in 1995", ends Karriqi. /s.sh/jz/mt/Z/ Albanian Telegraphic Agency[10] VLORE: COERCIVE MEASURES FOR TRAFFICKERS - cooperation with Italian police starts -VLORE, JAN 7 (ATA) By Harilla Koci: Supplementary coercive measures will be taken on traffickers who exercise their illegal activity in the Vlora district.After a recent order of the Interior Minister, Halit Shamata, the police commissariat of this district is in special state of readiness. Three citizens from Vlora were intercepted and then arrested on January 1. They were accused of sheltering or accomplices in exercising the traffic of Kurd clandestines, aiming at reaching the Italian coasts. The police forces of this commissariat intercepted Monday a 30 year old person, who was transporting with a car 4 kilos of narcotic plants. Other coercive measures are expected in the following days for people who shelter clandestine people, who transport them, for the owners and the guards of motor boats. "Through them, we do not aim at imprisoning people, but at preventing every illegal activity exercised on the sea", chief of the commissariat Sokol Mulosmani told ATA. In this framework, the police of Vlora district will start the concrete cooperation with the Italian police. "We have already exchanged the phone and fax numbers and in the following days we will start exchanging the quick and continuous information between two coasts", said Mulosmani. The object of this cooperation will be the documentation of the illegal activity conducted on both shores. /a.ke/jz/mt/Z/ Albanian Telegraphic Agency[11] OFFICIAL CHARTER NO.29, YEAR 1996 PUBLISHEDTIRANA, JAN 7 (ATA) - The Official Charter no. 29, year 1996 is published.The directory of information near the People's Assembly reports that in this number of the Official Charter it is published, besides others, the law no. 8175, "On some amendments in the Penal Code of the Republic of Albania", which presents a package of legal provisions against crime and corruption. According to the article 45 of this law, it comes to power on January 22, 1997. The provisions of this law envisage measures against grave and dangerous crimes, such as murders, violations, prostitution, illegal arm keeping, drugs trafficking, cultivation of narcotic plants, as well as those of the fiscal evasion. The distinguishing feature is setting of fixed punishments for acts which are very dangerous. In this way, the willingly murder is condemned with 25 years in jail, the premeditately murder is condemned with penal servitude for life, violations of minors with 10 years, and when it is in grave circumstances it is condemned with not less than 20 year in jail; the illegal arm keeping is condemned with 15 years in jail, the cultivation of narcotic plants with 10 years in jail, the hide of incomes and the fiscal evasion is condemned with not less than 3 years in jail and confiscation of private property.
