  • [01] ALBANIA'S PRIME MINISTER LEAVES FOR AUSTRIA

    TIRANA, NOV. 7 (ATA) - Albanian Prime Minister Aleksander Meksi today left for Gratz of Austria to take part in the summit of the Central European Initiative (CEI) to be held from November 8-9, 1996.

    Beginning with June 1, 1996, Albania is one of the 15 CEI member countries.

    Along with the summit where Mr Meksi will hold a speech on the options of the Albanian government for the security, cooperation and development of the region, Meksi is also expected to have a number of bilateral meetings with heads of governments of the participating countries.

    A meeting of the Foreign ministers of the CEI member countries will also be held in Gratz. Albania will be represented in this meeting with the Deputy Premier and Foreign minister, Tritan Shehu. ssh/kled/sh/

    [02] MEETINGS OF ALBANIAN DEPUTY PREMIER IN STRASBOURG

    TIRANA, NOV 7 (ATA) - During his stay in Strasbourg, Albanian Deputy Premier and Foreign Minister Tritan Shehu held a particular meeting with the President of the Council of Europe Parliamentary Assembly, Leni Fischer. She congratulated Shehu for the successful organization of local polls and the victory of the Democratic Party.

    Shehu thanked the Parliamentary Assembly and the Council of Europe for monitoring and coordination of international monitoring of local polls. They expressed in the meeting the common will for a closer cooperation between Albania and the Council of Europe, in all fields of activities.

    Albanian Foreign Minister also met the German Foreign Minister, Klaus Kinkel, State Secretary in the Foreign Ministry of Italy, Fascino, State Secretary in the Foreign Ministry of Grece Papandreu. Shehu held special meetings with his Macedonian counterpart Ferckovski, with that of Luxembourg, Poos, with the State Secretary of Foreign Minister of Switzerland, Kolumberg, that of Turkey, Oymen, that of Austria, Valdner and others. /s.sh/kled/mt/sh/

    [03] DLK YOUTH FORUM SECRETARY ARRESTED

    PRISTINA, NOV 7 (ATA)- The Serb police arrested in Pristina this morning the secretary of the Democratic League of Kosova Youth Forum, Jetish Jashari. The reason of his arrest is not yet known.

    Jashari has carried out postgraduate studies for international relations in the Prague and Budapest universities. lind/lm/sh/

    [04] KOSOVA PRESIDENT CONDEMNS BLAST IN TIRANA

    PRISTINA, NOV 7 (ATA)-President of Kosova Ibrahim Rugova has condemned the explosion in the house of the chairman of the Appeals Court, Prel Martini, in Tirana.

    In a message addressed to President Berisha, Rugova stresses that the blast is an attack which intends to sow panic and uncertainty among the citizens. It is an attack against the democratic institutions in Albania, the message says. b.j/lind/kled/lm/sh/

    [05] ALBANIAN FOREIGN MINISTER PROPOSES OPENING OF CE OFFICE IN KOSOVA

    TIRANA, NOV. 7 (ATA) - The Deputy Premier and Foreign Minister of Albania, Tritan Shehu, who is heading the Albanian delegation in the 99th session of the meeting of the Committee of Foreign Ministers of the Council of Europe in Strasbourg, proposed Thursday the opening of a CE office in Pristine.

    In the Session held in Strasbourg on the same day, Shehu asked that the Council also proposes the EU to open an office in Kosova.

    "Wanting to stress once more the role of Albania as a factor for stability in the Balkan region," said Shehu, "it is urgent for our organization, in the course of the preoccupation for the democratic security, to include in the agenda of discussions and in the program of activities the situation in Kosova."

    "The observation of the will of the Kosova people conform all international norms remains a question raised for solution", Shehu. s.sh/kei/lm./E

    [06] ITALIAN "RECONSTRUCTION" FIRM ACTIVE IN LEZHA

    LEZHE, NOV 8 (ATA) - By Zef Pergega: A group of businessmen, builders and lawyers from Abruzzo region in Italy of "Reconstruction" company visited Lezha district and several of its villages (Northwest of Albania).

    The chairman of the district council, Avenir Nuredini acquainted the Italian businessmen with development of reforms in Lezha, as well as with some difficulties caused by the latest floods.

    The representative of "Reconstruction" company, Augusto Di Ciccio expressed his readiness to finance the projects and programs drafted by the district council of Lezha for the revival of vineyard tradition under land privatization conditions, for planting vegetables and training of youths in different professions.

    Many Italian families from Abruzzo region have accorded till now USD 800 000, which have been invested in Zadrima, Lezha district, in applying the drafts of "Reconstruction" company. /kei/mt/k

    [07] ALBANIANS' VOTES IN BUJANOVIC MANIPULATED

    PRISTINA, NOV 7 (ATA)- The November 3 local government elections in the Bujanovic commune were not fair, calm and democratic and the remarks of the Democratic Activity Party (DAP) on these irregularities have not been taken into account by the Commune Electoral Commission, the Kosova Information Centre reports.

    From 41 councillors that will make up the new composition of the Communal Assembly, the DAP secured seven councillors and has estimated to win five other seats in the second round, to be held after two weeks.

    By decision of the Communal Electoral Commission, in several constituencies the voting will be rerun for irregularities alleged by Serbs during the voting.

    One of the most flagrant violations affecting the Albanians is the non inclusion of a large number of voters in the election lists. Numerous cases of list and result falsification have also been noticed. p.ta/kled/lm/sh/

    TIRANA, NOV 8 (ATA) - Rilindja Demokratike entitles its editorial "The minimun of ex-communists". The belitling of the social effect in ruling the country is one of the achievements in the latest two polls in Albania, reports the paper.

    Most of the journalists report on the latest developments in the Albanian Independent Trade Union. "He attempted to carry out a raid on the headquarters of trade unions", writes the paper regarding the interference of Deputy Azem Hajdari into problems of the trade unions. AIDU has addressed itself to the court, reports the paper. It also covers the meeting of President Berisha with the Independent Trade Union chairman, Valer Xheka under the title "AIDU - contribution in consolidating the social dimensions of our ruling".

    Zeri i Popullit under the headline "Day of crisis in the AIDU" reports: "The Presidential duel still continues". President Berisha pozitively answers Xheka's request for a meeting, meanwhile that Hajdari's request has not yet been considered, reports the paper.

    Republika publishes pronouncements of Hajdari and Xheka under the titles "I will give a heavy blow to Xheka's corruption" and "Hajdari wants to suffocate the AITU" Albania under the headline "Conflict on the post of the UITUA president aggravated" carries the article "Hajdari remains behind Xheka's door".

    Berisha covers the meeting of President Berisha with a group of trade unionists under the title :"We favour the Trade Unions' independence".

    Dita Informacion in the feature "Analysis" carries the article "One trade union-two presidents of one trade union". "Xheka does not leave the offices to his rival", the paper says.

    Koha Jone entitles the editorial :"Political suicide of Hajdari". Berisha does not support Hajdari, the paper says.

    "I am sorry that Berisha has met an illegal person like Valer Xheka," the paper cites Hajdari as saying after last night's meeting of the president with the group of the trade unionists headed by Xheka.

    "Gazeta Shqiptare" reports on the third page that the public order forces avoided yesterday the tensions in the UITUA headquarters. "The DP says "no" to Hajdari's initiative", the paper says.

    The paper carries Xheka's pronouncement under the title "There is a clan behind Hajdari", and Hajdari's pronouncement under the title "The Berisha-Xheka meeting private".

    Lajmi i Dites carries the speech of Shehu in Strasbourg under the title:"On May 26 and October 20 the Albanian electorate voted for the road of reforms and integration into Europe".

    [09] WORKSHOP ON INCORPORATION OF NATO DOCTRINES IN NATIONAL MILITARY DOCTRINES

    TIRANA, NOV. 8 (ATA) - By Agim Baci: After the two-day-workshop on the incorporation of the NATO doctrines in the national military doctrines held in Tirana, the leader of the workshop, Major general Joel Marchand and senior officials of the Albanian Defence Ministry gave a news conference today.

    Participating in the workshop were representatives from the NATO member countries and those of the Partnership for Peace.

    Albanian organizers of the workshop and those of the NATO Organizing Staff who took part in the conference described the meeting as an achievement for the 60 participating countries.

    "We want to strengthen the cooperation with all the partner countries and the discussions to this point were important," said Major General Joel Marchand.

    Albanian General Armand Vincani considered as excellent the coordination between the NATO staff, the participants and Albanian organizers for the process of the workshop.

    "Assimilation of the NATO doctrines remains an indispensability for the countries which aspire to integrate in this organization. The communication, the questions and discussions were free therefore the meeting attained its goal. Nothing was recommended as a pattern but their experience have a meaning for our integration," said Vincani.

    "Albania has been committed to and has acted resolutely and realistically to be adopted to the NATO doctrines. Albania is on the right track. It has chosen this road itself," said Marchand. kei/xh/Z/

    [10] DEPUTY PRIME MINISTER AND FINANCE MINISTER OF POLAND TO VISIT ALBANIA TOMORROW

    TIRANA, NOV. 8 (ATA) - By S Sharrexhi: Upon invitation of the Albanian Minister of Finances, Ridvan Bode, the Deputy Premier and Minister of Finances of Poland, Prof Grzegorg W Kolodko arrives on a three-day official visit to Albania on November 9.

    Kolodko will meet with his Albanian counterpart, Bode, with whom he will talk on the consolidation of the bilateral relations, cooperation and exchange of experience in the financial and banking fields.

    Kolodko will have separate meetings with most senior Albanian authorities, the Deputy Premier and Foreign minister Tritan Shehi, Prime Minister Aleksander Meksi and the President of the Republic, Sali Berisha.

    During his stay in Albania, Kolodko will visit the shipyard GDANSK in Durres, the Tirana University where he will have lectures and talks with students, and the cities of Berat and Kruja. kei/xh/Z/

    [11] ALBANIA IS RESOLUTE ON ITS ROAD -- General Merchand

    TIRANA, NOV. 8 (ATA) - By Agim Baci: "I know and feel the great desire of Albania to expand its participation and contribution to the Partnership for Peace.

    Albania is resolute in its integration into NATO. To this proves in the best way the organization of the workshop by Albania," said today in an interview with ATA the NATO Major General, Joel Marchand.

    Marchand is the chairman of the two-day workshop on the incorporation of the NATO doctrines in the national military doctrines and assistant director for the Regional Cooperation and Security in the NATO International Military Staff.

    The organization of the workshop in Albania, as one of the main activities which NATO holds twice a year in various countries of the world, is for Albania of a special importance.

    "Although the opinions on the organization of this meeting and the obligations are a duty for the Albanian authorities, I think that this activity is rather important for Albania. In my opinion Albania is making all the efforts to contribute to the regional and global security and peace, " general Marchand said. kei/xh/Z/

    [12] EU GIVES 33 MILLION ECU FOR ALBANIA

    TIRANA, NOV. 8 (ATA) - Today the Ambassador of the Commission of the European Union in Albania, Elio Germano and the director of the department for the coordination of foreign assistance close to the Prime Minister of Albania, Edmond Leka, signed an agreement of cooperation. According to it, the European Union gives Albania 33 million ECU for 1996 from a total of 212 million ECU allocated for 1996-1999 period.

    After the signing ceremony, Germano said: "Today we signed a program of 33 million ECU from the total assistance for Albania taking into account the problems which have aroused for the Albanian party according to the priorities of 1996. This program has three main directions: assistance for the reforms in the country, assistance in the infrastructure with the commitment of the European Bank for the completion of the road segment Durres-Tirana and assistance for the professional formation.

    After the electoral period during which the relations between the Commission and Albania had a sort of interruption, today they retook the normal speed. "It is important to gain the lost time," Germano said. jz/xh/Z/

    [13] KOSOVA QUESTION DEMANDS A QUICK SOLUTION IF WE WANT TO SAVE PEACE IN THE REGION -- Leo Tindemans

    PRISHTINE, Nov. 8 (ATA) - The chairman of the International Commission for the Balkans, Leo Tendemans in a news conference held in Brussels this week considered the situation in Kosova "as very serious," Information Centre of Kosova reports.

    "We have treated the issue of Kosova, in which 90 per cent consists Albanians, as a very serious question which must be solved quickly if we want to save peace in this region," said Tindemans.

    He pointed out that the report of his Commission, which was handed over to the commissioner Hans van Der Broek, defined two main spots of the conflict in the Balkans, Bosnia, in the north, and Kosova in the South. He stressed that the conflict in Kosova involves directly Serbia, Albania and Macedonia.

    Questions by reporters about the measures proposed for the solution to the issue of Kosova, were replied by Simone Veil, ex-chairwoman of the European Parliament.

    Veil said that Albanians have by mistake been considered a minority and that such kinds of mistakes have also been noticed in the report of the Commission of Badinter. She pointed out that "we too accept this mistake." Veil said that for the solution of the issue of Kosova the report envisages urgent measures and proposes at the beginning the broadest possible autonomy, as the first stage, because of the very tense situation and the fact that the peaceful resistance of the Albanians has its own limit in a country where the majority of the population consists of youths. pta/pas/xh/Z/

    [14] SOCCER EURO UNDER-21 QUALIFIER - ALBANIA BEAT ARMENIA 3-2

    TIRANA, NOV. 8 (ATA) - By Aljosha Keko: The soccer match between the under- 21 qualifier teams of Albania and Armenia in the Selman Stermasi stadium of the capital today ended with the score 3-2 (2-1.)

    Scorers for Albania were Markoci (10), Dashi (39) and Fakaj (79) and scorers for Armenia were Hajrapetian (25) and Harutinian (86.)

    On November 9, the representative soccer teams of Albania and Armenia will play in the Qemal Stafa stadium in the context of "France '98" qualifiers. ake/jz/xh/Z/

    [15] PROTOCOLS ON THE ELIMINATION OF DOSSIERS OF THE DEFUNCT STATE SIGURIMI BROUGHT TO COURT

    TIRANA, NOV. 8 (ATA) - About 10 protocols with orders, issued by two defendants in today's session of the court, namely the former chief of the National Information Service (NIS) I Kocollari and ex-Interior Minister Vladimir Hysi, for the dossiers of the defunct Sigurimi to be burnt, were brought to the courtroom for administration.

    The session threw light on the orders-protocols issued and signed by the two defendants in 1992 through which they authorized others to burn the dossiers of the former State Security.

    Kocollari and Hysi are charged with abuse of office when they were in the above mentioned posts for the orders launched to different districts of Central Albania to have the dossiers of Sigurimi burnt.

    Kocollari is also accused of crimes against humanity for the fact that when he was investigator in the district of Korca he has tortured the detained accused for political motives.

    In the session next week, the jury will hear the witnesses and the investigation experts who have prepared the circumstances for the elimination of the dossiers. jz/xh/Z/

    [16] TRITAN SHEHU IN THE SUMMIT IN GRATZ OF AUSTRIA

    TIRANA, NOV. 8 (ATA) - The Albanian Foreign Minister Tritan Shehu too took the floor in today's session of the summit in Gratz of Austria. Shehu appreciated the activity of the Central European Initiative and the results it has reached so far, and highlighted in particular the work carried out by the Centre of Trieste for Information and Documentation. Mr Shehu also hailed the participation of the CEI in the process of reconstruction of Bosnia-Herzegovina, after the Dayton accord.

    Further on Shehu said Albania will have a greater commitment and more active participation in the Initiative.

    The meeting also proposed the idea for the creation of a special group of coordinators who would examine the possibility of accepting Yugoslavia (Serbia and Montenegro) in the CEI. Regarding this proposal, minister Shehu said that all the countries should follow the same procedure for acceptance in CEI, adding that there was no reason to create a special procedure for special states.

    At the end of the meeting, the above mentioned proposal was not approved.

    During his stay in Gratz, Minister Shehu also had meetings with the foreign ministers of Ukraine, Hungary and Slovenia. ssh/jz/xh/Z/
