[01] ALBANIAN SPEAKER MEETS A GROUP OF FOREIGN JOURNALISTSTIRANA, NOV 7 (ATA) - Albanian speaker Pjeter Arbnori met Wednesday, on their request, a group of German, Dutch,Greek and French journalists, Parliament spokesman reports.Arbnori briefed on the political and economic developments in Albania. He stressed the role of the Albanian Parliament in approving a series of laws, which set up favourable conditions for the stabilization of life and promotion of free initiative of Albanians. After he underlined the good relations of Albania with the World Bank and the International Monetary Fund, Arbnori said that the Albanian Parliament is always expressed positively in approving the agreement between these two institutions. After the questions of the foreign journalists, Arbnori gave them detailed information regarding the peculiarities which accompanied Albania to switch from dictatorship onto democracy. /s.sh/kled/mt/k Albanian Telegraphic Agency[02] WORKSHOP ON NATO DOCTRINE INCORPORATION INTO NATIONAL MILITARY DOCTRINESTIRANA, NOV 6 (ATA)- By S. Sharrexhi, The Workshop organised by NATO and Albania on the incorporation of the NATO doctrines into the National Military Doctrines, started Wednesday before noon in one of the spaces of the Palace of Congresses in Tirana.Alongside representatives from NATO member countries and partners, also present at the workshop were the Albanian Defence Minister, Safet Zhulali, the chairman of the Parliamentary Defence Commission, Agron Musaraj, and others. Major-General Joel Marchand, deputy director of the Regional Cooperation and Security Department in the NATO Staff, presided over the workshop. The workshop examined on its first day the issue proposed by Albania and accepted by the Partnership for Peace countries for the incorporation of the NATO Doctrines into the National Military Doctrines. Speaking of the Albanian experience in incorporation, the Albanian chief of General Staff, General Sheme Kosova, said that for a country like Albania, which is actively engaged in the Partnership for Peace programme and is determined in its integration into NATO, the incorporation into doctrines is of priority importance. The morning session closed with the report: The implementation of standardized doctrines and procedures", read by colonel J.Ruiz, chairman of the Infantry Forces Board of the Military Agency Standardization, NATO's Staff. kei/lm/k Albanian Telegraphic Agency[03] POLICE INTERCEPT TWO HEROINE TRAFFICKERSTIRANA, NOV 7 (ATA) - Two traffickers of heroine were intercepted by the criminal police forces of Commissariat no 2 in the late hours of the yesterday evening in the vicinity of hotel "Diplomat", Tirana.E. Sokoli and N. Markaj from Kosova have been intercepted by police at the time they were selling heroine from their vehicles. The police intercepted during their house search 2.8 kg of heroine, 30 million liras, 1 300 000 leks, falsified Albanian passports, aluminum sheets for burning the drugs, two cellular telephones and two vehicles of "Audi" type. /kei/mt/k Albanian Telegraphic Agency[04] CHAIRMAN OF TRADE UNIONS IN KOSOVA HAS REQUESTED ANNULMENT OF LOCAL POLLS IN KOSOVATIRANA, NOV 6 (ATA) - The chairman of Kosova Trade Union, prof. dr. Hajrullah Gorani, requested the annulment of local polls held Sunday in Kosova. Gorani said that the results of these elections, boycotted by the Albanians, who make up 90 per cent of the general electorate in Kosova, will mark the first case in the world that power be elected by 10 per cent of the electorate.Gorani also declared that Sunday elections, even if their results are not invalidated, they will not be compulsory for Albanians. /ag/pas/mt/ Albanian Telegraphic Agency[05] LAW COMMISSION APPROVES DRAFT-LAW ON STANDARDIZATIONTIRANA, NOV 6 (ATA)- By A. Baci,The law approved Wednesday the draft-law on standardization. The Harmonisation of this draft-law with the legal framework of the Western European countries will help increase the qualitative level of products, processes and services, that is, will enable the integration of the Albanian economy with the European one. The concept of technical rules is introduced for the first time in the draft-law. The national standardization body is also provided with the right to represent the Republic of Albania not only in the International Standardization Organisation but also in other regional and international organisations of standardization, accreditation and certification. This will facilitate Albania's integration into the free market economy and the obtainment of other standards and documents of these fields. The draft-law has been send to the Brussels based European Standardization Committee, CEN, which has expressed its consent. kei/lm/Z/ Albanian Telegraphic Agency[06] PRESS REVIEWTIRANA, NOV 7 (ATA)-Today's Rilindja Demokratike reports on Albanian President Sali Berisha's visit to the military hospital to see the injured from the blast which wrecked the chairman of the Appeals Court, Prel Martini.The paper carries President Berisha's greeting on the reelection of Bill Clinton President of the U.S. and the greeting on the successful surgery of President Boris Yeltsin. The paper entitles its editorial regarding the terrorist act of the blast which wrecked the house of the chairman of the Appeals Court:"The political view of the crime". On the second page it also reports on the same topic under the subtitle:"Red terrorism attacks democracy". Zeri i Popullit carries a statement of UITUA which says that "The SPA denounces the act of planting the explosive". The paper says that the chairman of the SPA, Fatos Nano, greets President Clinton for the victory". The paper also reports on the interception by the Italian police yesterday of 102 Albanian illegal emigrants and 100 kg of drug. The paper carries an interview with the secretary General of the SPA, Prof Dr. Rexhep Mejdani, under the title:"The SP has the necessary spiritual and intellectual potential to overcome the situation". Republika says that "Our capitals are the guarantee" carrying the speech of Rrapush Xhaferi, president of the Xhaferri Foundation regarding usuries. The paper carries the debate between current chairman of the Independent Trade Unions, Valer Xheka and DP deputy Azem Hajdari. Lajmi i Dites reports on the blast in the house of the chairman of the Appeals Court with an article entitled:"After the life attempt on Prel Martini". Albania paper under the headline "Trade Union Chairman in his first news conference", quotes in the second page DP deputy Azem Hajdari, who says that "I will start working in the new post today". The paper publishes on the same page the answer of the trade unions against Hajdari's gesture, labeled as "banality and crazy action". It also carries a feature regarding the terrorist action in the apartment of Prel Martini entitled "long hours following the blast". The paper quotes the words of President Berisha "The main thing is the political track". In the third page the paper carries an interview with the SP organizational secretary Kastriot Islami, under the title "SP Presidency 'Babylonian tower'". Rilindja reports: "Bill Clinton other four years as President of USA". The paper reports on the first page on the powerful explosion in "Avni Rustemi" square, Tirana under the title "Blast in the Appeals Top Judge apartment". Gazeta Shqiptare publishes on the first page the article "Attack, a 'sack' of TNT". Under the title "Trade Unions remain with two heads", the paper reports on the confrontation between Hajdari and Xheka. The paper reports on the second page: "USA in the new century with Clinton". Under the title "Two Presidents, fight for a chair", the paper reports on who will be the President of the Trade Unions. /eva/pas/lm/mt/k Albanian Telegraphic Agency[07] ATA INFORMATION TO GO DIRECTLY TO U.N -- UNDP-ATA Memorandum of Understanding signedTIRANA, NOV 7 (ATA)-By M. Kora,The pan-Albanian information of the Albanian Telegraphic Agency, ATA, will go directly to the U.N. offices through Internet. This was enabled by the memorandum of understanding signed between the office of the United Nations Development Programme (UNDP) in Tirana and the ATA. The agreement was signed by the UNDP representative to Albania, Peter Schuman, and the Director General of ATA, Ilir Zhilla. "The satellite links and the network's equipment have been provided by the UNDP, which for one year now has enabled ATA to link with Internet, while with the signing of today's document, the UNDP will receive ATA's service in English, with the right to send it the U.N.' network", Zhilla said. While ATA will distribute information of the United Nations and the full information on the UNDP to the whole Albanian media and the other ATA subscribers. "It is a new politics in Albania to expand telecommunication, which will stimulate closer relations and carry our relations ahead towards the signing of new agreements," Schumann said. Since one year ago the UNDP has been mediating ATA's connection with the electronic post through its own office, transmitting to Internet information on Albania in the political, economic, scientific, and sports fields. The memorandum also includes other aspects of mutual assistance in mass media, reporters' qualification and other fields. pas/lm/k Albanian Telegraphic Agency[08] HAJDARI WANTS TP TAKE THE POST OF THE PRESIDENT OF THE UNION OF INDEPENDENT TRADE UNIONS OF ALBANIATIRANA, NOV. 7 (ATA) - By Mimoza Allushi: According to declarations for the press yesterday, deputy Azem Hajdari was expected to go today to the seat of the Union of Independent Trade Unions of Albania to take over the post of the president of this organization promised by a group of trade union members in Durres.Today, at about 8.30 in front of the UITUA seat were about 40 supporters of Azem Hajdari who were waiting and "cheering" for his coming, trying to make passers-by join them. Asked by those present who would be members of his "trade union", Hajdari said: "My members will also be the members of the Independent Trade Union of the campus "Studenti." During the debates between the group of Hajdari a group of the trade union members, one of his fans pushed in a rage the editor-in-chief of the newspaper Sindikalisti, Arben Bllaci, who then fell from the stairs. Bllaci was injured and sent for the first medical aid. In face of such a situation, fearing that his supporters would respond the attack with attack, the president of the UITUA, Valer Xheka informed police forces and deputy Azem Hajdari left the building. After the situation was calmed, UITUA president Valer Xheka told ATA that: "As a leading staff, we have decided to ask the aid of the court for the spoiling of tranquility and public order and for the brutal interference of deputy Hajdari in the trade union affairs." kled/xh/ Albanian Telegraphic Agency[09] SEVENTH SESSION FOR ADMINISTRATION OF PROOFS FOR GENOCIDE-5 CONDUCTEDTIRANA, NOV. 7 (ATA) - Today the first instance Court held the 7th session for the administration of the proofs for the trial Genocide-5 for crimes against humanity of defendants P. Miska, H Shahu, E Halili, R Iftica, M Kola, M Bushati, D Bengasi, L Bardhi, J Mihali. Only three of the defendants were present in the courtroom, others are abroad.Today's session for the administration of proofs opened with questions to 100 listed witnesses, of whom only one was present. As the jury said, many of the witnesses are outside Albania, some others had brought no reasons for their absence. Then, the judge presented the written documents of the three volumes of the decisions of the central commissions for the orders given for executions, internments and expulsions during 1978-1985, by 6 of 9 defendants. The presidency had previously decided that the parliament would not have sessions the next week because the councils of the districts, town-halls and communes would have their meetings which should be attended by the deputies from the districts. Then, the parliament approved some decrees and laws.In the same session, the Minister of the Mining and Energy Abdyl Xhaja had an interpellation asked by deputy Azem Hajdari, about the policy that the minister and his ministry was following regarding the reformation of mines and their perspective. kled/xh/sh/ Albanian Telegraphic Agency[11] 1116 FIRMS EXPECTED TO GO BANKRUPT IN KOSOVA THIS YEARPRISHTINE, NOV. 7 (ATA) - 1116 firms are expected to go bankrupt this year in Kosova, writes the Belgrade paper Telegraf, referring to reports of the People's Bank of Belgrade, Information Centre of Kosova reports.According to figures, 2250 enterprises in Kosova are not profitable and their debt presently amounts to about 100 million dollars. Most of the so-called social enterprises are directed by Serbian administrations. pta/xh/sh/ Albanian Telegraphic Agency[12] ALBANIAN ELECTORATE VOTED FOR THE REFORMS AND INTEGRATION IN EUROPE ON OCTOBER 26 AND OCTOBER 20, 1996 -- Shehu in StrasbourgTIRANA, NOV. 7 (ATA) - The Deputy Premier and Foreign Minister of Albania, Tritan Shehu, is taking part in the 99th session of the meeting of the Committee of Foreign Ministers of the Council of Europe in Strasbourg.On May 26 and October 20, 1996, Albanian electorate voted for the reforms and integration of Albania into Europe, said Shehu in his address, adding that the current year has been an electoral year for Albania. Parliamentary and local elections were held within a period of five months. The almost similar turnout in the two election processes which were won by the Democratic Party at all levels showed that the Albanian people believes they are deciding themselves for their future, said Shehu. The results of the local ballot monitored by over 400 foreign observers proved clearly that the parliamentary elections were free and fair, said Shehu. The communist opposition won 8 per cent of the seats in the parliament whereas in the local vote won only 4 per cent of the posts in town-halls and communes. Shehu added that the electoral process confirmed that the institution of free and fair elections is almost consolidated in Albania. Regarding the factors of the developments of the situation in the region and in Kosova in particular, minister Shehu expressed the concrete proposals of the Albanian Government. "Wanting to stress once more the role of Albania as a factor for stability in the Balkan region," said Shehu, "it is urgent for our organization to include in the agenda of discussions and in the program of activities the situation in Kosova." Shehu said that the observation of the will of the Kosova people conformed to all international norms remains a question laid for solution. "In this respect, we propose, on the one hand, the establishment of an office of the Council of Europe in Prishtine and on the other hand we ask this Council to propose to the European Union the opening of such an office there too," said Minister Shehu. Shehu is expected to attend a meeting of the Foreign Ministers of the Central European countries in Gratz of Austria tomorrow. kled/xh/sh/ Albanian Telegraphic Agency[13] PRESIDENT BERISHA MEETS WITH CHAIRMAN OF INDEPENDENT TRADE UNIONS AND OTHER TU LEADERSTIRANA, NOV. 7 (ATA) - President of Albania Sali Berisha today met with the chairman of the Independent Trade Unions Valer Xheka, Secretary General Mersini and leaders of independent trade unions of the main branches of the economy, President's Press and Information Office reports.President Berisha voiced his special appreciation for the important contribution of the trade unions to the defence of the interests of the working people and the consolidation of the social dimensions of the Albanian state. You have contributed to the people's character of capitalism in Albania, addressed Berisha to those present. "Your requests have had a completely social and economic character. Your opponent stance has been constructive and I want to assure you that I will encourage the government to accomplish these demands, to establish an open and resolute dialogue with you on all the important questions of the reform," said Berisha. Mr Valer Xheka and other representatives of the independent trade union branches expressed to President Berisha their request for the indexation of the salaries according to the level of inflation, the application with priority by the Government of the signed agreement and the continuation of the dialogue between the government and the trade union. They also stressed that the trade union organization cannot accept politicization and politicized interferences detrimental to its independence. President Berisha said "we have entirely been and are for the independence of the trade unions. We have respected and respect their opponent and constructive stand and do not agree to their politicization.
