NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The RS Ministry of Religion forwarded a telegram to the Board of the Islamic Religious Community in Banjaluka and expressed condolences on the occasion of a mufti Ibrahim Halilovic's dead.

BIJELJINA - The RS Ministry of Agriculture and Forestry organised in Bijeljina a conference on a subject "Medium-term strategy for the development of agriculture in RS". The conference will be attended by representatives from the RS Ministry of Finance, Trade and Justice, commercial banks, chamber of the economy, and EU, USAID and the UNDP as donors.

BANJALUKA - The Association of Serbs, refugees from Krajina and Croatia appealed on the public and warned that refugees became once more victims of terror, this time in Kosovo and Metohija. Serbian refugees who had lost everything after Croatian military actions "Bljesak" and "Oluja", now three years later, as victims of Albanian terrorism must leave the collective shelters.

SRPSKA ILIDZA - The World Food Programme has changed its programme for the food distribution in 1998, reducing it for 50%. With this changes the social map of the Srpska Ilidza Municipality changed for approximately 60%. The Centre for public welfare expects complains by the citizens who will demand changes on the new programme.

NEWS REVIEW, REPUBLIKA SRPSKA

GRADISKA - The President of Republika Srpska (RS), Biljana Plavsic, handed to Jovanka Draganovic a medal of Milan Tepic, an Serbian officer who has been killed in the border barracks in Bjelovar, as a posthumous decoration for her 19-year-old son Dragan, who was killed in the same border barracks with a major Tepic. President Plavsic awarded her in the village of Jazavac near Gradiska in which she lives with her 11 children whose father, Predrag Draganovic was killed in 1992.

BIJELJINA - The Memorandum on Understanding has been signed in Bijeljina with the U.S. Committee for refugees (ARC). The occasion was attended by the RS Prime Minister, Milorad Dodik, the U.S. Ambassador to B&H , Richard Kauslarich and the USAID director of the mission, Craig Back. The signatories were presidents of the Executive Board of the Bijeljina, Zvornik, Lopare, Brcko and Ugljevik Municipality by which projects valued at $U.S.3,2 millions is concluded. After the ceremony, Dodik said that "the U.S. Government and people supports reconstruction of the infrastructure and economy in the RS and B&H."

BANJALUKA - Spokesman for the RS Internal Affairs Ministry (MUP), Dusan Tuzlancic, said in Banjaluka that "starting tomorrow, all police centres will start with the issuing of the passports for the RS citizens". At a press-conference he said that passports "can be issued only with the identity card and a request with 30 dinars of Republic tax, two photographs and 30 KM.

SARAJEVO - The B&H Central Bank will put into circulation bigger denomination of the KM on July 27th, of 20,50 and 100KM - SRNA has learned from the Central Bank. In the announcement is said that denomination would be put into circulation gradually through the relevant organisations for the payment operations in RS and FB&H. For this distribution the CB B&H has planed 10 days.

BANJALUKA - Secretary General of the Serbian People's Union SNS), Branko Cvijic, said at a press-conference in Banjaluka that privatisation of the state capital would start in six months. Cvijic is an optimist concerning accepted privatisation concept all the more so, as he put it, the concept is stimulating for the foreign investments.

BANJALUKA - The RS Internal Affairs Minister, Milovan Stankovic, and the RS MUP is responsible for criminality in RS, judged in Banjaluka Secretary General of the Party of Independent Socialdemocrats (SNSD), Nenad Bastinac. At a press-conference he stressed that the Main Board of this party forwarded a request to the RS Government in which the party demanded for crime in RS to be revealed and punished because the SNSD was not satisfied with the previous results, achieved by the MUP.

BRCKO - A July, 22nd, has been proclaimed a day of morning because of 36 Serbs killed in 1992 whose bodies were exhumed last week in the region of Bukvik. The state commission of the RS for exchange found 36 of 52 bodies from these regions. The expert team, together with dr. Zeljko Karan, identified all bodies, and tomorrow they will be buried in Brcko.

SARAJEVO - The OSCE spokesperson, Nicole Stzulc, said at a press-conference in Sarajevo that 2,11 millions of voters have been registered for the elections in RS and FB&H. According to her registrations cards were given to less than 85% of voters.

SARAJEVO - The OHR spokesman for B&H, Simon Haselock, said at a press- conference in Sarajevo that the OHR would continue to put pressures on the authorities in FB&H in order to prevent misuse of the systems for return of refugees. He said that the OHR gave in May to the B&H Presidency a list with 300 persons who occupied several apartments and stressed that "the international community will not invest money in system that does not function".

DOBOJ - The ICRC delegate for public health department and environment, Biorn Yansen, said in Doboj that the Swedish Red Cross would invest more than 16,000 DM for a water control project in the Doboj region. Yansen said that during the war "water controle was disregarded and health drinking water is a main condition for health and sanitary hygiene.

DOBOJ - A Housing Commission of the Ministry of Refugees and Displaced Persons in Doboj, went out into the field and will dislodge all persons who occupied abandoned housing units or use it in opposition to the Law on Abandoned Property. According to the President of the Commission, Djordje Mihajlovic, all residences will be dislodged who use the abandoned property in RS and in the same time have their own housing unit, as well as refugees and displaced persons who use more than one housing unit in one or more places in RS.

BIJELJINA - The highest institutions in RS must be informed about difficult situation that refugees and displaced persons are in , so they their problems can finally be solved - it has been concluded at the session of the Association of Refugees and Displaced Persons in RS and Bijeljina. Difficult financial situation of refugees and displaced persons was stressed at the session and a programme has been adopted that includes programme of activities in the future period for solving of this problem.

DOBOJ - The International Foundation for the election systems (IFES) started with the instruction of voters for the forthcoming elections in B&H, sponsored by the USAID. The IFES office in Doboj was opened a month ago, when they engaged 6 local instructors for 11 municipalities in this part of RS.

PRISTINA - The U.S.Ambassador to FYRM, Christopher Hill, and Kosovo Albanian leader, Ibrahim Rugova, held talks in Pristina about numerous issues. The talks were, according to Hill, "very confidential" - AFP reports. The U.S. Ambassador, in a role of an American negotiator for Kosmet, said to journalists after the meeting that he could not say anything precise because that would make difficult his work.

BELGRADE - Reporters without frontiers (Reporters sans frontiere), independent French organisation for freedom of press in the world, protested because of an attack of Albanian terrorists on a Russian journalist, Sergei Mitin, on July 18th in Kosmet - AFP reports. The RSF forwarded a protest to Yugoslav President, Slobodan Milosevic and Kosovo Albanian leader, Ibrahim Rugova, demanding from them to provide security for journalists who work in Kosovo and Metohija.

BERLIN - The NATO plans to engage 70,000 soldiers from several countries, the NATO members, for the eventual military intervention in Kosmet - German paper "Berliner Morgenpost" reports. If the conflicts escalate 100,000 troops more will be sent - DPA reports citing the NATO sources in Brussels.

NEW YORK - The UN Security Council unanimously adopted the Resolution 1186, which means additionally 300 "blue helmets" for the peace keeping in FYRM and preventing the clashes to expend on the neighbouring countries - AFP reports. The new UN soldiers will have to patrol along the borders, to secure respecting of an arms embargo, imposed by the UN to FRY in March, 1998.

WASHINGTON - At the beginning of the year, six new intercontinental missiles, CSS-4, have been produced in China. With this production China increased its arsenal of the long-range arms for one third, and 13 of 15 missiles are directed toward the U.S. territory - DPA conveys the "Washington Times" which cites sources in Pentagon. According to the same source, China will produce two more ballistics missiles this year.

NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - Delegation of the Republika Srpska (RS) Government , headed by the RS Prime Minister, Milorad Dodik, will depart tomorrow in an official visit to France on the invitation of the French Foreign Affairs Minister, Hubert Vedrine. Savo Loncar, Ministry of Foreign Economic Affairs and Novak Kondic, Minister of Finance, will go with the RS Prime Minister, it has been stated from the Cabinet of the RS Prime Minister. The delegations will have talks about possibilities for economic cooperation between RS and France and previous course of the implementation of the Dayton Peace Accord.

SARAJEVO - Members of the B&H Council of Ministers reached an agreement at the session in Sarajevo on a negotiating platform with Paris club of creditors and that reducing of the debt must be asked for. The technical- expert part of the delegation already left for Paris, and three members of the B&H Council of Ministers should join them today. Also the International Community High Representative, Carlos Westendorp, who is due to have talks with a director of the Paris club, will ask for benefits for B&H.

PODGORICA - The vice-president of the Montenegro Government, Novak Kilibarda, received in Podgorica delegation of the RS Government, headed by the Minister of Refugees and Displaced Persons, Miladin Dragicevic and commissioner for refugees and displaced persons, Dragan Kekic. They were discussing plans for return. The RS is ready to take into consideration possibility for rapid return of refugees, who are currently in Montenegro, to RS.

BANJALUKA - The RS vice-president , Dragoljub Mirjanic, and President of the Spanish Business Centre, Jorge Dutsel Noiman, held talks in Banjaluka about possible engagement of experts from the Banjaluka University in some EU science projects. Mirjanic thanked to Mr. Noiman saying that the Banjaluka University has excellent personnel from in all science fields who ready to help in realisation of this project.

BANJALUKA - The RS Ministry of War Veterans and War Victims warned in Banjaluka that most of the private businessmen in RS did not pay in the contribution for the health and pension-disability insurance for employees. In the public announcement is said that the relevant institutions found out that employees did not established the labour relations with employees in accordance with the law regulations.

PRISTINA - In the regions of the Djeravica, Kosare and Pastrika Municipality more attempts of illegal border crossing of Albanian terrorists to FRY were registered last night - SRNA has learned in Djakovica. Once more, terrorists from Junik and Dobros were supporting the terrorists, firing shots on the police and army members. The police and Army had no casualties.

ORAHOVAC - Chief of the Prizren region, Branislava Furjanovic, said in Orahovac that all measures have been taken for water supply because terrorists damaged the water supply system.

PARIS - Members of the so called Kosovo Liberation Army (OVK) has a goal to create an independent state which will include parts of Kosovo, FYRM and Montenegro - says "Herald Tribune". The terrorists spokesman, Jakub Krasnici, announced in an interview with the German satellite channel SAT 1 issuing of the declaration of this organisation.

HAMBURG - Political leadership of the ethnic Albanian wants to integrate terroristic "Kosovo Liberation Army" into the "Constitution of the Republic of Kosovo", as "official armed forces", stated in Hamburg Hafiz Gagica, president of the Kosovo Democratic union.

SOCI - Russian Defence Minister, Igor Sergeyev, and German Defence Minister, Volker Ruhe, held informal talks in Soca about Russian engagement in solving the Kosmet crisis, relations between Russia and the NATO and peace keeping in B&H - DPA reports.
