SERB OFFICIALS BLAMED NATO WARPLANES AND -- FOR A WHILE -- NATO OFFICIALS BLAMED SERB TROOPS. BUT NOW NATO SAYS IT IS NOT SO SURE. V-O-A'S JIM RANDLE HAS THE LATEST ON THIS AND OTHER DEVELOPMENTS IN THE KOSOVO CRISIS.

    TEXT: SERBIAN TELEVISION PICTURES SHOWED DEAD AND INJURED PEOPLE BEING CARRIED ON TRACTORS, FARM WAGONS, AND IN A WHEELBARROW. IN A V-O-A INTERVIEW, A YUGOSLAV FOREIGN MINISTRY SPOKESMAN SAID NATO WARPLANES ATTACKED A CONVOY OF ETHNIC ALBANIAN REFUGEES, KILLING DOZENS.

    PENTAGON SPOKESMAN KEN BACON FIRST SAID NATO PLANES ATTACKED A SERB MILITARY CONVOY, AND THAT ANGRY SERB SURVIVORS ATTACKED THE REFUGEES. BUT PENTAGON OFFICIALS NOW SAY THEY HAVE NO EVIDENCE TO SUPPORT THAT CLAIM.

    OTHER TOP U-N RELIEF OFFICIALS IN ALBANIA SAY THEY ARE WORKING TO PREVENT EPIDEMICS IN THE CROWDED CAMPS AND TRYING TO HELP CHILDREN DEAL WITH THE PSYCHOLOGICAL IMPACT OF THE VIOLENCE.

    ENDING THE VIOLENCE IS THE GOAL OF A PEACE INITIATIVE PUT FORWARD BY U-N SECRETARY-GENERAL KOFI ANNAN AND ENDORSED BY EUROPEAN UNION LEADERS.

MEANWHILE, A NEW STREAM OF REFUGEES HAS BEEN CROSSING THE BORDER FROM KOSOVO INTO MACEDONIA. THE UNITED NATIONS SAYS AS MANY AS 20-THOUSAND ADDITIONAL REFUGEES COULD TRY TO CROSS INTO MACEDONIA OVER THE NEXT FEW DAYS. MACEDONIA ALREADY HAS TAKEN IN ABOUT 125-THOUSAND ETHNIC ALBANIAN REFUGEES.

    INTRO: THE BORDER POST WHERE MOST OF THE KOSOVAR REFUGEES HAVE CROSSED INTO ALBANIA WAS THE SCENE OF NEW SHELLING BY THE YUGOSLAV ARMY EARLY THURSDAY. TIM BELAY REPORTS FROM THE ALBANIAN CAPITAL, TIRANA.

    TEXT: THE ALBANIAN OFFICE OF THE O-S-C-E -- THE ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE -- SAYS YUGOSLAV FORCES FIRED MORTAR ROUNDS AT ONE-THIRTY AYEM (1:30 AM LOCAL TIME) NEAR A KUKES BORDER POST. AT LEAST ONE SHELL LANDED ON THE ALBANIAN SIDE.

    MILITARY ACTIVITY DURING THE NIGHT INCLUDED MACHINE GUN FIRE ON ANOTHER VILLAGE IN THE DISTRICT. NO INJURIES OR PROPERTY DAMAGE WERE REPORTED IN ANY OF THE INCIDENTS.

    THE O-S-C-E TEAM MONITORING ACTIVITY ALONG THE BORDER MOVED BACK TO THE TOWN OF KUKES DURING THE NIGHT AND RETURNED THURSDAY MORNING. ONLY A FEW REFUGEES WERE IN THE BORDER AREA AT THE TIME OF THE SHELLING. JUST 12 PEOPLE ENTERED ALBANIA AT THAT CROSSING DURING THE NIGHT.

    ALBANIAN FOREIGN MINISTER PASKAL MILO SAYS A WIDER CONFLICT IS ONE OF THE MAIN OBJECTIVES OF THE GOVERNMENT OF SLOBODAN MILOSEVIC.
