    U-S GOVERNMENT REGULATORS (F-T-C) HAVE OPENED AN INVESTIGATION INTO THE INTEL CORPORATION'S PROPOSED 420 MILLION DOLLAR ACQUISITION OF THE CHIPS AND TECHNOLOGY COMPANY. GELBARD WILL EXPLAIN THE AMERICAN POSITION TO THE RUSSIAN GOVERNMENT IN MEETINGS THURSDAY AND FRIDAY.

    STATE DEPARTMENT SPOKESMAN JAMES RUBIN INSISTS THE TIDE IS TURNING AMONG BOSNIAN SERBS IN FAVOR OF MS. PLAVSIC. HE REJECTS THE VOTE OF THE KARADZIC-CONTROLLED SERB ASSEMBLY IN PALE AGAINST HER.

    VOICE: LAST FRIDAY (8/22), BARBARA ZACK QUINDEL, A FEDERAL OFFICIAL CHARGED WITH MONITORING THE PRESIDENTIAL ELECTION OF THE INTERNATIONAL BROTHERHOOD OF TEAMSTERS UNION, VOIDED RON CAREY'S 1996 VICTORY. MS. QUINDEL SAID MR. CAREY, WHO IN 1991, BECAME THE FIRST PRESIDENT OF THE TEAMSTERS TO WIN A DIRECT ELECTION, WAS THE BENEFICIARY OF ILLEGAL CAMPAIGN CONTRIBUTIONS. NO EVIDENCE EMERGED THAT MR. CAREY WAS AWARE OF THE ILLEGAL FINANCING.

    HE RECENTLY LED THE TEAMSTERS UNION IN A STRIKE AGAINST THE UNITED PARCEL SERVICE (U-P-S) WHICH RESULTED IN PAY RAISES FOR UNION MEMBERS AND CONTROL OF ITS PENSION FUND WHICH U-P-S WAS SEEKING TO MANAGE. THE STRIKE WAS WIDELY SEEN AS A MAJOR VICTORY FOR ORGANIZED LABOR.

    THE CHICAGO TRIBUNE WRITES THAT A NEW UNION ELECTION IS IN ORDER, ALTHOUGH IT DISAGREES WITH MS. QUINDEL'S DECISION TO WITHHOLD HER DECISION UNTIL THE TEAMSTER STRIKE AGAINST U-P-S WAS SETTLED.

    TEXT: "A NEW ELECTION IS A PROPER REMEDY, THOUGH CAREY IS RIGHT TO REJECT [OPPONENT JAMES P.] HOFFA'S CALL THAT CAREY LEAVE OFFICE AND BE DISQUALIFIED FROM THE COMING ELECTION. CAREY MAY TAKE SOME SOLACE THAT QUINDEL HELD OFF ON HER RULING UNTIL AFTER THE U-P-S STRIKE WAS SETTLED AND JUDGED A VICTORY FOR THE UNION.     VOICE: THE STATE OF FLORIDA SETTLED ITS LAWSUIT AGAINST TOBACCO COMPANIES ON MONDAY (8/25) FOR DAMAGES AND OTHER CONCESSIONS. THE STATE GETS MORE THAN 11 BILLION DOLLARS AND CAN ENFORCE LIMITS ON TOBACCO ADVERTISING WITHIN ITS BORDERS.

    THE MIAMI HERALD CALLS THE SETTLEMENT "AN END AND A BEGINNING".
