    OFFICIALS SAY A TOTAL OF ABOUT SIX-THOUSAND TROOPS WILL EVENTUALLY BE DEPLOYED IN ALBANIA OVER THE COMING WEEKS.

    WEDNESDAY PRESIDENT PETAR STOYANOV IS TO MEET WITH THE VISITING EXILED BULGARIAN KING SIMEON, WHO IS MAKING A TWO-DAY VISIT TO HIS HOMELAND.     ANNCR: THE VOICE OF AMERICA PRESENTS DIFFERING POINTS OF VIEW ON A WIDE VARIETY OF ISSUES. NEXT, AN EDITORIAL EXPRESSING THE POLICIES OF THE UNITED STATES GOVERNMENT.

    VOICE:

    THE GOVERNMENTS OF GERMANY AND MOST EUROPEAN UNION COUNTRIES HAVE RECALLED THEIR AMBASSADORS FROM IRAN. THE GOVERNMENTS ACTED AFTER A GERMAN COURT DETERMINED ON APRIL 10TH THAT IRAN'S HIGHEST STATE LEVELS ORDERED THE SEPTEMBER 1992 MURDERS OF AN EXILED IRANIAN KURDISH LEADER AND THREE ASSOCIATES IN BERLIN. AS THE GERMAN FOREIGN MINISTRY POINTED OUT, "THE PARTICIPATION OF IRANIAN STATE AGENCIES, AS FOUND IN THE COURT VERDICT, REPRESENTS A FLAGRANT VIOLATION OF INTERNATIONAL LAW."

    THE GERMAN COURT VERDICT CAME AFTER A THREE-YEAR TRIAL OF AN IRANIAN AND FOUR LEBANESE ACCUSED IN THE KILLINGS OF IRANIAN KURDISH LEADER SADIQ SARAFKINDI AND THREE COLLEAGUES IN BERLIN'S MYKONOS RESTAURANT. THE COURT FOUND IRANIAN KAZEM DARABI AND LEBANESE ABBAS RHAYEL GUILTY OF MURDER AND SENTENCED THEM TO LIFE IN PRISON. TWO OTHER ACCOMPLICES, YOUSSEF AMIN AND MOHAMED ATRIS, RECEIVED SHORTER PRISON TERMS, WHILE A FIFTH DEFENDANT WAS ACQUITTED. A GERMAN ARREST WARRANT FOR IRANIAN INTELLIGENCE MINISTER ALI FALLAHIYAN REMAINS OUTSTANDING. AS PRESIDING JUDGE FRITHJOF KUBSCH SAID, "THE IRANIAN POLITICAL LEADERSHIP IS RESPONSIBLE. IT IS PROVEN THAT THERE WAS AN OFFICIAL LIQUIDATION ORDER."

    AS U.S. STATE DEPARTMENT SPOKESMAN NICHOLAS BURNS SAID, THE GERMAN COURT'S VERDICT CORROBORATES AMERICA'S "LONG-HELD VIEW THAT IRAN'S SPONSORSHIP OF TERRORISM IS AUTHORIZED AT SENIOR LEVELS OF THE IRANIAN GOVERNMENT." IN ADDITION TO SPONSORING INTERNATIONAL TERRORISM, THE IRANIAN GOVERNMENT HAS ATTEMPTED TO UNDERMINE THE MIDDLE EAST PEACE PROCESS AND SOUGHT TO ACQUIRE NUCLEAR, CHEMICAL AND BIOLOGICAL WEAPONS AND THE MISSILES TO DELIVER THEM.
