Summary of the political and economic news in the Turkish press this
morning
[01] DEMIREL IN ROMANIA
President Demirel is paying an official visit to Romania. During his
contacts with Romanian officials Demirel dwelt on the efforts of the PKK
terrorist organization to establish itself in Romania.
The Turkish president noted that Turkey and Romania were closely
cooperating with each other and that there were nearly 5,000 Turkish
companies operating in Romania. "Nevertheless, the PKK terrorist
organization is trying to turn Romania into a base for its activities
aiming to undermine Turkish security," Demirel told Romanian
representatives. /All papers/
[02] PM VISITS ITALY AND SPAIN
Prime Minister Mesut Yilmaz is visiting some EU member countries in a
move to raise support for Turkey's EU membership bid. Yesterday Yilmaz
met his Italian counterpart Romano Prodi. During the meeting, Prodi
pledged that Italy will continue to back Turkey's drive for integration
with Europe and stressed that the Italian government will exert every
effort to enhance Turkey-EU rapproachement.
Having completed his contacts in Italy, Prime Minister Yilmaz went on
to Madrid to meet Spanish Prime Minister Jose Maria Aznar. Yilmaz voiced
optimism about the results of the approaching Luxembourg summit where EU
enlargement will be discussed and added that Turkey could not be excluded
from the EU expansion process. In a later statement to journalists, the
Turkish prime minister noted that his Italian and Spanish counterparts
shared the same view. /Sabah/
[03] EU MEETING IN BRUSSELS
European Union (EU) Foreign Ministers discussed yesterday the
expansion of the Union and its relations with Turkey. While the meeting
was continuing, Dutch Foreign Minister Hans Van Mierlo held a press
conference and said that except for Greece all other EU member countries
accepted Turkey participation in the upcoming European Conference without
conditions. He also criticized Athen's veto against Turkey, adding that
it was for the benefit of the EU to bring Turkey into the EU fold.
At the end of the meeting the Commission members decided to transfer
the question of Turkey-EU relations and their extension beyond Customs
Union, to the Council of the Permanent Representatives of the EU for

[04] JOINT BUREAU FOR TURKISH AND GREEK BUSINESSMEN
A bureau will be established in the Cyprus buffer zone for Turkish
and Greek Cypriot businessmen. The bureau, which will be set up according
to a decision taken during a meeting between Turkish and Greek Cypriot
buinessmen in Brussels, will be active next year. In the bureau, Turkish
and Greek Cypriot businessmen will come together, exchange views and
develop joint projects. /Hurriyet/
[05] UN'S CYPRUS ADVISOR VISITS ANKARA
The UN secretary-general's Cyprus advisor, Diego Cordovez, will meet
Turkish officials on Tuesday during a visit to the Turkish capital,
following talks on the island. "We hope this visit assists in better
portraying the realization of the issue. Of course, the main point will
be the most recent developments concerning Cyprus and EU relations"
Foreign Ministry Spokesman Sermet Atacanli said in his weekly press
conference on Monday. Atacanli commented that Turkish Cypriot President
Rauf Denktas had stated that the Turkish Republic of Northern Cyprus
(TRNC) would take part in the negotiations concerning EU accession if and
only if the TRNC was recognized as an equal sovereign entity. /All

[06] BIR WARNS EU
Turkish Deputy Chief of General Staff Gen.Cevik Bir delivered a
speech at the US National Defense College on "Turkey's role in the new
world order" and said: "We expect that our European friends will realize
that excluding Turkey from Europe will cost much to all of us". Gen.Bir,
who arrived in Washington yesterday to attend a High-Level Defense Group
Meeting, will hold bilateral talks with many officials including US
Secretary of Defense William Cohen and share in conferences. During
meetings in Washington, Bir will seek support regarding a plan for the
modernization of the Turkish Armed Forces which is expected to cost $150
billion over a period of 25 years. The meetings will be headed by US
Deputy Chief of General Staff Joseph Ralston, who welcomed Gen.Bir at the

[07] BULGARIAN DEFENSE MINISTER IN ANKARA
Bulgarian Defense Minister Georgi Ananiev, who is in Ankara, visited
yesterday Turkish Defense Minister Ismet Sezgin and Chief of General Staff
Gen.Ismail Hakki Karadayi. Sezgin noted that Turkey supported Bulgaria's
application to NATO on the way to integration with Western institutions.
Gen.Karadayi said, for his part, that he closely followed developments

[08] STRAITS REGULATIONS ARE CHANGING
With the changes to be made in the Straits Regulations issued in
1994, more oil tankers will be permitted to navigate the Bosphorus. A
traffic system equipped with radars will be set up to prevent collisions.

[09] TEACHERS' DAY CELEBRATED
Teachers' Day was celebrated throughout Turkey yesterday. President
Suleyman Demirel said in a message that teachers' standard-of-living and
social position should be improved to the level they deserved. He
indicated that education has always been one of the main priorities of the
Turkish Republic. Deputy Prime Minister Bulent Ecevit received a
delegation led by Education Minister Hikmet Ulgbay. Ecevit stated that
the eight-year education reform was being supported both by the people and
the teachers. /All papers/
[10] EUROPE FINDS THE SOLUTION IN RAILWAYS
The European Union (EU) member-countries have decided to invest ECU
400 billion in investment for the maintenance of roads, and 80 percent of
this will be allocated to railroads, the Anatolia news agency reported
yesterday. According to an article in the EU Traffic Security magazine,
it was assumed that traffic congestion in the the EU countries will
increase by the year 2010. Officials for the Traffic Research Centre,
which works within the Security Forces Directorate, said that studies are
being conducted evaluating similar facilities between Europe and Turkey in
order to find a solution to promote safety in traffic.
[11] GERMANY VOWS IT WILL SUPPORT TURKEY'S EU BID
Germany fully approves Turkey's European Union (EU) membership
application and says "Turkey is a candidate for EU membership" a press
release by the German Embassy emphasized yesterday. The release recalled
that Chancellor Helmut Kohl supported Turkey's full membership which will
be achieved at a later date and that he believes Turkey will keep its end
of the bargain by meeting its responsibilities. The release said:
"Germany agrees with Turkey's participation in the conference on equal
terms with the other candidates". /Sabah/
[12] EC PARLIAMENTARY ASSEMBLY RAPPORTEURS IN ANKARA
EC Parliamentary Assembly rapporteurs Andras Barsony and Walter
Schwimmer along with their delegation met with leading government
officials including Interior Minister Murat Basesgioglu, Justice Minister
Oltan Sungurlu, State Ministers Sukru Sina Gurel and Hikmet Sami Turk.
After meeting Gurel, Barsony said that they share the optimism of the new
government. He noted that the purpose of their visit was to analyze
problems in the short term. Gurel said, for his part, that the
government's aim was to build a society based on human rights for
everyone.
[13] FIRST INTERNATIONAL AUTOMOBILE CONFERENCE IN ISTANBUL
The First International Automobile Conference, organized by the
Turkey Representatives of the Import Automobiles Association, will be held
tomorrow in the Lutfi Kirdar Congress and Exhibition Centre in Istanbul.
Domestic and foreign participants will attend the conference to discuss
the "Automobile of the Future" and "Consumers of the Future". /Sabah/
[14] SUCCESS OF TURKISH COMPUTER COMPANY
Turkish computer producer Escort participated in the international
technology Comdex fair, the world's largest computer technology fair where
a computer server developed by Escort was chosen "Comdex Fall'97 best of
the show". The Escort server was met with great interest on the part of
