that he couldn't make a detailed announcement before the meetings
ended. Taner added that the purpose of the meetings was not the
signing of a standby agreement, but nevertheless in the event of
additional and satisfactory credit, they would not disregard the
possibility. /Cumhuriyet/

European Union (EU) Commission, said that Turkey, from every

[04] MENZIR CALLS FOR INTERNATIONAL COLLABORATION ON BOSPHORUS
Transportation Minister Necdet Menzir has called on the
international community to collaborate on resolving the dangers of
maritime traffic through the Bosphorus. He said an undersea railway
tunnel would be a responsible step taken not only for the sake of
Turkey but also for the whole world, the Anatolia news agency
reported. Menzir made his remarks in Vienna at the opening session of
a Transportation and Environment regional conference, organized by the
European Economic Commission with the collaboration of the United
Nations. "This planned tunnel cannot be compared with any other
project. The transportation of petroleum and other dangerous
materials creates massive potential danger for the residents of
Istanbul. Turkey must regulate maritime traffic in the Bosphorus and
the Dardanelles to reduce the risks to a minimum level. Turkey is
open to all offers of international cooperation to develop
alternatives."
[05] TURKEY WORRIED BY HOLBROOKE'S INITIATIVES
State Minister Responsible for Cyprus and EU Affairs, Sukru Sina
Gurel, said that moves by US President Bill Clinton's Special Cyprus
Envoy Richard Holbrooke may have adverse effects on efforts to find a
solution to the Cyprus issue. Foreign Ministry officials are also
worried that Holbrooke's initiatives "may not lead to any positive
results." /Cumhuriyet/

Turkey is trying to set itself up in the international submarine
market. In a move to find Southeastern Asian partners for joint
submarine production, Turkey will send the submarine "Preveze"
produced in the Golcuk Shipyards under German license to attend a

joint military maneuvres staged by Turkey and Pakistan. On the eve of
