TURKISH PRESS REVIEWDIRECTORATE GENERAL OF PRESS AND INFORMATION,OFFICE OF PRIME MINISTER14.11.97Newspot, General Directorate of Press and Information Summary of the political and economic news in the Turkish press this morning[01] YILMAZ: PRIVATIZATION WILL CONTINUEPrime Minister Mesut Yilmaz evaluated recent developments while returning to Istanbul from Baku. Replying to a question, Yilmaz said: "Privatization will continue, however a commission will determine the principles of these studies". Yilmaz noted that the commission, consisting of State Minister Gunes Taner, Industry and Trade Minister Yalim Erez and Finance Minister Zekeriya Temizel, would determine the principles of privatization. /Milliyet/[02] CEM'S BREAKTHROUGH IN ECONOMIC DIPLOMACYSpeaking at a meeting of the Foreign Economic Relations Board (DEIK) in Istanbul yesterday, Foreign Minister Ismail Cem said that they had made a breakthrough in economic diplomacy to prepare a foreign political basis on which the Turkish economy could further develop and draw on more foreign capital.In a one hour speech, Cem discussed Turkey's ties with Russia, the Caucasus, the Balkans and the Middle East, Central Asia, the Black Sea Economic Cooperation and the Developing-8 countries. Earlier in the day he held talks with the heads and vice presidents of the Turkish Business Councils dealing with China, Russia, the Caucasus, the Balkans, the US, India and Japan. Foreign Minister Cem will visit China on February 16, 1998, and will open a new Turkish promotion, culture and trade centre there. Turkey wants the US to lift quotas against Turkish textiles to improve economic relations between the two allies, Cem declared yesterday. /Milliyet/ [03] HOLBROOKE MEETS GREEK OFFICIALS IN BRUSSELSUS President Bill Clinton's Special Cyprus envoy Richard Holbrooke met Greek officials in Brussels, at a European Union session on economic cooperation. Holbrooke refrained from comment about his one-hour meeting with the Greek minister responsible for EU affairs Yorgo Papandreu and assistant Yannis Kranidiotis. Hobrooke said he had informed the Greek officials about his Cyprus meetings and that he was grateful that they had come to Brussels to meet him.[04] TURKISH, GREEK AND CYPRIOT BUSINESSMEN MEET IN BRUSSELSTurkish, Greek and Cypriot businessmen came together in Brussels on the invitation of US President Bill Clinton's Special Cyprus Envoy Richard Holbrooke. In meetings yesterday and today, the businessmen will discuss opportunities for improving cooperation and easing regional tensions.In a meeting with EU Comissioner Hans Van Den Broek Holbrooke stressed that Turkey should not be excluded from the EU expansion process and should be invited to the European Conference on eqaul terms with the other countries in line to join the Union. /Hurriyet/ [05] ISTANBUL CONFERENCE FOCUSES ON EQUALITY BETWEEN SEXESEqaulity between the sexes was the theme of a European ministerial conference that opened in Istanbul yesterday. Nearly 200 officials from 37 countries, meeting at the fourth European Ministerial Conference on Equality Between Women and Men, said women were still severely under-represented in European politics and public life.Opening the conference, Prime Minister Mesut Yilmaz told ministers that perfect democracy could exist only with more participation by women in politics and social life. "The founders of the Turkish Republic knew the important roles of women, therefore Ataturk and his friends gave Turkish women the right to elect representatives in 1930 and to participate in the 1934 elections" Yilmaz told the two-day gathering. Prime Minister Yilmaz met Macedonian President Kiro Gligorov yesterday. Speaking at the meeting, Daniel Tarschys, secretary general of the Council of Europe, said equality between the sexes could only be achieved through the commitment of society in general. /Milliyet/ [06] FIREDAMP EXPLOSION KILLS MINERAfter a firedamp explosion in a private sector coalmine near the Kozlu rural area of Zonguldak, one worker died and four workers were injured. Investigation regarding the incident is continuing. /Cumhuriyet/[07] FOUNDING OF THE TRNCThe 14th anniversary of the estabishment of an independent state, the Turkish Republic of Northern Cyprus (TRNC), will be celebrated on 15 November. For this occasion, Turkish Deputy Prime Minister Bulent Ecevit and Chief of General Staff Gen. Ismail Hakki Karadayi will go to the TRNC tomorrow. /Cumhuriyet/[08] TANER LAUNCHES IMF MISSION IN WASHINGTONGunes Taner, Turkish State Minister responsible for the economy, has gone to Washington for a series of meetings with the International Monetary Fund (IMF), World Bank and Clinton administration officials. Speaking prior to the top-level delegation's departure for Washington, Taner said: "We are not here to ask for a standby from the IMF", insisting that he is in Washington to explore, discuss and negotiate rather than ask for help. It is a new era for Turkey now, he explained, when Turkey can well afford to deal from a position of strength given its currency balance and the healthy economic growth rate. /Cumhuriyet-Hurriyet/[09] HUMAN RIGHTS COMMISSION ACTS ON CYPRUS SHOOTINGThe Human Rights Commission in Strasbourg, responding to a request from Greek Cyprus, has asked Turkey for information about the killing of a man who tried to pull down the Turkish flag on August 14, 1996. The incident occurred when security forces in northern Cyprus fired on Greek Cypriot demonstrators who tried to cross the buffer zone in Dherinia and the Greek Cypriot demonstrator was killed while he was trying to pull down the Turkish flag. /Cumhuriyet/[10] INCIRLIK WILL NOT BE USED IN CONFLICTAnkara has finally made it clear that Incirlik airbase near Adana will not be made available to US forces in the event that US forces are deployed against Iraq. Officials in the Foreign Ministry said yesterday that should there be a conflict between Iraq and the US, then Turkey would be one of the countries likely to lose the most, especially if Incirlik base was used by US forces. In view of the circumstances, officials added that there was no chance that the base would be made operative in another gulf-style confrontation. /Cumhuriyet/[11] BORDER WITH BULGARIA OPENING UPBulgaria has started to lift border restrictions effective for so many years during the cold war era. Turkish Interior Ministry officials noted yesterday that following the lifting of border restrictions between Turkey and Greece, Bulgaria was also making changes by clearing some of the physical obstacles out of the way like pulling down electric fencing. /Cumhuriyet/[12] NEW MILITARY COMMITTEE FOR WEUSecretary General of the Western European Union (WEU) European Union (EU) defence wing, Jose Cutileiro, said yesterday that a "military committee" was being for the WEU. The committee will become effective in June, 1998, and will carry out functions similar to those of its counterpart in NATO. WEU officials added that more weight is being given to military aspects of WEU operations. /Cumhuriyet/[13] TURKEY WARNS EUOn the eve of the Luxembourg Summit when the final decisions with regard to the EU expansion process will be made, Turkey is once more playing the customs union trump card. State Minister Sukru Sina Gurel said that if no prospects for Turkey to join the EU emerge at the Luxembourg Summit, the customs union set up between Turkey and the EU may end. /Cumhuriyet/[14] TURKEY EMERGES AS A LEADING ECONOMIC POWERJacques Creyssel, Chairman of the French Industrialists' and Businessmen's Association (CNPF), said that the Turkish economy was one of the most dynamic economies in Europe. Creyssel came to Turkey to attend a National Quality Congress organized by the Turkish Industrialists' and Businessmen's Association (TUSIAD) and the Turkish Quality Association. Creyssel commented on the fact that French investments in Turkey for the first seven months of the year had been only surpassed by German investments. /Hurriyet/[15] SUCCESSFUL ANTI-DRUG OPERATION IN MERSINIn operations in Mersin, security forces have seized 50 kg heroin worth TL 3 trillion.
