TURKISH PRESS REVIEWJUNE 9, 1997Summary of the political and economic news in the Turkish press this morning.[01] GREECE, ARMENIA AND IRAN DENY SUPPORT FOR PKK TERRORISMGreece, Armenia and Iran have denied Turkish claims that they were supporting the terrorist PKK organization. In a statement on Friday, Secretary General of the General Staff Brigadier-General Erol Ozkasnak accused Iran, Syria, Armenia, Greece and Cyprus of providing sophisticated weapons to PKK terrorists and noted that anti-craft missiles supplied by these countries were used by the organization to shoot down two army helicopters in Northern Iraq.However, Iran is exerting efforts to undermine the success of the operation. Turkey had massed troops in the Hakurk region to sweep out PKK terrorists seeking refuge there, a move playing a primary role in the 100 percent success of the operation. Nevertheless, Iran urged Turkey to withdraw its troops from Hakurk, threatening to send soldiers to the region or to incite rival Kurdish groups in the region to fight against the Turkish army. /Cumhuriyet/ [02] D-8 FOUNDING SUMMIT IN ISTANBULHeads of state and government will come together in Istanbul on June 15 to sign a declaration officially founding the D-8 organization. The grouping of eight developing Moslem nations aims to improve trade relations between Turkey, Iran, Egypt, Nigeria, Pakistan, Bangladesh, Malaysia and Indonesia. The establishment of an organization secretariat will be discussed at the meeting, and one of the participants will be appointed secretary-general. At the meeting future enlargement will be taken in hand. Ten different commissions covering various fields from industry to health will be set up under the umbrella of the organization. /Hurriyet/[03] BALKAN FOREIGN MINISTERS MEET IN GREECERepresentatives of the Balkan countries come together in Greece today for a two-day meeting. Greece, Macedonia, Romania, Bulgaria and Yugoslavia will be represented by their foreign ministers at the meeting, and Albania will send its deputy foreign minister. Turkish Foreign Ministry Undersecretary Ali Tuygan will participate at the meeting on behalf of Turkey. /Sabah/[04] IZZETBEGOVIC IN ANKARABosnian leader Alia Izzetbegovic came to Ankara as the official guest of Turkish President Suleyman Demirel on Sunday. Izzetbegovic will have contacts in Ankara and Izmir.Izzetbegovic, visiting Turkey using his new title, "Head of the Presidential Council" for the first time, and President Demirel will hold a joint press conference at the Cankaya Palace. During his two-day official visit, Izzetbegovic will inform Turkish authorities on recent developments in the peace process and discuss opportunities to improve Turco-Bosnia relations./Milliyet,Sabah/ [05] ALBANIAN PM BASHKIM FINO TO VISIT TURKEYThe Prime Minister of recently chaos-stricken Albania, Bashkim Fino, will pay an official visit to Turkey between June 10-12 at the invitation of his Turkish counterpart Necmettin Erbakan. The Albanian Interior Minister will also visit Turkey on Tuesday and meet Interior Minister Meral Akþener.The agenda of the talks includes of the return of Turkish businessmen who fled from Albania, promotion and encouragment of Turkish investments in Albania and logistic help for the police and army forces./All papers/ [06] US: 'DAYTON CANNOT BE MODEL FOR CYPRUS'U.S. State Department Spokesman Nicholas Burns said that Richard Holbrook, Washington's newly appointed special envoy to Cyprus, believes that the Dayton Accord forged for Bosnia cannot be used as a model for the reconciliation of the problems of the Mediterranean island, the Anatolia news agency reported. He said that Cyprus was a different problem with a distinct history and with different people involved.[07] BOSNIAN OFFICERS' TRAINING OVERThe training of 94 members of the Bosnian Armed Forces came to an end with a military ceremony at the Armored Units School and Training Division in the Etimesgut district of Ankara, the Anatolia news agency reported. Speaking at the ceremony, the Turkish Land Forces Training and Indoctrination Commander Lt. gen. Izettin Iyigun said the Turkish military acedemies had trained four different groups of officers from the Bosnian army. He said the entire armored units members of the Bosnian army had been trained in Turkey.The military attache of Bosnia-Herzegovina, Brig.Gen. Ismet Aliya, said the Bosnian army was expecting the newly trained officers to form the core of the armed force there. The Bosnian officers are expected to leave Turkey on June 10. [08] BOSPHORUS FESTIVAL TO STARTThe 1st International Bosphorus Festival is going to start to night and end 20 June. The opening concert will be given by Fahir Atakoglu at Harbiye Open Air Theatre./Hurriyet/[09] ASPENDOS OPERA AND BALLET FESTIVALPresident Demirel participated on Saturday in the opening ceremony of the Aspendos Opera and Ballet Festival organized this year for the fourth time. In a speech at the ceremony, Demirel described Turkey as the cradle of civilization and added that as a secular and democratic country bound by the rule of law, Ataturk's Turkey bore the honour of being part of the modern world. The thousands of spectators who came to the ceremony gave the president a standing ovation and voiced support for secularism. /Milliyet/[10] PRIVATIZATION IN THE ENERGY SECTOREnergy Ministry Undersecretary Ugur Dogan said that so far 145 consortia have applied for the right to operate 12 energy power plants and 25 electricity distribution companies. According to Dogan, the Treasury would gain more than $2.6 billion as a result of the privatization. He added that by the end of June, the commission evaluating the proposals of the consortia will complete their work. /Hurriyet/[11] URLA THE FIRST AREA TO DECLARE A SUSTAINABLE DEVELOPMENT PLANUrla, a town near Izmir, became the first area in Turkey to plan a local agenda for Agenda 21, a project name coined at the 1992 Earth Summit in Rio to promote sustainable development, the Anatolia news agency reported. In a press conference on Thursday, Urla Mayor Bulent Baratli presented the report prepared by the town to assess its current social and environmental status, future development and preventitive on measures neddeded to guard against environmental degrading.The work on Agenda 21 is supported by the United Nations Development Program (UNDP) and Global Environment Facility-Small Scale Projects Program (GEF-SGF). [12] PKK KIDNAPS VILLAGERS IN SOUTHEASTThe separatist Kurdistan Workers' Party (PKK), which is suffering some of the greatest losses in its history during the Turkish Armed Forces' so-called "hammer" cross-border operation, has begun raiding villages and kidnapping people. The PKK kidnapped six villagers in various districts of Batman and Sirnak over the past week, in addition to eight workers who were kidnapped in the Yuksekova province of Hakkari on Thursday night. These eight have reportedly been released.Security officials said the PKK had been dealt its all-time worst damage in the Turkish incursion and had started to carry-out less risky 'hit-and -run' attacks. Noting that, suffering from lack of adequate manpower, the PKK had started to kidnap villagers and force them to join the separatist ranks, security officials stated that the PKK has resorted to this many times before./Sabah/ [13] ARSON IN LAHEYOne of the four people suspected of being involved an arson attack which killed six members of the Kosedag family in the Lahey province of Holland last March has confessed to his crime. A brief written statement made by Lahey police yesterday said that the suspected person had confessed. No further information was given. Regarding the arson attack, five people were taken into custody on 17 May and a few days later one person was taken into custody, however two of them were released last Thursday because of insufficient evidence. /Cumhuriyet/[14] ATTACK ON A STATIONA group of terrorists attacked a radio-link station between the districts of Niksar and Almus near Tokat over the weekend. Terrorists also kidnapped two security officials. A group of terrorists who stopped a bus on the Hafik-Dogansar higway, Sivas, later fired the bus, and kidnapped two people, Latif Dumlu and Mehmet Ozdemir./Cumhuriyet/[15] NINE ANTI-TURKISH NEO-NAZIS TAKEN INTO CUSTODYNine Neo-Nazi beat up four Turks on a highway near Triptis in the Thuringe region of eastern Germany have been taken into custody, said a statement made by the Saafeld police yesterday./Cumhuriyet/[16] RUSSIAN GAS TO ISRAEL VIA TURKEYIsrael announced that the best way to transport Russian natural gas to Israel would be through a pipeline via Turkey and under the Mediterranean Sea, the Anatolia news agency reported on Friday. Ariel Saron, the Israeli minister for infrastructure, said, during talks with Russian officials in Moscow, that the agreement for natural gas would be signed within the year.[17] GERMAN CREDIT FOR TRADE PROJECTSGermany has provided 3.4 million marks in new credit to the Istanbul Chambers of Industry for new projects involving Kayseri and Gaziantep.The projects, which also involve The Union of Chambers (TOBB) and other government departments including the Treasury all involve new development schemes for boosting the economy and trade through more education and beefing up competition. /Hurriyet/ [18] FOREIGN CAPITAL INVESTMENT UPTreasury reports say that during the January-April period of this year, foreign capital investment touched 435.7 million dollars. The government also recorded 83 investment and incentive certiticates. /Sabah/[19] TURK RANKS FIRST IN HORSE-RIDING IN BELGIUMSelahattin Turkoglu (25) has won the Belgium Horse-Riding Championship.
