TURKISH PRESS REVIEWTHURSDAY AUGUST 1, 1996Summary of the political and economic news in the Turkish press this morning.[01] TURKEY TO ASK UNITED NATIONS TO PERMIT TRADE WITH BAGHDADTurkey will soon ask the United Nations to allow it to import Iraqi crude oil in an effort to recoup part of its losses from a trade embargo on Iraq, Turkish Foreign Ministry spokesman Omer Akbel said at a weekly press conference on Wednesday."Turkey can be given facilities similar to those given to Jordan so that it can compensate for its losses due to the embargo. The official appeal will be made in the shortest possible time," Akbel said. He added that Turkey's appeal would be backed by Britain, France and the United states because of Ankara's extension of th emandate for a U.S.-led air force, made up of the three NATO countries to protect Kurds in northern Iraq. Responding to a question about Turkish income from the oil-for-food agreement between Iraq and the U.N., Akbel said that Turkey first of all would collect transit fees from the Kirkuk-Yumurtalık pipeline. Akbel said that according to the agreement more than half of the oil which would be exported by Iraq has to pass through this pipeline. "We are expecting to collect $ 40-50 million in transit fess."/All Papers/ [02] ANKARA WARNS EMBASSIES ABOUT NGOs IN N. IRAQThe Turkish government said on Wednesday it would closely monitor Western aid organisations in northern Iraq which Ankara suspects may be helping Turkish Kurd rebels there. Ankara will send a warning note to all embassies in Ankara about the non-governmental organizations (NGOs) in northern Iraq.Foreign ministry spokesman Omer Akbel said Turkey would ask embassies to keep an eye on aid groups from their countries working in Kurdish-controlled northern Iraq. He indicated that naturally Ankara did not want te restrict humanitarian aid. "On the contrary, Turkey is one of the main countries which have helped the refugees and the people in northern Iraq," Akbel said. Akbel said Turkey was not trying to crutial the activities of the organisations. Around 60, mostly Western, foreign aid groups work with the Kurds of northern Iraq. /All Papers/ [03] PKK AND ISLAMIC VIOLENCE MENTIONED IN ANTI-TERRORISM MEETINGDuring a meeting of the world's most industrialized nations which aimed to wage a stepped-up fight against terrorism, France cited the Kurdistan Workers' Party (PKK) and Dev-Sol as "terrorist groups exploiting regional sentiment."French Interior Minister Jean Louis Debre underlined in his opening statement the dangers posed by politico-religious terrorism. He said that a new problem had emerged that could be described as radical and dictatorial Islam. "These groups, which have emerged in Egypt, Turkey and the Middle East countries, are characterized by a paranoic violence which does not only target Christians and Jews but also moderate Islamists and even fundamentalists," Debre said. When looked at in terms of Turkish concerns, the final draft was penned in a way to please Ankara in view of its thesis on terrorism. The G-8 draft, for its part, contains three articles important to Turkey, one on cultural associations serving as cover, one on extradition and another on asylum./All Papers/ [04] PARIS AND UK WELCOME EXTENTION OF PROVIDE COMFORTFrance, one of the participants in the Provide Comfort force based in Turkey, welcomed on Wednesday the Turkish Parliament's vote to extend the mandate of this multinational force for another five months."We welcome the decision of the Turkish Parliament to extend the term of Operation Provide Comfort, in which France participates along with Turkey, Great Britain and the United States," French Foreign Ministry spokesman Jacques Rummelhardt said on Wednesday. Touching on another sensitive issue for Turkey, Rummelhardt said: "We condemn, without any reservation, any terrorist attack against the Turkish Republic and call on all the political movements in the region to do the same and prohibit any PKK activity." The Turkish Parliament's vote on Tuesday granting another five months extension to Operation Provide Comfort (OPC), the Western air force protecting the Kurds in northern Iraq, was also welcomed by British Foreign Office (FO) officials on Wednesday. A spokesman for the FO said that they were fully committed to OPC./All Papera/ [05] GREEK CYPRIOT PROTESTERS TO CROSS TRNC BORDERA group of Greek Cypriots are planning to cross the Green Line into the Turkish Republic of Northern Cyprus (TRNC) on motorbikes to protest the existence of the TRNC, the semi-official Anatolia news agency reported.TRNC President Rauf Denktas said that they will not succeed in their aim. "Anyone who will not stop when ordered to by the security forces will stopped by force. We will not be responsible for any bitter results. Everyone should act rationally." [06] TURKEY TO COOPERATE IN UPCOMING TRNC CENSUSThe Turkish State Institute of Statistics (DIE) and the State Planning Organization Undersecretariat of the Turkish Republic of Northern Cyprus (TRNC) will cooperate regarding the technical details of the census which will be held in December in the TRNC, Anatolia news agency reported. The protocol concerning the techical cooperation of the two bodies was signed by DIE Chairman Siddik Ensari and sent to the TRNC to be signed by the State Planing Organization Undersecretariat through the Cyprus Consultancy./All Papers/[07] THREE PKK CAMPS DESTROYEDIn security forces operations yesterday three PKK camps in the Sirnak region were destroyed. During the operations, a worker formerly kidnapped by the terrorists was rescued. /Sabah/[08] LIMITATIONS ON "SUITCASE TRADE"Russian limitations on the "suitcase trade" today enter into force. More than 30 million Russian citizens earn their living by "suitcase trade" with Turkey, China, the United Arab Emirates, Poland and South Korea. Tourism Minister Bahattin Yucel is expected to meet today with entrepreneurs in Laleli, Istanbul, who will suffer the heaviest blow from the new Russian implementation. /Cumhuriyet/[09] NEW ATTACK AGAINST TURKS IN GERMANYOn Tuesday night a property belonging to Turkish football club in Pfozheim, Germany, was set on fire. Even though nobody was killed or wounded, material damage amounting to DM 20 thousand was caused.
