    HERE IS THE MURDER, WHERE ARE THE MURDERERS?
    Nine persons, including two women and seven men, were burned to death in the fire which started in a private retirement home for the elderly in Maltepe district of Istanbul on Thursday night.The reason of the fire which started at 1.30 a.m. could not be determined yet.

    It is forbidden to use such a wooden building as a retirment home or a hospital. This ban is clearly mentioned in the written regulations of Fire Prevention.

    DEMOCRACY IN DANGER
    Husamettin Cindoruk, leader of Democratic Turkey Party (DTP), said having general and local elections are inconvenient. Cindoruk said democracy was in danger adding that ''we could not explain this to the leaders, I would not like to remember the things that happened if democracy comes to an end.

    LIFE IN ONE FLAME
    Nine persons, including two women and seven men, were burned to death in the fire which started in a private retirement home for the elderly in Maltepe district of Istanbul on Thursday night. Nine elderly people died and bitter facts were illuminated.

    The Maltepe fire brigade could not start its efforts to put out the fire for some time because of the vehicles which were irregularly parked in the road.

    GIANT TENDERS STOPPED
    Prime Minister Bulent Ecevit gave orders to stop giant tenders not to pave ways for rumours in election atmosphere. Doganoz Dam, having a cost of 1.1 trillion and Sadak Dam, having a cost of 3.5 trillion, are among the giant tenders. Trabzon South ring road project, having a cost of 141 million U.S. dollars, is suspended. Annulment of the Bodrum Airport tender, having a cost of 150 million U.S. dollars, was announced to the companies who will gvie proposals.

    FATE OF THE MOTHER AND THE DAUGHTER
    Munevver Olgac, mother of Bilge Olgac who acted as keeper of a picture theather, died in fire in retirment home. The fire which broke out in the retirment home brought into agenda a series of negligence. Nine persons, including two women and seven men, were burned to death in the fire which started in a private retirement home for the elderly in Maltepe district of Istanbul on Thursday night.

    CUMHURIYET (LEFT)

    ''BALKANS UNDER DANGER''
    Prime Minister Bulent Ecevit evaluated the statements of the U.S. President Bill Clinton about the Kosovo question. Ecevit said incidents in Kosovo may become a serious threat for the Balkans, even for the whole Europe if a contemporary solution could not be reached.

    Noting that there were disputes between Turkey and Greece on Kosovo incidents as well as several other issues, Ecevit said, ''yet, I don't see the possibility of them turning into a war. The two countries should solve their problems in peace and through dialogue.''

    SECULARISM PRINCIPLE IS 62 YEARS OLD
    President Demirel issued a message on the 62nd anniversary of the inclusion of secularism principle in the constitution. Demirel said secular, democratic Republic, which Mustafa Kemal Ataturk (Founder of Modern Turkish Republic) founded by basing on the will of the nation, is the guarantee of happy and prospereous future of Turkish nation.

    Demirel in the message stressed that Turkey was a secular and social legal state, adding that these basic principles draw the contemporary framework of the state.

    RADIKAL (LEFT)

    ''THERE ARE WEAPONS, NOT BOMBS!''
    Ferzan Citici, Chief Prosecutor, accepted the domination of mafia in Bayrampasa prison. The only opposition of Citici is for the existence of bombs and authomatic weapons in the prison. Chief Prosecutor said nothing could be done despite all the warnings. Selcuk Oztek, Minister of Justice, started an investigation upon these news reports. Oztek confessed that they could not rule the prison adding that this stemmed from the ward system.

    OCALAN'S LAWYER ALSO LOST HOPE
    Britta Bohler, Ocalan's German lawyer said terrorist chief should calculate slowly returning to Turkey. Bohler said Ocalan was looking for a lasting place but could not stay at any place adding that going back to Turkey would be an end for him because he will not be able to live in Turkey.

    TÜRKİYE (RIGHT)

    DEMIREL: ENTREPRENEURS ARE THE GUARANTEE OF TURKEY'S DEVELOPMENT
    President Suleyman Demirel said on Friday that Turkey entered 21st century with the torches of democratic republic and development, adding that ''Turkey is obliged to keep these two torches alight and shining that may be seen from India and China.''

    Speaking during a meeting with a delegation of Turkish Industrialists and Businessmen Association (TUSIAD) composed of Erkut Yucaoglu, the Chairman and new Executive Board Members, Demirel mentioned about the importance of development and pointed out that Turkey's assurance in this respect was its experienced entrepreneurs, businessmen and initiatives.

    AID FROM DIRECTORATE OF RELIGIOUS AFFAIRS
    Mehmet Nuri Yilmaz, Director of the Religous Affairs, handed in 357 billion Turkish liras to Bulent Ecevit which was collected as an aid to Kosovo. Prime Minister Ecevit reiterated his call to find a humanitarian solution for the Kosovo question.

    [02] CEM, FOREIGN MINISTER, IN TRNC

    LEFKOSA, Feb 6 (A.A) - Foreign Minister Ismail Cem, currently on a one-day work visit to Turkish Republic of Northern Cyprus (TRNC), was received by Rauf Denktas, President of TRNC on Saturday.

    Speaking at TRNC's Ercan Airport Cem said the aim of the visit was to congratulate the newly established government in TRNC and to hold contacts to reach the targets on the issue of Cyprus case.

    Cem pointed out that they will make evaluations under the light of the views of TRNC President Rauf Denktas.

    Noting that TRNC took important steps in economy and education field in the recent 1-2 years, Cem said the region which TRNC is in became the education center adding that they will also take up what could be done to improve this and to increase the number of students.

    Cem said the issue of S-300 missiles was on the agenda in his previous visit adding that this issue will not be discussed this time.

    Ismail Cem stressed that 1999 would be a year in which rightfulness of TRNC would be promoted to the whole world adding that joint efforts were expended to defend the justified case in international platform.

    Cem is expected to stage a news conference following his meeting with Rauf Denktas.

    [03] SIKORSKY GETS HELICOPTER TENDER

    ANKARA, Feb 6 (A.A) - An agreement was signed between the U.S. Sikorsky company and National Defense Ministry for the purchase of 50 helicopters to meet the needs of Turkish Armed Forces.

    National Defense Minister General Secretariat statement said signatories of the agreement which was signed on February 3 was Gen. Sener Eruygur, on behalf of Defense Minister and Gene Buckley, Chairman of Sikorsky company.

    The statement said 20 Standart ''A'' Configuration helicopters, within the framework of General Purpose Helicopter Provision Project, having a total cost of 561.4 million U.S. dollars, including the logistic support package, are planned to enter inventory of Turkish Armed Forces between May-August 1999.

    It was also reported that 25 ''D'' Glass Kokpit helicopters will be delivered to Turkish Armed Forces between June 2000 and February 2001 and five ''SAR'' helicopters, which will be used in research and rescue services, will be delivered to Turkish Armed Forces between December 2000 and March 2001.

    General purpose helicopters were urgently needed in operations of Turkish Armed Forces, during struggle with the separatist terrorist organization, to hold operations in more than one region at the same time.

    [04] TURKISH WEEK IN THE HAGUE STARTS

    AMSTERDAM, Feb 6 (A.A) - The ''Turkish Week'' organized by the

    Multi-Cultural Society Organization (MIC), started on Friday in the Hague, the administrative center of the Netherlands.

    Several culture and art activities will be held during the week which was organized in order to promote Turkish and Dutch cultures to each other and further improve relations between the two societies.

    Alev Alatli, a leading Turkish writer, will address the Dutch audience at a meeting on the ''Turkish Literature'' in the Central Library of the Hague.

    Arif Sag and Belkis Akkale, two important names in the Turkish Folk Music, will give a concert on Saturday.

    The long feature film ''Istanbul Under My Wings (Istanbul Kanatlarimin Altinda)'' directed by Mustafa Altioklar, will be shown on Sunday.

    The ''Turkish Week'' is being organized with the financial contribution of the Hague Municipality and the RSA, an organization to support foreigners.

    [05] PREMIERSHIP INSPECTION COMMITTEE MEETING - MEASURES TAKEN AGAINST FUNDAMENTALIST, DESTRUCTIVE AND SEPARATIST ACTIVITIES EVALUATED

    ANKARA, Feb 6 (A.A) - Fundamentalist, destructive and separatist activities and measures taken against these activities in the past two months were discussed during Premiership Inspection and Coordination Committee meeting.

    Premiership Press Center written statement said Ministers of Justice, Interior, National Education, Finance, Foreign Ministry undersecretaries, representative of General Staff, Undersecretary of National Intelligence Organization (MIT), General Director of Security Department, Director of Religious Affairs and Deputy Secretary General of National Security Council (NSC) participated in the meeting which was headed by Ahmet Sangar, Premiership Undersecretary.

    The statement said the Committee decided to maintain its studies under the light of the recent circular issued by Prime Minister.

    [06] CROATIAN PRESIDENT DUE IN TURKEY

    ANKARA, Feb 6 (A.A) - Franjo Tudjman, Croatian President, will come to Turkey on Wednesday as the official guest of President Suleyman Demirel.

    Foreign Ministry statement said Croatian President, accompanied by a delegation composed of high level officials, will visit Turkey between Feb 10 and 12, 1999.

    The statement said bilateral relations as well as situation in Bosnia- Herzegovina, implementation of Dayton Peace Agreement and international issues concerning the two countries will be discussed during the visit.

    The statement said several agreements directed to bilateral cooperation between Turkey and Croatia will be signed during the visit and added that Turkish-Croatian Business Council will also convene.

    [07] PRIME MINISTER ECEVIT: ''I DIDN'T GIVE INSTRUCTIONS TO STOP PUBLIC TENDERS AND INVESTMENTS''

    ANKARA, Feb 6 (A.A) - Prime Minister Bulent Ecevit said on Saturday that he did not give instructions to stop public tenders and investments and pointed out that news reports to this end were not true.

    Speaking to journalists Ecevit recalled that a news report issued on Saturday claimed that many tenders and investments in public were stopped and suspended with his directives. Ecevit pointed out that this was certainly not true.

    He said ''I did not give any directives to stop the public tenders and investments. On the contrary, we want all the tenders and constructions to continue speedily.''

    Responding to a question if the place where terrorist chief hides could be determined, Ecevit said it could not be determined yet.

    [08] TURKISH-CHINESE COOPERATION

    KOCAELI, Feb 6 (A.A) - Chinese Republic's Jinan city delegation signed agreements with Izmit Municipality and Izmit Chamber of Commerce foreseeing cooperation in social, cultural and economical fields.

    The delegation headed by Luan Yichang, Deputy Chairman of Jinan Public Congress, during a visit to Sefa Sirmen, Izmit Mayor, expressed readiness to make coopertion in social, cultural and economic fields. Luan Yichang, said bilateral trade relations between Izmit and Jinan, which he identified as the cities of ''industry and culture'', should be improved.

    Sirmen in his part expressed readiness to make every kind of cooperation with Jinan.

    The guest Jinan Delegation later visited Izmit Chamber of Commerce and met with businessmen. An economic cooperation agreement was signed between the sides.

    [09] TURKISH-RUSSIAN TRADE RELATIONS

    ANKARA, Feb 6 (A.A) - An evaluation meeting will take place on February 9 in Ankara in an effort to improve economic and trade relations between Turkey and Russia.

    Foreign Ministry statement said this meeting which is staged to improve economic-trade relations between Turkey and Russia and to determine new cooperation fields within the framework of long term partnership perspective, will be realized with the participation of representatives of public and private sector.

    Nabi Sensoy, Turkey's Ambassador to Moscow, will also participate in the meeting which will be chaired by Mithat Balkan, Foreign Ministry Deputy Undersecretary.

    The statement pointed out that a large participation is expected from Turkish private sector to the meeting which was decided to take place a month ago.

    [10] DENKTAS, TRNC PRESIDENT: ''WE CLOSELY COVER JOINT INITIATIVES OF GREECE AND GREEK CYPRIOT SIDE''

    LEFKOSA, Feb 6 (A.A) - Rauf Denktas, President of Turkish Republic of Northern Cyprus, said on Saturday that their confederation proposal was still on the table adding that Greek Cypriot side did not submit any proposals so far.

    Addressing a joint news conference which he staged together with Foreign Minister Ismail Cem, Denktas expressed pleasure over the visit of Cem.

    Denktas pointed out that it was a very fruitful meeting and that there was agreement in every issue adding that ''the main target is the strengthening of TRNC. There are protocols and agreements signed with Turkey so far in economic field. There is an agreement for the implementation of them and to take new steps.''

    Noting that they closely covered the joint initiatives of Greek Cypriot side and Greece, Denktas said TRNC was in full consensus of opinion with Turkey on the issue of taking joint steps.

    Denktas said they supported maintenance of the good will mission of the U.N. Secretary General adding that ''I would like to mention that our thesis for confederation is the only thesis on the table. Greek Cypriot side has not brought any thesis so far. The document they have revealed in 1989 foresees recognition of an unitarian state as if it is their own property. Greek Cypriot side should understand that Turkish Cypriots have the same rights like the Greek Cypriots and that they did not represent us. They do not have the right or authority to represent Turkish Cypriots on any issue. Everything will be more easy if they accept this.''

    Denktas pointed out that Turkish Cypriots will never be isolated from Turkey and that Turkey's rights on Cyprus can not be ignored. TRNC President said Greek Cypriot side will not benefit from presenting Turkish Cypriots as minority to the world.
