[01] GEN. KIVRIKOGLU RETURNS TO TURKEY CONCLUDES MILITARY COMMITTEE TOUR INCLUDING BELGIUM, DENMARK AND NORWAYANKARA, Sept 21 (A.A) - Gen. Huseyin Kivrikoglu, the Chief of General Staff, returned to Turkey on Sunday after concluding a military committee tour between 11 and 20 September 1998 including Belgium, Denmark and Norway.Addressing a written statement Kivrikoglu said that he participated in the 130th NATO Military Committee Chiefs of General Staff Meeting within the framework of this tour. Kivrikoglu said that he observed several military units and installations in Denmark and Norway during these meetings which are held in various NATO countries periodically, adding that he watched military training performed by the units of these countries and the NATO forces. Kivrikoglu said that Bosnia-Herzegovina, Kosovo and other international developments as well as internal and external adaptation activities of the NATO and other subjects concerning the security of Europe were discussed. Stressing that one of the most important issues in internal adaptation activities was the new command structure of the NATO, Kivrikoglu pointed out ''as it is known, Turkey, from the very beginning has wanted the new command structure of the NATO to be functional and removed from regional political problems''. Kivrikoglu said that Turkey provided important contributions to the formation of the new command structure from the beginning of the activities and expended every effort to take steps to this end. Mentioning the external adaptation, Kivrikoglu said that they discussed the membership process of the Czech Republic, Hungary and Poland, which are foreseen to be full members of the alliance in April 1999, regional military cooperation with other European and Eurasian countries and that that exchanged views on the issue of the improvement of solidarity. Kivrikoglu pointed out that he held bilateral talks with the the high ranking officials of the NATO countries and the chiefs of general staff of various countries by making use of the opportunities during the meetings. [02] TURKISH UNIT PARTICIPATING IN CENTRASBAT'98 MANEUVER IN TASHKENTTASHKENT, Sept 21 (A.A) - The Turkish unit which will participate at the Centrasbat'98 maneuver in the Circik Region near Tashkent, the capital city of Uzbekistan, arrived here with a military unit on Monday.The Turkish unit, commanded by Captain Ilhan Taner was welcomed by Colonel Atila Onkok, military attaché of Turkey's Embassy in Tashkent and the Uzbek Defense Ministry officials. The first section of the maneuver, which will be participated in by the US, Russia, Turkey, Kazakhstan, Kyrgyzstan, Uzbekistan, Azerbaijan and Georgia, will be held between 22 and 23 September in Circik and the second section will be held in Os city in Kyrgyzstan between 26 and 28 September. A part from the Commonwealth of Independent States, a total of 55 observers will participate in the maneuver which will be held within the framework of the NATO'S Partnership for Peace program. [03] DYP BILECIK DEPUTY SERIF CIM DIES IN A TRAFFIC ACCIDENTKONYA, Sept 21 (A.A) - Serif Cim, a True Path Party (DYP) Deputy from Bilecik Province, died in a traffic accident that occurred late on Sunday near the Tavsancali Region at Kulu County of central Konya Province.The automobile, which was driven by Huseyin Sayar and in which the youngest member of the Parliament Serif Cim was a passenger, crashed into a horse- drawn cart at a distance of ten kilometers from Kulu. Cim was immediately taken to the State Hospital in Kulu, but died in the hospital. The driver Huseyin Sayar, who was injured in the accident, was also taken to the State Hospital in Kulu. [04] PRESIDENT DEMIREL: ''WE HAVE THREE OBJECTIVES, NAMELY EDUCATION, AGRICULTURAL PRODUCTION AND INDUSTRIALIZATION''DIYARBAKIR, Sept 21 (A.A) - President Suleyman Demirel said on Sunday that they have three objectives which are education, agricultural production and industrialization.Speaking during a meeting held with industrialists and businessmen Demirel said that the programs of the state won't be changed even if the governments change. Demirel pointed out that 109 factories will be built in the Organized Industry Region, adding ''businessmen in this region construct their own factories. We are seeking industrialization. I am very pleased about the developments. The realization of the Tigris project is very important as this is the real source of affluence.'' Demirel stressed that Turkey has three objectives which are education, agricultural production and industrialization, adding that all obstacles related to these will be overcome. He said that the fair which will be staged in southeastern Diyarbakir Province on 24 October will help industrialization to a great extent. [08] KRALKIZI DAM HYDROELECTRIC POWER PLANT STARTS OPERATINGDIYARBAKIR, Sept 21 (A.A) - President Suleyman Demirel said that the Southeastern Anatolia Region has changed a lot in the past 3-4 years, adding ''you will be happy, rich and you will be developed.''The Kralkizi Dam Hydroelectric Power Plant (HES) was started by President Suleyman Demirel, Hikmet Cetin, the Speaker of the Parliament, and Prime Minister Mesut Yilmaz. Demirel pointed out that Southeastern Anatolia Region Project (GAP) targeted producing electricity from the Euphrates and Tigris Rivers to irrigate the plains in the basins of the two rivers, to establish industry with the electricity produced, to increase production from the irrigated soils and aimed at creating a developed Turkey. Demirel said ''we started with Keban Dam on the Euphrates River 30 years ago and the fifth dam, Karkamis Dam was constructed in 1994. The Kralkizi, Dicle and Batman Dams have been under construction for 15 years. Now, it is over, the power plant will start operating.'' Prime Minister Mesut Yilmaz said that energy investments which will meet the needs of the country were neglected in recent years, adding that 1100 megawatts of electricity production in 1991 decreased to 300 megawatts in the following years. Noting that the government allocated 520 trillion Turkish Liras to the energy sector for 1998, Yilmaz said that they accelerated energy investments so that Turkey wouldn't be in darkness in the year 2000. Yilmaz said that the foundation of the Kralkizi Dam was laid in 1985 and that the dam will produce 140 million kilowatt-hours of electricity per annum and that it will irrigate 136,000 hectares of land. [09] TURKISH-US COOPERATION IN HEALTH - INTERNATIONAL HOSPITAL ISTANBUL AND HOUSTON METHODIST HOSPITAL SIGN COOPERATION AGREEMENTISTANBUL, Sept 21 (A.A) - The International Hospital Istanbul and the US Houston Methodist Hospital signed on Sunday a cooperation agreement.Said Haifawi, the Chairman of the Executive Board of the International Hospital Istanbul, and Peter Butler, the Chairman of the Executive Board of the Houston Methodist Hospital, signed the cooperation agreement. Addressing the signing ceremony at the Conrad Hotel in Istanbul, Said Haifawi said, ''with this agreement, we targeted to create the ideal conditions that can provide for the health requirements of the peoples of our two countries.'' ''Within this perspective, the exchange of information and technology including doctors, technical staff and managers will be provided. The doctors from our two countries will convene in seminars and find the opportunity to exchange opinions,'' he stated. Peter Butler said that the two organizations will realize cooperation in the field of health, recalling that the International Hospital Istanbul was now celebrating the 10th anniversary of its establishment. Prof. Dr. Michael DeBakey, a famous heart surgeon, also attended the signing ceremony. DeBakey said he was pleased with the cooperation between the Houston Methodist Hospital and International Hospital Istanbul. Prof. Dr. DeBakey added that the cooperation agreement will provide considerable contributions and benefits to these hospitals and also to the health sector. President Suleyman Demirel sent a congratulatory message, saying that he was very pleased with the cooperation agreement between the International Hospital Istanbul and a leading health organization in the world, the Houston Methodist Hospital. Demirel said that the agreement will enable Turkey to closely follow the developments in the medical field and technology. [10] AKTAS, MINISTER OF THE INTERIOR LEAVES FOR ITALY - SECURITY COOPERATION AGREEMENT TO BE SIGNED BETWEEN TURKEY AND ITALY DURING THE VISITISTANBUL, Sept 21 (A.A) - Kutlu Aktas, the Minister of the Interior, left for Italy on Monday to sign a security and cooperation agreement between Turkey and Italy.Speaking before his departure Aktas said ''Cooperation in the Struggle against Terrorism, Organized Crimes, Money Laundering, Human Smuggling and Drug Trafficking'' agreement between Turkey and Italy will be signed during the visit. The agreement was previously initialed between Turkey and Italy on 26 June 1998. Aktas will also held talks with Giorgio Napolitano, the Italian Minister of the Interior about the issues which concern their field of ministries. Aktas is expected to return to Turkey on Wednesday. [11] AYKUT, MINISTER OF ENVIRONMENT, LEAVES FOR SPAINISTANBUL, Sept 21 (A.A) - Imren Aykut, the Minister of the Environment, left on Monday for Spain to pay an official visit.Prior to her departure from the Ataturk Airport in Istanbul, Aykut said that the ''cooperation on the subject of environmental problems'' will be discussed during her visit to Spain. Pointing out that Turkey and Spain have good relations, Aykut said, ''Turkey and Spain are the members of the Mediterranean Action Plan foreseeing the protection of the Mediterranean Sea against pollution. My Spanish counterpart and I will also discuss the developments concerning the action plan during our official contacts.'' [12] BERISHA, FORMER ALBANIAN PRIME MINISTER SPEAKS TO A.ATIRANE, Sept 21 (A.A) - Sali Berisha, the leader of the opposition Democratic Party, said on Monday ''Milosevich isn't having the Albanian politicians killed, he is having the public killed. Nano has both the politicans and the public killed. Nano opened gunfire on Azem Haydari and on his coffin.''Speaking to the A.A correspondent, Berisha claimed that Fatos Nano, the Albanian Prime Minister, wants the country to be dragged into instability and upset the public order. Berisha pointed out that Nano talked the same language as the Yugoslavian President Slobodan Milosevich. When recalled that the Organization of Security and Cooperation in Europe (OSCE) delegation during contacts in Albania said that the Democratic Party didn't give up pressures, Berisha said both himself and his party were remote from this pressure. Berisha said that he asked the Albanian people to keep away from pressure and provocations, adding ''all allegations of pressure in Albania is the scenario of Nano.'' Responding to a question about the future attitude of the Democratic Party, Berisha said ''protests of the Democratic Party will be spread throughout Albania. However, they will be peaceful protests and the protests will continue until the resignation of Nano.'' Answering the approach of the international community to the Albanian crisis, Berisha said that the international community waits for a political solution from the Albanian President Rexhep Mejdani. Pointing out that his party will struggle hard to establish democratic standards fully, Berisha said that Premier Nano gave military responses to the calls for solution of the institutions such as the OSCE, COE and EU.'' [13] PRIME MINISTER YILMAZ DUE IN THE US ON TUESDAY - YILMAZ TO ATTEND UN GENERAL ASSEMBLYANKARA, Sept 21 (A.A) - Prime Minister Mesut Yilmaz will leave for the US on Tuesday to participate in the United Nations (UN) General Assembly.The Prime Ministry Press Center said that Prime Minister Yilmaz will address the General Assembly on 24 September and will meet with Kofi Annan, the UN Secretary General, and with the Prime Ministers of India, Pakistan and Israel during his official visit to the US. After wrapping up his contacts in the US, Prime Minister Mesut Yilmaz will proceed to Mexico on 27 September. Prime Minister Yilmaz, who will hold several contacts in Mexico, will return to Turkey on 29 September. During his visits to the US and Mexico, Prime Minister Mesut Yilmaz will be accompanied by Cavit Kavak and Gunes Taner, the Ministers of State. [14] EXCAVATION AT KEPIC TUMULUSKAYSERI, Sept 21 (A.A) - A rescue excavation will be held at the Kepic Tumulus near Felahiye County in the central Anatolian Kayseri Province, it was reported on Monday.Hamdi Bicer, the Director of the Kayseri Archaeological Museum, told the A.A correspondent that the excavation will start this month. Bicer said, ''we will have a rescue excavation at the Kepic Tumulus with the support of the Felahiye Governor's Office.'' He also said that treasure hunters make secret excavations at the Tumulus. (AY-EY) During the conference that will be staged by the COEPA Legal Affairs Commission, experts will discuss in detail the identification of terrorism, ways to struggle against it and international cooperation with this objective. Gunduz Aktan, retired Ambassador, will represent Turkey during the meetings. Aktan will make a speech on the ''Classification of Terrorist Activities Included in the Penal Code.'' It is expected that along with the 40 countries which are members of Council of Europe (COE) that approximately 200 experts from the US and Israel will participate in the conference on terrorism. [15] EXPORTS OF THREAD AND TEXTILESGAZIANTEP, Sept 21 (A.A) - The exports of thread and textiles from the Southeastern Anatolia Project (GAP) region in the first eight months of the year increased 39.5 percent to 180 million 468 thousand US dollars, it was reported on Monday.In the same peroid last year, a total of 129 million 366 thousand US dollars of thread and textiles were exported. Abdulkadir Cikmaz, the Chairman of the Southeastern Anatolia Union of Exporters, told the A.A correspondent that in the January-August 1998 period, they exported 10 thousand 475 tonnes of cotton thread for 27 million 126 thousand US dollars and a total of 18 thousand 811 tonnes of synthetic thread for 56 million 192 thousand US dollars. Cikmaz said that in the same period, they exported 59 million 905 thousand US dollars of carpets; 6 million 677 thousand US dollars of cotton textiles; 2 million 821 thousand US dollars of synthetic textiles; 1 million 344 thousand US dollars of towels; 17 million 564 thousand US dollars of knitted textiles and 8 million 839 thousand US dollars of plastic sacks. Cikmaz added that they exported thread and textiles to Kazakhstan, Iran, Kyrgyzstan, Uzbekistan, Romania, Azerbaijan, Syria, Saudi Arabia, the US, Italy, Belgium, Jordan, France, Spain, Lebanon, Israel, Portugal, Russia, Greece and Algeria. [16] CONTACTS OF GENERAL PORTZ, CHIEF COMMANDER OF GERMAN AIR FORCES, IN TURKEYANKARA, Sept 21 (A.A) - General Rolf H. Portz, the Chief Commander of the Air Forces of Germany, visited on Monday General Ilhan Kilic, the Chief Commander of the Air Forces.The Guest Commander was welcomed with a military ceremony at the Commandership of the Air Forces in Ankara. General Kilic said that the guest chief commander and he will discuss the issues of the exchange of personnel and training cooperation between the Turkish and German Air Forces and discuss the views and plans of the Turkish and German Air Forces for securing peace in the region. The guest chief commander Gen. Portz said that he was pleased to pay his first visit to Turkey. Later, General Rolf H. Portz met with Ismet Sezgin, the Deputy Prime Minister and the Minister of National Defense. Pointing out that Turkey and Germany have good relations, Sezgin said in the meeting that they hope to further improve these relations. Stressing that the separatist terrorist PKK organization and its political wing the ERNK organization continue their activities despite the measures taken by Germany, Sezgin said, ''the illegal PKK and ERNK organizations are the extortionist organizations which perpetrate terrorism by smuggling drugs. Germany took several measures against these crimes but the PKK continues its activities through its associations it established by making use of the German constitution and some German laws. I wanted to call attention to this issue once more.'' The guest commander Gen. Portz said that Turkey and Germany have good relations and they are the members of an alliance which launches initiatives to secure peace. [17] NEO-NAZIS ATTACK THREE FOREIGNERS INCLUDING ONE TURKISH PERSONBONN, Sept 21 (A.A) - The Neo-Nazis attacked the foreigners in Brandenburg and Sachsen-Anhalt states of Germany, injuring three foreigners including one Turkish person, it was reported on Monday.Two Neo-Nazis, while travelling with their car in Neuenhagen city of Brandenburg, stopped a car which was coming from the behind and in which there were two Indian people. The attackers began to slap and kick the Indians, but later escaped when the Indians threatened them with drawn knives. Meanwhile, a seven-member Neo-Nazi group cornered a Turkish person at a tramcar stop in Magdeburg city of Sachsen-Anhalt and beat him. The Turkish person was saved from the attack when another foreigner helped him. The German Police said that they detained a German person in connection with the attack in which the Turkish person received a head injury. Two weeks ago, a Neo-Nazi group attacked an Arab person at a tramcar stop and stabbed him. [18] NEW INVESTMENTS IN TOURISM - DOGUS GROUP LAUNCHES MARINA MOBILIZATION TO ENLIVEN YACHT TOURISMANKARA, Sept 21 (A.A) - The private sector, aimed at enlivening ''Yacht Tourism'' which is an indispensable element of tourism in the Aegean and in the Mediterranean, will construct five new yacht harbours with the build- operate transfer model.Feasibility studies were concluded for the yacht harbours which will be constructed in Antalya, Bodrum, Turgutreis, Didim and Dalaman by the Dogus Holding. The Dogus Group officials said that the Bodrum Yacht Harbour which they plan to build with the build-operate-transfer model will have a 500 yacht capacity, Turgutreis Harbour 400, Didim 400, Dalaman 640 and Antalya 650 yacht capacity. Officials said the yacht harbours will cost approximately 10-15 million US dollars according to their yacht capacity and that the total of five yacht harbours will cost 70 million US dollars. Officials said that they were planning to conclude the construction of the yacht harbours within two years and open them to service. [19] AKIN, MINISTER OF AGRICULTURE OF TRNC: - ''CREATING A STABLE SOCIETY IN THE TRNC IS BENEFICIAL ALSO FOR TURKEY''ADANA, Sept 21 (A.A) - Kenan Akin, the Minister of Agriculture of the Turkish Republic of Northern Cyprus (TRNC), said on Monday that the TRNC is the outpost of Turkey, stressing, ''creating a stable society in the TRNC is also in favour of Turkey.''Akin also emphasized that the primary target of the S-300 missiles is Turkey. Addressing the signature ceremony for the Protocol Agreement on Soil Research Project, which will be prepared by the Cukurova University Faculty of Agriculture within the framework of the TRNC's Agricultural Master Plan, Akin said, ''at last, we will implement the Agricultural Master Plan.'' Pointing out that they need the experience and information of the Cukurova University to realize a scientific agriculture on Cyprus, Akin said, ''actually for every sector, we need every kind of technical information from the universities in Turkey. Increasing the productivity and quality is necessary for the production within the scientific framework. Following the completion of the soil research, we will cooperate with the Cukurova University in the construction of distribution network for irrigation.'' Kenan Akin stressed that the first target of the S-300s is southern Adana province, and their other targets are Ankara and Istanbul and the whole Turkey.
