    ANKARA, Sept 11 (A.A) - President Suleyman Demirel sent a message to his Iranian counterpart Mohammad Khatami on Thursday and condemned the killing of nine Iranian diplomats by the Taleban forces who are ruling most of Afghanistan.

    The Presidential Press Center quoted Demirel as saying, ''the captivity of the Iranian diplomats and the other Iranian officials who were in charge at the Iranian Consulate General in Mazar-i Sharif by the Talebans, has created deep sorrow in Turkey, and she had asked for the security and release of the Iranian officials within the framework of international law. We have learned the sad news about the killing of your diplomats. It isn't legal or right to kill innocent people for any reason anywhere. Such actions and manners are in violation of the Universal Declaration of Human Rights and the Vienna Agreement concerning diplomatic relations. I am quite sure that those committing a crime against humanity will be blamed by the international community.''

    [02] CONTACTS OF PUK DELEGATION IN ANKARA

    ANKARA, Sept 11 (A.A) - Meetings of the delegation representing the Patriotic Union for Kurdistan (PUK) that came to Turkey before leaving for the US, focused on the struggle against the separatist terrorist PKK organization and the relations between the Kurdistan Democratic Party (KDP) and the PUK, it was reported on Thursday.

    A high-level official from the Foreign Ministry told the A.A correspondent that Ankara has warned the PUK one more time about its relations with the separatist terrorist organization

    The US's initiative towards bringing Mesud Barzani, the leader of the KDP, and Celal Talabani, the Leader of the PUK, together was also discussed during the contacts of the delegation. The US's initiative has been described as an effort aimed at reviving the Ankara Process that was in deadlock. The US names the new process, to which she attributes great importance, the ''Washington Process''.

    Diplomatic sources reminded that Britain had also tried to revive the Ankara Process, but failed.

    Meanwhile, the statement of Theodoros Pangalos, the Greek Foreign Minister, has overshadowed the contacts of the Kurdish delegation.

    The Foreign Ministry described the statement of Pangalos, who said ''Talabani asked Greece for support for a Kurdish autonomous region which covers Northern Iraq and a part of the Turkish territories'' as interference in Turkey's internal affairs and an attack on Turkey's territorial integrity.

    [03] SEZGIN, THE DEPUTY PRIME MINISTER, AND GENERAL KILIC, COMMANDER OF AIR FORCES, RETURN TO TURKEY

    ANKARA, Sept 11 (A.A) - Ismet Sezgin, the Deputy Prime Minister and Minister of National Defence, and General Ilhan Kilic, the Commander of the Air Forces, concluded their visit to Britain and returned to Turkey on Thursday.

    Addressing the journalists at the Etimesgut Military Airport, Sezgin reminded that he had met with George Robertson, the British Minister of Defence, and noted that their meeting focused on the development of the cooperation in the defence industry between Turkey and Britain, both of which are member states in the NATO.

    Pointing out that the cooperation in the defence industry between the two countries is ''single-sided'', Sezgin stressed, ''we have foreseen at our meeting to evaluate the products of the Turkish defence industry and to provide business opportunities for the Turkish firms in Britain.''

    Sezgin pointed out that Robertson will pay an official visit to Turkey next Tuesday. He also reminded that he had talks with his Italian and French counterparts at the Aviation and Weapons Industry Fair in Farnborough.

    [04] DEPUTY PRIME MINISTER ECEVIT: ''THE STRENGTHENING OF OUR RELATIONS WITH ISRAEL ALSO STRENGTHENS OUR POSITION TO OVERCOME THE INJUSTICES AGAINST PALESTINIANS''

    ANKARA, Sept 11 (A.A) - Bulent Ecevit, the Deputy Prime Minister and Minister of State, said on Thursday that the strengthening of Turkish- Israeli relations would bring Turkey into a more influential position to overcome the injustices against the Palestinian people.

    Ecevit, responding to the questions of journalists as he left the Prime Ministry building, said that Prime Minister Mesut Yılmaz informed the Council of Ministers about his visit to the Middle East.

    Responding to a question about the reactions of some Arab countries to this visit, Ecevit said, ''Some Arab countries had reactions earlier. But Jordan, which is an Arab country has close relations with Israel. Egypt also started such relations many years ago. Besides, the strengthening our relations with Israel, provides us with the opportunities of reaching a more influential position to overcome the injustices against the Palestinians.''

    [05] TURKEY STRONGLY CONDEMNS KILLING OF NINE IRANIAN DIPLOMATS IN AFGHANISTAN - TURKEY ASKS IRAN TO ACT WITH RESTRAINT

    ANKARA, Sept 11 (A.A) - Turkey strongly condemned on Friday the killing of nine Iranian diplomats by the Taleban forces that rules two thirds of Afghanistan, and described the action as violation of international law.

    The Foreign Ministry has expressed deep sorrow at the killing of the Iranian diplomats who were in charge at the Iranian Consulate General in Mazar-i Sharif, Afghanistan. The Ministry has stressed, ''no reason can prove the killing of innocent people to be right.''

    Reminding that Turkey has also been damaged by international terrorism and the attacks on diplomats, Ministry emphasized, ''Turkey expects the international community to take all the necessary measures in order to prevent such actions against humanity.''

    The Foreign Ministry also expressed condolences to the Iranian people and asked Iran to act with restraint.

    [06] WATER PIPELINES TO TRNC - VARLIER, ALARKO GENERAL COORDINATOR: ''WE UNDERTAKE A JOB WHICH WILL DEFINITELY SOLVE THE WATER PROBLEM OF CYPRUS'' - EROGLU, TRNC PRIME MINISTER: ''OUR DREAM WILL COME TRUE WHEN THE PROJECT IS REALIZED''

    LEFKOSA, Sept 11 (A.A) - The technical team of the Alarko Holding which has been commissioned to carry water from Turkey to the Turkish Republic of Northern Cyprus (TRNC) through pipelines, carries out examinations in the TRNC.

    The seven member Alarko team headed by the Holding's General Coordinator Oktay Varlıer and Bulent Akkan, the Coordinator for the Turkish Projects, visited Dervis Eroglu, the TRNC Prime Minister.

    Varlier said that they have carried out studies to bring water to the TRNC through pipelines for 3 years, and accelerated their studies after the decision of the Council of Ministers.

    Stating that the project is a comprehensive one, Varlıer said, ''we undertake a job which will definitely solve the water problem of Cyprus.''

    Varlıer said that the suspended pipe method they will use is a new technology and the water will be carried to the TRNC just like it is carried to any province in Turkey.

    Varlier also said that the project makes it possible to carry large amounts of water at a lower cost than the other alternatives.

    Emphasizing that he believes that the TRNC economy, especially in agriculture, will be restructured after the water arrives here and the TRNC will have a very important strategic importance in the region, Varlier said that water can be provided to Southern Cyprus and the Middle East from the TRNC in the long-term.

    Dervis Eroglu said that their dream will come true when the project is realized.

    The Alarko technical team will also determine the TRNC's water need until 2030.

    The pipeline which will carry 75 million cubic meters of water to TRNC in a year, will extend to the TRNC by a ''suspension'' method. The pipeline is expected to end in Güzelyalı or in a nearby region.

    [07] PRESIDENT DEMIREL RECEIVES MAHMUD HOCCATI, IRANIAN ROADS AND TRANSPORT MINISTER - DEMIREL: - ''THERE IS NO POLITICAL DISPUTE BETWEEN TURKEY AND IRAN''

    ANKARA, Sept 11 (A.A) - President Suleyman Demirel received on Thursday Mahmud Hoccati, the Iranian Minister of Roads and Transport.

    Addressing the meeting, Demirel stressed that Turkey and Iran are friendly states, and said, ''there is no political dispute between Turkey and Iran whose regimes are completely different.''

    Mentioning Turkey's relations with Israel, Demirel said that they don't target any countries. He reminded that Iran has established relations with Syria and Greece that have problems with Turkey, noting, ''we don't suspect these relations or worry about them.''

    Pointing out that hot clashes have occurred between Turkey and Iran in history, Demirel emphasized, ''Turkey doesn't intend to damage Iran. I had expressed the same issue to President Mohammad Khatami of Iran before. I also invited him to the celebrations for the 75th anniversary of the Republic of Turkey.''

    Mahmud Hoccati reminded that they have signed a protocol concerning transportation between the two countries. He stressed that the transportation problems will be solved with the protocol. Hoccati pointed out that the problem concerning the difference in the oil prices between Turkey and Iran, was also solved during the meetings that lasted for three days. He added that they have reached a consensus on the rearrangement at the Gurbulak border gate.

    Hoccati has conveyed President Khatami's letter to Demirel and pointed out that Khatami invites Demirel to Iran.

    Ahmet Arif Denizolgun, the Minister of Transportation and Communications, Mohammed Hussein Lavasani, the Iranian Ambassador to Turkey and senior officials from the Foreign Ministry were also in attendance at the meeting.

    Denizolgun gave information to Demirel about the meeting and the agreement concerning transportation signed between Turkey and Iran.

    FOREIGN EXCHANGE RESERVES REACH 22 BILLION US DOLLARS
    The Central Bank foreign exchange reserves have exceeded 22 billion US dollars. Foreign exchange reserves, which increased by 39 million US dollars between 28 August and 4 September, reached 22,004 billion US dollars on 4 September. /Milliyet/

    TALABANI ANNOYS ANKARA
    Remarks made by Celal Talabani, the Chairman of the Patriotic Union of Kurdistan (PUK), have been evaluated as ''shooting himself in the foot''. Just before sending a delegation to make peace with Ankara, Talabani made statements in Teheran that the Turkish Foreign Ministry was ''up in arms'' yesterday before meeting with the PUK delegation. Talabani not only demanded ''support for the human rights, freedoms and special personality of the Kurdish people'' in his meeting with Theodoros Pangalos, the Greek Foreign Minister in Teheran, but also accused Turkey of basing its troops permanently in Northern Iraq. While the Foreign Ministry was trying to decipher the meaning of Talabani's remarks, a PUK mission was being welcomed in Ankara for mending ties betwen the PUK and Ankara. The delegation, led by Dr. Fouad Masoum and including Adnan Moufti, Muhammed Tevfik Rahim and the PUK's Ankara representative, Shazad Saib, was received by senior Foreign Ministry officials in the morning, with talks continuing during an official luncheon. /All papers/

    FOREST FIRES IN ISTANBUL
    Nearly 60 hectares of forests have been destroyed during forest fires in four separate places in Istanbul. The fire in the Beykoz District yesterday afternoon has been extinguished with the support of helicopters coming from Canakkale and Izmit. While two children in the forest have been saved by the teams from the Forestry Regional Directorate, two people have been taken into custody regarding the incident. It is reported that the forest fires in Kavacik, Sariyer, Kartal/Gulsuyu and Catalca could be sabotage. /Cumhuriyet/

    RIOTS IN PRISON END
    Riots started by prisoners at the Ankara Central Closed Prison ended yesterday. It was reported that meetings between the officials of the prison and the prisoners ended with a reconciliation. /Cumhuriyet/

    CEM SENDS A LETTER TO AZIZ
    Ismail Cem, the Foreign Minister, has sent a letter to Sartaj Azia, the Pakistani Foreign Minister, and has given detailed information regarding the proposal made by Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC) for the establishment of a ''Cyprus Condeferation'' and Turkey's policy concerning Cyprus. /Cumhuriyet/

    INTENSIVE PROGRAMME WITH IRAN
    Ismail Cem, the Foreign Minister, who will visit Iran for an official visit, will discuss regional problems especially Afghanistan and the PKK terrorist organization. Cem will go to Teheran today. Turkey wants Iran to accelerate diplomatic initiatives to avoid the conflicts in Afghanistan spreading towards other countries in the region. During his visit to Iran, Cem will also discuss the subjects of economic relations and natural gas agreements between Turkey and Iran. /Cumhuriyet/

    ALLIANCE AGAINST TURKEY
    It is claimed that an alliance should be established against the Turkish- Israeli cooperation. According to an editorial in the Iran Daily newspaper published by the Iranian official news agency (IRNA), the military training agreement was further developed following the recent visit of Mesut Yilmaz, the Prime Minister, will be more dangerous with the participation of Jordan in the alliance. The editorial claimed that Iran should establish a regional defense alliance with the participation of Greece and Armenia. It added that Syria and Iraq could also participate in the alliance. /Cumhuriyet/

    TURKISH AND ISRAELI INTELLECTUALS MEET
    Israeli and Turkish intellectuals and scientists will attend a panel- discussion which will last for two days next week. Prof. Mithat Melen and Prof. Hasan Koni will head the meetings organized with the initiatives of the Israeli Consular and Israeli Cultural Attaché. The meetings will be held in Istanbul between 15-16 September. /Cumhuriyet/

    TRNC TO HOLD GENERAL ELECTIONS IN DECEMBER
    The Turkish Republic of Northern Cyprus (TRNC) will hold general elections on 6 December, a parliamentary committee announced yesterday. The Legal and Political Affairs Committee of the TRNC Parliament decided unanimously on the election date.

    BARZANI: POSITIVE FIRST DAY OF WASHINGTON VISIT
    Mesut Barzani, the Chairman of the Kurdistan Democratic Party (KDP) in Iraq, said that although it was only the first day of his official visit to Washington, D.C., and too early to comment, he thought all of the meetings on Wednesday had been ''positive''. Barzani is visiting Washington, D.C., with the official invitation of the US Department of State. In a related event, the Department next week will host Celal Talabani, the Chairman of the Patriotic Union of Kurdistan (PUK) for a visit between 14-16 September. /All papers/

    SECOND RAMSTORE IN MOSCOW
    The economic crisis in Russia hasn't hindered the business volume of the Ramstore hypermarket opened with the partnership of Migros and Enka, but instead has increased it. The second Ramstore hypermarket, larger than the first, will be opened in November and the foundations for a third store will be laid. This development is expected to be a source of prestige for the Yuri Lujkov, the Mayor of Moscow, as there is a great anxiety due to the crisis in Russia where there are rumors that there would be a shortage of consumer goods during the winter. /Hurriyet/

    TURKEY AN EXAMPLE FOR EUROPAY
    At the Fourth Banking Conference organized in Cannes, France, by Europay International, one of the largest payment systems along with Mastercard and Maestro, Turkey was shown as the best example in rapid development. At the conference, attended by 900 bankers representing seven thousand European banks, it was stressed that with the high performance Turkey has shown during the second half of 1997, and the first half of 1998, the country became the seventh largest market of the Europay. /Hurriyet/

    TURKEY HAS AN IMPORTANT ROLE IN CERAMICS
    The annual meeting of the ''European Producers of Ceramics and Health Equipment'' was held in Istanbul yesterday. Speaking at the conference attended by the representatives of 63 producer companies, Riuou Yudn, the Chairman of the Federation, said that Turkey was one of the important countries in the ceramics sector. Yudn also added that the Federation had benefitted from the works of Turkish companies. /Hurriyet/

    DEMIREL'S REPLY TO IRANIAN MINISTER
    President Demirel who received Mahmud Hoccadi, the Iranian Minister of Communications, stated that every regime is valid for its country and no one should interfere in the other's internal affairs. Non-interference is one of the prerequisites of peace. He also added that Turkish-Israeli relations aren't against Iran. The Iranian Minister expressed his pleasure at the signing of a treaty on communications with Turkey and presented a letter from the Iranian President Khatemi to President Demirel. /Hurriyet/

    TURKEY HANDS NOTE TO LIBYA
    Members of the PKK terrorist organization, wearing uniforms and carrying PKK banners and posters of Abdullah Ocalan, the head of the PKK, marched during an official ceremony in the Libyan capital of Tripoli on 1 September, marking the anniversary of the military coup bringing Libyan Head of State Muammar al-Qaddafi to power. The Foreign Ministry handed a protest note to Libya after Mufit Ozdes, the Turkish Ambassador to Libya, who attended the ceremony in which Qaddafi, high-level Libyan officials and foreign diplomats were present, immediately informed the Ministry of the event. The Turkish Ambassador returned home on 4 September, at the order of his Ministry.     [11] A TOTAL OF 220 ILLEGAL IMMIGRANTS, INCLUDING 74 CHILDREN, CAPTURED IN DATCA

    DATCA, Sept 11 (A.A) - The coast guards captured in Datca County of Mugla Province on Friday 220 immigrants who were trying to proceed illegally to Greece by boat.

    Officials told the A.A correspondent that there are 74 children among the 220 immigrants, 78 are Turkish, 141 are Iraqis and one other is Iranian.

    Tuncay Bayraktufan, the captain of the boat, and Fuat Demirel were taken into custody.

    Huseyin Ergin, the Governor of Datca County, pointed out that they have provided food and water for the immigrants.

    The investigation concerning the incident is underway.

    [12] ALLEGATIONS CONCERNING SO-CALLED GENOCIDE ON ARMENIANS - KUMAS, CHAIRMAN OF UN TURKISH ASSOCIATION: - ''ARMENIANS AIM AT CONNECTING TO SEA WITH LANDS SNATCHED FROM TURKEY''

    TRABZON, Sept 11 (A.A) - The panel on ''Trabzon's Response to the Allegations Concerning the So-called Genocide on Armenians'' organized by the United Nations Turkish Association was held in Trabzon on Thursday.

    Addressing the panel, Rahmi Kumas, the Chairman of the United Nations Turkish Association, said that the main purpose of the issue of the so- called genocide on Armenians that was brought onto agenda recently, is to snatch land from Turkey and provide Armenia with a connection to the sea.

    Stressing that Trabzon has an important place for this purpose, Kumas noted, ''they try to influence the world public opinion by alleging such baseless claims in order to realize their purpose. It is so meaningful that they have been supported by the separatist terrorist PKK organization for their purpose.''

    Pointing out that Turkey will never abandon her peaceful manner, Kumas said, ''to support the genocide allegations of the Armenians will damage the Western countries rather than Turkey in the long-term.''

    Osman Olcay, the former Foreign Minister, emphasized, ''the Turkish people has never massacred anyone. We shouldn't defend ourselves against a crime we never committed. What we should do is to bring the real genocide realized by the owners of the mentioned allegations, onto the agenda.''

    [13] INTERNATIONAL URGUP WINE COMPETITION TO BE ORGANIZED BETWEEN 28 AND 30 SEPTEMBER

    NEVSEHIR, Sept 11 (A.A) - The 11th International Urgup Wine Competition organized by the General Directorate of Monopolies, will be held between 28 and 30 September, it was reported on Friday.

    Kursat Numanoglu, the Mayor of Urgup, told the A.A correspondent that they expect neary 200 wines from 20 countries to participate at the competition.

    Experts from 10 countries will taste the wines in order to choose the best of them.

    [14] PRIME MINISTER DRNOVSEK OF SLOVENIA DUE IN TURKEY

    ANKARA, Sept 11 (A.A) - Prime Minister Janez Drnovsek of Slovenia will come to Turkey as the official guest of his Turkish counterpart Mesut Yilmaz between 15-16 September, it was reported on Friday.

    The Foreign Ministry pointed out that Drnovsek's visit to Turkey is the first prime ministry level visit between Turkey and Slovenia.

    Drnovsek's contacts will focus on the development of bilateral relations between the two countries.

    Janez Drnovsek is also scheduled to meet with Hikmet Cetin, the Speaker of the Parliament.

    Meanwhile during the guest prime minister's visit a protocol foreseeing the holding of regular consultations between the foreign ministries of both countries is expected to be signed.

    Korkmaz Haktanir, the Undersecretary of the Foreign Ministry, and Ernest Petrich, the Slovanian State Secretary of Foreign Ministry will sign the protocol.

    [15] PRESIDENT DEMIREL RECEIVES LILJEGRER, SWEDISH AMBASSADOR TO TURKEY

    ANKARA, Sept 11 (A.A) - President Suleyman Demirel received on Friday Henrik Liljegrer, the Swedish Ambassador to Turkey.

    Liljegrer presented Demirel with his letters of credence.

    Senior officials from the Foreign Ministery and the Swedish Embassy were also in attendance at the meeting.

    [16] THE SOUTHEASTERN ANATOLIA REGION MAKES EXPORTS OF 66.4 MILLION US DOLLARS WITHIN FIRST EIGHT MONTHS TO MEMBER STATES IN EUROPEAN UNION

    GAZIANTEP, Sept 11 (A.A) - The Southeastern Anatolia Region made exports to the member states of the European Union of 66.4 million US dollars with an increase of 16.3 percent, within the January-August period, it was reported on Friday.

    Exports of 57.1 million US dollars were realized in the same period last year.

    Officials from the Southeastern Anatolia Union of Exporters told the A.A correspondent that animal products worth 1.2 million US Dollars, grains and pulses worth 1.2 million US dollars, dried fruits worth 14.2 million US dollars and textile products worth of 49.7 million US dollars were exported within the first eight months of this year.

    A 25.3 million US Dollar part of the exports was realized to Italy.

    Dried apricots, synthetic thread, plastic sack, pistachio nuts, towels and cotton thread are among the most exported goods.

    NEW YORK, Sept 11 (A.A) - Sakip Sabanci, the President of the Sabanci Holding, organized a reception for the exhibition composed of 70 pieces of artifacts which reflect the period between 15th and 20th centuries in the Metropolitan Museum of Art in New York.

    Cavit Kavak, the Minister of State, Istemihan Talay, the Minister of Culture, Berna Yilmaz, the wife of Prime Minister Mesut Yilmaz, Volkan Vural, the Turkish Permanent Representative to the UN, Fuat Tanlay, the Turkish Consul General in New York, leading Turkish and American businessmen were in attendance at the reception.

    Addressing the reception, Cavit Kavak, expressed satisfaction with the exhibition of ''Golden Letters,'' which is composed of suras, religious commands, framed inscriptions, description of the personal virtues and the qualities of the Prophet Muhammad which had all been ornamented by the famous Ottoman and Turkish calligraphers with golden leaves.

    Meanwhile Hillary Clinton, the wife of the US President Bill Clinton, sent a message of congratulations to Sabanci.

    The exhibition which is the first private exhibition at the New York Metropolitan Museum of Art will continue between 11 September- 13 December.

    ISTANBUL, Sept 11 (A.A) - President Perez Balladarez of Panama came on Friday to Turkey along with his wife Dora Maria for their holiday.

    Saim Eskioglu, the Deputy Governor of Istanbul, and representatives of the Foreign Ministry welcomed Balladarez at the Ataturk Airport.

    Balladarez will visit historical and touristic places in Istanbul.

    [19] SAIB, ANKARA REPRESENTATIVE OF PUK: - ''WE HAVEN'T DEMANDED AN AUTONOMOUS KURDISH STATE ON TURKEY'S LANDS'' - ''WE REQUEST TURKEY TO SUPPORT JOINT GOVERNMENT OF PUK AND KDP''

    ANKARA, Sept 11 (A.A) - Shazad Saib, the Ankara Representative of the Patriotic Union for Kurdistan (PUK) denied the news claiming that Celal Talabani, the Leader of the PUK, aims at establishing an autonomous Kurdish state including Turkish lands, in Northern Iraq.

    Saib told the reporters that their purpose is a federation, not an autonomous state.

    Theodoros Pangalos, the Greek Foreign Minister, had claimed, ''Talabani asked Greece for support for a Kurdish autonomous region which covers Northern Iraq and a part of the Turkish territories'' as interference in Turkey's internal affairs and an attack on Turkey's territorial integrity.

    Pointing out that the delegation representing the PUK has held very productive talks with the senior Turkish officials, Saib noted that they request Turkey to support the establishment of a joint government between the PUK and the Kurdistan Democratic Party (KDP).

    Mentioning the separatist terrorist PKK organization, Saib stressed, ''there is no PKK terrorism in our region. The PKK has only ten or eleven political bureaus there.''

    [20] FOUR SYRIANS FISHING WITHOUT PERMISSION IN TERRITORIAL WATERS OF THE TRNC ARRESTED

    LEFKOSA, Sept 11 (A.A) - Police arrested on Friday four Syrians who were fishing without permission in the territorial waters of the Turkish Republic of Northern Cyprus (TRNC), near the Karpaz region of Gazimagosa.

    Police named the arrested Syrians as Mohammed Madraji, Ahmet Madraji, Usama Madraji and Rimon Huri.

    Meanwhile, seven Syrian fishermen violating territorial waters of the TRNC who were captured on 21 August and sentenced to one month in prison, are still under arrest at the Lefkosa Central Prison.

    [21] BILKENT SYMPHONY ORCHESTRA TO GREET AUDIENCE IN KONYA

    KONYA, Sept 11 (A.A) - The Bilkent University Symphony Orchestra will greet the audience in Konya tomorrow within the framework of the ''5th Anatolia Music Festival'', it was reported on Friday.

    The orchestra that will be conducted by Alfred Michourine will play the compositions of the contemporary Turkish composers.

    The revenue of the concert will be donated to the Supporting Modern Life Association in order to meet the educational expenses of poor students.

    The orchestra will give concerts in Sinop on 19 September and in Tokat on 21 September.

    IZMIR, Sept 11 (A.A) - Li Xiaoling, the Deputy Chairman of the Association for Friendship with the Foreign Countries, who came to Turkey along with a delegation composed of 11 persons in order to develop the relations between Turkey and China, held meetings on Friday with the representatives of the several firms in Izmir.

    Responding to the questions of the A.A correspondent, Xiaoling said, ''there are many businessmen in China who want to work with the Turkish businessmen.''

    Pointing out that the Turkish and Chinese people share many joint attributes, Xiaoling noted, ''the Chinese people aim at realizing many joint projects with Turkey. We will give information to the Chinese businessmen about our positive contacts with the Turkish businessmen and will come back to Turkey in order to make business.''

    Xiaoling also attended the opening ceremony of the Izmir Branch of the Turkish-Chinese Women's Friendship Association which has its headquarters in Ankara.

    [23] SALOMON SMITH BARNEY: ''IMKB WAS AMONG THE EXCHANGES NEGATIVELY AFFECTED BY THE GLOBAL CRISIS AFTER RUSSIA'' ''INFLATION AND INTEREST ARE IN A TENDENCY TO DECREASE'' ''THE PRICES OF SHARES WILL INCREASE POSITIVELY TOWARDS THE END OF THE YEAR''

    ANKARA/LONDON, Sept 11 (A.A) - Salomon Smith Barney (SSB), said that the Istanbul Stock Exchange (IMKB) was among the exchanges in the developing countries which were negatively affected by the global crisis in 1998.

    In the evaluation of the Salomon Smith Barney concerning the Turkish economy, it was stated that the IMKB gained 43 percent in value in 1996 and 85 percent in value in 1997 on a dollar basis in spite of the decrease which occurred until the beginning of September this year.

    The SSB also stated that the interest rates which climbed to 140 percent in August, the month when the crisis reached its peak, fell to 110-120 percent in the second week of September.

    Stating that the income of the Treasury bonds would decrease by the end of this year, the SSB estimated that the share prices will positively increase in spite of the negative attitude of the investors.

    The SSB pointed out that Turkey's current foreign exchange reserves of 27.2 billion US dollars decreased almost 5 billion US dollars since July, but the current reserves are at ''comfortable dimensions.''

    Stating that Turkey's domestic debts are 30 billion US dollars and foreign debts are 94 billion US dollars, the SSB reminded that the Central Bank is taking precautionary measures to prevent foreign exchange from being attractive.

    The SSB stressed that the interest rates will also decrease within the framework of a decrease in inflation, but the increase in the GNP is expected to slow down in 1998 and 1999.

    The SSB also advised the government to continue its foreign borrowing policy to decrease the pressure of domestic borrowing.

    [24] EXCAVATIONS CONTINUE AT KULTEPE-KANISH

    KAYSERI, Sept 11 (A.A) - A total of 250 archaeological works, most of them are tablets with cuneiform writing, were found so far during the excavations held at the Kultepe-Kanish tumulus near Kayseri, it was reported on Friday.

    Prof. Dr. Tahsin Ozguc, who leads the excavations, told the A.A correspondent that they have found nearly 200 tablets with cuneiform writing, ornaments made with glass and metal, ceramics and three cylindrical seals made with precious metals.

    Ozguc pointed out that the works will be sent to the Archaeological Museums in Kayseri and Ankara.

    Excavations at the Kultepe-Kanish tumulus has started in 1948. More than 30 thousand tablets dating back to the period of 2000 B.C. have been found at the excavations.

    [25] CRISIS BETWEEN TURKEY AND LIBYA - TURKEY RECALLS HER AMBASSADOR TO LIBYA FOR CONSULTATION

    ANKARA, Sept 11 (A.A) - The separatist terrorist PKK organization's participation at the parade organized for the anniversary of the Revolution in Libya on 1 September, created a new crisis between Turkey and Libya, it was reported on Friday.

    Turkey has recalled Mufit Ozdes, the Turkish Ambassador to Libya, for consultation for an indefinite period and requested a statement concerning the incident from Libya.

    A high-level official from the Foreign Ministry stressed that they have sent a protest note to Libya. The same official added that Libya couldn't give a satisfying statement on the incident.

    [26] THE MEETING OF GOVERNORS' CLUB OF CENTRAL BANKS - THE GOVERNORS OR HIGH LEVEL OFFICIALS OF CENTRAL BANKS OF 9 COUNTRIES DISCUSS ASIAN AND RUSSIAN CRISIS, RATE POLICIES AND AFTERMATH EFFECTS OF CRISIS

    ANTALYA, Sept 11 (A.A) - The Governors' Club of the Central Banks which was established with the attendance of the governors of the Central Banks of the Central Asian, Black Sea, and Balkan countries, held its first meeting in Antalya under the chairmanship of Gazi Ercel, the Governor of the Central Bank.

    The governors or high level officials of eight countries from the 13 member states attended the meeting. The representative from Greece which isn't a member yet, attends the meeting at the level of an advisor.

    Ercel told the reporters prior to the meeting that they will discuss the issues such as international developments, the East Asian and Russian crisis and the Latin America crisis which has a tendency to influence other markets, and reflections on the exchange rate policies.

    Governors' Club of the Central Banks was established on 1 May 1998 upon the invitation of Turkey to the Central Banks of the Central Asian, Black Sea and Balkan countries, and the number of members has reached 13 so far.

    Among the member countries attending the meeting are Albania, Armenia, Bulgaria, Kyrgyzstan, Macedonia, Romania, Yugoslavia and Turkey.

    [27] HEALTH MINISTER OZSOY DUE IN DENMARK - OZSOY TO ATTEND 48TH REGIONAL MEETING OF THE WORLD HEALTH ORGANIZATION

    ISTANBUL, Sept 11 (A.A) - Ibrahim Ozsoy, the Minister of Health, will go to Copenhagen, the capital of Denmark, on Monday, in order to attend the 48th European Regional Meeting of the World Health Organization (WHO), it was reported on Friday.

    The Ministry of Health stated that Ozsoy has been elected as the chairman of the meeting at the 47th Regional meeting held in Istanbul.

    Proposals on ''Integrational Organizations'', ''Intergovernmental Organizations'', ''Organizations within the System of the United Nations and the Cooperation of the Organizations in Europe'', ''the Budget Programme for the 2000-2001 period'', ''Health Policy and Strategy for Everyone in European Region in the 21st Century'', ''the Structure and Function of Public Health in Europe'', and ''An Europe without Tobacco'' will be discussed at the meeting between 14 and 18 September.

    Meanwhile, the share allocated to Turkey for health services will be increased from 200 thousand US dollars to 3 million US dollars for the first time in 30 years.

    Ozsoy is scheduled to hold bilateral contacts in Denmark with his European counterparts.

    [28] THE 35TH GOLDEN ORANGE FILM FESTIVAL

    ANTALYA, Sept 11 (A.A) - A total of 65 films participating at the 35th Antalya Golden Orange Film Festival were introduced to the members of the press on Friday.

    Yasar Sobutay, the Acting Chairman of the Administrative Board of the Golden Orange and Culture and Art Foundation, Prof. Dr. Yavuz Tekelioglu, Nalan Cebeci, the Director of the Festival, and Gaye Doganoglu, General Director of the Golden Orange Culture and Art Foundation gave information about the films.

    Meanwhile the films ''Goodbye Tomorrow'' and ''Journey to the Sun'' won't participate at the festival because of they haven't been completed.

    Sobutay pointed out that two new films, ''Right to Live'' and ''Passion'' will participate at the festival.

    The names and the directors of the films that will compete at the national film competition between 1-5 September are as follows:

    Diploma for Craziness (Tunc Basaran), Wound (Yilmaz Aslan), Heavy Novel (Mustafa Altioklar), Hunter (Erden Kral), Passion (Yavuz Yalinkilic), On Ship (Serdar Akar), Azize (Onder Cakar), Tail of the Leopard (Turgut Yasalar), Right to Live (Huseyin Turkyildirim), Old Photographs (Necef Ugurlu) and Mixed Pizza (Faruk Aksoy).

    [29] ETKİN, TRNC FOREIGN AND DEFENCE MINISTER: ''THE THINGS FORESEEN IN THE FINAL STATEMENT OF NON-ALIGNED COUNTRIES SUMMIT, ARE UNACCEPTABLE AND NOT VALID FOR TURKISH CYPRIOTS'' - ''THE ABUSE OF NON-ALIGNED BY THE GREEK CYPRIOTS SHOULD BE STOPPED''

    LEFKOSA, Sept 11 (A.A) - Taner Etkin, the Foreign and Defence Minister of the Turkish Republic of Northern Cyprus (TRNC), said on Friday that the things foreseen concerning the Cyprus issue in the 12th Summit of the Non- Aligned countries held in Durban, South Africa, are ''unacceptable and not valid for the Turkish Cypriot side.''

    Etkin, said in a written statement ''we have learned with regret that the final statement adopted at the summit has a paragraph regarding Cyprus which includes expressions in contradiction with the facts due to the biased and wrong information given by the Greek Cypriot side administration.''

    Stating that they feel sorry that the Greek Cypriots are permitted to easily abuse this platform for their own propaganda purposes which don't have any connection with the principles and goals of the Non-aligned Movement, Etkin said, ''the inclusion of the elements which don't appear even in the solution parameters in various documents prepared by the mediation of the UN through talks between the two sides on Cyprus in the past, to the statement of the Non-aligned Movement, is the most clear evidence of the hypocricy of the Greek Cypriot side. It is the most clear evidence of their insincerity in the negotiations they continued just for show for years. The things foreseen in the summit final statement are unacceptable and not valid for the Turkish Cypriot side.''

    Etkin pointed out that Glafcos Clerides, the Greek Cypriot leader, who played the non-aligned game at the Summit, himself made the European Union membership a precondition when he was brought to the leadership of the Greek Cypriot side in 1993. Etkin also pointed out that Clerides refused the UN Set of Ideas and completely removed the solution parameters which were formed through a negotiation process under the auspices of the UN. Taner Etkin stressed that these points should be determined by other non- aligned countries.

    Etkin also emphasized that the Greek Cypriot administration which has the authority to represent only the Greek Cypriot side and doesn't have any authority to speak or act on behalf of the Turkish Cypriot side, doesn't have any right or authority to demand anything concerning the Cyprus issue from the Non-aligned Movement.

    Etkin said in his statement ''the continuation of full membership negotiations between the European Union and the Greek Cypriot side, which have a partnership relation since 1972, which doesn't give up abusing the Non-aligned countries platform, is on the one hand contrary to the 1959- 1960 London and Zurich Agreements, and on the other hand, is a clear evidence that the Greek Cypriot administration left the policy of the Non- aligned Movement concerning politics, economy and security.''

    Asking that the abuse of the Non-aligned Movement by the Greek Cypriot administration be stopped, he pointed out that the Greek Cypriot side is attempting to further improve its one-sided membership application to the EU and to increase its armament including long-range missiles within the framework of the joint military doctrine it signed with Greece.

    The final statement of the Non-aligned Summit criticized the confederation proposal of the Turkish side as an effort to change the basis of the ''intercommunal'' negotiations and claimed that the proposal was against the UN decisions concerning Cyprus and international legal principles.

    The statement also claimed ''the TRNC which was formed by occupation was an unacceptable identity.''

    [30] LIBYA RECALLS HER AMBASSADOR TO TURKEY

    ANKARA, Sept 11 (A.A) - Libya recalled Mansur Mohammed Bedir, the Libyan Ambassador to Turkey, following Turkey's recall of her ambassador to Libya, for consultations, it was reported on Friday.

    Turkey has recalled Mufit Ozdes, the Turkish Ambassador to Libya, for consultation for an indefinite period in order to protest the participation of the separatist terrorist PKK organization carrying pictures of Abdullah Ocalan, the leader of the organization, at the parade organized for the anniversary of the Revolution in Libya on 1 September.

    Diplomatic sources told the A.A correspondent that Libya has recalled her ambassador in return for Turkey's decision.

    A high-level official from the Foreign Ministry stressed that they have sent a protest note to Libya. The same official added that Libya couldn't give a satisfying statement on the incident.
