    HISTORICAL DECISION
    Constitutional Court, at the end of eight months judgement, gave a historical decision in Turkish political life and closed Welfare Party (RP) by a majority of vote.

    MİLLİYET (LIBERAL) HISTORICAL DECISION: RP CLOSED
    Parliamentary membership of six people, including RP leader Necmettin Erbakan, were stripped off. They will not be a member of a party for five years.

    JURIDICAL WAYS FOR CILLER
    The ruling on an appeal by the defendants of ''secret fund'' raised the possibility of a fresh probe into the role played by True Path Party (DYP) leader Ciller in the payments affair.

    SABAH (LIBERAL) FINGER CUT BY SHERIAH WOULD NOT HURT
    Two suprise outcomes of closure decision:

    1-There is imprisonment danger for Erbakan.

    Constitutional Court closed Welfare Party (RP) on grounds that it has activities against secular Republic were specified. The decision was taken by a majority of vote.

    Political ban was brought to five deputies of Welfare Party and a Mayor in the historical decision of the Constitutional Court that will affect Turkish policy.

    Irresponsible acts of Welfare Party (RP) Administrators pushed six million votes away from Parliament.

    Jan 16, 1998 became a day representing Erbakan and Ciller's joint fate in the ruling and in the opposition. Erbakan's Parliamentary membership ended and ways opened for Ciller to Supreme Court.

    [02] TURKEY-COE - VISIT FROM COE TO TURKEY - DEPUTY SECRETARY GENERAL KRUGER TO COME TO ANKARA

    ANKARA, Jan 17 (A.A) - Council of Europe (COE) Deputy Secretary General Hans Christian Kruger will come to Ankara on Jan 18 as the official guest of Foreign Ministry Undersecretary Korkmaz Haktanir.

    Within the framework of his contacts which he would hold during his visit which will last on Jan 20, Kruger will meet Parliament Speaker Hikmet Cetin, Foreign Minister Ismail Cem, State Minister Sukru Sina Gurel, responsible for European Union, Justice Minister Oltan Sungurlu, Interior Minister Murat Basesgioglu and State Minister Hikmet Sami Turk, responsible for Human Rights.

    Kruger was appointed as Deputy Secretary General of the COE in Sept. 1997 and this visit is important as it is the first one he pays to Turkey and as COE has an important place within European architecture.

    Turkey is a member of COE which was founded in 1949.

    [03] TURKEY-US-EU - US: ''WE HOPE THAT A WAY WILL BE FOUND TO PROVIDE PARTICIPATION OF TURKEY TO EUROPEAN CONFERENCE''

    WASHINGTON, Jan 17 (A.A) - US State Department Spokesman James Rubin said on Friday that US hoped that a way would be found to provide Turkey's participation to European Conference.

    Briefing about a meeting between the US Secretary of State Madeleine Albright and the European Union (EU) Term President Britain's Foreign Minister Robin Cook, Rubin said ''both of these sides stressed the importance of positive relations between Turkey and the EU.''

    Rubin also said they hoped that a way would be found to provide Turkey's participation to European Conference.

    Rubin stressed that both Turkey and the EU should refrain from making strict statements adding that ''the important point is the integration of Turkey with Europe. This is good for Turkey and for Europe.''

    British Foreign Minister Cook on Friday praised Greek Cypriot Side and stressed that they did not violate international agreements by inviting Greek Cypriot Side to EU full membership. Cook said ''Turkey's finding its appropriate place within EU is an examination for us.''

    Cook also said Turkey's candidacy for full membership to EU would be specified according to the criterion which is valid for other candidates.

    US supports Turkey's full membership to EU.

    [04] TURKEY-POLITICS - PRIME MINISTER YILMAZ: ''CLOSURE OF A POLITICAL PARTY IN DEMOCRACY IS ALWAYS A REGRETTABLE EVENT'' - ''I PROPOSED ERBAKAN TO MAKE A SELF-CRITICISM WITHIN HIS PARTY''

    ANKARA, Jan 17 (A.A) - Prime Minister Mesut Yilmaz, evaluating Constitutional Court's decision for the closure of Welfare Party (RP), said ''closure of a political party in a democray is always a regrettable event. I felt sorry about Constitutional Court's decision that RP contradicted with the constitution and the laws.''

    Addressing the opening of his party meeting Yilmaz recalled that Constitutional Court concluded the case on Friday adding that they did not have a tradition to make comments on the resolutions of jurisdiction.

    Yilmaz said resolutions of Constitutional Court were binding decisions for everybody, for legislation and for executive force. ''I hope RP Administration will evaluate the decision and the process in the best way.''

    Briefing about his visit to RP leader Necmettin Erbakan Yilmaz said he proposed Erbakan to make a self-criticism within their party.

    [05] TURKEY-ECONOMY - INTENSE WEEK OF ECONOMY BUREUCRATS - IMF DELEGATION TO COME TO TURKEY ON JAN 19, WORLD BANK DELEGATION WILL COME TO ANKARA ON JAN 21 - US MINISTER OF COMMERCE DUE IN ANKARA ON JAN 18

    ANKARA, Jan 18 (A.A) - Economy bureucrats will have an intense week due to very important guests coming from the US, it was reported on Saturday.

    The US Minister of Commerce, Willam Daley's three-day official visit will start this weekend.

    An International Monetary Fund (IMF) delegation, headed by Turkish Desk Chairman Martin Hardy, will start contacts in Treasury Undersecretariat on Jan 19.

    World Bank delegation will come to Ankara on Jan 21.

    The IMF delegation which will stay in Turkey for two weeks will hold contacts with high ranking economy bureaucrats on economic program of Turkey.
