    Outcome of Commission meeting of 22 May 2007

    [01] Environnement : la Commission publie un livre vert sur l'amélioration des pratiques de démantèlement des navires

    La Commission européenne a publié un document de consultation sur la façon de rendre le démantèlement des vieux navires moins dangereux pour les travailleurs et l'environnement. Le livre vert sur l'amélioration des pratiques de démantèlement des navires constitue une étape importante sur la voie de l'élaboration d'une stratégie communautaire dans ce domaine. Soulignant les conditions dangereuses et polluantes dans lesquelles de nombreux navires sont actuellement démolis sur les plages de l'Asie du Sud, le livre vert présente une série d'actions envisageables au niveau de l'UE dans l'attente de l'élaboration et de l'entrée en vigueur d'une convention internationale sur le recyclage des navires selon des méthodes sûres. L'objet de la consultation est de recueillir les avis des institutions européennes, des Etats membres, des parties intéressées et de l'opinion publique sur la meilleure façon de traiter cette question touchant à la santé, à la sécurité et à la protection de l'environnement.

    [02] Commission approves Universal’s proposed takeover of BMG's music publishing business, subject to commitments

    The European Commission has approved under the EU Merger Regulation the proposed acquisition of the music publishing business of Bertelsmann Music Group (BMG) of Germany by the US-based Universal. The Commission found that the proposed merger, as initially notified, raised serious doubts as regards adverse effects on competition in the market for music publishing rights for online applications. However, the Commission's investigation found that these concerns would be removed by the remedies package proposed by the parties concerning the divestiture of a number of publishing catalogues. In the light of these commitments, the Commission has concluded that the proposed operation would not significantly impede effective competition in the European Economic Area or any substantial part of it.

    [03] Transports routiers professionnels : la Commission veut une concurrence loyale, des contrôles efficaces et harmonisés

    La Commission européenne a adopté aujourd'hui trois propositions en vue de moderniser les règles régissant l'accès à la profession et au marché du transport routier. Ces propositions prévoient une formation obligatoire pour diriger des activités de transport, une définition contrôlable du cabotage qui peut être fait à l'intérieur d'un Etat membre, et des mécanismes pour exécuter certaines sanctions au-delà des frontières entre Etats membres. Les règlements proposés réduiront les distorsions de concurrence et amélioreront le respect par les transporteurs des règles en matière sociale et de sécurité routière. D'après l'analyse d'impact, les coûts administratifs, supportés par les entreprises et les autorités, pourront être réduits de €190 millions par an.

    [04] First rural development programmes for the period 2007-2013 agreed : Czech Republic and Sweden

    Today the Rural Development Committee (consisting of representatives of the 27 Member States) gave a positive opinion to the Rural Development programmes of the Czech Republic and Sweden for the next financial period 2007-2013. Financial aid of €3615 million for the Czech Republic and €3917 million for Sweden has been allocated for the two programmes. These programmes are defined to guarantee infrastructure, create new income opportunities for rural regions, promote growth and fight unemployment. The Commission still has to formally adopt the two programmes in the next weeks. The approval of the programmes for the other countries will follow in the next months.

    [05] Simplification de la législation sur la promotion des produits agricoles

    La Commission européenne a proposé aujourd'hui la mise en place d'un nouveau cadre juridique unique de promotion des produits agricoles sur le marché intérieur et les marchés des pays tiers. Le nouvel acte législatif fond les deux textes existants en un acte unique permettant ainsi d'harmoniser et de simplifier la réglementation. Pour les acteurs concernés par la politique de promotion dans les Etats membres, ce cadre législatif unique facilitera l'accès et la participation au régime.

    [06] Statement by Enlargement Commissioner Olli Rehn on the bomb attack in Turkey

    "I strongly condemn this horrible and cowardly attack. I send my condolences to the families and friends of those who lost their life. My sympathy is with those who got injured and I wish them a speedy recovery. The Commission expresses its solidarity with Turkey in its efforts to fight terrorism, which is a common concern for the EU and Turkey."

    [07] Commission clears acquisition of Claire's by Apollo

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Claire's Stores, Inc (Claire's) of the US by The Apollo Group (Apollo), also of the US. Apollo is a portfolio investments company. Claire's is active in the retail sale of costume jewellery, fashion accessories and cosmetics. The operation was examined under the simplified merger review procedure.

    [08] Commission clears acquisition of Nedschroef by Gilde and Parcom

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Koninklijke Nedschroef Holding N.V. (Nedschroef) of The Netherlands by Gilde Buy-Out Management Holding B.V. (Gilde) and Parcom Ventures B.V. (Parcom), belonging to the ING Group, all of The Netherlands. Gilde and Parcom are both active in private equity investments. Nedschroef produces fasteners, machines and machine tools. The operation was examined under the simplified merger review procedure.

    [09] La Commission salue le rapport du Parlement européen portant sur la stratégie visant à enrayer la perte de biodiversité

    La Commission européenne a salué le rapport adopté le 22 mai par le Parlement européen sur la communication de la Commission intitulé "Enrayer la diminution de la biodiversité à l'horizon 2010 et au-delà : préserver les services écosystémiques pour le bien-être humain". La Commission partage la vive inquiétude exprimée par le Parlement à l'égard des restrictions financières en matière de mise en œuvre, de la perte persistante de biodiversité et du déclin connexe des services écosystémiques. Elle soutient la position du Parlement selon laquelle le maintien des services écosystémiques devraient devenir un objectif fondamental de toutes les politiques communautaires horizontales et sectorielles.

    [10] Danuta Hübner signs memorandum on European Commission–Russian Federation regional policy cooperation

    In Moscow today, Commissioner Danuta Hübner signed a Memorandum of Understanding on cooperation between the European Commission and Russian Federation over regional policy. The idea is to enhance bilateral cooperation and to exchange information on policies contributing to regional growth and competitiveness, fostering balanced national development. Commissioner Hübner had a meeting with Vladimir Yakovlev, Minister for Regional Policy.

    [11] Industrial new orders up by 2.7% in euro area - EU27 up by 2.8%

    The euro area (EA13) industrial new orders index rose by 2.7% in March 2007 compared with February 2007. The index fell by 0.6% in February and remained stable in January. EU27 new orders grew by 2.8% in March 2007, after an increase of 0.1% in February and a decrease of 1.4% in January. Excluding ships, railway and aerospace equipment industrial new orders grew by 2.7% in the euro area and by 2.5% in the EU27 in March 2007. In March 2007 compared with March 2006, industrial new orders increased by 8.0% in the euro area and by 8.1% in the EU27. Total industry excluding ships, railway and aerospace equipment grew by 9.1% in the euro area and by 9.6% in the EU27. These estimates are released by Eurostat.
