De nouvelles avancées sont prévues au cours des prochains mois, à savoir un remaniement complet des droits des consommateurs en cas d'achats transfrontaliers, une évaluation approfondie de la meilleure façon de renforcer les voies de recours collectif, de nouvelles propositions destinées à consolider la directive sur la multipropriété et un engagement en faveur d’une ouverture du marché améliorant les opérations transfrontalières de crédit (directive sur le crédit à la consommation). La nouvelle stratégie (2007-2013) de protection des consommateurs entend donner confiance aux citoyens dans le marché intérieur pour qu'ils puissent librement faire leurs achats dans tous les Etats membres – sur place ou en ligne – et bénéficier ainsi du meilleur prix, de la meilleure qualité et des produits les mieux adaptés à leurs besoins.[02] Excise duties on gas oil : Commission proposes to fight "tank tourism" and reduce environmental damageThe proposal is based on the fact that existing tax differentials on diesel used by trucks ("commercial gas oil") create distortions of competition within the liberalised Internal Market of the haulage sector. In addition, they lead to "fuel tourism", where truck drivers alter their routes in order to benefit from low tax rates applied in certain Member States, thereby having a negative impact on the environment. In consequence, the European Commission's proposal aims at narrowing these differentials while reducing environmental damages.[II] Other news - Autres nouvelles[03] Selon une enquête Eurobaromètre, les Européens sont en faveur de l'apposition d'avertissements de santé sur les produits alcoolisés pour protéger les personnes vulnérablesIl ressort d'une enquête Eurobaromètre consacrée à l'alcool et présentée aujourd'hui par la Commission européenne que près de huit Européens sur dix (77%) sont d'accord pour que des avertissements figurent sur les bouteilles d'alcool et publicités en faveur de ces produits afin d'avertir les femmes enceintes et les conducteurs des dangers de la consommation d'alcool. L'enquête révèle que l'opinion publique européenne soutient, d'une manière générale, les mesures visant à protéger les groupes vulnérables de la société et à réduire le nombre d'accidents de la route liés à l'alcool. Selon les données publiées, les hommes boivent davantage que les femmes et un Européen sur dix consomme généralement au moins cinq boissons lors d'une seule "soirée", ce qui correspond à la définition admise du "binge drinking" (biture expresse ou alcool défonce). Ce mode de consommation immodérée constitue surtout un problème parmi les jeunes chez lesquels 19% de la tranche d'âge comprise entre 15 et 24 ans s'adonnent à cette pratique lorsqu'ils consomment de l'alcool.[04] EU requires cigarette lighters to be child-resistantEuropean Commission Decision enhances consumer safety by requiring that, as of this day, cigarette lighters that are dangerous to children are no longer placed on the European marketplace. The Decision requires governments to ensure that common cigarette lighters placed on the EU market are child-resistant. It also forbids the placing on the market of lighters which resemble objects that are particularly attractive to children (also called "novelty lighters"). Luxury lighters are not covered by this ban but must still comply with the general safety requirements for these products.[05] Commission clears acquisition of WGB by MVV and GSWThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of WGB Wärme GmbH & Co. KG (WGB) of Germany by MVV Energie AG (MVV) of Germany, controlled by the City of Mannheim, Germany, and GSW Gemeinnützige Siedlungs- und Wohnungsbaugesellschaft Berlin mbH (GSW) of Germany, jointly controlled by Goldman Sachs and Cerberus of the US. GSW is active in the rental and management of real estate. MVV generates and distributes electricity, district heat, gas and water. WGB is active in energy contracting and property management services. La rencontre s'est tenue en marge d'une manifestation des exploitants d'autocars organisée à Bruxelles.[07] Banking : Internal Market Commissioner Charlie McCreevy welcomes a vote for a clear, fair and predictable supervisory approval process for mergers and acquisitionsOn 13 March, the European Parliament reached agreement in first reading on the European Commission's proposal to tighten the procedures that member States' supervisory authorities have to follow when assessing proposed mergers and acquisitions (M&A) in the banking sector (see IP/06/1174).[08] Commission allocates €18 million in humanitarian aid to Afghanistan, Pakistan and IranThe European Commission has adopted an €18 million humanitarian aid decision to assist the most vulnerable people affected by armed conflict and natural disasters in the region of Afghanistan, Iran and Pakistan. This funding will benefit returning refugees, internally displaced persons (IDPs) and their host communities. Relief will be provided in the form of shelter and basic services, such as water and sanitation. All funds will be channelled through the European Commission Humanitarian Aid department (ECHO), under the responsibility of Commissioner Louis Michel.[09] Commission allocates a further €60 million in humanitarian aid to vulnerable people in Sudan and ChadThe European Commission has adopted two global humanitarian aid plans totalling €60 million for large-scale aid operations in Sudan and Chad. Beneficiaries of the €45 million global plan for Sudan are the most vulnerable populations throughout the country and in particular in Darfur and South Sudan. The €15 million global plan for Chad focuses on assistance for refugees, displaced people and vulnerable resident communities in the east and the south of the country.[10] L'UE déploie une mission d'observation électorale au Timor-OrientalLa Commission européenne a commencé à déployer une mission d'observation électorale (MOE) de l'Union européenne en vue de l'élection présidentielle au Timor-Oriental prévue pour le 9 avril. La mission sera dirigée par Javier Pomés, membre du Parlement européen. La décision de déployer une mission d'observation électorale répond à une invitation adressée l'année dernière par le gouvernement du Timor-Oriental. L'UE procédera aussi à l'observation des élections législatives qui seront organisées ultérieurement dans ce pays et dont la date sera annoncée après l'élection présidentielle.[11] Stavros Dimas to participate in G8+5 meeting on climate change and biodiversityEuropean Environment Commissioner Stavros Dimas will participate in the meeting of environment ministers from the G8 countries in Potsdam, Germany on 15-17 March. For the first time, five key emerging economies – Brazil, China, India, Mexico and South Africa – are also taking part. The 'G8+5' meeting will focus on climate change and energy and on biological diversity. German Environment Minister Sigmar Gabriel will chair the meeting. He is expected to draw up chair's conclusions on these key global environmental challenges to forward to German Chancellor Angel Merkel for consideration at the G8 summit on 6-8 June in Heiligendamm. On climate change, the Commission sees both the Potsdam meeting and the G8 summit as important opportunities to build consensus towards the launch of negotiations on a comprehensive new global agreement to reduce greenhouse gas emissions after 2012, when the Kyoto Protocol targets end. Key input for this meeting will be the EU's integrated climate change and energy strategy, as agreed among EU Heads of State and Government on Friday 9 March. Regarding biodiversity, the aim of the G8+5 meeting is to agree on common initiatives and find concrete areas for closer cooperation in order to meet the target agreed by world leaders of significantly slowing the loss of global biodiversity by 2010.[12] January 2007 compared to December 2006 : industrial production down by 0.2% in euro area ; down by 0.3% in EU27Seasonally adjusted industrial production fell by 0.2% in the euro area (EA13) in January 2007 compared with December 2006.
