[01] Droits d'accises : la Commission fournit un accès en ligne gratuit
aux numéros d'accises (SEED sur Europa)
A partir d'aujourd'hui, la Commission européenne fournira aux entreprises
un accès en ligne gratuit aux numéros d'accises attribués aux
opérateurs autorisés à fabriquer, entreposer, transporter et/ou recevoir
des produits soumis à accises en régime de suspension. Cet accès en ligne
à "SEED sur Europa" permet de vérifier la validité du numéro d'accises
des opérateurs, ainsi que les catégories de produits pour lesquels ils
sont agréés. Cet accès améliorera la sécurité juridique et la
transparence pour les opérateurs qui souhaitent expédier des marchandises
soumises à accises en régime de suspension. Le lancement de "SEED sur
Europa" est un premier pas vers la mise en Å“uvre d'un environnement sans
papier pour les procédures concernant les mouvements de produits soumis Ã
accises, l'objectif étant de mener une politique efficace en matière
d'accises électroniques.
[02] Standards help SMEs to boost their competitiveness
SMEs must get more competitiveness out of standardisation, was the message
of the World Standards Day 2006 conference organised by the European
Commission today in Brussels. The use of voluntary standards to support
European legislation on the free circulation of goods has been one of the
success stories in building a Single European Market. These standards,
developed by the European Standards Organisations CEN, CENELEC and ETSI,
contribute to the European Union's Better Regulation policy as a key
element in keeping EU legislation simple and limiting it to the essential
elements for the protection of the health and safety of citizens. It is up
to the stakeholders themselves, in particular experts from industry, to
include in standards the details necessary to comply with the law (this is
the so-called New Approach). In the past, SMEs have often considered
standardisation a private domain of big companies, and therefore they have
not benefited enough from it. Participants of the World Standards Day 2006
discussed better access to easier-to-use standards and how to improve
participation of SMEs in standardisation.
[03] Commission clears acquisition of Cepsa by Total
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of Compañía Española de
Petróleos S.A.(Cepsa) of Spain by Total SA of France. Total is active in
the production of petrol and gas and the refining and distribution of
petroleum, petrochemical products and chemicals. Cepsa is also active in
the production of petrol and gas and the refining and distribution of
petroleum and petrochemical products predominantly on the Spanish and
Portuguese markets. The operation was examined under the simplified merger
review procedure.
[04] La Commission demande à la Grèce d'adopter un nouveau cadre
applicable aux services de radiodiffusion
La Commission européenne a demandé officiellement à la Grèce de prendre
les mesures nationales utiles concernant les services de radiodiffusion,
afin de se conformer à un arrêt de la Cour de justice du 14 avril 2005.
Cet arrêt de la Cour a confirmé que la Grèce n'avait pas transposé,
dans les délais fixés, la directive 2002/77/CE relative à la
libéralisation des communications électroniques. La Commission a demandé
à la Grèce de répondre avant la fin du mois de décembre à sa demande,
qui prend la forme d'un "avis motivé", conformément aux procédures
d'infraction prévues par le traité CE en cas de non respect d'un arrêt
de la Cour (Article 228). Si la Grèce n'informe pas la Commission qu'elle
s'est conformée à l'arrêt de la Cour, l'exécutif européen pourrait
renvoyer ce pays devant la Cour pour la seconde fois et demander à celle-ci
d'infliger des amendes à la Grèce (astreintes, sommes forfaitaires ou les
deux – voir MEMO/05/482).
[05] Commission launches scholarship programme for Belarusian students
Today, the European Commission launches a €4.5 million programme to
support scholarships for Belarusian students wanting to study abroad. Under
this project, which will be implemented by the Nordic Council of Ministers,
scholarships will be made available to Belarusian students from the start
of this academic year. With the contribution of the Nordic Council of
Ministers the programme totals €5 million. Scholarships will be granted
to students who have been penalised by the regime and who have been denied
access to Belarusian universities because of their political activities
during and after the presidential elections of 19 March 2006. Thanks to
these scholarships, Belarusian students who have been expelled will be able
to pursue their studies in neighbouring countries in particular at the
European Humanities University (EHU) in exile in Vilnius and in Ukraine.
This initiative complements the scholarships offered by several Member
States to sanctioned students. The project is part of the Commission's
continuing efforts to support Belarusian civil society and in particular
Belarusian students and youth.

En complément des félicitations adressées vendredi dernier par le
Président José Manuel Barroso, au nom de la Commission européenne, à M.
Muhammad Yunus, le Commissaire européen au Développement et à l'Aide
humanitaire, Louis Michel, a tenu à saluer l'attribution du Prix Nobel de
la Paix "au père d'une des plus importantes innovations des dernières
décennies en matière de développement et de lutte contre la pauvreté,
le micro-crédit".
