[01] Transport urbain propre un nouveau rôle pour les villes dans la
politique européenne des transports
Burgos, en Espagne, accueille aujourd'hui la quatrième réunion annuelle
des villes participant au programme CIVITAS de la Commission européenne.
Cette initiative vise développer des solutions de substitution
l'utilisation des voitures particulières dans les villes afin de réduire
la congestion et la pollution et de promouvoir une utilisation plus
rationnelle de l'énergie. Plus de deux cents représentants de villes,
dont vingt maires et adjoints des transports, discuteront du rôle que les
villes peuvent jouer dans la réalisation de l'objectif de mobilité
durable en Europe.
[02] Fisheries : Commission welcomes progress in the reform of the
Northwest Atlantic Fisheries Organisation
The European Commission has welcomed the important progress made at the
2006 Annual Meeting of the North-West Atlantic Fisheries Organisation
(NAFO) to strengthen the functioning and effectiveness of this
organisation. "The progress made in addressing the issues of monitoring and
control of the fisheries and the follow-up of alleged infringements is
particularly to be commended" commented Joe Borg, Commissioner for
Fisheries and Maritime Affairs. He added that it gives a clear signal that
NAFO Parties will pursue those vessels not respecting the key conservation
and enforcement measures. The Commission proposed a series of measures
which were adopted by NAFO to improve controls, focusing in particular on
by-catch requirements, vessels' stowage plans and flag state action against
serious infringements perpetrated by vessels flying their flags. At the
meeting, held in Halifax, Canada, on 18-22 September 2006, outstanding
issues in the revision of the Convention were also discussed. These
included the objection and dispute settlement procedures, observer
requirements, and financial contributions. NAFO decided to roll-over the
management regimes in place for stocks of shrimp, yellow-fish flounder and
redfish. A further important decision was to permit exploratory fisheries
on four sea mounts in the NAFO area only on condition of rigorous
monitoring conditions and the collection of scientific data. Established in
1979, NAFO is a Regional Fisheries Organisation devoted to the rational
management and conservation of fisheries resources in the North-West
Atlantic. NAFO has 12 members, including the European Union.
[03] Commission clears acquisition of ACP by MN and Hörmann
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of joint control of Automotive Components
Penzberg GmbH (ACP) of Germany by MAN Nutzfahrzeuge AG (MN) of Germany,
belonging to the MAN-group ; and Hörmann GmbH & Co. Beteiligungs KG
(Hörmann), also of Germany. MN designs, manufactures and markets trucks,
buses, components and related services. Hörmann is active in electrical,
machine and construction engineering, radio engineering and related
services. ACP produces metal structural components for heavy trucks. The
operation was examined under the simplified merger review procedure.
[04] Commission clears acquisition of Printemps by REOF and Borletti
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of joint control of France Printemps SA
(Printemps), by RREEF Fund II (REOF) of the US, controlled by Deutsche Bank
AG of Germany, and Mr. Borletti (Borletti) of Italy/UK. REOF is an
investment fund with portfolio investments in real estate assets in Europe,
Asia Pacific and the Americas. Borletti is active in investments such as
tourism, hotel management, agriculture and real estate. Printemps operates
non-food retail and specialised sport articles stores in France. The
operation was examined under the simplified merger review procedure.
[05] Libéralisation du conditionnement : la Commission se félicite de
l'accord du Conseil pour simplifier la législation de l'UE
Le Conseil Compétitivité est parvenu le 25 septembre un accord
politique concernant la simplification de la législation dans le domaine
des marchandises emballées. S'il est confirmé par le Parlement européen,
cet accord signifiera la libéralisation des formats d'emballage pour les
produits pré-emballés l'exception des vins et spiritueux, pour lesquels
les formats imposés existants ont été rationalisés. Vingt-cinq règles
nationales différentes et deux directives de l'UE concernant les
quantités nominales seraient remplacées par une seule directive
européenne. Il s'agit d'une nouvelle étape dans la réalisation du
programme de travail de la Commission visant simplifier la législation
européenne dans le cadre de l'initiative 'Meilleure réglementation'. La
Commission a déj retiré 68 propositions en suspens, introduit des
évaluations d’impact pour toutes les propositions nouvelles et
importantes, déposé des propositions visant simplifier les lois de l'UE
et travaillé l'élaboration d'un modèle visant réduire les coûts
administratifs résultant de la législation de l'UE.
[06] Competitiveness Council reaches political agreement on a Consumer
Programme for 2007-2013
The EU Competitiveness Council reached political agreement on a €156.8
million programme to support the EU consumer protection policy for the 2007-
2013 period. The programme's main objectives are to ensure high levels of
consumer protection, through effective representation of consumer interests,
and to ensure that consumer protection rules are effectively applied across
the Union.
[07] Danuta Hübner at the annual "Homologues' Group" meeting in Warsaw
The "Homologues' Group" meeting hosted on 25 September by the Polish
Ministry of Finance offers each year to participating national control
bodies the opportunity to discuss issues on audit and control, and to
exchange opinions and best practices.
